Since the introduction of market-oriented economy in 1986, Vietnam has made noticeable socio-economic progress. In this progress, the energy sector has played a vital role. This role is likely to deepen in the years to come as Vietnam strives to achieve even higher levels in economic progress. Such deepening in the role of energy, this paper argues, will heighten concerns about the security of energy supply, and economic, environmental, social and political consequences. In order to address these issues, Vietnam has over the last decade, developed a suite of energy policies. A deeper review of these policies suggests that they are typified by economic-growth orientation, exclusive focus on a single-sector or single issue, and largely neglect the significance of cross-sectoral and cross-thematic issues arising from the interdependencies between energy, economy, and the polity at large. The existing energy policy settings are, therefore, unlikely to be able to provide a satisfactory redress to the challenges noted above. This paper provides an overview of the current energy policies with a view to identify areas where further policy effort is needed in order to facilitate a sustainable development of the Vietnamese energy sector.  相似文献

This study deals with this thermo-economic analysis of energy utilization in the industrial sector (IS) towards establishing energy policies. The relations between capital costs and thermodynamic losses for subsectors in the IS are investigated. In the analysis, Turkey is taken as an application country based on its actual data over the period from 1990 to 2003. Energy and exergy analyses are performed for eight industrial modes, namely iron–steel, chemical–petrochemical, petrochemical–feedstock, cement, fertilizer, sugar, non-metal industry, other industry. The energy and exergy utilization efficiency values for the entire Turkish IS are obtained to range from 63.45% to 70.11%, and from 29.72% to 33.23%, respectively. The ratio of thermodynamic loss rate-to-capital cost values is also calculated to vary from 0.76 to 1.01.  相似文献

To meet Turkey’s growing energy demand, the installed electric power capacity of 27.8 GW in 2001 has to be doubled by 2010 and increased fourfold by 2020. The difference between Turkey’s total primary energy supply (TPES) of from its own sources and total final consumption (TFC) is projected grow from 1 quad (1.06–2.06) in 1999 to 5.71 quads (2.79–8.5) in 2020 (1 QUAD=293.071 TWh). Turkey’s limited amount of fossil fuels has a present average ratio of proved reserves of 97.38 quads to production rate of 3.2 quads yr−1 of about 30 years. Turkey’s reliance on fossil fuel-based energy systems to meet the growing demand is most likely to exacerbate the issues of energy insecurity, national environmental degradation, and global climate change in increasing proportions. Economically-feasible renewable energy potential in Turkey is estimated at a total of ca. 1.69 quads yr−1 (495.4 TWh yr−1) with the potential for 0.67 quads yr−1 (196.7 TWh yr−1) of biomass energy, 0.42 quads yr−1 (124 TWh yr−1) of hydropower, 0.35 quads yr−1 (102.3 TWh yr−1) of solar energy, 0.17 quads yr−1 (50 TWh yr−1) of wind energy, and 0.08 quads yr−1 (22.4 TWh yr−1) of geothermal energy. Pursuit and implementation of sustainability-based energy policy could provide about 90 and 35% of Turkey’s total energy supply and consumption projected in 2010, respectively. Utilization of renewable energy technologies for electricity generation would necessitate about 23.2 Mha (29.8%) of Turkey’s land resources.  相似文献

Energy is an essential factor to achieve sustainable development. So, countries striving to this end are seeking to reassess their energy systems with a view towards planning energy programmes and strategies in line with sustainable development goals and objectives. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. States have played a leading role in protecting the environment by reducing emissions of greenhouse gases. Turkey is an energy importing country with more than half of the energy requirement being supplied by imports, and air pollution is becoming a great environmental concern in the country. On the other hand, Turkey's geographical location has several advantages for extensive use of most of the renewable energy sources. In this regard, renewable energy resources appear the most efficient and effective solutions for clean and sustainable energy development in Turkey. This paper provides an overview of global energy use and renewables for clean and sustainable energy policies in Turkey.  相似文献

Turkey is in a strategically advantageous position in terms of its natural gas market. Being in the middle of Europe and energy-rich countries of Central Asia, it can be an energy corridor between these two regions. It can import gas from a number of countries and diversify its sources. This situation may also provide motivation for a competitive gas market. The recent reform in the market, which began in 2001, was an attempt to strengthen the natural gas market to this end. However, the reform has not worked out as expected so far. This article discusses recent restructuring efforts in the Turkish natural gas market. We focus on the legal structure and economic consequences of the legal change within the international economic relations. After presenting a detailed discussion of the legal framework, we draw attention to the problems of the industry and difficulties in the transition to a more competitive market structure. In the end, we touch upon some regulatory issues and potential conflicts.  相似文献

This study analyzes energy use and investigates influences of energy inputs and energy forms on output levels in Turkish agriculture during the period 1975–2000. The output level was calculated in the form of annual grain equivalent at aggregate level for 104 agricultural commodities except livestock products. Output level was specified as a function of total physical, fertilizer and seed energy, and ordinary least squares was employed to estimate equation parameters. The results show that total energy input has increased from 19.6 GJ/ha in 1975 to 45.7 GJ/ha in 2000, whereas total output energy has risen from 27.1 GJ/ha to a level of 39.1 GJ/ha. Energy efficiency indicators, input–output ratio, energy productivity and net energy have declined over the examined period. Total physical and fertilizer energy, particularly nitrogen, significantly contributed to output level with elasticities of 0.24 and 0.14, respectively. The results also revealed that non-renewable, direct and indirect energy forms had a positive impact on output level. Moreover, Turkish agriculture has experienced a substantial increase in non-renewable energy use. This inefficient energy use pattern in the Turkish agriculture can create some environmental problems such as increase in global warming, CO2 emissions, and non-sustainability. Thus, policy makers should undertake new policy tools to ensure sustainability and efficient energy use.  相似文献

This study is the first attempt to investigate the stationary of energy consumption for Turkish disaggregates data by employing linear and non-linear unit root tests extending from 1970 to 2006. It is concluded that the linearity is rejected in 4 cases in 7 Turkish sectors. In addition, when LM (Lagrange multiplier) tests that account for at most two structural breaks are taken into account for residential, industrial and agricultural where energy consumption follow a linear behavior, the unit root null is rejected. This means that energy demand management policies designed to shrink energy consumption will instead have a transitory impact on the energy consumption and return it toward its original trend path. On the other hand, it’s concluded that the transportation, non-energy uses & other, final energy consumption and cycle & energy sector’s energy consumption are non-stationary which means that any shock to energy consumption is likely to be permanent and energy demand management policies will have a permanent impact on these sectors.  相似文献

European Union and Finland are confronted with much the same kind of challenges in energy policy. Because of much higher importance on energy, these issues escalated earlier in Finland including vital political decision-making. Several alternative energy paths to the future can be identified with fairly similar projected costs. The more in-depth analysis in the Finnish case suggests that, e.g., an integrated approach consisting of renewable energy sources and energy efficiency measures would be one competitive alternative to satisfy both increasing energy demand and CO2 emission reductions already by 2020. The study shows that meeting environmental, energy security and economical targets may not as such be adequate for the future success of an energy option. There is a more profound link between the energy options and the political decision-making, implying a much broader range of criteria than just the 3 Es reflecting thus politicians’ priorities and concerns. For example, in the Finnish case renewable energy sources and energy efficiency did not match optimally the parliamentary majority's preferences when deciding on future electricity direction in 2002. The methodology suggested here can be used to improve the strategic positioning of alternative energy paths.  相似文献

The current subsidized energy prices in Iran are proposed to be gradually eliminated over the next few years. The objective of this study is to examine the effects of current and future energy price policies on optimal configuration of combined heat and power (CHP) and combined cooling, heating, and power (CCHP) systems in Iran, under the conditions of selling and not-selling electricity to utility. The particle swarm optimization algorithm is used for minimizing the cost function for owning and operating various CHP and CCHP systems in an industrial dairy unit. The results show that with the estimated future unsubsidized utility prices, CHP and CCHP systems operating with reciprocating engine prime mover have total costs of 5.6 and $2.9×106 over useful life of 20 years, respectively, while both systems have the same capital recovery periods of 1.3 years. However, for the same prime mover and with current subsidized prices, CHP and CCHP systems require 4.9 and 5.2 years for capital recovery, respectively. It is concluded that the current energy price policies hinder the promotion of installing CHP and CCHP systems and, the policy of selling electricity to utility as well as eliminating subsidies are prerequisites to successful widespread utilization of such systems.  相似文献

The Chinese government has made many energy policies on coal, and coalmine methane (CMM) use. However, not all of these policies have effects or positive impacts. For example, it has been quite a few years since the national government made policies to encourage coalmine methane power to be sold to the grid. Practice showed that not any kilowatt of electricity was sold from a coalmine methane power plant to the grid in Sichuan and Guizhou Provinces as of December 2008. The objectives of this paper are to review and evaluate the Chinese government energy and climate policies that are related to coal and coalmine methane, analyze relevant policy barriers, and make recommendations to overcome these barriers and avoid policy failures. This paper provides the literature review, challenges, resources, policies and other updated information on China's CMM recovery and utilization. The paper concludes that China needs to further reform its energy and environment management system, engage provincial governments in CMM capture and use activities, and provide incentives to qualified engineers and skilled workers to work in remote coal mining areas. This paper transfers key messages to policy makers for them to make better CMM capture and use policies.  相似文献

The present study deals with evaluating the utility sector in terms of energetic and exergetic aspects. In this regard, energy and exergy utilization efficiencies in the Turkish utility sector over a wide range of period from 1990 to 2004 are assessed in this study. Energy and exergy analyses are performed for eight power plant modes, while they are based on the actual data over the period studied. Sectoral energy and exergy analyses are conducted to study the variations of energy and exergy efficiencies for each power plants throughout the years, and overall energy and exergy efficiencies are compared for these power plants. The energy utilization efficiencies for the overall Turkish utility sector range from 32.64% to 45.69%, while the exergy utilization efficiencies vary from 32.20% to 46.81% in the analyzed years. Exergetic improvement potential for this sector are also determined to be 332 PJ in 2004. It may be concluded that the methodology used in this study is practical and useful for analyzing sectoral and subsectoral energy and exergy utilization to determine how efficient energy and exergy are used in the sector studied. It is also expected that the results of this study will be helpful in developing highly applicable and productive planning for energy policies.  相似文献

The following article will analyse the global and geopolitical dimensions of the future international energy security and its implications for Europe and the EU-27. In this context, I will discuss to which extent the EU's newly proclaimed “Energy Action Plan” of the EU Spring summit of 2007 and its declared common energy (foreign) policy are a sufficient strategy to cope with the new global and geopolitical challenges. The article concludes the following: (1) The interlinkage between globally designed traditional energy security concepts – that rely just on economic factors and “market-strategies” – and domestic as well as regional political stability demands new thinking with regard to both energy supply security and foreign and security policies. (2) Although after the Russian–Ukrainian gas conflict in January 2006, energy security has forced its way up the European energy and foreign policy agendas, the EU-27 member states have largely failed to forge a coherent European energy security and energy foreign policy strategy after their Spring summit of 2007 because its declared political solidarity has been still lacking. But the 2nd Strategic Energy Review of November 2008 has recommended new initiatives to overcome this lack by promoting concrete infrastructure and other projects for enhancing Europe's supply security and its political solidarity as part of a common energy (foreign) policy. If the EU is able to implement the March 2007 and November 2008 decisions, the EU oil and gas demand will drastically reduce and freeze at current levels. In this case, Putin's energy policies by using Russia's energy resources and pipeline monopolies as a political instrument to enforce its economic and geopolitical interests will be proved as self-defeating in Russia's long-term strategic interests. It will reduce Gazprom's gas exports to a much smaller EU gas market than originally forecasted as the result of a deliberate EU policy of decreasing its overall gas demand and by diversifying its gas imports.  相似文献

The paper highlights the energy dilemma in China’s modernization process. It explores the technological and policy options for the transition to a sustainable energy system in China with Tsinghua University’s Low Carbon Energy Model (LCEM). China has already taken intensive efforts to promote research, development, demonstration and commercialization of sustainable energy technologies over the past five year. The policy actions cover binding energy conservation and environmental pollution control targets, economic incentives for sustainable energy, and public R&D supports. In order to achieve the sustainable energy system transformation eventually, however, China needs to take further actions such as strengthening R&D of radically innovative sustainable energy technologies and systems such as poly-generation, enhancing the domestic manufacturing capacity of sustainable energy technologies and systems, creating stronger economic incentives for research, development, demonstration and commercialization of sustainable energy technologies, and playing a leading role in international technology collaborations.  相似文献

The rapid increase in world energy demand, the depletion of conventional energy sources and the pollution caused by conventional fuels have increased the importance of developing new and renewable energy sources. Additionally, technological developments have resulted in increased energy demand for the entire world, including Turkey, especially for electrical energy. At present, wind energy is receiving considerable attention. This report focuses on the current status of wind energy in Turkey and in the world. An overview of wind energy in Turkey is presented, and its current status, application, support mechanisms and associated legislation in Turkey are described. Wind energy and its status in the world are also addressed. It can be concluded from this analysis that wind energy utilization in Turkey and throughout world has sharply increased. Exergy analysis is important for energy resource utilization, because exergy, which is a way to a sustainable future, is a part of the energy analysis. Exergy analysis starts to play a role in several countries in developing energy policy. This paper deals with the exergetic assessment of the cotton stalk (CS) production. In this regard, Turkey, which is one of the eight countries producing 85% of the world's cotton, is given as an application country first. Energy and exergy relations used in the analysis are then presented. Finally, the Turkish CS production in 2003 is evaluated using energy and exergy analyses method, while the results obtained are discussed. The values for the net energy and exergy gained are obtained to be about 49,146 and 59,395 MJ/ha, respectively. Turkey's total energy and exergy are estimated to be 75.45 and 81.87 PJ. It may be concluded that this amount of energy is equal to 7.77% and 2.38% of Turkey's primary energy production and consumption in the same year, respectively. The overall mean energy and exergy efficiencies of the cotton production in the year studied are found to be 33.06% and 33.12%, respectively. It is also expected that the results of this study will be helpful in developing highly applicable and productive planning for energy policies.  相似文献

Energy is the main component of natural resources of developing, as well as developed, countries like Turkey. Because of economic and social developments, the demand for energy, in general, has increased considerably in Turkey. Since Turkey is not an oil or natural gas (NG) producing country, the energy resource usage for energy consumption should be effective. The Turkish industrial sector comprises approximately 36% of Turkey’s primary energy consumption, and the manufacturing industry is the largest industrial sector. In this study, the focus was on the manufacturing industry as the major energy consuming sector in Turkey, and it was analyzed in terms of efficient use of energy resources. The most widely used energy resources in the Turkish manufacturing industry, namely fuel-oil, coal, electricity, LPG and NG were taken into account. Evaluation and selection of current energy resources in this selected industry can be viewed as a multiple criteria decision making (MCDM) problem, including human judgments, tangible and intangible criteria and priorities and trade offs between goals and criteria. The analytic network process (ANP), one of the MCDM methods, was used to evaluate the most suitable energy resources for the manufacturing industry in this study.  相似文献

Global warming and the associated changes in the world climate pattern have been accepted world wide as the gravest threat to humanity in the 20th century. To mitigate the impacts of global warming, the Kyoto Protocol was established in 1997 with the objective of reducing global greenhouse gases (GHGs) emission, in particular carbon dioxide (CO2), by 5.2% below 1990 levels. Developed nations that ratified the Protocol are committed to GHG reduction targets while developing nations are encouraged to reduce GHG emissions on a voluntary basis. Since most of the GHGs emissions come from the energy sector, energy policy plays an important role in fulfilling the Kyoto Protocol obligations. This year marks the beginning of the commitment period for the 2012 Kyoto Protocol. In this case, it would be worthwhile to compare the energy policies in Malaysia and Japan as these nations move towards fulfilling their obligations towards the Kyoto Protocol; bearing in mind that both countries ratified the Protocol, but that Japan commits a reduction target of 6% while Malaysia bears no obligation. Based on the comparison, recommendations were made on how a developing nation like Malaysia could adopt the policies implemented in Japan to suit local conditions and contribute significantly to GHG reduction.  相似文献

Bioenergy has several advantages over fossil fuels. For example, it delivers energy at low net CO2 emission levels and contributes to sustaining future energy supplies. The concern, however, is that an increase in biomass plantations will reduce the land available for agricultural production. The aim of this study is to investigate the effect of taxing conventional electricity production or carbon use in combination with subsidizing biomass or bioelectricity production on the production of biomass and agricultural commodities and on the share of bioelectricity in total electricity production. We develop a partial equilibrium model to illustrate some of the potential impacts of these policies on greenhouse gas emissions, land reallocation and food and electricity prices. As a case study, we use data for Poland, which has a large potential for biomass production. Results show that combining a conventional electricity tax of 10% with a 25% subsidy on bioelectricity production increases the share of bioelectricity to 7.5%. Under this policy regime, biomass as well as agricultural production increase. A carbon tax that gives equal net tax yields, has better environmental results, however, at higher welfare costs and resulting in 1% to 4% reduction of agricultural production.  相似文献
