The private rented sector (PRS) in England has often been described as having a ‘residual’ role in accommodating low-income households who are unable to gain access to social housing. This paper examines the accuracy of this residual role thesis. It does so using secondary analysis of the 2007 English House Condition Survey. The paper shows that the PRS plays a disproportionately important role in accommodating households living in poverty. It also shows that the odds of being income poor are the same for private tenants as for social housing tenants and three times higher than for owner-occupiers. It is concluded that, as a source of accommodation for low-income households, the role of the private rented sector is not residual at all. In addition, the paper assesses how well accommodated low-income households are in the PRS compared with non-poor private tenants and with low-income households in social housing and owner-occupation.  相似文献

Divorce and the Housing Movements of Owner-Occupiers: A European Comparison   总被引:1,自引:1,他引:0  
Divorce usually carries a range of economic consequences for both men and women, the housing situation of the ex-partners being among the most important ones. So far, however, the housing consequences of this life event, and in particular the way these are influenced by institutional arrangements, have been somewhat of a neglected topic. This paper focuses on one aspect of this process, more specifically the impact of divorce on tenure changes of homeowners, using comparative panel data for 12 European countries. It is concluded that although divorce significantly raises the odds of experiencing a tenure change for homeowners in all countries under consideration, this process is fairly similar across European welfare states. While institutional arrangements mitigating the economic consequences of divorce for women do not seem to explain much variation between countries, cross-national differences in tenure changes for homeowners are partly influenced by social housing policies and the extent of family support.  相似文献

The aim of this article is to review the ways in which subjective well-being has been conceptualized within housing research, with a view to evaluating the use of the concept, the insights it has generated, the problems that have been experienced and the possible range of lessons that might be taken forward. The article begins with an analysis of the reasons why subjective well-being has become popular as a conceptual tool in many fields. The article continues with a discussion of the range of definitions that appear in the literature which leads into discussions of the research techniques and methodologies that have been used in empirical research. Empirical studies which focussed on the impact of physical housing conditions and tenure on subjective well-being are reviewed in order to evaluate what is known about the impact of housing on both personal and collective subjective well-being. This review highlights issues of status, reference groups and adaptation that are important insights from the subjective well-being approach that should set the agenda for further research in this area. The conclusion is that the relationship between housing and subjective well-being is a complex one that repays further study in order to understand the rich texture of the role of housing in people’s lives. The article concludes with suggestions for both conceptual and methodological approaches and the focus of future research.  相似文献

The importance of suitable, affordable housing in promoting the well-being of children is widely acknowledged. However, despite growing interest in geographic differences in child well-being, little is known about the spatial distribution of characteristics associated with housing disadvantage for Australian children. This paper seeks to develop knowledge in this area by creating a headline indicator of child housing disadvantage. It uses spatially disaggregated Census data from the Australian Bureau of Statistics (ABS) Census of Population and Housing 2006 capturing overcrowding, public housing tenure and dwelling type, and creates synthetic estimates of housing stress using spatial microsimulation techniques. These variables are then combined into a single index of housing disadvantage. Next, the spatial microsimulation techniques and index creation methodology are described, and the results of the validation process, including sensitivity analysis of alternative index creation approaches, are presented.  相似文献

There is an abundance of evidence supporting a cross-sectional association between poor housing and poor health, but relatively few studies have examined the relationship between housing and health over time. Using contemporary longitudinal data from seven yearly waves (1996–2002) of the British Household Panel Survey, summary statistics and multivariate first-differences regression models, this study provides robust evidence of a dynamic relationship between housing conditions and health. Worsening housing conditions, measured in three domains, are independently associated with deterioration in health, especially the number of reported health problems in women. These findings add to the longitudinal evidence of the effect of housing conditions. It is concluded that improvements in housing conditions produce health benefits and the findings are important for proposed housing interventions to maximise health benefits and prioritise areas of housing investment.  相似文献

State governments are increasingly expected to help fill the gap between the demand and supply of affordable housing within the US. Little systematic attention has been paid to state housing strategies over the years, despite a lengthening record of policy innovation. This paper asks what factors influence state adoption of housing trust funds (HTFs), and if these factors differ based on how the trust fund is financed and which state agency is responsible for administering it. Utilizing an event history analysis of pooled cross-sectional data, the paper finds that whether or not a state adopts a HTF, who administers it, and how they fund it, varies based on rates of new, single-family development, the size of the black population, prior state housing expenditures, and citizen ideology. The broader implications of these findings are considered for future housing policy innovations beyond states and HTFs.  相似文献

This paper examines the use and abuse of historical method in the field of housing studies, with specific reference to predictions about the future shape of social housing in Britain. It reflects on the debates about council housing in the early 1990s and sets these against subsequent policy developments. The paper suggests that this exercise reveals some shortcomings in dominant paradigms within housing studies, such as the misreading and misrepresentation of tenants' responses and reactions; the over-emphasis on consumption in assessing processes of housing sector change; the neglect of increasing spatial differentiation in housing markets across Britain; and the failure to appreciate the causes behind increasing volatility in some local housing markets. The paper argues for a more nuanced historical sensibility and a more adventurous methodology when forecasting the future direction of housing policies and the future characteristics of housing systems.  相似文献

Housing in almost all Eastern Bloc countries is currently undergoing a “revolution” in tenure and management following the revolutions of 1989. The phenomena in the Czech Republic are in some ways typical, but also locally specific. This paper aims to outline the situation prior to 1989, and to highlight the major changes. In this article I examine the failure of fair housing policy to desegregate public housing in the USA. The article reviews major federal actions toward public housing segregation, as well as broader public housing segregation patterns and trends in the USA. It then draws on a variety of archival sources to present an in-depth case study of public housing segregation and desegregation in Louisville, Kentucky. Unlike previous studies of the subject, this article provides a detailed investigation of the relationship between local public housing tenancy policies and changes in racial occupancy across Louisville's housing projects spanning the last 50 years. The article argues for the importance of research on local-scale policy implementation for our understanding of fair housing policy, and it draws from its investigation of Louisville some conclusions about the inability of fair housing policy in the USA to realize its stated objectives.  相似文献

Problem: The elderly population of the United States is large and growing rapidly. Since disability rates increase with age, population aging will bring substantial increases in the number of disabled persons and have a significant impact on the nation's housing needs.

Purpose: We demonstrate the impact of population growth and aging on the projected number of households with at least one disabled resident and estimate the probability that a newly built single-family detached unit will have at least one disabled resident during its expected lifetime.

Methods: We calculate disability rates using two alternative measures of disability and construct projections of the number of households with at least one disabled resident. We develop and apply a technique for estimating the probability that a newly built single-family detached unit will house at least one disabled resident using data on the average lifespan of those units, the average length of residence for households occupying those units, and the projected proportion of households with at least one disabled resident.

Results and conclusions: Under our medium assumptions, we project that 21% of households will have at least one disabled resident in 2050 using our first disability measure (physical limitation) and 7% using our second (self-care limitation). We estimate that there is a 60% probability that a newly built single-family detached unit will house at least one disabled resident during its expected lifetime using our first measure, and a 25% probability using our second measure. When disabled visitors are accounted for, the probabilities rise to 91% and 53%, respectively. Given the desire of most people to live independently for as long as possible, these numbers reflect a large and growing need for housing units with features that make them accessible to disabled persons.

Takeaway for practice: The lack of accessible housing provides an opportunity for homebuilders to develop and market products that meet the needs of an aging population. In light of concerns about the civil rights of people with disabilities and the high public cost of nursing home care, housing accessibility is a critical issue for planners and policymakers as well. We believe planners should broaden their vision of the built environment to include the accessibility of the housing stock.

In Australia, significant recent reforms reposition Indigenous housing provision and management in remote and town camp communities under the mainstream public housing model. Two competing discourses surround this shift: a federal discourse of standardisation and state discourses of local responsiveness centred on the introduction of new community engagement processes into Indigenous public housing. This paper reports on qualitative research into the micro-scale of policy implementation to highlight policy-to-practice translation on the frontlines of Indigenous housing. Based on interviews with Indigenous housing stakeholders, this paper argues the capacity to support locally responsive housing management is problematic under the current arrangements. The analytical framework of realist governmentality reveals frontline housing professionals' role in the local resolution of tensions between federal and state policy levers. A focus on agent reflexivity and resistance on the frontline assists in capturing the dynamic (hybrid) identity of Indigenous public housing, as an atypical Australian example of hybridity in social housing.  相似文献

This paper considers the future role of social rented housing in England. It is based on an analysis of policy trends over the past 30 years, and a critical examination of current policy dilemmas. The central contention is that there are fundamental tensions underlying the present government's policy objectives to maintain the ‘safety net’ role of social housing but at the same time widen access to the sector so that it becomes a more mixed ‘tenure of choice’. The paper charts the marked change of direction seen since 2000, with a switch from a highly rule-bound approach emphasising equity in housing allocations, to a more consumerist system stressing choice. Survey data and statistical returns are analysed to illustrate the changing mix of households entering social rented housing and to reveal the sector's varying role in regions characterised by contrasting housing market conditions. The paper charts the spread of the ‘choice-based lettings’ approach and discusses the possible implications of this development for the pattern of rehousing outcomes, and for the sector's broader role. It is concluded that, in higher demand regions such as London and the South, it remains very difficult to see how a social sector continuing to contract can widen its role from that of safety net for the most disadvantaged.  相似文献

This paper examines the housing policies in China in the last 14 years in the context of the international debate on the World Bank's housing market enabling strategy to improve low-income housing provision in developing countries. A review of China's urban housing outcomes reveals housing price inflation and shortage of affordable housing in the fast expanding housing market. The paper analyzes policies to increase both demand for and supply of housing and argues that these policies have contributed to worsening affordability. This situation has been exacerbated by problems in the institutional framework managing the housing sector. The paper concludes that market enabling alone is not sufficient to achieve a satisfactory housing outcome for low- and middle-income groups in Chinese cities. It advocates more effective and direct public intervention for enhancing social housing provision and tightening market regulation to address both market and government failures to improve housing conditions for lower income groups.  相似文献

以广州为例,采取实证研究和网络调查等方式,广泛收集"夹心层"群体住房现状与需求的量化信息,并采用SPSS软件对数据进行深度挖掘;同时,通过实地调查、深度访谈等定性研究方式,分析"夹心层"群体对保障性住房的深层次需求特征及其原因。据此提出解决"夹心层"住房困难的相关政策建议,以及保障性产品建设与运营管理中应注意的若干问题。  相似文献
