The analysis explores the evolving condition of Houston's Chinese community into the early 21st century and its uncertain role within the local economy. Through a historical analysis, it examines Chinese immigration into Houston and the evolving and changing spatial settlements of Chinese immigrants in the city, showing the precarious nature of Houston Chinese neighborhoods. A quantitative analysis then examines whether disparities in economic prosperity are evident between Asian and White growth neighborhoods within Harris County between 1980 and 2000, when ethnic diversity was viewed as an important element of Houston's new economic development strategy. A principal components analysis (PCA) and a k‐means clustering technique are conducted on census tract data to identify neighborhood types and to analyze changes in neighborhood characteristics. The quantitative analysis reveals that the city's promotion and celebration of ethnic diversity, and the extensive investment by Houston's Asians into their neighborhoods, did not translate into improving economic prospects for Asian neighborhoods within Houston.  相似文献

ABSTRACT: Although growth machine theory emphasizes the coalition's tactics and organization, it neglects adjustment to changing economic conditions. This article explores the changes in the strategy and organization of Houston's growth coalition during the peak growth of the 1970s and the decline of the 1980s. During the boom, the coalition focused not on additional growth but on easing the city's infrastructure problems. The coalition underwent several major changes during decline as it struggled to compete aggressively with other cities for various enterprises and to devise strategies for diversifying the economy. A growth coalition has the opportunity to establish the economic basis for future growth when the city's dominant industries reach maturity and decline.  相似文献

With the increase of population in big cities, urban industrial districts are constantly seeking new development to realize the conversion from single-functional to multifunctional systems, to equip the city with diverse public spaces. The Port of Houston operates at the dynamic confluence of industry, transportation, and ecological systems, and has been a major driver of Houston’s economic growth over the last century. However, behind the prosperous economic growth, the port suffers from the isolation with the surrounding communities. Based on the “2045 Port Houston Master Plan,” the Landscape Planning and Design for the Port of Houston project focuses on urban space activation and ecological environment restoration through landscape planning and design methods, while facing the challenges of ecological environment, urban spatial pattern repositioning, and other urban issues. The project is expected to build an economically, socially, and ecologically healthy industrial waterfront zone. Port Houston, beyond its primary function as an economic driver, becomes a more visible and substantial force in urban governance of advancing the region’s activation and resilience.  相似文献

ABSTRACT: Urban regime analysis emphasizes the role of coalition building in creating a capacity to govern in cities. Through a case study of urban renewal policy in postwar Chicago, this article considers the role played by political institutions. Conceptualizing this historical period as one of regime building, I show how existing political institutions were out of sync with the city's new governing agenda of urban renewal and redevelopment following World War II. Creating a capacity to govern in urban renewal policy required both coalition building and a fundamental reworking of formal governing institutions.  相似文献

Caofeidian International Eco-City, in North-East China, is among several large-scale new eco-city initiatives currently in development across Asia. Built from scratch across an area of 74 km2, with an expected population of 800,000 by 2020, the city's plan boasts an abundance of urban sustainability features, from integrated public transport services and advanced water and waste recycling systems, to public parks and an extensive wetland area. This article uses the historical and conceptual perspective of “techno-city” to analyze the city's urban technology features. It highlights the relationship between the city and its hinterland, discusses the focus on science and technology driving the city's concept, and explores the international, modernist design language used. In doing so, the analysis points to several key tensions and contradictions at work, including a disconnect between the city's green technology focus and the high-carbon heavy industry of the surrounding area, and a lack of engagement with the local culture and community. Caofeidian Eco-City exhibits several features of twentieth-century techno-cities, although these are re-cast within the twenty-first-century context of global climate change policy and China's ongoing rapid urbanization processes.  相似文献

Tbilisi, a city of over a million, is the national capital of Georgia. Although little explored in urban studies, the city epitomizes a fascinating assemblage of processes that can illuminate the interplay of geopolitics, political choices, globalization discourses, histories, and urban contestations in shaping urban transformations. Tbilisi's strategic location in the South Caucasus, at the juncture of major historical empires and religions in Eurasia, has ensured its turbulent history and a polyphony of cultural influences. Following Georgia's independence in 1991, Tbilisi found itself as the pivot of Georgian nation-building. Transition to a market economy also exposed the city to economic hardship, ethnical homogenization, and the informalization of the urban environment. The economic recovery since the early 2000s has activated urban regeneration. Georgia's government has recently promoted flagship urban development projects in pursuit of making Tbilisi as a modern globalizing metropolis. This has brought contradictions, such as undermining the city's heritage, contributing to socio-spatial polarization, and deteriorating the city's public spaces. The elitist processes of decision-making and a lack of a consistent urban policy and planning regimes are argued to be among major impediments for a more sustainable development of this city.  相似文献

ABSTRACT: This article examines the politics and practice of urban cultural policy in Austin, Texas. I demonstrate how aspects of the local context frame how local government and cultural sector interests strive to initiate the direction of policy. While larger trends—such as Richard Florida's creative city thesis—influence cultural policy and planning, specific contextual factors including prior economic development and growth management policy, departmental organization, the forum for interaction between municipal actors and non‐governmental coalitions, and the character of the city's cultural economy mediate such trends to produce policy outcomes. As this case shows, contemporary urban cultural policy is not simply due to the rise of the creative city discourse, but is an evolving product of past policy structures and shaped by local institutions and actors.  相似文献

Illustrations of urban scenes naturally describe the physical characteristics of the places depicted. These representations also express implicitly broader beliefs which tie the spatial order of the surrounding world to local systems, institutions, and human actions. Images of a city embody, therefore, an ‘urban cosmography’, a concept inspired by early modern artisans' attempts to chart the contours of the world, both known and unknown. Seen from this perspective, historical graphics such as maps, posters, and birds-eye views document a city's position within a continually evolving universal order. This paper will review graphics drawn from the history of one city in particular: Baltimore, Maryland. Like other cities on the eastern seaboard of the US, Baltimore has been represented by diverse visual arts for more than two centuries. With the advent of digital and social media, Baltimore's development will depend even more upon the city's local and global interrelationships. ‘Urban cosmography’ is, therefore, a useful conceptual prism through which one may perceive the link between the city's historical legacy and contemporary urban challenges. One consequence is that visual tropes for traditional urban polarities – ‘growth’ versus ‘decay’, for instance – may be superseded by new symbols that incorporate both.  相似文献

Bern is a classic example of a so-called secondary capital city, which is defined as a capital city that is not the primary economic center of its nation. Such capital cities feature a specific political economy characterized by a strong government presence in its regional economy and its local governance arrangements. Bern has been losing importance in the Swiss urban system over the past decades due to a stagnating economy, population decline and missed opportunities for regional cooperation. To re-position itself in the Swiss urban hierarchy, political leaders and policymakers established a non-profit organization called “Capital Region Switzerland” in 2010 arguing that a capital city should not be measured by economic success only, but by its function as a political center where political decisions are negotiated and implemented. This city profile analyses Bern's strategy and discusses its ambitions and limitations in the context of the city's history, socio-economic and political conditions. We conclude that Bern's positioning strategy has so far been a political success, yet that there are severe limitations regarding advancing economic development. As a result, this re-positioning strategy is not able to address the fundamental economic development challenges that Bern faces as a secondary capital city.  相似文献

Abstract: Since reunification, Berlin planners have sought to find a niche for a post‐industrial New Berlin integrated into Europe. While great scholarly attention has focused on the grand projects that have dominated the reconstruction of the city's government and downtown commercial districts, only lesser attention has been paid to the city's housing and social policies. This article seeks to identify the extent to which Berlin planners have permitted unabated market‐led redevelopment to proceed and to what extent local policy has sought more balanced redevelopment and the “European city” ideal. The article looks at gentrifying Prenzlauer Berg, in eastern Berlin, to assess the extent to which public policy measures can be expected to constrain and temper, and not just promote, gentrification. The role played by community development organizations in mediating development is observed. The impact of the city's fiscal crisis and slack housing market are also noted.  相似文献

This paper explores the influence of mining activities on towns in Ghana in order to appreciate their political economy and implications for urban planning. It first provides a historical account of the relations between mining activities and emergence of towns. Second, the legal environment informing the development or otherwise of mining towns is presented. Third, implications of mining induced towns on Ghana's urban planning are discussed. Using documentary review and empirical cases of selected mining towns, findings indicate that the political economic situation of Ghana's mining industry has produced and continues to shape affected intermediate towns in five ways: 1) some mining towns are experiencing relative growth, while others are slowly dying; 2) death or complete collapse of mining communities after mining boom 3) changed functions and local economy after mine operations are closed down; 4) emergence of new mining settlements resulting from new investments; and 5) resettlement communities resulting from displacement from the harmful effects of mine operations. These factors have implications for urban planning, and this paper proposes three entry points with implications for other developing countries: a space in Ghana's urban development policy for mining towns; a re-look at the content and focus of corporate social responsibilities of mining firms; and a functional link between growth of mining and urban planning.  相似文献

Abstract Critiques of urban regime theory suggest the need for a more nuanced approach to the tangled scalar geographies that constitute urban governance. This article moves towards such an approach by adopting urban regime theory's focus on urban politics but conducts its analyses through a multiscalar lens. It demonstrates how processes operating across multiple scales intersect in the production of local governance. The article focuses on the social production of urban governance in Sydney, Australia, specifically examining the city's changing scalar context and scale politics. It suggests that scale‐sensitive regime analyses can make important contributions to theoretical development concerning the multiscalar complexities of governance.  相似文献

Water policy reforms introduced in Peninsular Malaysia have yielded relatively positive improvements in the operational and financial performance of water utilities. This article analyses contemporary water governance in the context of the historical origins of uneven water development in Malaysia and national heterogeneity in the political economy of water provision. The investigation builds on political ecology scholarship in urban water policy and reaffirms postcolonial critiques of neoliberal inspired water reforms in developing countries. Our study analyses the impact of the ‘asset light policy’ – a policy introduced in 2008 with the aim of commercialising public water utilities and centralising water sector investment and ownership. It is found that notwithstanding evidence of improved financial health and technical efficiency in certain states, the asset light policy has accentuated uneven water development across the country. Thus despite the policy's relatively narrow focus on technical and financial matters, it is shown to have a fundamentally political outcome. This in turn explains the current ‘policy impasse’ in five of the eleven states in Peninsular Malaysia. Furthermore, the omission of environmental considerations within the policy framework is argued to undermine the overall ambition of the policy. It is recommended that water policy makers give greater consideration to the embedded social, political and economic inequalities that characterize many former European colonies.  相似文献

Vacant urban areas (VUAs) can consist of both vacant land and abandoned structures. In this article, the authors summarize a recent survey on VUA, examine current conditions and causes of VUA, and explore the possible interconnections among these conditions and causes. The research examines employment, fiscal position, elasticity, population alteration, and regional location as primary variables. We find that VUAs are not interchangeable indicators of urban decay. Vacant land is most often associated with cities that have expanded their political boundaries while structural abandonment is more related to a city's population loss. Improvement of the local economy may not necessarily help reduce vacant land while structural abandonment is more sensitive to a city's economic status. Regional planning for VUAs, the strategic location of new industries and jobs, and new population/density regulatory approaches could be the next phase in addressing VUA changes.  相似文献

A new debate emerged in the 1990s about regional solutions to urban problems. The debate has been carried out overwhelmingly within a welfare economics framework that stresses the economic costs and benefits of regional governance structures. Unlike earlier debates about regional reforms, the new regionalists emphasize not just that more collaborative regional governance structures will improve local services but that they will enhance the competitiveness of regions in the global economy as well. The article surveys the evidence on two propositions put forth by the new regionalists: 1) whether fragmented regional governance harms economic growth; and 2) whether suburbs are dependent on cities for their economic well‐being. Neither proposition is well supported by research and even if they were, the author concludes, this would not necessarily persuade citizens to support regional reforms. Research on the economic effects of regional governance needs to be supplemented with research on its political effects. The article concludes by examining the effects of regional governance structures on three core American political values.  相似文献

Mid-twentieth-century modern architecture in Houston thematised responsiveness to the natural phenomena of heat and light despite the fact that Houston's most celebrated modern buildings were designed to be completely reliant on central air-conditioning. An examination of Houston buildings constructed from the late 1940s through the 1960s demonstrates the ways in which modern architects sought to privilege the architectural recognition of regional climatic difference while also employing modern technology to alleviate local climatic extremes of heat and humidity. The spectacular modern buildings that represent this era in Houston raise crucial questions: How did architects reconcile the doctrine of climatic responsiveness to the equally modern desire for maximum transparency? What proved more compelling: responsiveness to local circumstance or the imperatives of modern structural and mechanical engineering? Did modern architects perceive that there might be contradictions between responsiveness to climate and other aspects of modern architectural identity, such as transparency? Because concern about the roles of building design and construction in the responsible use of natural resources is current at the turn of the twenty-first century, it is pertinent to examine the ways modern architects in a particular climatic setting negotiated the issue of climatic responsiveness as modern architecture became the dominant practice.  相似文献

Despite the insistence in interpretive policy analysis that the discursive construction of problems must be understood in terms of their historical and spatial context, it remains an open question how cities provide such a context. We argue that cities as a distinct form of sociation enable certain (discursive) actions, while restricting others. Taking both the interest of interpretive policy analysis in the social construction of political reality and holistic concepts of approaching the distinctiveness of cities as starting points, we scrutinize how the cities of Frankfurt/Main, Dortmund, Birmingham, and Glasgow provide distinct contexts for the construction of local policy problems. Based on an inquiry into urban discourses we ask, first, how problematizations involve locally specific attributions of problem causes and responsibilities for problem solving and, second, how this is related to a locally distinct understanding of the city's past, present, and future.  相似文献

This paper traces the root causes of the Macao Special Administrative Region (SAR) government's inability to regulate the city's major economic issues. This regulatory deficiency can be partly attributed to the city's 500 years of Portuguese colonial rule, although some of the problems have been caused by the casino boom, which began with the liberalization of Macao's gaming industry, and the government's failure to cope with ensuing dramatic changes. From a historical and institutional perspective, the author illustrates and analyzes the dynamic relationship between economic regulation and urban politics on a rapidly growing urban island facing various governance challenges.  相似文献
