结合我国目前城市规划中公众参与的现状和存在的问题,提出了如何加强城市规划中公众参与的具体措施,使公众参与成为城市规划体系中的一个必不可少的制度化、法律化的环节,对我国城市的发展具有重要的现实意义。

城乡规划专业英语课程教学改革探索

当前国际化信息化的时代背景对城乡规划专业英语课程教学提出了新要求,针对这一课程教学内容和方式的改革势在必行。以重庆大学城乡规划专业英语课程教学为例,通过梳理教学中缺乏系统课程设计,未能有效推动专业知识的学习及与基础英语课程重复等问题,提出注重专业知识而非语言传授的教学原则和培养学生英语思维的教学目标。在此原则和目标指导下,从教学层面完善课程系统设计、引入新兴知识、培养学生英语思维、强化专业知识传授并积极处理好与基础英语课程的关系,同时可通过拓展现有教学方式、推动交流与总结并利用新兴网络教学平台等手段实现教学改革,以满足当前对城乡规划专业英语课程的要求及有效发挥这一课程对其他相关课程的辅助及支撑作用。

Public participation for infrastructure planning in the context of the German “Energiewende”

The German Energiewende (Energy Transition) poses major challenges to all parties involved. Public participation can contribute to the understanding of these challenges and their positive resolution. It is not suitable, however, to expect public acceptance for predetermined solutions. Participation presupposes openness about options. If this does not exist, one can resort to methods of communication that attempt to convince affected citizens of the necessity of adopting a planned measure. Yet if there is room for choosing among options, participation may create a foundation for broad acceptance of a jointly determined solution to pressing problems. Participative procedures that follow the model of analytic-deliberative discourse, by integrating scientific expertise with ethical and moral consideration, are particularly promising. A forward-looking model is drawn from the use of both online and traditional face-to-face methods of interaction, combining the advantages of both methods. An inclusive planning culture based on cooperation and integration is a promising way to achieve fair and effective implementation of the Energiewende.     

Public welfare or sectarianism: A new challenge for planning

This article examines the weaknesses of liberal planning institutions when dealing with organised group action. The case under review, the Kiryat-Ha'Yovel neighbourhood in Jerusalem, was considered as secular for many years. In 2000 the neighbourhood became attractive to the nearby Haredi (ultra-orthodox Jews) group of the “Kol-Torah’ community. Differences in lifestyle led to a collision between the group of “Kol-Torah”, who began “Haredification” processes to change the character of the area to be suitable to Haredim, and the veteran population, who tried to prevent it. Identifying the main engines of organised neighbourhood change and evaluating the difficulties of liberalism dealing with non-autonomous individuals in the housing market sheds light on similar processes occurring in other city centres with diverse population groups.

企业为适应生存环境发生的巨大变化，西方国家纷纷采取公司重构的方式，调整战略、改组业务和组织结构，保持企业的持续发展，增强企业的竞争力。本文从它的特点、动力、内容、方式等方面对公司重构进行了阐述和分析。旨在为与80年代西方企业处于相似经济环境下的我国企业以公司重要提高竞争力（本文中涉及的年代均属20世纪）。     

浅谈产生翻浆的原因及防治

结合近几年的工作实践,分析了沥青路面翻浆的原因,并针对道路翻浆的实际情况,提出了预防和处理的具体措施,旨在通过科学处治,使翻浆病害呈下降趋势,从而提高路面质量。     

Post-rational planning and the shifting role of planning imagery

This paper discusses how visual representations contained in urban plans change during periods of rapid social, economic and political transition. It investigates the consequences of these transitions, focusing on the situation in Albania immediately after the fall of socialism. In doing so, the paper contributes to the academic literature on the implications of liberalization for planning, particularly in terms of the way in which plans are formulated, presented and employed. The authors contend that the visual representations and the written word both express and validate the perspectives of power holders and the dominating planning doctrines. Maps often contain hidden or subtle messages and agendas that are not immediately apparent to text readers. To fully understand the evolution of planning thought and practice in any place, texts and maps must be analysed in conjunction with each other.     

窗台室内渗水的原因与防治

门窗的在建筑物中主要功能是采光和通风。由于窗框型材与建筑物的热胀冷缩不同,使其相互间缝隙处于变化中,因此必须采用具有可弹性变形的安装铁脚,但门窗又属多个单体防水区域,因此经常会出现窗台的倒泛水及窗角渗水,使室内装潢的美观遭到损毁,所以必须规范门窗的设计、制作和安装。

公租房解决了中低收入人群和新就业人员等“夹心层”的住房问题,但公租房住区的公共服务设施规划缺乏针对性,供应滞后.本文即以重庆公租房住区“民心佳园”为实地调研基础,分析居民的群体特征及其对不同类型公共服务设施的特殊需求,以及设施的发展规律,以满意度评价了解现阶段各类设施配置的可接受程度.从居民需求视角构建公租房社区发展过程中生存型、参与型及发展型三个设施的需求层级,归纳居民对设施“差异化”、“便捷性”和品质提升的需求,并针对这些特点提出跟踪规划实效满足差异化的需求,倡导区域统筹与公交导向相结合,住区发展确定建设时序实现分类规划指导的规划策略.
