The Council of Representatives (COR) of the American Psychological Association (APA) considered numerous agenda items at the August 2010 meeting in San Diego on the Wednesday before the Convention and on Sunday morning. The Council approved the 2011 preliminary revenue and expense budget, including the $60,000.00 allocation to the Archives of the History of American Psychology. The Council approved the initial recognition or continued recognition of behavioral and cognitive psychology, clinical neuropsychology, industrial- organizational psychology, personality assessment, professional geropsychology, psychopharmacology, and sport psychology as specialties or proficiencies in professional psychology. The Council received a report in which the rationale for including psychology as a STEM discipline was presented. A Bylaws amendment regarding allocation of COR seats was approved by the Council and will be submitted to the members in a future ballot. The Council of Representatives (COR) of the American Psychological Association (APA) met in Washington, DC, from Thursday, February 17, 2011, through Sunday, February 20, 2011. A major agenda item was the consideration of the triennial reauthorization of the APA allocation to the Archives of the History of American Psychology (AHAP). A second agenda item is very important for the Society for the History of Psychology. The Membership Board of the APA submitted a New Dues Schedule Proposal that included three sections. The first involved a reduction of $40.00 in the base member dues rate from $287.00 to $247.00, and the second involved rescinding the action of the Council to allow a discount dues rate for members of various other scientific associations. The third part would have eliminated the APA dues reduction for members of the Canadian Psychological Association (CPA). Reports on actions of the Council, including a petition of the Black Students Psychological Association that lists five goals. The item with the most potentially far-reaching implications for the future of APA is one that involves only rather minor immediate decisions. This is the question of the role of nondoctoral psychologists in APA and the proper function of APA in serving individuals who apply psychology. At the moment the recommendations ask only for study of the manpower needed for providing effective psychological services and of the way in which APA might serve the needs of the individual psychologists with less than doctoral training. This report discusses implications for an increase in dues income, membership standards, the size of APA, its journal program, and the effect of this issue on professional education, training, and standards. Public affairs issues continue to be a major concern of the Board of Directors and of Council. At the October meeting, Council will consider several resolutions related to nondiscriminatory practices; the legitimacy of the work of the membership of the Division of Military Psychology; a possible endorsement of a moratorium of university teaching, study, and research in protest of American involvement in Vietnam; and a possible withdrawal of the accreditation of any doctoral training program that discriminates against women. The 2010 Policy and Planning Board of the American Psychological Association (APA) was chaired by Elena J. Eisman, EdD. Other members of the board included Gwyneth M. Boodoo, PhD; G. Rita Dudley-Grant, PhD; Beverly Greene, PhD; Christopher W. Loftis, PhD; Michael J. Murphy, PhD; Paul D. Nelson, PhD; Kurt Salzinger, PhD; and Michael Wertheimer, PhD. Melba J. T. Vasquez, PhD, was the liaison for the Board of Directors. APA Bylaws Article XI.7 (http://www.apa.org/about/ governance/bylaws/article-11.aspx) requires that the Policy and Planning Board report annually by publication to the membership and review the structure and function of the Association as a whole every fifth year. This report is organized according to the three major categories in the 7 Measures of Success study: commitment to purpose, commitment to analysis and feedback, and commitment to action. The seven measures of success are addressed as subtopics in each of these categories. To gather information about how APA functions in regard to these seven measures, the Policy and Planning Board posed questions in surveys of APA division presidents (41% responded); state, provincial, and territorial psychological association (SPTA) presidents (39% responded); and chairs of APA boards and committees (22% responded), as well as in interviews with all of the APA executive staff (hereafter referred to as the Executive Management Group, or EMG). The questions are presented in Appendix C. In this way, the Policy and Planning Board attempted to assess how a broad sample of the APA and affiliate-group leadership perceives the Association in relation to characteristics of “remarkable” associations. The Policy and Planning Board was also concerned with whether the perceived characteristics of APA would change the further they went from the day-to-day operational functions of the staff level, that is, to the direct governance functions of the board and committee level, to the “one-step removed” issues of the APA divisions, to the “two-steps removed” concerns of affiliated SPTAs. In each of the next three sections of this report, critical questions that the Policy and Planning Board poses for the Good Governance Project Team and the APA membership are followed by analyses of responses to the Policy and Planning Board surveys and interviews.
