社区志愿服务中的"时间储蓄"制度探讨

社区志愿服务作为政府社会职能的重要补充,从20世纪80年代末期在我国出现以来,受到研究者的广泛关注.众多研究者从社区志愿服务的作用意义、服务形态、与政府职能的关系等多重角度出发对社区志愿服务做了一定的研究.本文所探讨的是作为社区志愿服务的一种重要方式的--"时间储蓄"制度.本文从社区志愿服务出现的背景及意义出发,首先明确了"时间储蓄"的概念及定义,概述了它在国内外发展的历史,揭示了现阶段这一制度所存在的问题和局限,并针对这些问题提出了相应的对策和建议.     

实现从"国强民富"向"民富国强"的战略转变

"国富优先"的发展战略导致国富民不富,城乡差别、贫富差距越来越大.民富与国强不一定同步,民富为国强奠定基础,国强为民富提供保障."十二五"将"民富"目标摆在更加突出位置.实现"民富国强"战略,各级政府要转变执政理念,加快收入分配制度改革,加强公共服务建设,健全和完善社会保障体系.

从政府对经济活动由不干预向强制干预转变、从强制干预经济活动转向放弃或减少干预、从对经济放弃干预或减少干预向适度干预迈进3个方面阐述了国外政府职能转变情况,探讨了国外政府在城镇化过程中的职能,具体体现在通过立法明确规定土地征用的主体、对象、目的及操作程序、核准公告、审批权限、补偿标准等.从以政治型政府调整为经济型政府、直接管理经济调整为间接管理经济、从经济型"全能型"政府调整为服务型"有限型"政府3个方面阐述了我国政府职能的调整状况;从开拓创新、合理利用土地补偿款和出台政策3个方面探讨了国内政府在失地农民市民化进程中的职能体现.针对我国失地农民市民化进程面临的问题,构建了满足失地农民需要的中央、区县、乡镇政府3级职能网络,并提出了相应的对策.     

"距离悖论"在我国水土不服的根源探析

政府信任与政府合法性紧密相连,是执政的社会资本,任何一个善治政府都必须重视政府信任建设.当前公民对政府信任的强弱与政府层级的高低形成正比,这无不与自上而下的官员选拔制度、官本位的政绩考核制度、距离远近对判断的影响,以及"上有政策、下有对策"的政策走样有关.建立高信任的政府就要从选拔政治向选举政治转型,推进干部人事制度改革;加大人民满意度在政绩考核中的权重,完善政绩考核指标;严惩"上有政策、下有对策"的政策走样,确保政策的有效执行;提高公民对政治体系的认识,消除距离远近对判断产生的影响.

首都零售业发展迅速、大型零售企业聚集、行业耗能巨大.对首都零售业"低碳"问题进行研究,符合建设"人文北京、科技北京、绿色北京"的要求,更是首都零售业转变经济增长模式的需要.研究发现,环保观念淡薄、制度建设缺失、资金不足是制约首都零售业"低碳"发展的主要因素,而要实现这一目标,需要政府、零售企业、消费者等社会各界的参与,齐抓共管、多方推进,方能有效促进首都零售业"低碳"发展.

新农村建设中的政府下乡——对南宁市西乡塘区新农村建设指导员工作队的调查与思考

广西自治区出台的新农村建设指导员工作制度,是推进新农村建设中基层政府工作重心下移的一个探索性举措,在宣传党的方针政策、推进农村基础设施建设、服务农业生产发展和调解农村纠纷矛盾等方面发挥了一定积极作用.但这一制度在实施中也存在着一些运行机制问题和局限,这进一步表明了新农村建设和三农问题的解决,需要实现"政府主导"和"农民主体"的良性互动,通过"政府下乡"等发挥"政府主导"作用的活动,进一步激发"农民主体"作用的发挥,完善政府下乡机制,实现"政府主导"向"农民主体"的转变.     

转炉炉壳热应力分析

根据实际转炉建立实体模型。以有限元为手段,考虑了炉衬和炉壳材料的物性参数随温度变化的特点和炉衬与炉壳之间膨胀间隙,计算了转炉炉壳在温度载荷和炉衬膨胀压力同时作用下的热应力。所得结果可为转炉炉壳设计提供依据。

通过对焦炭在高炉内的历程及其变化规律的剖析,阐述焦炭热性能指标的意义,形象地把焦炭在高炉内的损耗分为三部分(M1,M2,M3)。指出M2对焦比及焦炭价格有一定的指导作用。     

Results of treatment of cancer of the cardia

Cancer of the cardia is traditionally discussed with cardiac cancer of the lower portion of the esophagus and upper gastric cancer invading the esophagus, and the specific characteristics of cancer of the cardia have never been clearly defined. We reviewed the outcome of 172 patients with adenocarcinoma of the cardia who had undergone radical surgery between 1949 and 1994 in the Division of Gastrointestinal Surgery of the Cancer Institute Hospital. The centers of the tumors were located within 2 cm above and below the boundary between the esophagus and the stomach, and their longitudinal diameter was less than 8 cm. We divided the patients into an early period (1949-1979; n = 79) and a late period (1980-1994; n = 93), and focused on the historical transition. There were no differences in patient gender or histology between the two periods. However, the late period was associated with fewer cases of esophageal invasion and shorter longitudinal diameter, as the age of the population advanced. The number of advanced cancers such as the localized and infiltrative type had decreased, and early cancer and early clinical stage had become more common, but despite the fact that the number of early cancers had increased, extended dissection, such as thoracic and paraaortic lymph node dissection, was performed more frequently. By clinical stage, the long-term outcome markedly improved in Stage I patient in the late period, and tended to improve in Stage II and III patients. This appears to have been attributable to the prevention of micrometastasis by extended dissection, although the number of early cancers is another major potential cause. There were no differences in the outcome of Stage IV patients between the two periods, and further advances in multimodality therapy must be awaited. The range of resection is basically proximal gastrectomy, and if there are adequate indications, the prognosis is favorable. In view of the status of lymphatic flow and lymph node metastasis, and long-term results, lateroaortic lymph node dissection is important. Since the number of early cancer patients has been increasing, if intraabdominal recurrence is prevented, intrathoracic lymph node dissection will contribute greatly to the outcome of such patients.     

The effect of amount of possession of the trait of hostility on accuracy of perception of hostility in others.

Some theories of personality hold that an individual's perception of others is influenced by his own personality characteristics; more specifically, that a trait of low social value will be projected more into others, and that insight into the possession of these characteristics reduces this distortion. These 2 hypotheses were tested by having a group of college students rate each other (including themselves) on degree of friendliness or hostility. Agreement with group rating about self yielded the insight score. In general, the hypotheses were supported; the "friendly" Ss were most accurate in their perception of others, and insight was positively associated with accurate perception. Effect of antibiotics of chemotaxis of human leukocytes

The effect of 20 different antibiotics on chemotaxis by human neutrophils was studied. Human leukocytes incubated with chloramphenicol, rifampin, sodium fusidate, and tetracyclines in vitro showed markedly depressed migration. The mechanisms by which these antibiotics affect leukotaxis are discussed.     

Quality of life of relatives of mental patients

Usage of quality of life of psychiatric patients' relatives as the parameter of estimation of the quality of psychiatric care is considered. By means of standard questionnaire elaborated by the authors as well as by means of both individual and group conversations the quality of life was analyzed in 40 relatives which lived together with psychiatric patients. Different spheres of their life and difficulties (financial, social-psychologic, production) were examined in families with such patients. The defects of psychiatric care that had direct influence on the quality of life of the psychiatric patients' relatives are outlined.
