Global competition of markets has forced firms to invest in targeted R&D projects so that resources can be focused on successful outcomes. A number of options are encountered to select the most appropriate projects in an R&D project portfolio selection problem. The selection is complicated by many factors, such as uncertainty, interdependences between projects, risk and long lead time, that are difficult to measure. Our main concern is how to deal with the uncertainty and interdependences in project portfolio selection when evaluating or estimating future cash flows. This paper presents a fuzzy multi-objective programming approach to facilitate decision making in the selection of R&D projects. Here, we present a fuzzy tri-objective R&D portfolio selection problem which maximizes the outcome and minimizes the cost and risk involved in the problem under the constraints on resources, budget, interdependences, outcome, projects occurring only once, and discuss how our methodology can be used to make decision support tools for optimal R&D project selection in a corporate environment. A case study is provided to illustrate the proposed method where the solution is done by genetic algorithm (GA) as well as by multiple objective genetic algorithm (MOGA).  相似文献

The most decisive factor that survives enterprises under stiff competition is the development of new product (NPD), and when entering the product development stage after the fuzzy front end, a best project portfolio should be finalized in order to potentially create expected revenue and competitive advantage. However, even it reaches the end of the fuzzy front stage; the NPD project is still significantly involved with uncertainties, complexities and fuzziness. To assist R&D managers making decision in this environment, this study proposes a new approach which combines fuzzy set theory and multi-criteria group decision making method into a NPD project portfolio selection model. This model takes into account project performance, project delivery and project risk, and formulates the selection decision of NPD project portfolio as a fuzzy linear programming problem. The illustrative example shows that the model proposed can generate projects with the highest success rate under limited resources and manpower.  相似文献

Managing project portfolios has been a challenge to many IT organizations due to the size and complexity of their initiatives that are often cross-functional, fast changing, and transformational in nature. A governance process on project solicitation, evaluation, and monitoring is thus essential to ensure the resulting portfolio creates tangible values, balances across priorities, and supports business objectives. An optimization model to streamline the decision processes for IT portfolios and programs is proposed. We consider project characteristics such as the extent of strategic alignment, expected benefit, development cost, and cross-project synergy to maximize the portfolio value. We also consider team proficiency and resource availability to determine a project portfolio that could be implemented within the overall development time. The multi-objective model identifies the optimal mix among project types and the solution procedure efficiently produces recommendations that are superior to those found with current empirical techniques. We also describe an evolutionary algorithm to find approximate solutions to the optimization model. Possible extensions on how the optimization procedure can go beyond projects to also streamline decisions such as the renewal or replacement of in-flight applications is discussed.  相似文献

针对现有文献中较少考虑交互依赖关系对项目组合动态选择影响的问题,借鉴复杂网络理论,提出项目交互耦合网络概念,并从项目收益、资源成本、项目风险、项目状态、交互依赖关系及战略匹配程度等6个方面描述网络演化的影响要素.在此基础上,提出网络生成及调整规则,给出网络稳定状态定义,建立项目交互耦合网络.研究结果表明,与传统模型相比,项目交互耦合网络模型能得到更优的项目组合,能更有效地利用资源,规避风险,提高收益,同时,项目交互耦合网络能更好地了解项目结构,为项目组合管理提供支持.项目组合管理者应对那些节点介数大、聚集系数高的项目即核心项目进行重点扶持与保护,以防这些项目失败后引起其邻节点失败,甚至导致整个项目网络发生级联失败.  相似文献

A main challenge in project management is to provide methodologies that facilitate coordination among the projects in a portfolio or in a firm. Each incoming project in an existing portfolio affects its schedule, the resources availability and the planned performance. There are no analytical solutions for the problem of dynamic scheduling of resources for multiple projects in real time. Mathematical approaches, like integer programming or network based techniques, cannot describe the complexity of real problems (multi-projects environments have many interrelated elements), and have difficulties to adapt the analysis to dynamic changes.We propose a multi-agent system, where projects negotiate the procurement of resources through an auction mechanism all over the portfolio life. Both, projects and resources are modelled as agents. Projects demand resources for fulfilling their scheduled planned work, whereas resources offer their capabilities and workforce. This framework allows project portfolio management and the assessment in the decision of acceptance/rejection new projects.  相似文献

This paper presents a multi-objective MILP model for portfolio selection of research and development (R&D) projects with synergies. The proposed model incorporates information about the funds assigned to different activities as well as about synergies between projects at the activity and project level. The latter aspects are predominant in the context of portfolio selection of R&D projects in public organizations. Previous works on portfolio selection of R&D projects considered interdependencies mainly at the project level. In a few works considering activity level information the models and solution techniques were restricted to problems with a few projects. We study a generalization of our previous model and show that incorporating interdependencies and activity funding information is useful for obtaining portfolios with better quality. Numerical results are presented to demonstrate the efficiency of the proposed approach for large models.  相似文献

战略导向下的项目组合工期-成本优化是现代企业进行多项目管理所面临的重要问题之一,对企业实现资源效益最大化有着至关重要的促进作用。以战略导向下的项目组合工期-成本综合值最小化为研究对象,提出了优化组合项目中工序选择和执行次序的数学模型,在引入自适应权重法、调整信息素系数和混沌扰动变量的基础上,设计了求解该优化模型的改进蚁群算法。通过实例运算表明,改进后的蚁群算法,能够有效地提高算法全局搜索寻优能力和收敛速度,在求解战略导向下的项目组合工期-成本优化问题方面有较强的鲁棒性和实用价值。  相似文献

Despite significant research progress, alignment-related issues are among the top concerns of executives. Previous studies mostly focus on a company-wide strategic level of alignment; while this ‘top-down’ view has benefits, it largely ignores the operational practices that help achieve alignment in IT projects as well as the impact that timing and complementarity of practices have on achieving alignment. In our research we apply four alignment practices – communication, shared understanding, management commitment and IT investment evaluation – to individual IT projects rather than at a company level; specifically, we look at the role of timing and complementarity for these alignment practices throughout different project phases. A detailed analysis of six IT projects carried out at three companies in the telecommunications industry reveals that IT projects creating higher business value employ all four alignment practices immediately from the start. No project was able to recover from failing to establish these four alignment practices in the first phase. While supporting the importance of complementarity of alignment practices, our findings also add the importance of the earliness of this complementarity.  相似文献

Persuasive evidence has described the strategic use of information resources in organizations. As a result, IS researchers have sought empirically to link that use to improved organizational performance. However, this alignment-performance relationship has been difficult to confirm.The current study contributes by distinguishing the alignment of the information systems plan with the business plan (ISP–BP) and the reciprocal alignment (BP–ISP). The study used 107 matched pairs of IS executives and other senior executives. Analysis showed that for IS executives both ISP–BP and BP–ISP alignment predicted the use of IS-based resources for competitive advantage. However, for other senior executives, only ISP–BP alignment predicted it. Study results suggest both groups of subjects share an understanding of the role of ISP–BP in creating competitive advantage from their information systems investments. However, the lack of a shared understanding of BP–ISP alignment may prevent organizations from achieving that advantage.  相似文献

Any organization is routinely faced with the need to make decisions regarding the selection and scheduling of project portfolios from a set of candidate projects. We propose a multiobjective binary programming model that facilitates both obtaining efficient portfolios in line with the set of objectives pursued by the organization, as well as their scheduling regarding the optimum time to launch each project within the portfolio without the need for a priori information on the decision-maker's preferences. Resource constraints, the possibility of transferring resources not consumed in a given a period to the following one, and project interdependence have also been taken into account. Given that the complexity of this problem increases as the number of projects and the number of objectives increase, we solve it using a metaheuristic procedure based on Scatter Search that we call SS-PPS (Scatter Search for Project Portfolio Selection). The characteristics and effectiveness of this method are compared with other heuristic approaches (SPEA and a fully random procedure) using computational experiments on randomly generated instances.

Statement of scope and purpose

This paper describes a model to aid in the selection and scheduling of project portfolios within an organization. The model was designed assuming strong interdependence between projects, which therefore have to be assessed in groups, while allowing individual projects to start at different times depending on resource availability or any other strategic or political requirements, which involves timing issues. The simultaneous combination of project portfolio selection and scheduling under general conditions involves known drawbacks that we attempt to remedy. Finally, the model takes into account multiple objectives without requiring a priori specifications regarding the decision-maker's preferences.The resolution of the problem was approached using a metaheuristic procedure, which showed by computational experiments good performance compared with other heuristics.  相似文献

When evaluating transportation infrastructure projects and determining which of them will be carried out from a set of projects and given a budget constraint, several criteria need to be considered in the decision. Standard evaluation practices imply the aggregation of impacts into one utility function which is later optimized. Nevertheless these techniques used for translation of different measuring units into monetary terms are highly controversial. Multicriteria techniques can explicitly deal with different measuring units, however, they are not suitable to model interdependence relationships of projects that share a common characteristic (same route, location or target population, for instance). In this research we model this transportation planning problem, the multi-objective transportation infrastructure project selection problem (MTIPSP), as a constrained multi-objective optimization problem with quadratic objective functions, using a variation of the multi-objective 0–1 knapsack problem plus some additional constraints. Given the combinatorial nature of the problem, an evolutionary-based framework is used for the identification of Pareto solutions, and later, those with non-attractive properties are filtered using a Knee Identification Procedure. The final selection of the projects portfolio is made using a well known multicriteria decision aid method and including the decision makers’ preferences based on the existing context.  相似文献

R&D project selection decision is very important in two ways. First, in many organizations, R&D budget represents huge investment. Project selection decisions could be thought with the strategic objectives and plans of the firm. Second, R&D projects' organizational returns are multidimensional in nature and risky in terms of projected outcome. Real options approach helps to calculate this risky side of the selection process. This paper considers that multidimensional side of the R&D project selection process. Another consideration is the vagueness in the evaluation process. The fuzzy analytic hierarchy process, which takes monetary (fuzzy real option value) and nonmonetary (capability, success probability, trends, etc.) criteria into account, is used to make this selection among alternative R&D projects. The senior management of organisations frequently perceive IT Projects as merely technological in nature. They fail to realise that in reality, the mission of IT is to provide technology-based support to business processes that can be key to the organisation. This lack of understanding means that these IT projects are not aligned with the business objectives and that investments in resources and personnel are not adequately prioritised. This can lead to an opportunity loss: a mere computerising of the business is sought, and processes that could turn out to be transformative, generating added value, driving a true digital transformation of the business are overlooked. This article proposes a model for implementing and operating a portfolio of strategic IT projects. Based on Good Governance principles, these latter projects move strategic decision-making up to an organisation's senior management, succeeding in gradually implicating these managers into the IT strategy. But above all, the model succeeds in achieving the targeted strategic alignment of IT projects with the organisation's business objectives and interests. The model has already been implemented in fourteen medium and large size public universities. The follow-up through interviews of the nine longest-standing experiences—some are nearly a decade old—revealed that the portfolio implementation strategy had helped to markedly improve the following elements: the institutions’ state of maturity of Good Governance; senior management's involvement in IT projects; and the identification of the most interesting IT projects for the business. To conclude, based on our experience, we can affirm that the strategic IT alignment projects is an effective IT Governance tool and, by extension, an example of Good Governance practice.  相似文献

Simultaneously running multiple projects are quite common in industries. These projects require local (always available to the concerned project) and global (shared among the projects) resources that are available in limited quantity. The limited availability of the global resources coupled with compelling schedule requirements at different projects leads to resource conflicts among projects. Effectively resolving these resource conflicts is a challenging task for practicing managers. This paper proposes a novel distributed multi-agent system using auctions based negotiation (DMAS/ABN) approach for resolving the resource conflicts and allocating multiple different types of shared resources amongst multiple competing projects. The existing multi-agent system (MAS) using auction makes use of exact methods (e.g. dynamic programming relaxation) for solving winner determination problem to resolve resource conflicts and allocation of single unit of only one type of shared resource. Consequently these methods fail to converge for some multi-project instances and unsuitable for real life large problems. In this paper the multi-unit combinatorial auction is proposed and winner determination problem is solved by efficient new heuristic.The proposed approach can solve complex large-sized multi-project instances without any limiting assumptions regarding the number of activities, shared resources or the number of projects. Additionally our approach further allows to random project release-time of projects which arrives dynamically over the planning horizon. The DMAS/ABN is tested on standard set of 140 problem instances. The results obtained are benchmarked against the three state-of-the-art decentralized algorithms and two existing centralized methods. For 82 of 140 instances DMAS/ABN found new best solutions with respect to average project delay (APD) and produced schedules on an average 16.79% (with maximum 57.09%) lower APD than all the five methods for solving the same class of problems.  相似文献

Project selection has become crucial in the fields of science and engineering. This paper discusses the specific problem of selecting a portfolio of projects that achieves an organization's objectives without exceeding limited capital resources, especially when each project possesses vague input and output data in the selection. In this paper, a data envelopment analysis (DEA), knapsack formulation and fuzzy set theory integrated model is proposed to deal with the problem, and the model is demonstrated via a case study problem in engineering-procurement-construction (EPC) industry. Moreover, this paper applies three constraint handling techniques, which are factor-free penalty function based, to transform a constrained optimization problem into an unconstrained problem, and for the first time adopts the artificial bee colony (ABC) algorithm to search the solutions. The performances of these three constraint handling techniques with respect to the ABC algorithm are compared for the first time in this paper.  相似文献

This article analyzes information sharing problems in the humanitarian development sector and proposes the concept of a web-based exchange platform to face some of the technical challenges. The “Development Information Exchange System” is a mediator-wrapper-architecture that uses XML documents to loosely couple autonomous and heterogeneous information systems. Detailed project information of humanitarian organizations that resides on data provider systems can be formatted with XSL stylesheets according to the needs of the users and shared within or between organizations. The system can help to close the control loop by providing qualitative information about humanitarian projects. This makes project management more efficient. The proposed architecture solves an interface problem between the various partners and stakeholders of humanitarian projects. It is a first step towards a service-oriented architecture between humanitarian organizations. The next step could be the definition of cross-organizational business processes. These processes may be defined platform-independently with the Business Process Execution Language for Web Services. A prototype of the exchange platform is presented and evaluated in this article.  相似文献
