Presents the First Report to the Council of Representatives From The Commission on Composition of Council. This an edited copy of the September 1966 report to the American Psychological Association Council of Representatives from our Commission. Comments relating to matters other than composition of the Council of Representatives have been deleted. The 12 members of the Commission are named at the end of this report. The Commission was appointed by Nicholas Hobbs in May 1966, at the recommendation of the Council of Representatives. During Council's spring meeting, extensive discussions were held on the problem of the composition of Council. The Commission was charged with recommending changes in the method of electing members to Council and we were given a number of guidelines by Council to follow in our deliberations. The Commission met during the spring and summer and discussed the problem of the governing structure of the Association and drafted the enclosed document. What follows is an open letter to the President and Directors, Canadian Psychological Association. This letter addresses the 1972 Survey of Psychologists in the United States and Canada, a survey which emanates from the APA and which has the cooperation of the Canadian Psychological Association. The author of this letter, Susan K. London, Ph.D. believes the willingness of the Board of Directors of CPA to commit Canadian psychologists--without any sort of approval from the CPA membership, which is within your legal rights, but which is nonetheless very disturbing morally--to this sort of thing demonstrates a naiveté if not downright disingenuousness. It is more than time for Canadian psychologists to recognize one of their blindspots. The ordinary Canadian psychologist is usually quite sensitive to political implications--except when it comes to psychology and the United States! When that subject comes up, the usual camouflage is invoked: professionalism, value-free science, the need to rationalize procedures, etc. The most common one, perhaps, is the notion that APA and American psychologists (in the United States and in Canada) only wish to be of help. The camouflage rather reminds me of the squid that emits quantities of ink in the face of danger. It is therefore an indication that the CPA Board of Directors are aware of danger, are in fact acting in full knowledge of that danger. The contradiction is blatant. The Executive Committee of the Southeastern Psychological Association (SEPA) appointed a Commission on the Status of Women in the spring of 1972. The Commission was charged to describe the status of women in psychology in the Southeast, to develop an affirmative action plan, and to present a report at the annual meeting in 1973. The Commission conducted studies assessing women in the role of faculty, administrators, private practitioners, researchers, graduate students, and SEPA members, through surveys of female and male psychologists, members and nonmembers of SEPA, PhD students, department chairs, and, in one case, a controlled experiment on undergraduates of both sexes. The Policy and Planning (P&P) Board met three times during 1977. Two regular meetings were held in Washington, D.C., on March 25-26 and October 14-15. In addition, the Board held a special retreat meeting, the first such in several years. This retreat meeting took place near the historic campus of the University of Virginia in Charlottesville on July 8-10. At its March meeting, the Board devoted considerable time to discussing (a) the annual convention, (b) the report of the Task Force on APA and State Association Relations, and (c) the process of nominations for APA boards and committees. At its retreat meeting in Charlottesville, the Board took up a number of issues that required extended discussion. The organization and possible reorganization of the APA was a major focus. At its October meeting, the Board developed further issues raised at the retreat meeting and covered new ground as well. Upon the commemoration of the 100th anniversary of the American Psychological Association (APA), the author reflects on a number of events in the recent past that have increased the visibility of issues concerning psychological research and practice in the areas of alcoholism, drug abuse, and addictive behaviors. These issues have also provided an opportunity to reflect on the growth and development of the Society of Psychologists in Addictive Behaviors (SPAB) from an organizational perspective, its publication, the Psychology of Addictive Behaviors, and continuing issues in practice and research. There remain many issues for SPAB and its members to address in the future, both in the areas of the addictions and organizationally. It is our hope that a benefit of divisional status will be additional support for our efforts to function more smoothly as an organization, in a way that is more facilitative of members and responsive to them. The Association for the Advancement of Psychology (AAP) is a nonprofit corporation founded in 1974 under the auspices of the Council of Representatives of the American Psychological Association. In the interest of psychology and the public, AAP interacts with Congress, the executive branch, and the judicial branch of the federal government. AAP is governed by a 24-member Board of Trustees selected equally, by mail ballot of AAP members, from the professional, public-social, and scientific sectors of psychology. Some major public-policy activities in 1977 included confirmation hearings on the new director of the Alcohol, Drug Abuse, and Mental Health Administration; Psychology-Medicare bills; the equal rights amendment; research, training, and service funding in the National Institute of Mental Health, the National Institute of Education, the National Science Foundation, the Veterans Administration, the Office of Naval Research, etc.; welfare reform; antidiscrimination amendments in employee insurance plans; President Carter's Commission on Mental Health; a complaint to the Federal Trade Commission against the Joint Commission on Accreditation of Hospitals and the American Medical Association; services and provider status in CHAMPUS, the Veterans Administration, the Federal Employees Health Benefits Program, and the military; governmental reorganization; the "Child Health Assessment Plan"; development of national health insurance proposals; the Community Mental Health Centers Act; rights of institutionalized persons; the Health Planning Act; educational and industrial testing; evaluation of persons with access to nuclear materials; the Professional Standards Review Organizations Act; the Consumer Protection Agency; federal workers' compensation; zero-based budgeting of federally funded programs; disability determination procedures in the Social Security Administration; protection of human subjects; and copyright law revision. The Commission on the Composition of Council herewith submits its final report, prepared after detailed consideration of the many responses to its preliminary report, and recommends that it be published in an early issue of the American Psychologist. Recommendations are set forth, followed by comments. Not every member of the Commission agrees that each recommendation is the best among all alternatives considered, but in every instance a decisive majority favored each recommendation. The entire report represents a consensus of the Commission, which agreed that, as a whole, the recommendations provide a sound approach to the problems posed to the Commission. The first supplement to the present report is an analysis by Daniel Katz of the straw poll initiated by the Commission in response to early requests for empirical data on the probable membership in the proposed new division. Included are information on that point and other data about patterns of divisional membership as related to type of employment, interests, and professional identification. The second supplement is Dorothy Eichorn's background paper, which summarizes relevant current Bylaws and clarifies more specifically than is appropriate in the main body of this report several questions raised by the preliminary report. Each member of the Commission was encouraged to submit a commentary if he wished to elaborate any points he felt to be relevant to the Commission report. The annual apportionment ballot to determine the composition of Council for 1976 showed no major changes from the ballot of the previous year. The greatest change in any one unit's number of seats was two. Beginning with the 1973 legislative year, the size of the Council of Representatives was fixed at approximately 115 members, including the Board of Directors and APA officers. The purpose was to reduce the size of Council and to place a ceiling on the total number of Council members possible. Table 1 presents the number of Council seats held by divisions and the number held by state associations and coalitions for the period 1966-1982. It shows that since its inception, the present system has reduced and generally stabilized the number of Council representatives. The voting pattern has remained relatively constant since the adoption of the present apportionment system. In conjunction with the new system, the Council established a continuing committee called the Committee on Structure and Function of Council. Among other activities, this committee monitors the annual apportionment ballot and reports the results to Council. The results of the 1982 Council apportionment ballot are shown in Table 2. Each year, the apportionment ballot is used to determine how many representatives each division and state, provincial, and territorial association will have on the Council of Representatives. The system is described in Article V, Sections 6 and 7, of the American Psychological Association (APA) Bylaws. Briefly, all APA fellows, members, and voting associates are sent an apportionment ballot on or before November 1. Voting members indicate the division(s) and/or state, provincial, or territorial association(s) through which they desire to have their interests represented on Council in the following year by allocating a total of 10 votes to one or more of these groups. Table 1 presents the number of Council seats held by divisions and the number held by state, provincial, and territorial associations for the period 1980 –2012. The results of the 2010 apportionment ballot for Council year 2012 are shown in Table 2. A total of 12,510 ballots were returned, representing 14.7% of the voting membership.
