南水北调工程委托管理行为规范探讨   总被引:1,自引:0,他引:1  
南水北调东、中线一期工程包含单位工程2700余个。如何协调各方利益建好工程,是业内人士关注的焦点。南水北调工程建设施行以项目法人为主导的直管、委托和代建制三种模式相结合的工程建设管理模式。南水北调中线京石段应急供水工程河北段采取的是委托管理模式。项目法人需与建设管理单位签订委托合同。授权项目建设管理单位独立开展委托项目工作,承担委托项目在初步设计批复后建设实施阶段全过程(初步设计批复后至项目竣工验收)的建设管理,这一举措有力地保证了南水北调京石段工程进度。但工程实践中,业主、监理、承包商三方施工建设行为不够规范,与南水北调工程建设管理的总体要求尚有一定距离,亟待探索。  相似文献

介绍了工作流的应用背景,分析了工作流技术的原理,研究了基于工作流技术的综合管理信息系统的设计和应用。提出可编辑、管理和监控的工作流模型,并用分支逻辑和聚合逻辑描述了业务流转的管理机制。工作流技术使单位内部业务流程自动化,信息流转逐步实现无纸化。利用其图形化定义流程的功能,在办公流程越来越严谨的前提下,办公效率也大幅提高。长江科学院在综合管理信息系统中运用了工作流技术,取得了良好的效果。  相似文献

A nowcast and forecast system for providing real-time water information of a River Chain of Lakes (RCL) is developed. The system infrastructure comprises a web portal to retrieve and display observations that are used to drive models under a high performance computing server. Water level and flow discharge information are obtained from a suite of models that be directly simulate the RCL system. A new data assimilation technique based upon flow routing algorithm and nested-mesh domain reduction is developed to update the Manning’s roughness. It is demonstrated that the INFOS can reliably and effectively model real-time reverse flows due to sustained wind forcings or tranisent seiches, and flow choking due to channel constriction. Applications of the developed system are illustrated. Specifically water level planning scenarios provide a quantitative measure for lake management to reduce floods under extreme rainfall events. Alternative management philosophies to minimize exceeding the water level orders are evaluated. Overall, the Integrated Nowcast and Forecast Operation System (INFOS) provides reliable and timely water information for the RCL for sharing information to the community, planning for water use and delivery, and management of the Yahara RCL.  相似文献

Abstract

This article provides an overview of trends relating to information and communication technologies, revealing an explosive cycle of growth. These technologies present global dilemmas of unequal access to information and of differing capacities for converting information into effective knowledge for decision-making purposes. The interactions between the rapid emergence of the Internet and the sustainable development and knowledge management communities is outlined. Potential consequences for water policy and management activities, water information needs, research and education activities, and water organizations are examined. Lastly, some challenges these information technologies pose to the water resources community of practice are posited. Boundary organizations are institutions that interface between science and policy by facilitating interactions between scientists, policy specialists, and other stakeholders to inform collaborative decision-making. Natural resource management in the Great Lakes Basin is complex and a shared exercise among two federal governments, eight states, two provinces, and over 200 sovereign Tribes, First Nations, and Métis. Many governmental agencies have recognized a need to effectively engage with other jurisdictions in order to bridge the gaps between scientific knowledge and policy decisions. As a result, boundary organizations have emerged to facilitate planning and implementation of collaborative governance frameworks. This commentary highlights how decades of shared governance of the world’s largest freshwater surface water system is augmented and assisted by boundary organizations in addressing two key Great Lakes management issues – Western Lake Erie Basin nutrient levels and Lake Michigan fisheries – which are complex, broad in scale, and pose challenges that must be addressed collaboratively across jurisdictions. While there are many governmental and non-governmental entities that engage in boundary organization-like behaviors, this commentary will be centered on three key institutions: The Great Lakes Executive Committee’s Annex 4 (Nutrients) Subcommittee, the Great Lakes Commission, and the Great Lakes Fishery Commission. We illustrate how each organization procedurally engages stakeholders, especially within state and provincial jurisdictions, to produce information and products that add breadth and capacity to manage the ecosystems of the Great Lakes. We also highlight areas of success and opportunities for improvement in collaborative governance frameworks now and into the future.  相似文献

Vegetation growth drastically influences water levels and flow patterns in lowland rivers. As soon as plants start to grow in spring, the flow resistance increases to reach a maximum in early summer. The universities of Ghent and Antwerp are conducting scientific research in the river Aa in Belgium in order to better understand the relation between aquatic weed growth and the hydraulic capacity of the river and to come to a more accurate determination of the different influencing parameters. Velocity measurements are performed in multiple cross‐sections on a regular basis and studied. Discharge calculations are based on velocity measurements, which deliver important information about structural characteristics of the river, presence of vegetation, etc. Removing the vegetation allows for determining species and vegetation density as well as for studying the influence of plants on flow distribution and patterns. It is shown that the resistance coefficient, influenced by the amount of biomass, is an important parameter for the hydraulic characteristics of the river. The presence of macrophytes and their blockage characteristics are studied and a relation between discharge, biomass and resistance coefficient is set up. Strategic bridging functions performed by three voluntary, multi-stakeholder bridging organizations engaged in environmental governance and management in the Calgary Region of Alberta, Canada, are examined. Structured interviews revealed how the bridging organizations influenced an increase in municipal participation in regional-scale environmental governance and management activities. Bridging organizations connect stakeholders who would otherwise not be connected. They identify shared values and issues of concern, build trusting relationships, co-create knowledge, resolve conflict, and contribute to social learning processes. Social network structure is made visible through social network graphs. The legitimacy of natural resource management plans co-created through strategic bridging processes is also addressed.  相似文献
