Safety climate can benefit contractors, specialty contractors, and owners of industries by providing them with the knowledge of attitudes and perceptions that can help to consistently achieve better safety performance. The objective of this research was to determine safety climate that would enhance safety culture and positively impact perceived safety performance on construction projects. A safety climate questionnaire survey was conducted on the construction sites of a leading construction company and its subcontractors in Hong Kong. Approximately, 1,500 hard copy questionnaires were distributed and the response rate was excellent, resulting in 1,120 valid questionnaires being collected from 22 construction projects. By means of factor analysis, two underlying safety climate factors were extracted, accounting for 43.9% of the total variance. Multiple regression analysis confirmed that these climate factors, “management commitment and employee involvement” and “inappropriate safety procedure and work practices” were significant predictors of workers’ perceptions of safety performance. The findings indicated that the relationship between perceived safety performance and “inappropriate safety procedure and work practices” was inversely correlated. The results suggest that safety climate can be used as an effective measure of assessing and improving site safety for projects under construction. The findings of this study and the methodology might be useful for research at other construction sites in other regions and countries. This work provides useful information for project managers and safety practitioners who desire to improve safety climate and safety performance on construction sites.  相似文献

Safety issues have gained vital importance throughout the construction industry. Many construction companies around the world are implementing safety, health, and environmental management systems to reduce injuries, eliminate illness, and to provide a safe work environment in their construction sites. This paper describes an exploratory study of site safety management in construction sites’ environments. It explains a successful, modern safety, health and environmental management system for a leading construction company based in Hong Kong. A typical site-specific safety plan was utilized to provide safety guidance throughout the construction project. A safety management survey was conducted to determine the status of safety in the construction sites. All employees of the company and its subcontractors participated in the survey from 20 construction projects. In total, 1,022 valid records were obtained from the construction sites. The analysis provided useful information on eight aspects of construction safety, including safety policy and standards, safety organization, safety training, inspecting hazardous conditions, personal protection program, plant and equipment, safety promotion, and management behavior. The findings of the survey provide practical knowledge to construction project managers and construction safety practitioners in order to make their sites safer. Development of Causal Model of Construction Accident Causation   总被引:2,自引:0,他引:2  
Accidents occur in all types of construction activities. The accident causation process is complex. Accident prevention requires a comprehensive understanding of this complex process. This paper proposes a conceptual, but practical, model of accident causation for the construction industry, highlighting the underlying and complex interaction of factors in the causation process. The model describes the constraints and responses experienced by the parties involved in project conception, design, and construction, which may affect accident causation. This paper details theoretical findings of research currently being conducted at UMIST. Both proximal and distal factors are considered (for example, operative factors, site environment and systems of work, and project management and organizational issues). A study of 500 accident records provided by the U.K. Health and Safety Executive shows that accidents in construction projects involve inappropriate construction planning (28.8%), inappropriate construction control (16.6%), inappropriate construction operation (88.0%), inappropriate site condition (6.0%), and inappropriate operative action (29.9%). Data currently available are, in some respects, inadequate and will need to be supplemented, in the future, by extended accident investigations.  相似文献

This paper presents the results obtained for the initial application of a management evaluation system whose objective is to provide a continuous improvement tool for construction companies through benchmarking management practices. The outlined system seeks to support a benchmarking system that has been recently established in the Chilean construction industry by incorporating qualitative management aspects in addition to performance indicators. Different analyses were made to determine trends in the sector and to establish correlations between qualitative aspects coming from surveys and quantitative aspects coming from performance indicators. Thirteen construction companies participated in the initial application of the benchmarking system. A correlation analysis found that safety performance was strongly related to companies having superior planning and control, quality management, cost control, and subcontractor management policies. A factor analysis found that central office priorities focus on strategic management policies having longer-term competitive impact, while site management emphasizes tactical management dimensions having short-term impact. There is scope to elevate the profile of continuous improvement initiatives to strategic significance at the central office level.  相似文献

Over the past decade, an increasing trend of client organizations has been observed to adopt relationship-based approaches to run their building and construction projects internationally. Since there are numerous benefits of adopting relationship-based projects in construction, it is important to conduct research in the area of key performance indicators (KPIs) because it can help set a benchmark for measuring the performance of relationship-based projects. Nevertheless, few, if any, comprehensive and systematic research studies in this area have been conducted. This paper reports an empirical study which applies the Delphi survey technique to formulate a model to assess the success of relationship-based construction projects in Australia. Four rounds of Delphi survey questionnaires were conducted with 22 construction experts in Australia. The Delphi survey selected eight KPIs to evaluate the success of relationship-based projects in Australia. These KPIs included: (1) client’s satisfaction; (2) cost performance; (3) quality performance; (4) time performance; (5) effective communications; (6) safety performance; (7) trust and respect; and (8) innovation and improvement. A statistically significant consensus on the eight selected KPIs was also obtained from the Delphi experts. A formula for calculating a performance index for relationship-based projects in Australia has been finally derived. Construction senior executives and project managers can use the index to measure, monitor, and improve the performance of their individual relationship-based projects. It also broadens the existing body of knowledge of both academics and practitioners in the construction industry because the research method could be replicated in other geographical locations to create similar indices for international comparisons, thus assisting in the understanding of managing relationship-based projects across different countries.  相似文献

New technologies, new materials, and innovative designs have been extensively adopted in Beijing Olympic venues construction. The extreme requirements for time deadline and competition function expose the venues construction to high risks. These risks would potentially bring negative impacts on the site safety performance. Meanwhile, there is a lack of systematic management for safety risks in China’s construction industry, especially for large projects such as the Beijing Olympic venues construction. This paper identifies and assesses safety risk factors inherent in Beijing Olympic venues construction with the involvement of 27 experienced and highly respected experts from government agencies, the construction industry, and academe through brainstorming, workshop discussions, and questionnaire surveys. The finding reveals that more than half of the critical safety risk factors are from contractors and subcontractors such as: lack of emergency response plan and measures; workers’ unsafe operation, and contractors ignoring safety under schedule pressure. Based on these critical safety risks, a risk register is composed and a model is developed in application of the analytic hierarchy process to assess the status of risks on site safety. The model has been attempted in two Olympic venue projects under construction and the validity has been approved. The risk checklist, register, and assessment model developed in the paper were integrated into the risk management system that has been used for Beijing Olympic venues construction.  相似文献

Safety of construction projects may be affected by various factors such as types and scale of projects, construction methods, safety management procedure, climate, site conditions, etc. Among them is the quality of design in relation to safety. Presently, however, designers typically are not involved in construction safety. They are often uncertain of their responsibilities in relation to construction safety and fail to be responsible for avoiding or reducing safety-related risks. In this study, the concept of safety impact assessment to achieve “design-for-safety” in the design phase is introduced. For this purpose, a safety impact assessment model was devised, and a methodology using the risk-based safety impact assessment approach for open-cut type underground construction projects in Korea is suggested. The suggested methodology includes a safety information survey, classification of safety impact factors caused by design and construction, and quantitative estimation of magnitude and frequency of safety impact factors. A checklist which can be easily used for assessing the safety performance of design products is also proposed. A real-world case study on the safety impact assessment of a subway construction project in Korea is also provided in the paper.  相似文献

Safety is a major concern in the construction industry because fatalities and injuries from construction work bring great losses to individuals, organizations, and societies as a whole. This paper aims to understand how construction personnel perceive safety risks in China as compared with those in Australia. Postal questionnaire surveys were used to collect data on safety risk perceptions from the two nations. The safety risk factors were assessed using a risk significance index based on the likelihood of occurrences and the impacts on safety performance. The survey results revealed that in China the main perception of safety risks came from human-and/or procedure-related issues, with “low/no safety education” paramount, followed by “inadequate fire prevention and electrical prevention procedures,” etc. In contrast, the major safety risks perceived in Australia were related to the environment and physical site conditions with “contamination of land, water and air” ranked first, followed by “unforeseen excavation of soil,” etc. To minimize construction safety risks in China, this paper suggests that the government should develop collective legislation and safety protection procedures, and enforce safety education and training to all site participants. Risks related to environmental and site conditions were generally realized by the Australia construction industry, which were not highly acknowledged in China. This may also bring imminent attention in this regard to the Chinese government.  相似文献

The construction industry is well known for its complexities and inefficiencies in dealing with human safety and construction processes. The industry itself has been notorious for its high casualty records over many years. Especially in Hong Kong, the concept of improving safety in construction sites has only started to be developed in recent years. The government has set up new ordinances and regulations, and companies are willing to invest more on this issue before the construction commences. Nowadays in Hong Kong, from the small to the sizable, nearly all construction companies have their own site safety plans indicating safety guidelines and protective measures to achieve certain safety standards on the project sites. However, when viewing the past records published by the Labour Department, no trend in injury frequency reduction was noted. Consequently, an effort has been made in this report to compare three different site safety plans of three renowned civil and building contractors were investigated. Moreover, in order to review the effectiveness of the prevailing site safety plans and the safety performance of the contractors, a questionnaire survey targeting some site staff was conducted to solicit their opinions on the implementation of site safety plans. From the results of the questionnaire survey the authors determined that the construction companies are now regarding occupational health and safety as prerequisites of all the site operations.  相似文献

This study presents the results of a questionnaire survey that was conducted among a selected sample of large-size contractors operating in Egypt, as well as a comparison of the safety approaches in both the United States and Egypt. The results revealed that safety programs applied by large-size contractors in Egypt were less formal than those applied by their American counterparts. Only a few companies out of the surveyed sample had accident records broken down by projects and provided workers with formal safety orientation. Finally, the study recommended that reforms in the way of the employer’s contribution to social insurance were necessary; thereby linking accident insurance costs to the contractor’s safety performance. This paper considers the issue of safety risks on construction sites. It introduces the concept of combined effect of different risk factors to the accident. For proper safety planning, safety managers need to be well aware of the direct causes of the accident as well as indirect factors that adversely effect on site safety. If it is observed that if a hazardous environment exists at the site, then either that hazardous environment must be eliminated or occupations and processes related to that hazard must be properly protected. One of the measures for evading such hazardous situations is to predict such situations and to reschedule the start time of high-risk situation so that risks are not concentrated during certain periods and at certain locations. In order to predict when and where the risk will reach its highest level, analysis should be performed based upon various information including statistical sources such as accident histories and this should be done in coordination with the activity scheduling. This paper analyzes the result of accident history and provides information about vulnerable situations. In addition, it presents a theory of safety planning method which estimates the risk distribution of a project and helps the safety manager to both estimate situations of concentrated risk and then to reschedule it when it is necessary.  相似文献

This paper presents a predictive tool that uses safety factors to estimate accident risk for processes commonly employed on construction sites. The tool is demonstrated in the context of the utility-trenching process. Based on expert surveys, preplanning, supervision, and training are identified as critical safety factors needed to predict accident risk when evaluating safety performance related to trenching operations. Preplanning has a greater impact on excavation tasks than supervision and training, while conversely, supervision and training are more important during the pipe installation phase of trenching operations.  相似文献

Various methods for the measurement and classification of safety performance at construction sites, e.g., timing relative to the moment of accident, data collection method, safety effectiveness criterion, performance measure, and frequency and severity of the measured event, are analyzed. The effectiveness of the various methods and the extent of their use at construction sites are examined. Attributes that are investigated include efficiency, reliability, and validity and diagnostic capacity of the measure in order to identify the cause for success or failure, respectively, of the safety program at a site. The data for the study were collected through questionnaires which were addressed to the largest construction companies in the United States. The most effective and the most widely employed measurement methods were lost‐day cases, doctor's cases, and cost of accidents. The least effective and most limited in use were the no‐injury cases.  相似文献

The task demand assessment (TDA) is a new technique for measuring the safety risk of construction activities and analyzing how changes in operation parameters can affect the potential for accidents. TDA is similar to observational ergonomic methods—it does not produce estimates of probabilities of incidents, but it quantifies the “task demand” of actual operations based on characteristics of the activity and independent of the workers’ capabilities. The task demand reflects the difficulty to perform the activity safely. It is based on (1) the exposure to a hazard and (2) the presence and level of observable task demand factors—that is, risk factors that can increase the potential for an accident. The paper presents the findings from the initial implementation of TDA and demonstrates its feasibility and applicability on two different operations: a roofing activity and a concrete paving operation. Furthermore, the paving case illustrates how the TDA method can compare different production scenarios and measure the effect of production variables on the accident potential. The findings indicate that the method can be applied on activities of varying complexity and can account for several risks and task demand factors as required by the user. The selection of task demand factors is a key issue for the validity of the method and requires input from the crew and safety management. The limitations of the methodology and the need for further research are discussed. Overall, TDA provides a tool that can assist researchers and practitioners in the analysis and design of construction operations.  相似文献

Despite dramatic improvements in recent decades, the construction industry continues to be one of the industries with the poorest safety records. Recent improvements are due, in part, to the concerted efforts of owners, contractors, subcontractors, and designers. While past safety studies have investigated the roles of contractors, subcontractors, and designers, the owner’s impact on construction safety has not been previously investigated. This paper will present the results of a study on the owner’s role in construction safety. Data were obtained by conducting interviews on large construction projects. The relationship between project safety performance and the owner’s influence was examined, with particular focus on project characteristics, the selection of safe contractors, contractual safety requirements, and the owner’s participation in safety management during project execution. By identifying practices of owners that are associated with good project safety performances, guidance is provided on how owners directly impact safety performance.  相似文献

Tower cranes are the centerpiece of production on today’s typical building construction sites. Tower cranes hoist and transport a variety of loads near and above people, working under crowded conditions, occasionally with overlapping work zones, and often under time, budget, and labor constraints. This work regime further increases the safety risk on sites that are inherently hazardous workplaces. This paper presents the results of a study that identified the major factors affecting safety in tower-crane environments and evaluated the degree to which each factor influences ongoing safety on site. Use of statistical data on accidents was ruled out as a source of information due to the countless number of incidents that go unreported, the common inability of statistics to provide root causes, and the questionability of statistics as a predictor of accidents. The research methodology was therefore based on comprehensive questioning of an expert team that included the safety managers and equipment managers of leading construction companies. With the limited resources available for safety improvement and accident prevention, greater attention must be paid by all parties involved to those factors evaluated as highly affecting site safety due to tower-crane work.  相似文献

Environmental sustainability has become one of the key drivers for continuous growth in the construction industry. Many project practitioners face challenging circumstances in finding an effective way to prevent pollution and minimize wastes by making the best use of the increasingly scarce natural resources. However, most of these efforts are focused on planning and/or design strategies; therefore, they fail to thoroughly cover the environmental issues based on the construction execution level. Further, there is a lack of quantitative measurement system and management-level guidance. To overcome these limitations, this paper proposes a new methodology that assists project managers to assess the performance level of a project in terms of waste management practice. This study is based on a two-pronged approach. One is the identification of the waste management influence factors that play an important role in decreasing waste and increasing recycled materials on construction sites. The other is the development of an assessment tool to measure the level of waste management performance for a particular project. As a result of this work, 59 factors were identified and an assessment tool was developed based on quantification of these factors. The tool has been proved to effectively measure waste management performance throughout four real-case validity tests. From the industry perspective, this paper contributes to establishing the environmentally sustainable production systems by providing the project stakeholders with an established set of influence factors and with a diagnosis tool for measuring their current performance. Additionally, project owners can use the output of the tool, especially the total index score, as a measure to benchmark the level of waste management for continuous improvement.  相似文献
