目前保护历史街区比较有效的规划措施是制定保护规划,研究通过对温州近年来的历史街区保护规划实践的回顾,分析了历史街区保护规划编制和实施中存在的主要矛盾,并以《温州市五马—墨池历史街区保护整治规划》为例,针对历史街区保护中存在的延续传统文化的困难、保护规划实施的难度及新功能植入与街区保护本底之间的矛盾等问题,提出相应的解决措施,以期为其他历史街区的保护更新提供借鉴。  相似文献

Social housing organizations compete with other social causes for limited public and private sector funding. While the environmental impact is important, it must be recognized that for most social housing organizations the most appealing aspect of an energy management program is the reduction in operating costs through reduced energy consumption. In order to secure financial resources for an energy management program, organizations will need to identify and address stakeholder perspectives in the formulation of ‘marketing’ strategies. The ‘marketing’ of an energy management program would be aimed at illustrating the substantial financial savings that can be achieved by increasing energy efficiency in social housing units. The bonus of an energy management program is the contribution towards environmental conservation and initiatives such as the Kyoto Protocol, as increased efficiency in energy usage and the subsequent reduction in overall energy consumption in social housing units contributes to reducing Canada’s greenhouse gas emissions.  相似文献

Uncertainty sources and expected accuracy of wind, wave and current measurements used as an input for offshore structure reliability calculations are presented. The accuracy of measured processes are specified by the bias, precision, and the statistical distribution of the individual observations. The sampling variability constitutes an important part of the random errors. Examples show that the data uncertainties may be of some significance for engineering applications.  相似文献

Managing heterogeneous subsystems in an intelligent building has always been elusive due to lack of interoperability factor. This is due to the nature of heterogeneous systems in an intelligent building as a distributed entity that needs a certain degree of interoperability and joint execution of tasks for managing heterogeneous systems that consist of different platforms and protocols. There is a need for interoperability in an intelligent building with a bespoke solution that could make the heterogeneous subsystems ‘talk’ with each other and interoperate regardless of the operating platform. To solve the interoperability problem, Web Services technology is seen as a potential solution that could deal with the dynamic environment of an intelligent building. In this paper, we describe a SOAP-based middleware implementation for managing heterogeneous subsystems in an intelligent building. The proposed middleware solution utilizes the SOAP technology together with ECA rule mechanism in managing subsystems interoperation in a federated manner. Experiments and performance evaluation of the middleware had been carried out to justify the performance requirement of heterogeneous systems in an intelligent building.  相似文献

In recent years, there has been a growing trend for governments in the Southeast Asian region to allow private participation in some major public investments, especially for infrastructure projects. Many large infrastructure projects, such as expressways and power plants, are being constructed or have been operated by private firms under a procurement system called build-operate-transfer (BOT). Under the system, the franchisee (project sponsor) is responsible for financing, construction, and operating a facility and he, in return, has been granted a right to generate revenue from the facility for a specific period. After the concession period, the facility will be transferred at no cost to the franchiser, who usually is the government. The major motivator for the BOT system is that the host government need not spend any public funding but still can provide a public facility to her people. Meanwhile, the franchisees can enjoy a high potential profit from a successful BOT project. Experience from Hong Kong has proven the benefits of the system. However, the system can be very risky potentially. The three transportation projects in Thailand, including the Second Expressway System, Don Muang Tollway and the Bangkok Elevated Transport System, have given investors a painful experience. Analyzing these successful and failing examples, this study has concluded the ingredients of a successful BOT project. They include an experienced, equitable and simple governing body and structure, an uncorrupted and honest political regime, an intact contractual agreement, a structured set of BOT regulations and legal system, a large and reliable consortium, an experienced construction organisation, and lastly, but most importantly, no intervention of politics.  相似文献

The design approach for a rock-anchored beam (RAB) in an underground powerhouse is briefly introduced, and the dynamic response characteristics of an RAB under blasting vibration are presented. It is found that the key to ensure the safety of RAB under blasting vibration is to prevent the split of the bonding interface between the RAB and a vertical rock wall, and to control the horizontal peak particle velocity (PPV). On the basis of the practices at Longtan hydropower station and other projects, and taking into account the comprehensive factors such as the structure characteristics of RAB, the age of concrete and the strength of bonding interface, the safe PPV for an RAB in a large underground powerhouse are thoroughly studied. It is concluded that a PPV of 7 cm/s for an RAB with an age older than 28 d would be of some safety. The safe PPV for young concrete proposed by GB6722-2003 could be adopted as those for an RAB with an age no older than 28 d, i.e., a safe PPV of 3–7 cm/s for an RAB at an age range from 3 d to 7 d, and 2–3 cm/s for an RAB at age range from 0 d to 3 d.  相似文献

The treatment of convective heat transfer at internal building surfaces has a significant impact on the simulation of heat and air flow. Accurate approaches for the range of flow regimes experienced within buildings (buoyant flow adjacent to walls, buoyant plumes rising from radiators, fan-driven flows, etc.) are required, as is the ability to select an appropriate method for the case at hand and to adapt modelling to changes in the flow.A new approach — drawing upon previously published methods — has been developed for modelling mixed convection within mechanically ventilated rooms. It is applicable for rooms ventilated with ceiling mounted diffusers and is appropriate for both heating and cooling. ESP-r simulations performed with the mixed flow model indicate that the prediction of heating and cooling loads is highly sensitive to the treatment of surface convection and that significant errors can result if an inappropriate model is employed. The results also reveal that the choice of convection algorithm can influence design decisions drawn from a simulation-based analysis.  相似文献
