GPA文本对公共采购实体没有统一的界定,只用“政府目的”框定了采购实体的范围,致使GPA参加方在加入谈判时会对采购实体产生争议。我国自2007年启动加入GPA谈判以来,国有企业一直是各方焦灼的热点。本文通过分析美国、欧盟和韩国等GPA参加方公共采购实体的边界,并从设立依据、采用形式和政府控制这3个方面分析其共同特性,探讨了公共采购实体的法人性质,以期为我国开放政府采购市场谈判提供崭新的参考视角。  相似文献

针对质量功能展开中存在顾客需求和工程特性之间的关联关系不确定和模糊等特质,提出了质量功能展开中关联关系的径向基函数(Radial Basis Function,RBF)神经网络方法。采用三层RBF神经网络,由质量屋中顾客需求组成RBF神经网络的输入层神经元,中间层选用高斯核函数,工程特性组成RBF神经网络输出层神经元,由顾客需求和工程特性关联关系评价样本集组成网络的训练样本集,通过网络训练的方式来获得最优的顾客需求与工程特性的关联关系。最后,结合天然光采光产品开发,进行了实例分析,说明该方法具有计算速度快,拟合精度高的特点。  相似文献

政府采购数据采集系统的建立和完善是我国政府采购制度的重要组成部分。政府采购客体包括货物、服务和工程三大部分,工程是政府采购的主要支出部分。近年来,我国各项工程建设进入快速发展期,政府采购工程服务额度增长较快,据统计,2009年我国政府采购规模为7413.2亿元,其中,工程类采购规模为3858.4亿元,占政府采购总规模的52.1%,因此,需不断完善政府采购工程服务统计口径,以满足日益增长的政府采购活动的要求。本文以加入GPA谈判为背景,拟从我国与政府采购相关的工程服务分类体系建设与实践活动出发,分析国际、国外与政府采购有关的典型工程服务统计分类体系的基本依据以及与我国政府采购工程管理实践的差异,提出构建一个立体的政府采购工程服务统计分类体系的基本思路。  相似文献

This study formulates and analyses a procurement model in which a procurer faces both yield and price uncertainty. We propose a simple and effective real-time procurement policy where the decisions are made only based on the current arriving price and inventory level. The only information we need is the first two moments for the random yield rate, and the lower and upper bounds for price. Thus, our policy delivers robust performance to changing yield and price over time. In addition, simple decision rules are summarised for determining the optimal procurement quantity for different cases. Analytical results and numerical experiments are presented to show that the proposed policy achieves a superior performance guarantee.  相似文献

In recent years, a trend of electronic health record (EHR) system can be seen increasingly in the hospitals, which has generated huge amount of electronically stored data of patients. Association rule mining technique is very helpful in the numerous applications of healthcare (e.g., correlation between disease and symptoms, disease and offering effective treatment and predicting risks of disease based on the historical data, etc.). The data collected by an EHR system are very important for the medical research. Currently, a patient health report is derived on the basis of a physician’s own experience and on the association rule mining results of a local EHR system maintained by a particular hospital. Association rule mining results will be more accurate if the data of all local EHR systems are integrated and association rule mining is performed. Integration of local EHR systems requires the sharing of local EHR data. Sharing of patient records violates the privacy of patients. Hence, medical research is focused on the problem of mining association rules without sharing of local private EHR data. Privacy-preserving distributed association rule mining (PPDARM) solves this issue by mining the association rules while preserving the privacy of patients. In this paper, an approach for the PPDARM is proposed for collaboratively performing association rule mining by all local EHR systems while preserving the privacy. The proposed approach is also analysed with the heart disease dataset.  相似文献

Simultaneous planning of project scheduling and material procurement can improve the project execution costs. Hence, the issue has been addressed here by a mixed-integer programming model. The proposed model facilitates the procurement decisions by accounting for a number of suppliers offering a distinctive discount formula from which to purchase the required materials. It is aimed at developing schedules with the best net present value regarding the obtained benefit and costs of the project execution. A genetic algorithm is applied to deal with the problem, in addition to a modified version equipped with a variable neighbourhood search. The underlying factors of the solution methods are calibrated by the Taguchi method to obtain robust solutions. The performance of the aforementioned methods is compared for different problem sizes, in which the utilized local search proved efficient. Finally, a sensitivity analysis is carried out to check the effect of inflation on the objective function value.  相似文献

This paper describes and analyses failures in the health impact assessment process of five different major international projects owned by various multinational consortia. The objective is to improve the process. The paper examines how the consortia approached the issue of procurement of consultancy services, and the competence with which consultancy companies offering such services respond. It looks at issues of jurisdiction over management and content and the ethics and expectations of baseline studies. Finally, it offers solutions to some of the challenges described.  相似文献
