浅谈化工园区消防安全现状及对策

近年来,我国经济建设发展迅速,化工企业、化工园区纷纷兴起,化学工业在我国国民经济中的地位和重要性与日俱增,但是化工企业的安全生产状况不容乐观,尤其是化工园区的一系列连锁反应造成的安全事故,带来了不小的人员伤亡和财产损失,危害了经济的稳步发展和社会的安定和谐。防止化工园区发生事故、遭到破坏,及时有效地处置可能发生的重、特大灾害事故,有效地保护人民生命和财产安全,已成为消防队伍面临的一项紧迫任务。文章通过化工企业火灾多发的现象,针对化工园区的特点、现状,对化工园区火灾防治进行了研究,分析了化工园区中存在的火灾隐患及薄弱环节,并结合实际情况提出相应的对策。     

化工园区火灾风险预警与应急管理系统

在化工园区事故模式、事故演化研究的基础上,重点研究泄漏、火灾、爆炸三种事故模型、模拟算法及计算机可视化分析。结合地理信息系统(GIS)技术和数据库技术,采用Delphi+MapX集成方式开发化工园区火灾风险预警与应急管理系统。介绍系统的结构框架设计及数据库设计、常见事故模拟算法。系统功能结构主要由基础信息模块、事故监测预警模块、风险分析模块和事故应急模块组成。介绍各模块的作用及工作流程。     

连云港化工产业园区应急监管模式的研究

本文在分析化工园区危险特点的基础上,探讨现代化应急管理模式在化工园区应急管理的应用,研究建立"风险防控、应急队伍、应急平台、应急组织、应急预案、运行机制"的化工园区应急管理模式。     

化工园区火灾风险控制对策研究

结合以往化工园区火灾爆炸事故案例,根据事故范围和原因,构建化工园区火灾爆炸事故树分析模型,分析事故原因,如设备老化、人为操作不当、物料管线泄漏、管理制度不严谨、静电跨接接地不良等,并提出从预防、监督管理、应急救援等方面采取措施,以保障化工园区的消防安全。

建筑物性能化防火设计中的风险分级问题探讨

围绕建筑物性能化设计技术开展的相关研究工作很多，其中一项重要而且基础性的研究就是对建筑物火灾风险进行量化。介绍了在性能化防火设计过程中风险分级的必要性和目前国外火灾风险分级的研究现状，提出了我国进行建筑物火灾风险分级研究的必要性和建议。     

大数据驱动的社区火灾风险智能感知预警研究

通过分析我国社区消防安全管理现状,明确了我国社区火灾主要隐患是防控不足。从消防安全角度,提出应融合大数据、物联网、云计算、雾计算等技术,开展社区火灾风险感知与预警关键技术研究,创建人-机-物-环境共融的社区火灾风险评估体系,进行社区火灾风险数据感知与预警算法研究,搭建社区火灾风险智能感知与预警平台,以期实现社区消防安全的智能管控。     

化工园区事故应急预案案例分析

以无锡市高新区的化工园区为例,通过对其综合分析,归纳出风险因素,对可能的事故进行预测,并将应急处置分为剧毒化学品的泄漏事故和易燃易爆化学物质所引起的火灾爆炸事故,分别进行处置程序及方法上的研究,并提出了事故的终止及其恢复工作以及社会应急救援工作中应注意的问题。

Fire safety assessment of semi-open car parks based on validated CFD simulations

Guidelines for the safe design of semi-open car parks require a minimum amount of open facade in order to ensure an effective removal of heat and smoke during a car fire. In this study the fire safety level of semi-open car parks is assessed by the use of validated computational fluid dynamics (CFD) simulations for seven different variants. The validation of these simulations consisted of two analyses namely a comparison with measured data of a case study and secondly a comparison with the Alpert’s correlations. The dimensions of the seven variants in the assessment are based on a survey of 75 semi-open car parks in the Netherlands, out of which a typical geometry could be determined. The reached fire safety of the car park variants which comply with the guideline NEN2443 are assessed using temperature and sight length criteria for safe deployment of the fire department. Results show that three out of seven studied variants did not meet these criteria, for one variant the safety level was questionable. It is therefore concluded that it is possible to design semi-open car parks which comply with the commonly used Dutch guideline, yet when assessed with criteria for safe deployment of the fire brigade have an insufficient fire safety level.

上海创意产业园区产业分异与形成机制研究

当前世界进入新经济时代,创意产业已成为衡量一个国家综合创新力和整体竞争力的标志。以上海中心城区挂牌创意产业园区为对象,分析整体空间分布特征和产业分异特征,用＂创意度＂评价发展状况,归纳各园区主导产业类型,依此对园区分类。进一步分析园区产业分异的形成机制,在理论框架下归纳创意型企业选址因素,构建指标体系,以软件研发类、建筑设计类园区为例进行量化分析,总结各类型创意产业在选址中考虑的主要因素。     

超大型化学工业园区应急指挥中心建设

以大亚湾经济技术开发区应急指挥中心建设方案为例,比照国家有关的消防技术规范、最新物联网技术的发展,考察各地有关应急指挥中心和类似的化学工业园区,探讨超大型化学工业园区应急指挥中心的建设方案。     

The long-run estimation role of industrial parks on the level of sustainability in Iran and Turkey

The literature on the development of industrial parks has often been neglected by the role of sustainability criteria for long-term prediction. The current study aimed to evaluate the relationship between industrial park development and sustainability levels in Iran and Turkey from 1980 to 2019. Although many researchers have investigated the link between them in different geographical locations, there is no clear picture of the relationship as the results overall are contradictory. An autoregressive distributed lag (ARDL) model bounds testing panel data method with structural fractures was used to analyze the annual selected data to determine whether the development of industrial parks in Iran and Turkey has been successful. The ARDL model is special in that it incorporates sustainability criteria by role of industrial “parks”. The reasoning behind including this explanatory variable is to determine whether countries with industrial parks are more sustainable and to identify future development challenges. Theory suggests that developing industrial parks will eventually strengthen sustainability regulations and policy implementations based on environmental and economic issues.

Planning of R & D Industrial Parks Under the Civil-Military Integration Strategy

The construction of industrial parks under the civil-military integration strategy is based on the combination of military technology and civil technology. Such an industrial park is a new urban functional area produced in the context of civil-military integration. Compared with industrial parks in the usual sense, it pays more attenteon to scientific research, innovation, cooperation and communication. In this paper, through in-depth analyses of relevant literature and domestic actual situation, the industrial park's basic advantages and external environmental policies were interpreted, and the application prospect and practical significance of the current civil-military integration policy were analyzed based on the platform strategy of the civil-military integration industrial park. With R & D industrial parks as the object of study, this paper clarified the management of enterprises in this type of parks and the support provided by the parks, sorted out the industrial park planning plan under the civil-military integration strategy in accordance with the current economic situation and policy orientation, and finally reached the conclusion that the construction of the construction of R & D industrial parks under the civil-military integration strategy is a new growth point that will drive the deepening reform of the national economy and the sustained development of the national economy.
