The Italian white certificates scheme took effect in January 2005. The command and control component of the scheme, i.e.,
the energy efficiency obligation, was introduced with the implementation of the first European directives on the liberalization
of the electricity and natural gas market (Ministero dell’Industria, del commercio e dell’artigianato. Legislative Decree of 16th March 1999, n.79, 1999; Ministero dell’Industria, del commercio e dell’artigianato. Legislative Decree of 23rd May 2000, n. 164, 2000), in the form of a public service obligation (PSO) raised on distribution companies. The market-based component, the trading
of energy efficiency certificates (EECs), was introduced by the government in mid-2001, together with the definition of the
level of the obligation and of the other elements of the policy package. In the following three years the regulatory authority
for electricity and gas (AEEG) designed the implementing technical and economic regulation governing the system through an
extensive public consultation. During the same period, a revision of some of the basic elements of the scheme was also carried
out, in order to take into account some institutional changes (i.e., new shared responsibilities between the federal government
and regional administrations in the energy policy field), as well as some improvements suggested by the regulator. In December
2007, some components of the mechanism were updated on the basis of the results achieved and of the critical issues that emerged
during its implementation (Ministero delle Attività Produttive (MSE). Ministerial Decree of revision and update of the Ministerial Decrees of 20the July 2004, 2007).

This article examines reported willingness to pay for electric utility investments in renewable energy and energy efficiency resources using the results of Deliberative Polls® conducted by electric utilities in Texas.1 Age, education, and salary tend to affect reported willingness to pay for utility investments in these resources. Intensive exposure to information about energy resource issues led to an increase in the number of respondents interested in paying a modest premium to support investments in both renewable energy resources and energy efficiency. However, average reported premiums actually declined following the Polls, as very high outlier responses moved to more reasonable values following the Polls. These results support the contention that informed dialogue about energy alternatives will result in broader interest in providing a modest level of support for these resources. 相似文献

Rising energy use and energy-related global greenhouse gas emissions are encouraging new national energy efficiency policies and long-term international cooperative agreements. These require on-going studies to monitor their progress; thus, substantial effort must be directed toward developing reliable evaluation methodologies. One proposed methodology that is gaining in popularity involves energy efficiency indexes. The purpose of this paper is to show that there is a fundamental shortcoming in this approach that makes it unsuitable for estimating policy impacts. This is done in two ways: first, by comparing the calculation of a percent change in energy efficiency indexes to a conventional calculation of a percent change in the level of energy use and, second, by using a Monte Carlo experiment to estimate the probability that policy impacts estimated via an energy efficiency index, even one that has been adjusted, will contain a high degree of error. 相似文献

White Certificates for energy efficiency improvement with energy taxes: A theoretical economic model 总被引:1,自引:0,他引:1
In this paper we analyze interactions of two energy policy instruments, namely a White Certificates (WhC) scheme as an innovative policy instrument for energy efficiency improvement and energy taxation. These policy instruments differ in terms of objectives and final impacts on the price of electricity. We examine the effect of these policy instruments in the electricity sector, focusing on electricity producers and suppliers in a competitive market. Using microeconomic theory, we identify synergies between market players and demonstrate the total effect on the electricity price when suppliers internalize the behaviour of producers in their decisions. This model refers to an ideal market situation of full liberalization. The cases we examine consist of electricity producers with and without a carbon tax, electricity suppliers with and without an electricity tax, and with WhC obligations. Furthermore, we present a parallel implementation of WhC for electricity suppliers with carbon tax on electricity producers and an electricity tax with WhC obligations to electricity suppliers. We demonstrate differences in optimization behaviour of producers and suppliers. Based on a couple of cases of WhC with carbon and electricity taxes, various positive and negative effects of both schemes in terms of target achievement and efficiency are present, which can lead to an added value of such schemes in the policy mix, although uncertainties of outcomes are quite high. A basic finding is that in a merit order several parameters can increase final electricity price after the implementation of different policies: demand for electricity and electricity supply cost at a large scale and then follow the level of level of obligation for energy saving, level of penalty, and price of WhC (representing the marginal costs of energy saving projects). The impact magnitude of parameters depends on the values chosen and on the initial position of suppliers (i.e. if their actual behaviour deviates from full compliance with targets). 相似文献

Realizing a 20% energy efficiency improvement in Europe by 2020 requires the introduction of good new energy efficiency policies as well as strengthening and enforcing the existing policies. This raises the question: what characterizes good and effective energy efficiency policies and their implementation? Systematic ex post evaluation of energy efficiency policies can reveal factors determining not only what works and what does not but also explain why. Ex post evaluation of 20 energy efficiency policy instruments applied across different sectors and countries in Europe among others showed that ex post evaluation does not yet have a high priority among policy makers: Often, quantitative targets and clear timeframes are lacking, and monitoring information is not collected on a regular basis. Our analysis, however, did reveal some general factors in the process of design and implementation of policy instruments that appear as important including (1) existence of clear goals and a mandate for the implementing organization, (2) the ability to balance and combine flexibility and continuity, (3) the involvement of stakeholders, and (4) the ability to adapt to and integrate adjacent policies or develop consistent policy packages. The analysis was performed using a uniform methodology called “theory-based policy evaluation”. The general principle behind this approach is that a likely theory is drawn up on the program’s various steps of logic of intervention to achieve its targeted impact in terms of energy efficiency improvement. The approach has several benefits over other ex post evaluation methods because (1) the whole policy implementation process is evaluated and the focus is not just on the final impacts, (2) through the development of indicators for each step in the implementation process, the “successes and failures” can be determined to the greatest extent possible, and (3) by applying this approach, we not only learn whether policies are successful or not but also why they succeeded or failed and how they can be improved. 相似文献

Electric and gas utilities (in the U.S.A.) bill their customers on a regular basis, usually monthly or bimonthly. These data provide a truly valuable information resource for energy conservation programme analysts and evaluators. This paper discusses ways to analyse such billing data. The starting point is the Princeton University score-keeping model, which permits decomposition of total household energy use into its weather-and non-weather-sensitive elements; the weather-sensitive portion is assumed to be proportional to heating degree days. The score-keeping model also allows one to compute weather-adjusted energy consumption for each household based on its billing data and model parameters; this is the model's estimate of annual consumption under long-run weather conditions. The methods discussed here extend the score-keeping results to identify additional characteristics of household energy use. The methods classify households in terms of the intensity with which the particular fuel is used for space heating (primary heating fuel vs. supplemental heating fuel vs. no heating at all with the fuel). In addition, households that use the particular fuel for air conditioning are identified. In essence, the billing data and model results define household energy use ‘fingerprints’. The billing data and model results can also be used to identify and correct anomalous bills. Finally, the methods permit careful examination and analysis of changes in energy use from one year to another. They help explain why some households show anomalously large energy savings (e.g. they began using wood as a heating fuel during the second year) or negative energy savings (e.g. very high air conditioning energy use during the second year). 相似文献

Historically, local, state and federal policies have separately promoted the generation of electricity from renewable technologies and the pursuit of energy efficiency to help mitigate the detrimental effects of global climate change and foster energy independence. Federal policymakers are currently considering and several states have enacted a combined efficiency and renewable electricity standard which proponents argue provides a comprehensive approach with greater flexibility and at lower cost. We examine the financial impacts on various stakeholders from alternative compliance strategies with a Combined Efficiency and Renewable Electricity Standard (CERES) using a case study approach for utilities in Kansas. Our results suggest that an investor-owned utility is likely to pursue the most lucrative compliance strategy for its shareholders—one that under-invests in energy efficiency resources. If a business model for energy efficiency inclusive of both a lost fixed cost recovery mechanism and a shareholder incentive mechanism is implemented, our analysis indicates that an investor-owned utility would be more willing to pursue energy efficiency as a lower-cost CERES compliance strategy. Absent implementing such a regulatory mechanism, separate energy efficiency and renewable portfolio standards would improve the likelihood of reducing reliance on fossil fuels at least-cost through the increased pursuit of energy efficiency. 相似文献

Global warming and the associated changes in the world climate pattern have been accepted world wide as the gravest threat to humanity in the 20th century. To mitigate the impacts of global warming, the Kyoto Protocol was established in 1997 with the objective of reducing global greenhouse gases (GHGs) emission, in particular carbon dioxide (CO2), by 5.2% below 1990 levels. Developed nations that ratified the Protocol are committed to GHG reduction targets while developing nations are encouraged to reduce GHG emissions on a voluntary basis. Since most of the GHGs emissions come from the energy sector, energy policy plays an important role in fulfilling the Kyoto Protocol obligations. This year marks the beginning of the commitment period for the 2012 Kyoto Protocol. In this case, it would be worthwhile to compare the energy policies in Malaysia and Japan as these nations move towards fulfilling their obligations towards the Kyoto Protocol; bearing in mind that both countries ratified the Protocol, but that Japan commits a reduction target of 6% while Malaysia bears no obligation. Based on the comparison, recommendations were made on how a developing nation like Malaysia could adopt the policies implemented in Japan to suit local conditions and contribute significantly to GHG reduction. 相似文献

What are the economic consequences of increased state spending on electricity consumption efficiency? The State of Maryland faces this question in deciding how much of its CO2 allowances auction proceeds (under the Regional Greenhouse Gas Initiative) to devote to such programs. Starting at a base of 25% of the proceeds, we consider the energy savings, emissions reductions, employment, and other impacts of increasing that percentage to 50% and 100%. A series of models – Haiku, JHU-OUTEC, and IMPLAN – are used for the analysis. We conclude that increasing the state’s expenditures on energy efficiency programs would result in a decline in electricity consumption in the state and a corresponding decline in expenditures on electricity. Program implementation would lead to net positive growth in statewide economic activity and include growth in both jobs and wages. 相似文献

Building energy efficiency rating systems have been established worldwide to systematically manage the energy consumption of existing buildings. This study aimed to develop a new energy efficiency rating system for existing residential buildings from two perspectives: (i) establishment of reasonable and fair criteria for the building energy efficiency rating system; and (ii) establishment of comparative incentive and penalty programs to encourage the voluntary participation of all residents in the energy saving campaign. Based on the analysis of the conventional energy efficiency rating system for existing residential buildings, this study was conducted in five steps: (i) data collection and analysis; (ii) correlation analysis between the household size and the CO2 emission density (i.e., CO2 emission per unit area); (iii) cluster formation based on results of the correlation analysis using a decision tree; (iv) establishment of a new energy efficiency rating system for existing buildings; and (v) establishment of incentive and penalty programs using advanced case-based reasoning. The proposed system can allow a policymaker to establish a reasonable and fair energy efficiency rating system for existing residential buildings and can encourage the voluntary participation of all residents in the energy saving campaign. 相似文献

We argue that a primary focus on energy efficiency may not be sufficient to slow (and ultimately reverse) the growth in total
energy consumption and carbon emissions. Instead, policy makers need to return to an earlier emphasis on “conservation,” with
energy efficiency seen as a means rather than an end in itself. We briefly review the concept of “intensive” versus “extensive”
variables (i.e., energy efficiency versus energy consumption) and why attention to both consumption and efficiency is essential
for effective policy in a carbon- and oil-constrained world with increasingly brittle energy markets. To start, energy indicators
and policy evaluation metrics need to reflect energy consumption, as well as efficiency. We introduce the concept of “progressive
efficiency,” with the expected or required level of efficiency varying as a function of house size, appliance capacity, or
more generally, the scale of energy services. We propose introducing progressive efficiency criteria first in consumer information
programs (including appliance labeling categories) and then in voluntary rating and recognition programs such as ENERGY STAR.
As acceptance grows, the concept could be extended to utility rebates, tax incentives, and ultimately to mandatory codes and
standards. For these and other programs, incorporating criteria for consumption, as well as efficiency, offers a path for
energy experts, policymakers, and the public to begin building consensus on energy policies that recognize the limits of resources
and global carrying capacity. Ultimately, it is both necessary and, we believe, possible to manage energy consumption, not
just efficiency, in order to achieve a sustainable energy balance. Along the way, we may find it possible to shift expectations
away from perpetual growth and toward satisfaction with sufficiency.

A main objective of energy policies is to make all levels of the society, from governments to citizen, interested in increasing the energy efficiency of buildings. One of the most important barriers in implementation of energy policies is that the cost of potential energy savings, typically considered being the only financial benefit, does not sufficiently motivate investments. The target is therefore to identify further possible drivers pushing positive reaction according to energy saving action.The paper discusses whether a market-based instrument, capturing the increase of the economic value of energy efficient buildings, can be also used. Methods that quantify the added value due to energy performance, including recommendations on how they can be incorporated in the financial analysis of investments in weatherization, are developed. By applying the proposed methods, the payback period of investments in energy efficiency measures depends on two factors: potential energy savings and the added value to the property. Case studies on some existing condominiums from Romania are analyzed and provide evidence to the research question.The market sensitivity to energy efficiency measures, the possibility of an intangible added value as well as the impact to financial investment decisions is subsequently in the focus. 相似文献

In some cases, a simple replication of developed country appliance efficiency labels and standards may not be completely feasible in Ghana, Africa. Yet by creatively modifying the developed country appliance efficiency market transformation model, it should be possible to achieve dramatic energy use reductions. As was true in developed countries in the previous two decades, refrigeration efficiency improvements provide the greatest energy savings potential in the residential electricity sector in Ghana. Although Ghana, like many African countries may impose standards on imports since Ghana does not have manufacturing facilities for appliances in country. This approach may hurt some consumers who patronize a very diverse market of used appliances imported from Europe. We discuss how meeting the challenges of the Ghanaian market will require modification of the usual energy efficiency labeling and standards paradigm. But once a refrigerator market transformation is accomplished in Ghana, we estimate an average energy savings potential of 550 kWh/refrigerator/year, and a monetary savings of more than $35/refrigerator/year. We discuss how this modified refrigerator efficiency market transformation may occur in the Ghanaian context. If successful, this market transformation is likely to be an example for many other African countries. 相似文献

The most extensive action targeting the adoption of energy efficiency measures in small- and medium-sized manufacturing industries in Sweden over the past 15 years was project Highland. This paper presents an evaluation of the first part of this local industrial energy programme, which shows an adoption rate of more than 40% when both measures that have already been implemented and measures that are planned to be implemented are included. A comparison between this programme and another major ongoing programme for the Swedish energy-intensive industry indicates that the approach used in project Highland aimed at small- and medium-sized industries is an effective way to increase energy efficiency in the Swedish industry. The major barriers to energy efficiency among the firms were related to the low priority of the energy efficiency issue. 相似文献

Emerging nations are typically characterised by highenergy intensities despite significant energy efficiency potentials and numerous project oriented efforts to introduce energy-efficient technologies. The paper argues that successful technology dissemination needs appropriate institutional structures to reduce the related transaction cost. While a project-by-project approach risks to evaporate after completion, an energy agency would allow to bundle the know-how and information gained, ease access to funding and thus reduce information search cost and increase availability of efficient technologies. In a case study for South Africa, we examine the appropriateness of this concept for emerging nations. We discuss the underlying incentive problem from a new institutional economics perspective and suggest an approach to the design and implementation of operable energy agencies. 相似文献

Motor-driven equipment accounts for approximately 60% of manufacturing final electricity use worldwide. A major barrier to effective policymaking, and to more global acceptance of the energy efficiency potential in industrial motor systems, is the lack of a transparent methodology for quantifying the magnitude and cost-effectiveness of these energy savings. This paper presents the results of groundbreaking analyses conducted for five countries and one region to begin to address this barrier. Using a combination of expert opinion and available data from the United States, Canada, the European Union, Thailand, Vietnam, and Brazil, bottom-up energy efficiency supply curve models were constructed to estimate the cost-effective electricity efficiency potentials and CO2 emission reduction for three types of motor systems (compressed air, pumping, and fan) in industry for the selected countries/region. Based on these analyses, the share of cost-effective electricity saving potential of these systems as compared to the total motor system energy use in the base year varies between 27% and 49% for pumping, 21% and 47% for compressed air, and 14% and 46% for fan systems. The total technical saving potential varies between 43% and 57% for pumping, 29% and 56% for compressed air, and 27% and 46% for fan systems. 相似文献

Energy efficiency improvement was an important phenomenon in the global energy balance over the past 30 years. Without energy efficiency improvements, the OECD nations would have used approximately 49% more energy than was actually consumed as of 1998. This paper first reviews energy intensity trends for the major OECD nations since 1973, considering how much of the overall reduction in E/GDP was due to energy efficiency improvement and how much was due to structural change. The bulk of the paper examines the energy efficiency policies and programs adopted in Japan, United States, and Western Europe, commenting on their effectiveness and energy savings impacts where possible. The paper also reviews the energy efficiency policies and programs adopted in California. This experience shows that well-designed policies can result in substantial energy savings, as demonstrated in the United States where nine specific policies and programs reduced primary energy use in 2002 by approximately 11%. Based on different current long-term energy scenarios the paper discusses the future perspectives of hydrogen in the German energy system as a representative example for the development of sustainable energy systems. The scenario analysis offers varying outlines of the future energy system that determine the possible role of hydrogen. The paper discusses the possibilities of expanding the share of renewable energy and the resulting prospects for establishing clean hydrogen production from renewable energy sources. Emphasis is given to the questions of an ecologically efficient allocation of limited renewable energy resources that can only be assessed from a systems analysis perspective. Findings from recent studies for Germany reveal a strong competition between the direct input into the electricity system and an indirect use as fuel in the transport sector. Moreover, the analysis underlines the paramount importance of reducing energy demand as the inevitable prerequisite for any renewable energy system. 相似文献

This paper reports on the evaluation of the effectiveness of an energy efficiency program in eastern North Carolina. This subject program is focused on improved construction methods for residential housing. The program incorporates proven energy saving technologies, construction procedures, onsite inspections, and design construction methodologies in new residential construction. The analysis compared the energy usage associated with the houses built in conjunction with the energy efficiency program (test group) with similar new residential construction unrelated to the program (control group). Several statistical methods were employed to establish differences between the energy efficiency program participants and the control group. The analysis provides significant support for the effectiveness of this energy efficiency program and supports the suitability of similar efforts for inclusion in plans for renewable energy offsets and energy efficiency standards. 相似文献
