OBJECT-ORIENTED MODELING IN REGIONAL SCIENCE: AN ADVOCACY VIEW

ABSTRACT As socioeconomic systems become more complex, we must be alert to new and innovative conceptual approaches. Among these, object orientation is argued to have especially high potential for modeling in fields where simulation can play an important role. Programming languages and graphical software tools supporting object-oriented modeling are beginning to dominate. The three-prolonged development of conceptual approach, supporting software, and computing hardware enhances our ability to model and understand the behaviour of increasingly complex socioeconomic systems. This paper presents the fundamental elements of object oriented modeling, and advocated its use in Regional Science.     

建筑信息模型标准在我国的发展现状及思考

建筑信息模型(BIM)技术的快速发展急需BIM标准指导实践。目前我国国家和地方已经发布的BIM标准几十项,但对BIM应用的推动作用甚微。在归纳总结了国内外BIM标准发展现状基础上,简要介绍了BIM技术标准和BIM实施标准内容,探讨分析了BIM标准理论体系框架,梳理论证了目前BIM标准编制过程中存在的问题,以期对BIM标准的编制工作起到积极作用。     

严格控制土地的问题与趋势

在问题的起因里,通过分析我国耕地资源逐年减少的态势、国家采取的严格控制措施及其实际效果,说明中国土地问题仅仅通过行政手段、法律手段是难以彻底解决的,需要探索新的思路;在原因分析中,提出在经济转轨、社会转型期间,政府的重要职责是为广大百姓提供公共物品,而税收成为政府财政收入主要来源的情况下,政府发展经济的冲动是必然的结果;最后,作者提出通过采取税制改革等经济手段,作为解决中国土地问题的关键。     

AN INTERPRETATION OF THE IMPACT OF REGIONAL SCIENCE IN TERMS OF PHILOSOPHY OF SCIENCE

ABSTRACT: This article evaluates the performance of regional science from the perspective of the philosophy of science. The debate regarding the field's performance has drawn wide interest among those working in regional science and has been a stimulus to consider and reinterpret a number of approaches in the philosophy of science. It is believed that an evaluation and reinterpretation of the major approaches in the philosophy of science, such as the positivist, humanistic and structuralist outlooks, could be useful in helping make an ultimate evaluation of the recent literature regarding regional science. In this article, a comparison is made between those paradigms within the development processes that are relevant to regional science and with respect to differentiation between less developed countries (LDC) and developed countries. It is concluded that despite the considerable achievements that have occurred in regional science from the 1950s up to the present some significant questions in the field suggest requirements for a paradigm change, particularly for a field of knowledge that can be applied to developing areas.     

编制住房建设规划的几点思考

供不应求是房价上涨的主要原因。我国城镇住房供需平衡逆转的时间点,可能与美国货币政策转向的时间点重合。届时房价大幅下跌的可能性剧增,将给我国金融系统稳定乃至国民经济健康发展带来严重影响。编制住房建设规划,科学判断未来一段时期城镇住房供求关系,有助于稳定和引导市场预期,实现房价与消费能力基本适应。我国住房建设规划工作现在处于起步摸索期,要尽快启动全国及省区级住房建设规划的编制工作,细化住房政策目标;要科学预测住房需求,合理确定住房建设目标;要编制存量住房改造规划,重视发挥现有资源作用;要优化住房建设空间布局,平衡地区间供需,并方便各阶层群众生产和生活;要妥善处理保障与市场之间的关系,严格执行发展小户型住房的有关政策;要充分发挥房产税作用,降低房屋空置率。

由于市场竞争的加剧,建筑工程项目业主也变得更加专业化,质量和服务水平的要求越来越高,对任何建筑企业都有增强竞争力、降低成本、提高利润的需求,专业化的趋势不可避免,这种趋势将使企业压缩规模,专注于提升核心竞争力,将更多使用外包的形式,利用更有效率的资源完成任务。现代项目管理有着很强的整合能力,对完成有外包参与的任务有着很强的管理能力。在从大包模式向劳务清包模式转变的过程中,如何选择工程项目的劳务承包模式,这是建筑领域总承包企业所共同面临的问题。根据工程项目的具体情况,选择一种合适的劳务分包模式,对降低成本、提高效率、增加效益有非常重要的影响。
