1　序言城市规划编制与管理在理论认识和操作体系上需要变革 ,这一点经过多年探讨已经在业内达成高度共识 ,但变革的方位依然莫衷一是 ,近期规划似乎大可为之。本人亲历了深圳事实上五年一度的总体规划 ,耳闻了天津主动性的近期与年度滚动规划 ,也目睹了广州近期建设规划的强力实施 ,两年前又策划并主持了对深圳总体规划第一个 5年实施的绩效评估和第二个 5年的对策研究 ,完成后恰逢国务院及九部委向全国下达编制近期建设规划的紧急任务 ,便集中精力对近期规划问题进行了初步研究 ,写出了被选在 2 0 0 2年中国城市规划学会厦门年会大会宣讲…

结合胶南市规划实例,介绍了加强组织领导、推行阳光规划、严格审批管理、加强队伍建设、更新管理理念等一系列构筑效能规划和阳光规划的措施,可供类似城乡规划参考借鉴。     

From master planning to structural planning: The Swedish town planning dilemma

Swedish town planning Is in a state of transition. In the context of economic growth and political stability, it has succeeded in providing a remarkably high level of physical and social wellbeing. However, the continuation of past practices can no longer guarantee desirable community development. There is an increasing scepticism about working with local plans based on nationally derived planning legislations. This study takes up some key issues which illustrate the dilemma in Swedish town planning.

Action space as planning concept in spatial planning

Society is becoming more and more complex. This shows up in an increasing diversity of activity and mobility patterns of individuals, households, companies and organizations. In a network society, the significance of physical distance declines as the importance of available time increases. Many spatial planning concepts like ‘location policy’ and ‘the compact city’ and the criteria of accessibility do not take these developments sufficiently into account. This reduces the effectiveness of mobility and spatial policy. Spatial planning can benefit from deeper insight into the time-space options that individuals have. For that reason, planners need concepts that help them to understand the behaviour of individual actors and to influence them at the local and regional level. One such concept is action space: the area within which persons can undertake activities. This paper presents the theoretical backgrounds of this concept. A typology of action space for dual-income households with children, living in two Dutch municipalities, is constructed and analyzed. In addition, a model of action space, called MASTIC, is developed. This model allows planners to determine the degree to which the action spaces of individuals can be influenced. Some applications of the model are discussed: to identify the mobility effects of urban form; to coordinate services at the local level; and, finally, to assess the influence of demographic, cultural and economic developments on the composition of the population and thereby to study the aggregate mobility effects of an area. Martin Dijst (1957) is an associate professor of urban geography at the Urban Research center Utrecht (URU), Faculty of Geographical Sciences, Utrecht University in the Netherlands. His research activities are focused on transportation studies. He is particularly interested in the relation between urbanization, infrastructure and the activity/travel patterns of specific population categories. In 1995 he completed his Ph.D. dissertation entitled “An elliptical life” in which he treats action space as an integral measure of accessibility and mobility.

自<国务院关于加强城乡规划监督管理的通知>和建设部等九部委局关于贯彻落实国务院通知的通知发布以来,近期规划的作用得到了强调,近期规划也成为了当今城市规划实践、制度建设以及理论讨论的重点和热点内容.其实,近期规划并不是一个新问题,也不应该是一个新问题,之所以要如此的强调,我以为这是针对于我国城市规划体系中一直存在的、也是当前非常突出的城市规划实施问题所提出的一种策略.     

关于城市规划中的土地规划问题分析

从城市规划与土地规划二者关系出发,对二者存在的难以有效结合的问题进行了分析,并深入剖析了导致问题产生的根源,进而指出要想使两种规划实现有效的衔接,必须要健全相关的理论和法律体系等。     

控制性详细规划下的区域景观规划

结合下芹区域规划现状,对该区域开发目标及策略作了简单介绍,并对其道路交通规划、空间环境景观设计、景观竖向规划设计进行了详细阐述,同时提出实施建议,以期促进区域开发建设。     

和谐规划自由论坛

和谐规划自由论．应该是讲构建和谐社会跟城市规划相关课题的自由论坛。这是一个非常好的题目．大家可能听了汪部长在大会开幕式上的报告,特别强调了城市规划的内涵和科学发展观的内涵．都强调了和谐社会以人为本这些重要的提法,跟以往我们把城市规划更多地当技术性的工作对待有很大的不同。这是这几年突出的特点,是一个值得探讨的问题,对于我们国家来说,这个课题是值得深入不断探讨的新的课题,是一个非常重要的命题。     

Integrating conservation planning and landuse planning in urban landscapes

The rapid growth of cities around the world is now seen as a major contributor to global biodiversity loss and many governments include biodiversity conservation as an explicit policy goal. To help prevent further loss of biodiversity, there is an urgent need for more strategic approaches to conservation planning in urban environments based on a scientific understanding of landscape patterns, species requirements and development pressures. In this study, we demonstrate the use of new conservation planning tools to better integrate information on threatened species into landuse planning. We present a case study in the Greater Melbourne area that utilises the Zonation conservation planning tool with data for 30 threatened fauna species. We perform a multi-species spatial prioritisation that incorporates species-specific connectivity requirements and demonstrate the use of this information in a number of landuse planning contexts. First, we quantitatively assess the differences between Melbourne's current conservation areas with the locations prioritised by Zonation and determine priority areas for their extension. We then show how the prioritisation can be used in decisions regarding Melbourne's Urban Growth Boundary and in rezoning land for development. Finally, we demonstrate how the prioritisation can be used to identify areas of conservation significance within individual developments that account for the wider landscape context. These results demonstrate how conservation planning tools can be better integrated into the different stages of landuse planning for future urban growth.

Post-rational planning and the shifting role of planning imagery

This paper discusses how visual representations contained in urban plans change during periods of rapid social, economic and political transition. It investigates the consequences of these transitions, focusing on the situation in Albania immediately after the fall of socialism. In doing so, the paper contributes to the academic literature on the implications of liberalization for planning, particularly in terms of the way in which plans are formulated, presented and employed. The authors contend that the visual representations and the written word both express and validate the perspectives of power holders and the dominating planning doctrines. Maps often contain hidden or subtle messages and agendas that are not immediately apparent to text readers. To fully understand the evolution of planning thought and practice in any place, texts and maps must be analysed in conjunction with each other.
