Industrial energy efficiency and climate change mitigation   总被引:1,自引:0,他引:1  
Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. This paper discusses the potential contribution of industrial energy-efficiency technologies and policies to reduce energy use and greenhouse gas emissions to 2030.

This paper proposes a multi-criteria decision approach for sorting energy-efficiency initiatives, promoted by electric utilities, with or without public funds authorized by a regulator, or promoted by an independent energy agency, overcoming the limitations and drawbacks of cost–benefit analysis. The proposed approach is based on the ELECTRE-TRI multi-criteria method and allows the consideration of different kinds of impacts, although avoiding difficult measurements and unit conversions. The decision is based on all the significant effects of the initiative, both positive and negative, including ancillary effects often forgotten in cost–benefit analysis. The ELECTRE-TRI, as most multi-criteria methods, provides to the decision maker the ability of controlling the relevance each impact can have on the final decision in a transparent way. The decision support process encompasses a robustness analysis, which, together with a good documentation of the parameters supplied into the model, should support sound decisions. The models were tested with a set of real-world initiatives and compared with possible decisions based on cost–benefit analysis.  相似文献

One of the current energy policy's goals in the European Union (EU) is the exchange of knowledge and experience between the EU-15 member states and the new as well as the candidate countries in issues regarding the development of Renewable Energy Sources and the promotion of Energy Efficiency (EE). Nowadays, the liberalization of energy markets and the deterioration of the climate, in combination with the non-stop crude oil price increase, have had a decisive influence on the development of the above sectors. In addition, one of the most important elements for the renewable energy and EE development is the enhancement of energy producers by renewable energy and Energy Service Companies (ESCOs), respectively. These companies’ success is based on the formulation of a modern environment in each EU member state. However, the environment in the new and candidate member states is less mature than the environment in the EU-15 member states, as it is still in its development phase. In this context, the main aim of this paper is to present a “multi-dimensional” decision support methodology for the formulation of modern energy companies’ operational environment in the 13 new and candidate member states of the EU.  相似文献

The change in the ratio of energy consumed to industrial production is examined over the years 1968–1980. Changes in the composition of industry are analysed, creating a better picture of movements in physical efficiency of energy use. The medium-term trends show the significance of the 1973 oil crisis, the effects being contrary to those of intuition. The implications of the two recessions for efficiency and industrial structure are described in detail. The role of demand, often relegated to an incidental consideration, is brought to the fore. In the years following 1973 it appears more important than ex post substitution in production, and with this comes a particular implication for the use of aggregate production functions.  相似文献

As potentials for energy savings are huge, industry can provide a major contribution to energy savings goals. This paper focuses on the energy savings realized under the Dutch voluntary agreements in the period 2001–2011. Participants in these schemes are obliged to plan and implement all measures with a payback period of less than 5 years. This paper shows how many of these projects have been implemented and how much savings they generate. Our findings show that large differences exist in the realized savings between individual companies. There is however no significant difference in savings observed between companies that participate in the Emission Trading System (ETS) and companies that do not. Although it is impossible to disentangle the drivers behind the implementation of these projects, the amount of savings suggest that at least part of them was implemented because of different energy policy instruments.  相似文献

This paper reviews current capital budgeting practices and their impact on energy efficiency investments. The prevalent use of short payback "rule-of-thumb" requirements to screen efficiency projects for risk is shown to bias investment choices towards "sure bet" investments bypassing many profitable efficiency investment options. A risk management investment strategy is presented as an alternative to risk avoidance practices applied with payback thresholds. The financial industry risk management tool Value-at-Risk is described and extended to provide an Energy-Budgets-at-Risk or EBaR risk management analysis to convey more accurate energy efficiency investment risk information. The paper concludes with recommendations to expand the use of Value-at-Risk-type energy efficiency analysis.  相似文献

The industrial sector consumes about 50% of the world׳s delivered energy and thus has a large impact on the world׳s energy production and consumption. Japan is one of the leading countries in industrial efficiency while China is the world׳s largest industrial energy consumer. This study analyzes the energy consumption and efficiency of the Japanese and Chinese manufacturing industry. Analysis shows that the energy intensity of both Japanese and Chinese manufacturing industry has decreased significantly. Decomposition analysis shows that the efficiency effect played an important role in reducing energy intensity; improvement of the energy efficiency of both Japanese and Chinese manufacturing industry showed a trend of exponential decay. Structural effect significantly reduced the energy intensity of the Japanese manufacturing industry while having a relatively small influence on the energy intensity of the Chinese manufacturing industry. Our analysis also shows a strong association of industrial energy efficiency improvement with energy policies, highlighting that energy efficiency policies can play an important role in the reduction of industrial energy intensity. The results of this study also underscore the important, yet very challenging, task of achieving structural change to further improve efficiency.  相似文献

Alternative fuels for the transport sector are gaining growing attention as a means against fossil fuel dependence and towards greener forms of energy. At the same time, however, they are surrounded with doubts concerning sustainability of their production. This work presents the basic framework for a decision support tool to evaluate biofuel production pathways, with the purpose of providing the decision maker with a structured methodology that will lead him to the final decision. The tool integrates the most important aspects along the entire value chain (i.e. from biomass production to biofuel end-use), namely the technical, economic, environmental and social aspect. The tool consists of a computational part, which can be combined with the personal preferences of the user. The analysis provides a score for the respective pathway that can be used to rank different options and select among them the optimal solution. The functionality of the tool has been tested for the case of biodiesel from rapeseed in Germany.  相似文献

Energy efficiency is a national priority for China as rapid energy consumption growth aggravates its greenhouse gas emissions, local air pollution and energy scarcity. In the 1990s, a large number of voluntary agreements emerged in industrialised countries in order to improve industrial energy efficiency. These experiences are now taken into account in China. This article analyses the drivers for voluntary agreements on industrial energy efficiency in China, based on a case study of three enterprises in Nanjing, Jiangsu Province. Furthermore, the article reviews the institutional set-up of energy policy and investigates the pertaining policy culture. From the findings, conclusions are drawn on the role of voluntary agreements within China's larger policy context. We conclude that opposed to avoiding stricter regulation, voluntary agreements in Nanjing are reinterpreted in view of more stringent national provisions on energy efficiency in the 11th Five Year Plan. Hence, agreements have evolved into an implementation tool of national policy at the local level. For industry, another major driver for participation was identified as improving its relations with local authorities. Voluntary agreements showed to have the potential to overcome traditional constraints of implementing top–down policies at the local level in China.  相似文献

The manufacturing industry is facing tougher competition which increases the demand to implement cost-effective energy efficiency measures. However, studies have indicated that obvious cost-efficient measures are not always undertaken. This is explained by the existence of barriers to energy efficiency. The aim of this study is to investigate the existence and importance of different barriers to the implementation of energy efficiency measures in the Swedish non-energy intensive manufacturing industry. Results from this study highlight a number of factors that inhibit the degree of implementation, such as the cost and risk associated with production disruptions, lack of time and other priorities, lack of sub-metering in larger organizations, etc. The study also finds a number of drivers, such as the existence of people with real ambition and a long-term energy strategy at site level.  相似文献

We argue that a primary focus on energy efficiency may not be sufficient to slow (and ultimately reverse) the growth in total energy consumption and carbon emissions. Instead, policy makers need to return to an earlier emphasis on “conservation,” with energy efficiency seen as a means rather than an end in itself. We briefly review the concept of “intensive” versus “extensive” variables (i.e., energy efficiency versus energy consumption) and why attention to both consumption and efficiency is essential for effective policy in a carbon- and oil-constrained world with increasingly brittle energy markets. To start, energy indicators and policy evaluation metrics need to reflect energy consumption, as well as efficiency. We introduce the concept of “progressive efficiency,” with the expected or required level of efficiency varying as a function of house size, appliance capacity, or more generally, the scale of energy services. We propose introducing progressive efficiency criteria first in consumer information programs (including appliance labeling categories) and then in voluntary rating and recognition programs such as ENERGY STAR. As acceptance grows, the concept could be extended to utility rebates, tax incentives, and ultimately to mandatory codes and standards. For these and other programs, incorporating criteria for consumption, as well as efficiency, offers a path for energy experts, policymakers, and the public to begin building consensus on energy policies that recognize the limits of resources and global carrying capacity. Ultimately, it is both necessary and, we believe, possible to manage energy consumption, not just efficiency, in order to achieve a sustainable energy balance. Along the way, we may find it possible to shift expectations away from perpetual growth and toward satisfaction with sufficiency.

Hydrogen technologies driven by renewable energy sources (RES) represent an attractive energy solution to ensure environmental sustainability. In this paper, a decision support system for the hydrogen exploitation is presented, focusing on some specific planning aspects. In particular, the planning aspects regard the selection of locations with high hydrogen production mainly based on the use of solar and wind energy sources. Four modules were considered namely, the evaluation of the wind and solar potentials, the analysis of the hydrogen potential, the development of a regional decision support module and a last module that regards the modelling of a hybrid onsite hydrogen production system. The overall approach was applied to a specific case study in Liguria region, in the north of Italy.  相似文献

The most extensive action targeting the adoption of energy efficiency measures in small- and medium-sized manufacturing industries in Sweden over the past 15 years was project Highland. This paper presents an evaluation of the first part of this local industrial energy programme, which shows an adoption rate of more than 40% when both measures that have already been implemented and measures that are planned to be implemented are included. A comparison between this programme and another major ongoing programme for the Swedish energy-intensive industry indicates that the approach used in project Highland aimed at small- and medium-sized industries is an effective way to increase energy efficiency in the Swedish industry. The major barriers to energy efficiency among the firms were related to the low priority of the energy efficiency issue.  相似文献

This paper compares how analyses of energy use and efficiency have developed in households and industrial small- and medium-sized enterprises (SMEs). I focus on earlier studies that use lifestyle categories in examining household energy use, comparing them with studies of mainly Swedish industrial SMEs using the barrier concept in understanding energy efficiency. The main question is how the use of lifestyle categories in household research can be adapted to industrial SMEs. The rationale for using doing this is to find a new way to approach industrial energy use that can give new insight or raise new questions. Lifestyle categories capture the energy culture of a company, including how energy is perceived and what habits and routines are like. Lifestyle categorisation complements barrier analysis, deepening our understanding of how and why companies improve energy efficiency. Using lifestyle categories in an analysis can help policy makers, who can then direct specific policies to particular segments of companies.  相似文献

Emerging nations are typically characterised by highenergy intensities despite significant energy efficiency potentials and numerous project oriented efforts to introduce energy-efficient technologies. The paper argues that successful technology dissemination needs appropriate institutional structures to reduce the related transaction cost. While a project-by-project approach risks to evaporate after completion, an energy agency would allow to bundle the know-how and information gained, ease access to funding and thus reduce information search cost and increase availability of efficient technologies. In a case study for South Africa, we examine the appropriateness of this concept for emerging nations. We discuss the underlying incentive problem from a new institutional economics perspective and suggest an approach to the design and implementation of operable energy agencies.  相似文献

This paper presents the rudiments of a Wind Prospecting Tool designed to inform private and public decision makers involved in wind industry development in reducing transaction costs associated with identifying areas of mutual focus within a state. The multiple layer decision support framework has proven to be valuable to industry, state government and local decision makers. Information on wind resources, land availability, potential land costs, potential NIMBYism concerns and economic development potential were integrated to develop a framework for decision support. The paper also highlights implications for decision support research and the role of higher education in providing anticipatory science to enhance private and public choices in economic development.  相似文献

In this paper we analyze interactions of two energy policy instruments, namely a White Certificates (WhC) scheme as an innovative policy instrument for energy efficiency improvement and energy taxation. These policy instruments differ in terms of objectives and final impacts on the price of electricity. We examine the effect of these policy instruments in the electricity sector, focusing on electricity producers and suppliers in a competitive market. Using microeconomic theory, we identify synergies between market players and demonstrate the total effect on the electricity price when suppliers internalize the behaviour of producers in their decisions. This model refers to an ideal market situation of full liberalization. The cases we examine consist of electricity producers with and without a carbon tax, electricity suppliers with and without an electricity tax, and with WhC obligations. Furthermore, we present a parallel implementation of WhC for electricity suppliers with carbon tax on electricity producers and an electricity tax with WhC obligations to electricity suppliers. We demonstrate differences in optimization behaviour of producers and suppliers. Based on a couple of cases of WhC with carbon and electricity taxes, various positive and negative effects of both schemes in terms of target achievement and efficiency are present, which can lead to an added value of such schemes in the policy mix, although uncertainties of outcomes are quite high. A basic finding is that in a merit order several parameters can increase final electricity price after the implementation of different policies: demand for electricity and electricity supply cost at a large scale and then follow the level of level of obligation for energy saving, level of penalty, and price of WhC (representing the marginal costs of energy saving projects). The impact magnitude of parameters depends on the values chosen and on the initial position of suppliers (i.e. if their actual behaviour deviates from full compliance with targets).  相似文献

CO2 emissions reduction, renewable energy deployment and energy efficiency are three main energy/environmental goals, particularly in Europe. Their relevance has led to the implementation of support schemes in these realms. Their coexistence may lead to overlaps, synergies and conflicts between them. The aim of this paper is to analyse the interactions between energy efficiency measures and renewable energy promotion, whereas previous analyses have focused on the interactions between emissions trading schemes (ETS) and energy efficiency measures and ETS and renewable energy promotion schemes. Furthermore, the analysis in this paper transcends the “certificate” debate (i.e., tradable green and white certificates) and considers other instruments, particularly feed-in tariffs for renewable electricity. The goal is to identify positive and negative interactions between energy efficiency and renewable electricity promotion and to assess whether the choice of specific instruments and design elements within those instruments affects the results of the interactions.  相似文献

Departing from the concept of rational use of energy, the paper outlines the microeconomics of end-use energy saving as a result of frugality or efficiency measures. Frugality refers to the behaviour that is aimed at energy conservation, and with efficiency we refer to the technical ratio between energy input and output services that can be modified with technical improvements (e.g. technology substitution). Changing behaviour from one side and technology from the other are key issues for public energy policy. In this paper, we attempt to identify the effects of parameters that determine energy saving behaviour with the use of the microeconomic theory. The role of these parameters is crucial and can determine the outcome of energy efficiency policies; therefore policymakers should properly address them when designing policies.  相似文献

Improved energy efficiency is a key policy goal of all International Energy Agency (IEA) member countries, but tracking energy efficiency gains is not straightforward. As part of its contribution to the G8 Gleneagles Plan of Action, the IEA has been developing in-depth indicators—tools that provide data and analysis of energy use and efficiency trends. This paper gives an overview of the IEA indicator methodology and presents examples of how disaggregated indicators can be used to identify the factors that drive and restrain energy demand at the end-use level. A decomposition approach is also used to separate efficiency effects from the impacts of structure and activity. The results clearly show the important role that energy efficiency has played in shaping trends in final energy use in IEA countries for more than 30 years. However, the analysis also reveals that recent gains in energy efficiency have been much lower than in earlier decades. Accelerating energy efficiency improvements is therefore a crucial challenge for IEA governments and indicators have an important role to play in helping to develop and evaluate the policies that will be required.  相似文献
