冶金矿山土地复垦特点及复垦费用分析

露天矿山采矿废弃地土地复垦 ,自《土地复垦规定》发布 10年来取得了长足的进步。为深入开展露采矿山的废弃地土地复垦 ,有必要继续研究和探讨冶金矿山开采的特点及其对土地复垦与土地利用的影响。冶金矿山固有的一些特点制约着土地复垦的开展 ,也决定了其复垦的土工工程措施费用要较其他行业矿山土地复垦费用高出许多。国内外矿山复垦的经验说明 ,必须有充足的资金才能保证复垦的开展。矿山复垦资金的筹集渠道也正在调查研究之中。     

认真贯彻实施《土地复垦规定》 搞好冶金矿山土地复垦工作——在冶金矿山土地复垦工作经验交流会上的讲话(摘要)

为了认真贯彻实施国务院颁布的《土地复垦规定》,搞好冶金矿山土地复垦工作,我们在武钢大冶铁矿召开这次冶金矿山土地复垦工作经验交流会议。会议主要有三个议题:一是通过学习《土地复垦规定》和有关文件,进一步提高对土地复垦重要意义的认识;二是总结交流以往冶金矿山土地复垦的先进经验,表彰先进单位;三是讨论修订《冶金矿山企业士地复垦规定实施办法》,并提出冶金矿山“八五”期间土地复垦的规划目标。国家土地管理局对我们这次会议很重视,发来了贺信。

为了交流经验,讨论研究冶金矿山土地复垦工作和“八五”土地复垦规划,冶金部矿山司于1990年9月6日至8日,在武钢大冶铁矿召开了冶金矿山土地复垦经验交流会。出席这次会议的有各大钢矿山公司(处)、直属矿山公司(局)、重点冶金矿山等单位代表70多人。冶金部矿山司张树麟司长主持了本次会议。国家土地管理局向会议发来了贺信。     

发达国家矿地复垦保证金制度及对中国的启示

采矿业是国民经济的支柱产业，但矿产资源的开采也带来了一系列矿山环境问题。发达国家自20世纪70年代就开始制定矿地复垦法律，建立了矿山环境恢复与土地复垦保证金制度。我国矿山环境问题比较严重，而矿山土地复垦资金不足。因此，我国有必要借鉴国外发达国家成熟的矿地复垦立法经验，建立矿山环境治理保证金制度，以恢复矿产资源开采过程中被破坏的土地。

阐述了矿山土地复垦的投资构成，和工程经济学的基本原理，对矿山土地复垦的经济效益进行手实例并提出了土地复垦经济介指标和分析指标。     

法国复LAMARTINIE露天煤矿的排土场建设及其生态恢复

法国中南部煤田矿山公司()每年复垦几百公顷土地他们之所以在矿山土地复垦HBCM方面取得了巨大的成功,是因为它们把矿山土地复垦问题纳入了采矿设计之中。露天矿La Martinie排土场的建设及其生态恢复是公司在矿山土地复垦方面的一个示范性工程,该矿在矿山开发HBCM可行性研究阶段就开始考虑土地复垦问题,并就复垦工程及复垦后土地再利用等问题同附近社区居民、当地政府及地方团体进行过多次磋商。详细介绍了法国露天矿排土场建设、复垦及La Martinie土地再利用的技术方法及施工组织管理经验,其对我国露天矿山土地复垦工作具有重要的参考价值和指导意义。
