The burden of persistent organic pollutants (POPs) in Arctic peoples has been monitored for some years. In 1997, the Alta Declaration extended the mandate of the Arctic Assessment and Monitoring Programme (AMAP) to cover assessment of the combined effects of environmental stressors. The AMAP Phase I assessment report (Assessment report: Arctic pollution issues. Arctic monitoring and assessment programme (AMAP), Oslo Norway, xii+859 pp. Vol xii + 859 pp. Oslo, Norway, 1998) gave an overview of the classical toxicology of contaminants. Only recently a programme for measuring the potential biological effects of these contaminants has been established: The AMAP Human Health Effect Monitoring Programme. Body burden data alone are not enough to assess the health risks associated with exposure to environmental contaminants in Arctic peoples. Furthermore, laboratory studies of the effects of single chemicals or chemical mixtures in laboratory animals and cell cultures cannot fully elucidate the human health risks. Integration of epidemiological health research and effect-biomarker studies on humans from exposed populations in the Arctic is needed in order to obtain information about the real health risks resulting from exposure to the accumulated mixtures of contaminants in the Arctic. The present text aims to give a short account of background literature on known and suspected effects of environmental chemicals on endocrine regulated processes with special emphasis on Arctic conditions. Following the evaluation of existing knowledge, a survey of the recently started Human Health Effect Biomarker Programme in Greenland is given.  相似文献

Stringer from the Energy Technology Support Unit at the Harwell Laboratory describe the UK experience gained by participation in the International Energy Agency programme on passive solar gain and hybrid low-energy building. It concludes that much work is still to be done on modelling, that presentation of design guidelines needs to be appropriate to the audience, and building practice and occupant behaviour should not be underestimated when collaborating on international ventures.  相似文献

This paper explores how programme management (as opposed to project management) can contribute to the effective design and delivery of megaprojects. Traditionally, project management is considered to be performance focused and task oriented, whilst programme management entails a more strategic focus. The programme management literature suggests that this can result in tensions between the management of the projects and the programme as a whole. This paper uses the findings of the €2.4 billion Room for the River flood protection programme in the Netherlands as a case study, because indicators about its budget, time, quality and stakeholder satisfaction suggest high programme management performance upon completion of the planning and design stage of its 39 river widening projects. Based on a literature review, document analysis and 55 face-to-face interviews, we have analysed how the programme management of the programme contributed to this result. Six attributes for effective programme management that are identified from the project and programme management literature are used to structure the research data. Consecutively, the interactions between project and programme management are analysed. The analysis of Room for the River reveals a combined strategic/performance focus at the level of both programme and project management that enables a collaborative approach between programme and project management. This particularly enables effective stakeholder collaboration, coordination and adaptation of the programme to contextual changes, newly acquired insights and the changing needs of consecutive planning stages, which positively contributes to the performance of the programme as a whole.  相似文献

I n 1984-85 S trathclyrde Regional Council Water Department received 108 EC Directive (80/778/ EEC) Article 20 Delays in Respect of Microbiological Parameters 57 and 58. This paper details the strategy which was adopted by the Department to complete the programme within a limited timescale, together with the associated costs. Plant performance data based on divisional and regional assessments are discussed, together with some ancillary information on trihalomethane production. This paper critically examines programme structure as a dimension of programme strategy within the context of large-scale-multi-site (LSMS) information system (IS) based change programmes. While a centralized programme structure is often assumed both in literature and in practice, we argue that programme structure should be a strategic decision contingent upon programme environment. Following the structural contingency theory, we characterise programme environment by two dimensions of the programme environment as programme authority over the participating organizations and homogeneity of the business processes among the participating organizations. Based on these two dimensions, we develop an authority-homogeneity matrix. Given a programme of low authority and low homogeneity, the programme should adopt a matching decentralized structure supported by standard process and data interfaces. By comparing two programme cases, we demonstrate how a decentralized approach can work for a LSMS IS-based change programme while a centralized programme structure fails.  相似文献

I n the past five years sewage-treatment systems, based on artificial reed beds, have created much interest in Europe. In the UK, reed bed treatment systems have attracted this interest because of their potential for producing cost-effective treatment for small communities. In 1985 a UK coordinating group was established to produce an integrated research and development programme for evaluating the process.
This paper briefly describes the principles lying behind reed bed treatment systems, and outlines the progress which has been made to January 1988. The results of performance from eight full-scale and pilot-scale systems are presented in detail.  相似文献
