The governance of engineering, unlike science, is rarely discussed in the academy. We analyse this issue in relation to the prevalence of the term ‘engineering policy’ in contrast to ‘science policy’ as a means of demonstrating the nature of the different treatment of these concepts inside the academy and outside. We show that ‘engineering policy’ as a term has almost no academic inquiry relative to science policy, and that even ‘engineering’ is marginalised in critical social science domains like Science and Technology Studies, as others have noted. Further, we extend this exploration with regard to the visibility of engineering policy in practice communities where it ought to be visible but isn't. Specifically, we use the UK government and governance communities as a space to show how engineering and policy for engineering remain side-lined in policy practice. Given how central engineering is to society, the obscurity of its governance mechanisms and the absence of critical scrutiny of engineering policy, we propose a research and action agenda as a means of stimulating action and coalescing a community of stakeholders to redress this situation with some urgency.  相似文献

Blockchain technology was created as a response to the trust crisis that swept the world in the wake of the 2008 financial crisis. Bitcoin and other blockchain-based systems were presented as a “trustless” alternative to existing financial institutions and even governments. Yet, while the trustless nature of blockchain technology has been heavily questioned, little research has been done as to what blockchain technologies actually bring to the table in place of trust. This article draws from the extensive academic discussion on the concepts of “trust” and “confidence” to argue that blockchain technology is not a ‘trustless technology’ but rather a ‘confidence machine’. First, the article provides a review of the multifaceted conceptualisations of trust and confidence, and the relationship between these two concepts. Second, the claim is made that blockchain technology relies on cryptographic rules, mathematics, and game-theoretical incentives in order to increase confidence in the operations of a computational system. Yet, such an increase in confidence ultimately relies on the proper operation and governance of the underlying blockchain-based network, which requires trusting a variety of actors. Third, the article turns to legal, constitutional and polycentric governance theory to explore the governance challenges of blockchain-based systems, in light of the tension between procedural confidence and trust.  相似文献

Growing interest in lower income groups as consumers in emerging and developing markets has led to discussion on the issue of product quality, but so far work has generally focussed on simple goods rather than technology and innovations. However with innovations, one would expect that product quality would be more crucial in order to push trust of complex products amongst inexperienced users. Thus, this paper seeks to build understanding around issues around quality of innovations; focussing on what quality declines mean for vulnerable low income groups, and the types of policy approach that can be undertaken to improve quality.Research was undertaken in the mobile phone sector in Kenya where firms have increasingly focussed on diffusion amongst low income consumers. Here it was found that quality has become an increasing contested and problematic terrain. In the short term, decline in quality is often acceptable for inexperienced low income users, but in the longer term this becomes detrimental to innovations both in terms of trust and expense amongst consumers, as well as effecting the livelihoods of informal entrepreneurs who are often part of delivery of innovations to low income groups.Policy around quality was found to be present, but was limited by two key tenets. First, where implementation actors were unclear, public standards on quality tended to collapse into private standards followed only by diligent firms. Second, standards were often applied at a firm level which missed out on issues emerging amongst downstream diffusion actors often involved in adaptations which linked to quality variability.Undertaken and focussed correctly, policy on product quality drives diffusion of innovation and supports a level playing field, which in the long term supports more inclusive innovations. A lack of focussed policy can lead to the risk of rejection of innovation and ‘big bang’ policy interventions that are detrimental to the trust in innovations amongst low income groups.  相似文献

In many industries, a national accident investigation board conducts investigations following major accidents. For safety improvements to be achieved, however, it is essential that the recommendations presented in these investigations are followed by necessary actions. In this paper, challenges related to implementation of recommendations from accident investigations are studied. The theoretical framework providing the foundation for the study lies at the intersection between systems safety, risk governance, and implementation research. Empirical data for the case study was collected from the Swedish railway sector. The first part of the paper presents an analysis of the extent of recommendations that have not resulted in implemented actions. The second part consists of an interview study aiming at providing a deeper understanding of the difficulties related to transforming these recommendations into actual changes. Two key factors that give rise to challenges to implementation of recommendations are identified. The first factor is related to the different actors’ views on their own and other stakeholders’ roles in the implementation process, and can be described as a trade-off between being insider and outsider to the industry. The second factor is related to the scope of the accident investigations and their recommendations, and can be described as a trade-off between micro-level and macro-level factors. The opportunities for implementing recommendations, and achieving safety improvements at the industry level, are affected by the ways in which the different stakeholders manage these trade-offs at the local level. This study thus mainly contributes by highlighting the importance of co-ordinating the various actors involved in the implementation process, and the results show that challenges to implementation to a large extent arise in the interactions between these actors.  相似文献

The present study employs a real-time, practice-oriented, and place-based approach to dissect the process of nanotechnology innovation in support of novel governance schemes. The research question is: What are actors specifically doing in the process of nanotechnology innovation in a metropolitan area, and what are enabling and constraining drivers that could be leveraged for novel governance approaches? The study presents results from 45 interviews and a synthesis workshop with actors from academia, industry, government, and the civil society in Phoenix. Results show that actors follow preconceived mental models of innovation with the primary objective to deploy profitable commercial or military products. The dominant network actors are academics, industry, and government funding agencies. The network is divided along product-based sectors with few cross-sector linkages. Considerable governmental support for entrepreneurs and for academic research via the National Nanotechnology Initiative enables nanotechnology innovation in the early stages. Market failures and corporate barriers, however, constrain the value proposition in later phases. There is novelty in the nanotechnology products; yet, little attention is paid to consumer input, adverse effects, or broader public value generation.  相似文献

This article analyses the complex relationship between impact assessments (IAs) of all types (such as comprehensive, regulatory, economic, social or environmental IAs) and their governance environment, using an analytical framework based on the concepts of governance styles and metagovernance. It is argued that each governance system builds on specific values, traditions and history and produces specific mixtures of hierarchical, network and market styles of governance (with or without an explicit metagovernance approach). Although governance can be considered as a non-normative perspective on polity and politics, the normative dimension of governance practice results in, for example, conflicting convictions about which type of knowledge or ‘evidence’ is valid for IA processes. This is particularly relevant because IAs have an important role in improving the knowledge base of governance. The concrete governance system in a specific country or other administrative entity influences the design and governance of IA systems positively or negatively, which leads to a variety of challenges. The conclusion is drawn that understanding the governance context and its dynamics can help improving IA governance.  相似文献

This Issues and Opinions Essay provides insights on developments and challenges related to responsible governance in the field of science and technology (S&T) across Europe, China and India. The Essay presents an overview of policy debates and some key public policy documents in these three geopolitical areas, exploring how responsibility is viewed and outlined in the policy domain. Considerations on the range of processes and actors affecting the relationship between science and society in China and India are also presented. Finally, the Essay introduces ‘responsiveness’ as a possible area for comparative research work on responsibility in S&T and relevant policy collaboration amongst the three regions.  相似文献

Implementing an industrial collaborative robot for Human-Robot Collaboration (HRC) in the automotive manufacturing industry is an emerging technology-driven solution aiming to increase production efficiency and reduce the human operator's ergonomic load. Successful implementation of innovative technology depends on technical feasibility and on the acceptance by the affected actors. Many studies exist that focus on the technical aspects of HRC, however, research that focuses on understanding the multi-actor concerns of HRC adoption is rare. In an effort to support the successful adoption of industrial collaborative robots, this study aims to understand the concerns of the various actors who work at the operational and management levels influencing future HRC adoption in the heavy automotive manufacturing industry.A literature review was conducted to understand the HRC implementation challenges and the methods used to investigate multi-actor involvement in advance of, and during, the implementation stage. After reviewing existing studies, the actor analysis method was selected to present the actors' perceptions using the action, factor, and goal (AFG) list to understand different actors’ opinions of HRC adoption, using a Swedish heavy vehicle manufacturing company case study.The case study results showed that the actors from the same organization had different concerns but mostly positive expectations for future HRC adoption. The actors’ perception map shows the details pertaining to Actions, Concerns, and Goals as well as the logical flow between these elements in regards to HRC future adoption. The involvement of different actor groups prior to new solution implementation contributes to a holistic view of potential implementation influences and challenges in the organization. Actor analysis can provide a set of analysis processes that comply with multi-actor perceptions to understand future adoption challenges from different perspectives. In the next step, safety-related issues and under-development standardization are the key challenges of HRC implementation.  相似文献

This professional practice report reflects upon lessons learned from piloting and evaluating an innovative approach to policy strategic environmental assessment (SEA) in developing countries. The primary analytical focuses of the approach are institutions and governance characteristics, plus it places strong emphasis on learning. The piloting provides valuable insights about the conduct of SEA at the policy level and in socio-political where there is limited experience with SEA. From our observations we reflect upon the importance of appropriate ownership of an SEA; the practical implications of working in contested political environments; the challenges in using SEA as a tool to promote good governance; and the centrality of a long-term perspective to environmental and social mainstreaming.  相似文献

This article constructs a cultural framework for Arab education amid the COVID-19 pandemic. Such education occurs inside private homes, raising privacy-related methodological challenges to research. To bypass these, numerous researchers were recruited to collect qualitative data from within the homes of friends and relatives. They collected large-scale data (2304 observations and 1292 interviews) and examined 1422 initiatives taken to facilitate education during the pandemic. In addition, they scrutinised 1390 relevant witticisms, on the basis that the humour of a culture is an indicator of public feeling. Data analysis reveals the existence of ‘covidian education’; this is digital and, thus, less tangible than pre-covidian education, necessitating spatial and temporal rearrangements. It is parent-centred, adding educational responsibilities to parents' workloads. It undermines integrity, with parents taking examinations on children's behalf. Being home-based, it compromises the privacy of students' and teachers' residences. It modifies gender relations, eliminates existing actors and welcomes new stakeholders. Compared to pre-covidian education, it is culturally dissimilar and educationally inferior. It presents ‘façades’ of positive experiences that mask negative realities, and does students more harm than good. We find that unprecedented issues arise in relation to ‘covidian natives’ (whose education comprises solely the covidian form) and ‘covidian graduates’.  相似文献

To strengthen the economic pillar in sustainability assessment, the indicator ‘domestic value added’ is introduced. It aims at comparing established and less developed technologies regarding their prospective value added in a country. This is done by classifying a technology’s value added to the developed categories: domestic, potential domestic and non-domestic. Within this paper, two methods for assessing this indicator are introduced focussing on their applicability in a sustainability assessment context. Both methods are tested on a case study comparing two alternative drivetrain technologies for the passenger car sector (battery and fuel cell electric vehicle) to the conventionally used internal combustion engine. The first method is life cycle cost-based whereas the second is based on Input Output analysis. If a life cycle cost assessment is already available for the technology under assessment, the easier to implement life cycle cost-based approach is recommended, as the results are similar to the more complex Input Output-based approach. From the ‘domestic value added’ perspective, the battery electric vehicle is already more advantageous than the conventional internal combustion engine over the lifecycle. Fuel cell electric vehicles have the highest potential to increase their ‘domestic value added’ share in the future. This paper broadens the economic pillar in sustainability assessment by introducing a new indicator ‘domestic value added’ and giving practical information on how to prospectively assess it for existing and less developed technologies or innovations.

Statistical design of experiments (DOE) is widely used today for process and product characterization and optimization. Owing to cost and time considerations, sometimes only a minimum number of experimental runs can be conducted, with added challenges in analysis when the experimental outcomes cannot be measured on a continuous scale and are expressed only in qualitative terms such as ‘excellent’, ‘satisfactory’ and ‘poor’: such outcomes are variously described as ‘categorical’, ‘attribute’, ‘qualitative’, ‘discrete’ or ‘counted’ in nature. This paper offers practical techniques of handling small experiments with such non‐standard DOE response data which are otherwise impossible to analyze by standard statistical software. The suggested procedures, built upon what is called a Likelihood Transfer Function (LTF), do not require complex data analysis but would yield results consistent with the constraints of experimental conditions as well as the objectives of stakeholders. This paper reports on a stakeholder analysis conducted for Strategic Environmental Assessment (SEA) on Chinese foreign direct investment (FDI), taking the ‘One Belt, One Road’ initiative (OBOR) in Pakistan as a case study. Based on a three-level framework of stakeholder analysis – identification, investigation and communication, the study aims to develop an understanding of stakeholders’ characteristics, examine social network functions, and make recommendations for Chinese FDI in Pakistan for reducing environmental and social challenges and for seizing the opportunities noted by stakeholders in particular. Results suggest that stakeholders have a positive attitude towards Chinese FDI in Pakistan. Air quality and water consumption were identified as the top two challenges on Chinese FDI. Generally speaking, opportunities of investment were seen to be more important than challenges, such as increasing energy reserves, water quality improvement and social-economic development. Based on the results, it is suggested that SEA can help to generate a win–win strategy for both countries.  相似文献

In recent years, the growing attention to environmental challenges has shown that these issues are becoming of more and more interest to both research and industry. Companies are expected to ensure their products are fully traceable and more sustainable, which requires the involvement of all of the actors in the production network. According to this aim, this study proposes a structured approach that uses the traditional traceability concept as a means to identify the main information needed to assess environmental impacts along the whole supply chain (SC). The proposed approach is composed of four main steps: (i) SC modelling to identify all stakeholders and their inter-relations, (ii) data sharing to collect all relevant data, (iii) data elaboration to calculate performance at different levels of detail and (iv) result interpretation to optimise the SC. The distributed implementation of the approach at different SC steps represents a useful means to practically realise a sustainable SC management. A case study involving a leather shoe SC is used to demonstrate the effectiveness of the approach in identifying criticalities, supporting the selection of the most appropriate suppliers and correctly setting a management strategy towards the optimisation of internal and external traceability and environmental sustainability performances.  相似文献

The objective of this paper is to depict a landscape of the scientific literature on the concept of the ‘Smart Factory’, which in recent years is gaining more and more attention from academics and practitioners because of significant innovations in the production systems within the manufacturing sector. To achieve this objective, a dynamic methodology called ‘Systematic Literature Network Analysis (SLNA)’ has been applied. This methodology combines the Systematic Literature Review approach with the analysis of bibliographic networks. The adopted methodology allows complementing traditional content-based literature reviews by extracting quantitative information from bibliographic networks to detect emerging topics, and by revealing the dynamic evolution of the scientific production of a discipline. This dynamic analysis allowed highlighting research directions and critical areas for the development of the ‘Smart Factory’. At the same time, it offers insights on the fields on which companies, associations, politicians and technology providers need to focus in order to allow a real transition towards the implementation of large-scale Smart Factory.  相似文献

Impact assessment (IA) has become one of the most prevalent environmental policy instruments today. Its introduction under the National Environmental Policy Act (US) in 1969 was revolutionary. Perhaps it is not surprising, then, that such a widely used tool has received its share of criticism, including that it fails to meet some of its fundamental goals. Over the last fifty years, IA has broadened in scope and application and embraced new techniques. It has followed evolved, but has not changed fundamentally.

We believe that IA must continue to change to meet the societal and environmental challenges of the 21st century. But will it be enough for IA to progress through incremental change (evolution), or is a complete overhaul of impact assessment (revolution) needed? We provide some ideas as to what ‘evolution’ and ‘revolution’ may look like, but rather then offering a definitive way forward now, we invite stakeholders to present their thoughts and suggestions at the IAIA19 Annual Conference in Brisbane, which carries the same theme as the title of this article.  相似文献

Recently, companies have become increasingly aware of the need to evaluate suppliers from a sustainability perspective. Introducing the triple bottom line (economic, social, and environmental performance) into supplier assessment and selection decisions embeds a new set of trade-offs, complicating the decision-making process. Although many tools have been developed to help purchasing managers make more effective decisions, decision support tools, and methodologies which integrate sustainability (triple bottom line) into supplier assessment and selection are still sparse in the literature. Moreover, most approaches have not taken into consideration the impact of business objectives and requirements of company stakeholders on the supplier evaluation criteria. To help advance this area of research and further integrate sustainability into the supplier selection modelling area, we develop an integrated analytical approach, combining Analytical Hierarchy Process (AHP) with Quality Function Deployment (QFD), to enable the ‘voice’ of company stakeholders in the process. Drawing on the sustainable purchasing strategy development process, our AHP–QFD approach comprises four hierarchical phases: linking customer requirements with the company's sustainability strategy, determining the sustainable purchasing competitive priority, developing sustainable supplier assessment criteria, and lastly assessing the suppliers. An illustrative example is provided to demonstrate the application of the proposed approach.  相似文献

This paper considers the use of a non-recallable control technology (either for craft control or to command weaponized software) as a deterrent or threat mechanism by state and non-state actors. It considers the efficacy of this approach in modern war fighting (including in limited war-like scenarios), comparing it to the mutual assured destruction phenomenon created by atomic weaponry and the Zanryū Nipponhei (‘Japanese holdout’) scenario. The deterrent, immediate and long-term impacts of the non-recallable control technology are considered from a warfighting perspective. The ethical and societal implications of the development of this technology and the proverbial opening of Pandora's Box that its development represents are also considered.  相似文献

This paper investigates the quality of environmental impact statements (EISs) and gives us an understanding about the performance of environmental impact assessment (EIA) practice in Bangladesh. EIA has been formally practised in Bangladesh since 1995.However, no study has yet been conducted on the quality of EISs. This study fills this gap. This empirical study shows that the quality of EISs in Bangladesh is ‘just satisfactory’ only. A significant proportion of EISs (34%) are still unsatisfactory. Finally, possible factors affecting the quality of EISs are examined and measures to improve the quality of EISs are recommended. The findings will be useful to EIA practitioners and other stakeholders in Bangladesh. This study will also provide a general guideline for other developing countries with similar socio-economic context.  相似文献

This paper examines the impact of strategic environmental assessment (SEA) – its direct impact on policies, plans and programs (PPPs) and its indirect and longer-term impacts. Criteria for assessing SEA's impact are developed and applied in the Canadian context based on a survey of SEA practitioners, and the perceived opportunities and challenges to realizing the full impact of SEA explored. Results indicate that SEA does have a direct impact on PPPs, but its indirect impacts are either constrained or difficult to distinguish from an agency's normal policies, practices and innovations. Amongst the most significant challenges to realizing the indirect impacts of SEA is the lack of shared vision for SEA by those responsible for implementation, and incongruences between the need for rapid results by way of PPP approval versus the long-term commitment required to realize many of the benefits of SEA. Indirect impacts require more explicit consideration at the outset of the SEA design process than what is currently the case if the benefits of SEA are to be fully recognized.  相似文献
