现有的数字化电能表检测标准由电子式电能表检测标准发展而来,其检测项目未充分考虑数字化电能表自身的特点。为改善数字化电能表挂网运行的稳定性,搭建了现场综合监测平台,设计了基于全相位自适应算法的0. 01级数字化电能表,在此基础上有针对性的提出了一些现场适应性试验项目,最后在实验室和现场分别进行了试验。试验结果表明所提出的现场适应性试验项目,能够有效保证数字化电能表在现场复杂工况条件下的计量准确性,通过新增试验项目的数字化电能表能够在现场长期准确的计量电能。

对工业应用中的DCS进行抗干扰性能测试,是评价和验证DCS抗干扰能力是否符合设计与应用要求的重要方法和手段。针对电磁干扰存在的3个必要条件,对DCS在实际应用中的抗干扰能力进行了分析和探讨,得出了相应的用以评价和反映DCS抗干扰能力的测试项目及测试方法。对比有关电力行业标准中所规定的DCS抗干扰能力测试项目,本测试方法增加了模拟量测量通道共模抑制比和串模抑制比参数以及开关量输入通道直流噪声容限参数的测试项目,还给出了信号电缆屏蔽与接地的检查方法,并对规程中现场干扰电压测试项目的部分内容进行了完善。

An analysis of the implementation of the main items of the Energy Strategy of Russia until 2020 in the year 2005 and a comparison of indices reached in 2003–2005 with the predicted ones are presented. The development of a new version of the Energy Strategy for the period up to 2030 is proposed that takes into account recent changes in domestic and world power engineering.     

Dependability of technical items: Problems of standardization

This paper is concerned with problems blown up in the development of a new version of the Interstate Standard GOST 27.002 “Industrial product dependability. Terms and definitions”. This Standard covers a wide range of technical items and is used in numerous regulations, specifications, standard and technical documentation.A currently available State Standard GOST 27.002-89 was introduced in 1990. Its development involved a participation of scientists and experts from different technical areas, its draft was debated in different audiences and constantly refined, so it was a high quality document. However, after 25 years of its application it’s become necessary to develop a new version of the Standard that would reflect the current understanding of industrial dependability, accounting for the changes taking place in Russia in the production, management and development of various technical systems and facilities. The development of a new version of the Standard makes it possible to generalize on a terminological level the knowledge and experience in the area of reliability of technical items, accumulated over a quarter of the century in different industries and reliability research schools, to account for domestic and foreign experience of standardization.Working on the new version of the Standard, we have faced a number of issues and problems on harmonization with the International Standard IEC 60500-192, caused first of all by different approaches to the use of terms and differences in the mentalities of experts from different countries. The paper focuses on the problems related to the chapter “Maintenance, restoration and repair”, which caused difficulties for the developers to harmonize term definitions both with experts and the International Standard, which is mainly related to differences between the Russian concept and practice of maintenance and repair and foreign ones.

针对目前在市场上新出现的一种新颖直管形节能荧光灯，由于没有相应的国家或地方性产品质量标准，本文参照类似产品的国家标准提出了安全要求的检验项目和检验方法，并按提出的检验项目和检验方法对此类节能荧光灯进行了检验，实验结果表明，样品存在使用者可能触电的安全隐患，并分析了造成产品不合格的原因。     

A test-sheet-generating algorithm for multiple assessment requirements

In a testing system, the quality of the test items will significantly affect the accuracy of a test; therefore, several measures have been proposed to represent the quality of each test item, e.g., degree of difficulty and discrimination. However, the quality of a test not only depends on the quality of the item bank, but also relates to the way the test sheet is constructed. Selection of appropriate test items is important when constructing a test sheet that meets multiple assessment requirements, such as average difficulty degree, average discrimination degree, length of the test time, number of the test items, and the specified distribution of concept weights. In this paper, a multiple criteria test-sheet-generating problem is formulated and a dynamic programming approach is proposed to cope with the problem. The new approach utilizes the techniques of clustering and dynamic programming, enabling construction of a feasible test sheet in accordance with specified requirements. Some experimental results of 20 cases show that the new approach is capable of achieving better performance than previously used test-sheet-generating methods.     

A Hybrid Metaheuristic Algorithm for the Integrated Vehicle Routing and Three-Dimensional Container-Loading Problem

This paper examines a recently addressed practical variant of the capacitated vehicle routing problem (VRP) called the Capacitated Vehicle Routing Problem with 3-D Loading Constraints (3L-CVRP). This problem considers customer demand to be formed by 3-D rectangular items. Additional loading constraints often encountered in real-life applications of transportation logistics are imposed on the examined problem model. In addition to 3L-CVRP, we also introduce and solve a new practical problem version that was dictated by a transportation logistics company and covers cases in which transported items are manually unloaded from the loading spaces of the vehicles. Both problem versions are solved by a hybrid metaheuristic methodology that combines the strategies of tabu search (TS) and guided local search (GLS). The loading characteristics are tackled by employing a collection of packing heuristics. The proposed algorithm's robustness was tested for both problem versions, solving benchmark instances derived from the literature and new benchmark problems with diverse features in terms of customer set size and transported-item dimensions. It produced fine results, improving most of the best solutions that were previously reported.
