Escaping arc danger

The paper presents the arc flash assessment in petrochemical and chemical industry. This article provides the IAS Cement Industry Committee information and references to help apply the expertise in risk and safety management experience for the specific hazard of electrical arc flash. The information and references provided include the following: (1) injury frequency and prediction methods (2) cost information to help in building a business case to enable fact-based management decision on priority and resource allocation (3) comparison of several implementation options, including a recommendation for the best long-term strategy for minimizing both injuries and costs (4) considerations to help assure effective arc hazard analysis (5) examples of control measures that can be implemented based on the results from an arc hazard assessment (6) sources for more information. The author's intent is to aid in accelerating the implementation of technology and work practices proven effective through the technical forums sponsored by the PCIC of the IAS. The harmonization of workplace electrical safety standards biased toward optimizing the integration of inherently safer technology, improved safe work practices, and state-of-the-art safety management systems will improve the electrical safety of workers in all industries.

Short-circuit ratings and application guidelines for molded-casecircuit breakers

A working group representing the Petroleum and Chemical Industry Committee (PCIC) and the Low-Voltage Protection Subcommittee of the IEEE Industry Applications Society, including both users and electrical equipment manufacturers, is preparing a guide to give users information for the correct selection and application of molded-case circuit breakers (MCCBs) under short-circuit conditions. This paper is intended to be a tutorial presentation that attempts to resolve issues that have been raised in a number of IEEE papers. This is phase one of a series of papers and tutorials relating to the selection and application of MCCBs

Over the past years, electrical safety, which regards hazards of electricity has been a forefront of conversation and topic at many safety conferences. This article attempts to take the next step and define implementation of an electrical safety inside an industrial facility.     

Training and qualifying your employees

Procedures alone cannot provide an improvement in electrical safety performance. Personnel who are exposed to electrical hazards must understand the basics of electrical hazards and safe work practices in order to implement the procedures. Training and qualifying your employees on these issues can be difficult and confusing. This article outlines a process for training employees on electrical safety issues. It will define "qualified" in terms that will satisfy the requirements of the Occupational Safety and Health Administration (OSHA) and NFPA 70E of the National Fire Protection Agency (NFPA) and also define the steps to meet the requirements of being qualified. The information contained in this article is the result of training the author has performed with electricians and nonelectrical personnel. The information is based upon the interpretation of the author. Employers should review the information and compare it to their interpretation of the regulations.     

NFPA 70E

National Fire Protection Association 70E, standard for electrical safety in the workplace is a consensus standard approved as an American national standard. Whereas the NFPA 70 National Electrical Code is primarily an installation standard for premise electrical systems, focuses on electrical safety requirements to protect individuals working on or near electrical equipment. This article will discuss some of the key aspects of the 2004 Edition of NFPA 70E, with a focus on safety-related work practices. In addition, this article also presents some of the potential directions for requirements in future editions of NFPA 70E.

A second set of eyes

This article will describe how a major chemical manufacturing company used third-party electrical safety auditing at their manufacturing site. Although it was an arduous process to convince management that an independent audit was worth the expense, the results of the audit certainly justified the trouble. The details presented in this article will inform and motivate the reader to consider using a third party to conduct an electrical safety audit of their site and that the knowledge gained will increase safety and improve the quality of the life of their employees.     

How we can better learn from electrical accidents

Using a corporate case study with data analysis, this article provides an example of how one company recognized the limitations of available electrical accident data and implemented a process for collecting information to support the improvement of the organizational culture and management systems around electrical safety. The business, manufacturing, engineering, behavioral safety, and regulatory compliance implications of the findings are discussed. Limitations in national and industrial electrical accident and fatality data are reviewed. Finally, future research directions are considered

This paper presents an overview of the state-of-the-art in electrical safety technology, work practices, and management systems. This article also outlines significant changes and developments impacting further improvement in the prevention of electrical incidents and their consequences.

Refinery-utility collaboration to increase value

Severe pressures to reduce costs, improve reliability, and generate higher shareholder value have helped to promote a successful change in the relationship between a major Canadian petroleum refinery and a large electrical utility. The relationship has evolved from a traditional customer/supplier relationship to a new business approach based on collaboration. New ideas have created win-win situations for both organizations. The new business approach has produced improvements in electrical power supply reliability, better equipment reliability, reductions in operating and maintenance costs through maintenance effectiveness and improved safety, and sharing of technical expertise and data. In addition, this new business approach has led to fresh ideas in business practices, maintenance practices, energy efficiency, electrical power monitoring, application of advanced relaying technology, and the setting of performance targets. This article describes the specific application of new technical and business ideas that have been implemented and the significant benefits that have been captured. To date, over $500,000 in annual benefits have been created. The article goes on to outline future possibilities, which could double the annual benefits

关口电能计量装置周期校验常采用人工现场校验的工作模式,存在工作量大、效率低、安全风险高等问题,文中介绍了一种用于关口电能计量装置远程校验的多路模拟采集器研制方法,采用高精度穿心式CT、高精度A/D采集电路、CPU处理单元、载波通信单元及时钟电路等部件,运用基于频率自适应的移窗补偿准同步算法进行电参数计算,能够实现电能表端电参量的精确测量,测量精度优于0.05%RD,能够采集电能表功率脉冲、PT端及CT端监测数据,配合主站管理平台能够实现电能表、PT二次压降及互感器二次负载的远程校验、在线监测等多种应用。研究内容在推进关口电能计量装置状态巡检、保证作业人员安全、提高关口运行管理水平等方面有着重要的促进作用,确保了关口计量的准确性和电力贸易双方的公平公正。
