Large urban development projects are at the forefront of scholarly attention. This article aims at complementing critical analyses of urban projects from a political-economic perspective with an analysis centred on planning agency and practice. The focus is on the role of innovative planning concepts in the governance process. The question raised is: how can discourse on the urban quality of places affect collective choices in a reflective way, possibly leading to integrating private interests within ambitious public strategies?

The question is addressed by analysing planning of large urban projects as a “framing” practice, intended in a dual sense: as a practice defining arenas and forms of interaction, and as a practice conveying ideas, visions, concepts of “urbanity”. The case study presented—the Zuidas in Amsterdam—is interpreted as the scene of conflicting frames about the “public” meaning of places and as the contradictory struggle for framing collective action by means of innovative planning concepts. The analysis highlights the limits of framing approaches that do not adequately address the multiplicity of arenas and interactions involved in the governance of urban transformations.  相似文献

Since 2012, there has been a significant growth in tourism in inner city Johannesburg. Some of this tourism materialises as walking tours in disadvantaged and relatively poor inner city neighbourhoods, some of which were until recently considered no-go areas. In a paper published in Urban Forum in 2014 (Frenzel 2014), I have analysed this new phenomenon in the context of slum tourism. I define slum tourism as such forms of tourism where poverty and associated signifiers become central themes and (part of the) attraction of the visited destination. Following a broad empirical research project, Hoogendoorn and Giddy (2017) have questioned whether the concept slum tourism should be used when discussing tourism in inner city Johannesburg. This city profile on Leicester focuses on the representation of ethnical diversity in city branding. Through a historical approach, the paper discusses how the local authorities have taken advantage of the arrival of different migration flows into the city, in order to redefine its post-industrial identity in terms of multiculturalism, tolerance and inclusivity. In so doing, the paper emphasises the combination of deliberate marketing communicative activities, the provision of services for attracting and retaining foreign businesses and the creation of an open urban milieu where various ethnic groups are free to express and celebrate their own cultures through festivals and events. The paper identifies the alignment between place communication and place ‘offerings’ development as the crucial element underpinning Leicester's model for multicultural cooperation and critically assesses the recent challenges that are being posed to the sustainment of a multicultural city image.  相似文献

Specially-designed, temporary festive spaces designed to accommodate spectators and visitors have become commonplace when hosting major and mega sporting events but to date they have received very little academic attention in the urban policy or planning fields. In this paper I explore the development of a ‘Live City’ concept that organisers in Glasgow operationalised during the Glasgow 2014 Commonwealth Games. Empirically, I draw on fieldwork undertaken before, during and after the Glasgow 2014 Commonwealth Games, including documentary analysis, semi-structured interviews, and observation of the four managed Live Zones operational during the event.Findings suggest that the concept of the Live City operationalised at G2014 represents a subtle, yet effective, means of further embedding capital accumulation processes in the urban setting. The Live City concept is reflective of a trend toward the staging of atmospheres as an urban policy tool. In effect, event visitors are welcomed to a fantasy city that only ever exists temporarily, staged for the benefit of others' consumption. The Live City is managed and assembled to prioritise affective atmospheres, reimagining the entire city centre as a venue to be experienced, mediated and replicated in the future when other major spectacles are attracted.  相似文献

Salt (The Big Shift, South Yarra: Hardie Grant Books, 2001a, 2003) has used the concept of a ‘sponge city’ to characterise a small number of large towns in rural Australia that—in contrast to most of their counterparts beyond the borders of the state capitals—are growing by apparently ‘soaking up’ migrants from the surrounding rural areas and smaller regional towns. This article subjects the sponge city concept to critical scrutiny. The focus of the study is the State of Victoria. The key characteristics of sponge cities are spelled out in some detail and a number of possible ‘candidate cities’ in that state identified. Following analysis, one city—Horsham—is singled out for detailed attention. The conclusion of the analysis is that the concept is of only limited utility.  相似文献

This paper employs extensive interviews to examine the ways in which perceptions of renting — on the part of renters, owners and other key actors in the development process — influenced the dynamics of participation around two recent urban development projects in Dar es Salaam, Tanzania. The study responds to concerns that participatory planning too frequently treats communities as homogenous and overlooks barriers to participation faced by marginalized groups, such as renters. The results show that renters were unwilling and often unable to participate due to perceptions, held by themselves and by others, of renter transience and inconsequentiality. These perceptions led to a cycle of non-participation in which policymakers gave renters' needs little attention in plans and renters were disinclined to participate in mobilization. The results suggest that barriers to renter participation could be reduced if their concerns were proactively given more weight in urban development plans.  相似文献

Contemporary urban theory raises many questions about how ‘the urban’ is being conceptualized in a fast changing world that is approaching an urban epoch. Evolving debates about what it means to be urban, including the similarities and differences between so-called northern and southern cities, the future of cities, the way to manage and sustain cities, and cities’ relationships to the new Urban Agenda and the Sustainable Development Goals, reveal the need for urban theory that can explain and provide insights into contemporary urban governance, processes, and outcomes. This special issue uses Durban as a lens to provide insight into the changing nature of cities in the Global South and Africa in particular, which encapsulate and reflect both formality and informality; tradition and modernity; uneven and unequal growth and social transformation; environmental crises and ‘resilience and sustainability’. This paper reflects on the dominant processes shaping the development of the city, revealing the challenges, tensions, and opportunities that emerge as the city assembles new ways of being urban, through the rationalities, knowledge, experiences, practices and actions of the state, citizens, and the private sector.  相似文献

Noulan Cauchon (1872–1935) was a founder of the Town Planning Institute of Canada and the Ottawa Town Planning Commission. He played a significant role in the planning of Canada’s capital city in the early twentieth century. This article traces the evolution of Cauchon’s planning ideas and their place within the Canadian planning profession, based upon his numerous public lectures, newspaper and journal articles. He was a close ally of Thomas Adams during the 1914‐26 campaign to extend town planning across Canada. Cauchon’s background as a railway engineer influenced his City Scientific approach to planning, which contrasted with the City Beautiful proposals for the capital produced for the federal government. This City Scientific approach became the dominant mode of planning in Canada after 1918. Cauchon produced a comprehensive zoning by‐law and many small‐scale planning schemes for the Ottawa area. Few of his proposals were implemented by the municipality, which deferred to the national government on most planning issues during this period. But Cauchon’s ideas influenced the early evolution of the profession in Canada and the redevelopment of the national capital after 1945.  相似文献

Ongoing changes in the urban environment have renewed interest in the transformation of cities and suburbs as liveable places. This article examines the limitations inherent in a functional (objective) notion of liveability that commonly underpins government policy directions. Through an examination of key debates in the literature we consider how the delivery of the social (subjective) dimension of liveability, linked to community, social interaction and social cohesion, poses unique challenges for policy makers, urban planners and developers. We argue for a deeper understanding of the social constructs of liveability that acknowledges the complexity of changing urban environments in contemporary society.  相似文献

Deliberative policy-making is an alternative method of generating new planning strategies based on the public deliberation of citizens and stakeholders. Four ideals of deliberative policy-making espoused by deliberative democracy theorists are identified. Using this framework the ‘Dialogue with the City’ process undertaken by the Western Australian Government to develop the Network City spatial planning strategy for the Perth metropolitan region is examined. While this process went further than most towards realising the ideals of deliberative policy-making, the Government was not able to fully achieve the ideals of inclusive decision-making, equitable decision-making, deliberation toward the common good and consensus decision-making. It is most likely that the deliberative approach to policy-making does not represent a new model for governing; rather, these participation techniques constitute a more sophisticated model for involving citizens and stakeholders in planning.

Losses or gains of up to 15% of turnover in a typical office organization might be attributable to the design, management and use of the indoor environment. There is growing evidence to show that associations between perceived productivity and clusters of factors such as comfort, health and satisfaction of staff. Some of the management, design and use characteristics which contribute towards better energy efficiency also help productivity, thereby helping to close the loop on a potential ‘virtuous’ circle. Unfortunately, the vast majority of occupied buildings do not have these self-reinforcing qualities and many are unmanageably complex. This paper examines which factors within the control of building designers and managers best contribute to human productivity - the ‘killer’ variables of the title.

L'étude, la gestion et l'utilisation de l'environnement intérieur peuvent être á l'origine de pertes ou de gains pouvant atteindre 15% de la rotation du personnel d'une organisation administrative. Il apparaít de plus en plus qu'il existe des liens entre la productivité perçue et des groupes de facteurs tels que le confort, l'hygiène et la satisfaction du personnel. Quelques unes des caractéristiques de gestion, de conception et d'utilisation qui contribuent à un meilleur rendement énergétique sont également benéfiques pour la productivité, ce qui permet de fermer la boucle d'un cercle vertueux potentiel. Malheureusement, la grande majorité des bâtiments occupés ne possèdent pas ces qualités d'autorenforcement et dans de nombreux cas, sont impossibles à gérer de par leur complexité. This paper focuses on the disconnect between, on the one hand, the neoliberal aspirations to make Lagos a model megacity for the twenty-first century and, on the other hand, the precarious temporality of the present in which many informal workers weave their routine existence. In particular, the paper examines the corrupt and violent manner in which the Lagos State Road Traffic Law of 2012 has been adapted by the government to restrict the space and mobility of informal workers as a function of making Lagos a ‘world class’ megacity and ‘Africa’s big apple.’ Focusing on commercial motorbike-taxi (okada) riders and their association, the analysis extends to how one group of informal workers in Lagos are responding to neoliberal urban planning that impinge on their opportunities in, and rights to, the city. In this way, the paper illuminates our rather tenuous understanding of how informal workers exercise agency as they attempt to intervene in the unequal processes of urban renewal projects.  相似文献

This paper explores whether smaller-scale physical space interventions (‘urban acupuncture’) have the power to alleviate the stress, social pathologies and political disengagement experienced by the residents of informal settlements. The case study is Tepito, a barrio in Mexico City. The results, based on 20 qualitative interviews with local residents, support the idea that an ‘urban acupuncture’ approach has a high potential in this respect. In view of these findings, the authors argue that an indirect approach, focused on physical space, might, at least in the short term, be more productive in empowering of informal settlement dwellers than direct efforts at political organization. Physical, economic and political spaces are intrinsically linked. Little political engagement can be expected if people live in poor physical environments. While certainly not a panacea, acupunctural interventions might trigger much broader changes than initially intended.  相似文献
