Project goals expressed in terms of time, cost, and quality requirements are seldom disputed. However, it is not easy to ensure that the defined goals will be implemented by all parties involved in the implementation process as goal commitment is one of the key variables in project success and participant satisfaction in construction projects. In order to ensure professional commitment in the management process and optimize construction performance in the complex situation, it is necessary to identify the moderate variables and clarify the interactions among affective commitment, job performance, and job satisfaction of construction professionals. A questionnaire survey was conducted in Hong Kong. Both correlation analysis and hierarchical regression models were applied. The results revealed that both job acceptance/contribution and specificity/teamwork are moderate variables influencing the relationships between affective commitment and job performance and between job performance and job satisfaction. A series of conditional relationships is revealed in detail in this study and some suggestions, such as formal briefing sessions, regular formal meeting, and value engineering workshop, are recommended.  相似文献

Public-private partnership (PPP) has been practiced for quite some time around the world and there are numerous infrastructure, construction, and building projects which are employing the concepts. Unfortunately, not all of these PPP projects are equally successful and some of these projects have been exposed to formidable obstacles. The need to identify potential obstacles for PPP projects is therefore becoming an important issue for both research and practice. Despite the amount of interest vested in PPP, it is normally the advantages of PPP that are touched on rather than the potential obstacles. Both Beijing and the Hong Kong Special Administrative Region (referred to as Hong Kong from here onwards) have been keen to introduce more PPP projects. This paper presents part of the findings of an empirical questionnaire survey in relation to the prevailing barriers to PPP success conducted in these two administrative systems. It was anticipated that the obstacles would be similar for these jurisdictions. Respondents were asked to rate the level of severity of thirteen potential obstacles toward PPP projects identified from a literature review. The top three obstacles rated by the Beijing respondents were found to be “lengthy delays in negotiation,” “lack of experience and appropriate skills,” and “lengthy delays because of political debate.” Similarly the first and third obstacles ranked by the Beijing respondents were also ranked within top three by the Hong Kong respondents, together with “very few schemes have actually reached the contract stage (aborted before contract).” It was also discerned that “less employment positions,” “reduce the project accountability,” and “high project costs” were all ranked bottom by both of the Beijing and Hong Kong respondents. Moreover, the results obtained in the United Kingdom reported in other studies also shown consistency with those of Beijing and Hong Kong. Therefore the research hypothesis was proved to be true. Although the importance of the obstacles was similar it was realized that the scores obtained in the United Kingdom survey were much lower. This observation showed that the British respondents were less threatened by the obstacles, probably due to the fact that they are much more experienced and confident in undertaking PPP projects compared to Beijing and Hong Kong. Further analysis of the data reflected that the responses within each administrative system were consistent as revealed from the Kendall’s concordance analysis. Although the Spearman rank correlation test indicated that there was no significant disagreement on the rankings of obstacles between respondents of the two administrative systems, considerable difference was detected by the independent two-sample t-test in the mean value of their responses between the two administrative systems for the two obstacles lack of experience and appropriate skills and lengthy delays in negotiation. In Beijing, respondents felt that lack of experience and appropriate skills were highly important ranking it second place, but in Hong Kong this obstacle was ranked eighth, showing their confidence in experience and skills. For lengthy delays in negotiation, although the ranking between Beijing and Hong Kong was similar the difference in score showed a large variation. This represents a difference in tendering procedures between the two administrative regions. Triangulation with real cases largely supports the survey findings.  相似文献

The aim of this research is to investigate the political, economic, and legal (PEL) risks faced by foreign firms when undertaking construction projects in Vietnam. The specific objectives are to investigate the types of PEL risks faced and the risk response techniques adopted. The data collection instrument was a questionnaire with open ended questions. The data collection method was in-depth face to face interviews with 18 experts from France, Hong Kong, Malaysia, Singapore, and the United States who have managed construction projects in Vietnam. The major risks faced include corruption, termination of public projects, bureaucratic administrative system to obtain permits and approvals, changing and inconsistent regulations, inadequate legal framework, fluctuation of exchange, and interest and inflation rates. Ways to respond to these risks are recommended by the experts. Foreign firms undertaking construction projects in Vietnam may make use of these findings to identify their PEL risks and determine the appropriate risk response measures to give their projects a higher chance of success.  相似文献

The concept of constructability in the United States or buildability in the United Kingdom emerged in the late 1970s, which evolved from studies into how improvement can be achieved to increase cost efficiency and quality in the construction industry. It is an approach that links the design and construction processes. The studies in the Unites States, United Kingdom, and Australia have demonstrated that improved constructability has lead to significant savings in both cost and time required for completing construction projects. However, in implementing constructability improvement, it is important to consider the uniqueness of the construction industry in a specific country. This paper presents the study performed on the construction contractors in Indonesia with regard to their current constructability practices and its impact on the project performance. The study shows that many contractors in Indonesia have been implementing part of the constructability concept in their projects. The concepts that usually applied during the construction stage as part of the overall construction plan were planning the sequence of field tasks and analyzing layout, access, and temporary facilities  相似文献

Resolving construction disputes using an adversarial approach is considered to be in opposition of the maintenance of a harmonious relationship between two parties. The modern arbitration process may emulate the litigation proceeding leading to delay and cost escalation. During the past decade, the Hong Kong Government has implemented a mediation clause as an alternative mode for settlement of construction disputes. In this paper, the experience and insight into resolving construction disputes by integrating mediation and then arbitration in Hong Kong are highlighted. The state-of-the-art modern mediation process and its philosophical origins are reviewed. The shortcomings of the present system are pinpointed. The success of the adjudication now practiced in the United Kingdom may suggest that there is a place for another process of dispute resolution, which may help improve the situation. The prospect of the proposed mediation/adjudication and then arbitration mechanism is discussed with particular reference to the construction industry in Hong Kong.  相似文献

This study investigates critical factors that significantly affect the benefits of an innovation to the clients and the project as a whole during implementation from the perspective of construction clients. A survey was conducted in Hong Kong, and data from 35 projects that had adopted innovations were collected via mailed questionnaires from project clients. The questionnaire requested respondents to provide specific data about their projects, the type of innovations adopted, and the enablers and barriers to innovation. We found that innovative solutions were particularly beneficial if they were mainly intended to solve technical difficulties in projects and if they were implemented by forming separate implementation teams and by establishing coordination and monitoring mechanisms at the project level. Moreover, we found that the construction clients’ technical capabilities, provision of special training opportunities, and management interests before and after the innovation was implemented were also factors in attaining innovation benefits.  相似文献

The construction industry is a very competitive high-risk business. Many problems, such as little cooperation, lack of trust, and ineffective communication resulting in adversarial relationships between contracting parties, are facing the construction industry. Partnering is perhaps one of the most innovative developments in delivering a project efficiently and reducing construction disputes. It provides a sound basis for a “win-win” climate and synergistic teamwork. Project partnering in the Hong Kong construction industry has gained in popularity since 1994. A number of potential factors contributing to partnering success have emerged and deserve further study. This paper presents a review of the development of the partnering concept in general and identifies critical success factors for partnering projects from the Hong Kong perspective in particular. Through a postal questionnaire survey geared toward project participants with hands-on partnering experience, the opinions of various parties—clients, consultants, and contractors were sought and evaluated in relation to partnering success factors. The relationship between the perception of partnering success and a set of success factors hypothesized in the study was derived using factor analysis and multiple regression. The results indicated that certain requirements must be met for partnering to succeed. In particular, the establishment and communication of a conflict resolution strategy, a willingness to share resources among project participants, a clear definition of responsibilities, a commitment to a win-win attitude, and regular monitoring of partnering process were believed to be the significant underlying factors for partnering success. Such an identification of success factors could well formulate effective strategies for minimizing construction conflicts and improving project performance.  相似文献

Construction projects involve multistakeholders (e.g., architects, structural engineers, surveyors, contractors, suppliers, etc.) completing a large number of unpredictable tasks in a complex process within a limited period of time. Construction project managers (C-PMs) are the key persons in achieving project success throughout the construction process, as they are responsible for planning the construction program, organizing human resources, controlling operations and the budget, and forecasting probable difficulties. Hence, C-PMs always encounter a great deal of stress in construction projects. Apart from the subjective feelings experienced by individual C-PMs, C-PMs may also feel objective stress due to the deviation between their actual abilities and their expected abilities on tasks or projects. To understand the integrated relationships between the various stressors and stresses of C-PMs, a survey was conducted of 108 C-PMs in Hong Kong. This paper attempts to investigate the causal relationships between stressors and stresses (both subjective and objective). The study reveals seven stressors of C-PMs in the industry. Based on the results of a correlation coefficient, an optimized stressor–stress structural equation model is established. Four critical stressors were found to have significant impact on both the subjective and the objective stresses of C-PMs, including work overload, poor interpersonal relationships, poor work environment, and poor nonwork environment. A number of recommendations were made for both construction companies and individual C-PMs in their offices and at home in order to optimize their work performance in the real world.  相似文献

This paper reports on results of research conducted at the University of Washington to investigate the means and methods for overcoming barriers to the implementation of Web-based project management systems (WPMS), and to develop a set of best practices in both the United States and Japanese construction industries. The United States and Japanese economies are high-tech intensive and both cultures have embraced technology. However, a relatively small sector of the construction industry in each country has implemented WPMS. The question posed here is why have these drivers not resulted in the industry’s adoption of this new technology, and further, perhaps there are lessons learned from those who have successfully implemented WPMS. This research seeks to broaden our understanding of implementation barriers that are limiting the use of WPMS tools as well as means and methods of overcoming those barriers based on successful implementation in both countries.  相似文献

The crucial problem of construction debris is of increasing concern in Hong Kong. In the construction industry, the electrical and mechanical (E&M) installations in the infrastructure, for example, buildings, tunnels, or dams, are some of the major and usually complex components. Difficulty in coordinating the various trades affects productivity in general, and has a major impact on the quantity of construction debris. By identifying the sources of waste at each stage of E&M engineering work, some of the construction debris can be eliminated at the source during production. This paper investigates the critical production shortcomings in the E&M sector in Hong Kong. The study is based on a survey that includes a preliminary questionnaire survey, brainstorming exercises with a focus group, structured interviews with experienced frontline supervisors, and a second focus group exercise to test findings and proposed measures. The principal findings are that “poor coordination” and “design changes and/or errors” are major contributors to variations or change orders and rework, which in turn result in a high volume of construction debris. The results also indicate that construction debris can be minimized in the E&M sector of the construction industry, if the material wastes from incidental work are reduced and also controlled better in a new work process flow pattern through recommended construction project management improvements for reducing critical production shortcomings.  相似文献

This paper describes the results of research on alternative project delivery methods in transit projects in the United States. The research, sponsored by the Transit Cooperative Research Program, aimed to identify those factors that drive the decision in the choice of project delivery method. A rigorous case study analysis based on on-site structured interviews with the directors of several transit projects was used to identify decision drivers and the rationale behind the delivery method selection decision in transit agencies. The nine case studies conducted in this research represent a cross section of delivery methods, including design-bid-build/multiprime, construction manager-at-risk, design/build, and design/build-operate-maintain. The interviewees agreed that the use of alternative delivery methods have resulted in savings in schedule and cost for transit agencies. The research also found that achieving aggressive schedule compression is the most influential factor when selecting alternative delivery methods. Also, implementation of a formal risk analysis as part of the project development process appears to improve the project’s chances of meeting budget and schedule objectives.  相似文献

Although various factors have been identified as important for accomplishing successful stakeholder management, few studies appear to have undertaken a comparative analysis of practitioners’ views on the relative importance of critical success factors (CSFs) for stakeholder management in construction projects. In an attempt to fill this research gap, a questionnaire survey was conducted in Hong Kong to collect the opinions of construction practitioners regarding the relative importance of CSFs for stakeholder management. Findings from this study show that all 15 selected CSFs are regarded as critical by most respondents for the success of stakeholder management in construction projects. The factor regarding social responsibilities is considered most important for managing stakeholders. Although correlations between CSFs and types of projects and organizations were statistically significant, these were not particularly strong. Also, even though there is a general consensus on the rankings of the CSFs among different respondents, the detailed pairwise comparisons actually show the existence of a few differences in perceptions on the relative importance of the CSFs. Therefore, the working priorities of project managers for managing stakeholders are context specific, depending on the nature, client sector, and cost of the project, and also on their organizations and management levels in the organization. These findings should help project managers become more aware of their responsibilities and the relative importance of issues for management stakeholders.  相似文献

Sustainable, or “green,” rating systems, such as the United States Green Building Council’s Leadership in Energy and Environmental Design (LEED), are leading to changes in the way owners, designers, and contractors approach the design, construction, and operation of buildings. The processes and features included in green design and construction may have positive and/or negative impacts on construction worker safety and health. This paper presents the findings of a research study of the impact of green building design and construction practices on construction worker safety and health. Occupational Safety and Health Administration (OSHA) recordable and lost time injury and illness data from green projects (as identified by LEED) and from nongreen projects was collected through a structured questionnaire survey. The data collected was analyzed to test for the presence of a difference in OSHA recordable incident rates (RIRs) and lost time case rates (LTCRs) between green and nongreen projects. It was found that there was suggestive, but inconclusive evidence of a statistically significant difference in the RIRs of the green and nongreen building projects included in the study. No statistically significant difference was found between the LTCRs for the green and nongreen projects included in the study. The study findings provide valuable information to the construction industry for the purposes of project safety planning and the assessment of safety and health on projects.  相似文献

Although bonds have been commonly used for financing construction works in developed countries such as the United States, Asian governments would like to see their construction growth increasingly funded by alternative sources such as the capital market, instead of overrelying on bank loans. Yet even in relatively active markets such as Hong Kong and Singapore, the use of bond financing for infrastructure development is limited. In a recent study based on two questionnaire surveys with subsequent interviews about retail and institutional investors, results demonstrated that credit risk was a major concern and that deterrents include lack of bond market information, illiquidity of domestic bonds, and the reliability of external credit ratings. Institutional investors, however, welcome infrastructure bonds because of the stable income stream matching their long-term commitments. To address these practical concerns, we have proposed credit and liquidity enhancement measures in this paper as the critical success factors for international construction promoters to tap into the bond market for financing construction works in Asia. Hence, this paper will be of interest to academics and practitioners who are working on project financing, because empirical findings reveal investors’ concerns, which are then addressed with recommendations.  相似文献

The construction industry is well known for its complexities and inefficiencies in dealing with human safety and construction processes. The industry itself has been notorious for its high casualty records over many years. Especially in Hong Kong, the concept of improving safety in construction sites has only started to be developed in recent years. The government has set up new ordinances and regulations, and companies are willing to invest more on this issue before the construction commences. Nowadays in Hong Kong, from the small to the sizable, nearly all construction companies have their own site safety plans indicating safety guidelines and protective measures to achieve certain safety standards on the project sites. However, when viewing the past records published by the Labour Department, no trend in injury frequency reduction was noted. Consequently, an effort has been made in this report to compare three different site safety plans of three renowned civil and building contractors were investigated. Moreover, in order to review the effectiveness of the prevailing site safety plans and the safety performance of the contractors, a questionnaire survey targeting some site staff was conducted to solicit their opinions on the implementation of site safety plans. From the results of the questionnaire survey the authors determined that the construction companies are now regarding occupational health and safety as prerequisites of all the site operations.  相似文献

A major part of the building control system in any country has to do with quality assurance (QA) of building the process and the products. As in many other countries, the government of the Hong Kong Special Administration Region delegates part of its statutory role to statutory agents to deal with the QA function. As a case study in the context of the Hong Kong construction industry, the relationship between QA and the role of statutory agents is investigated. An authorized person (AP), normally an architect, is the statutory agent as an integral part of the property development control system in Hong Kong. Although AP's statutory roles have already been recognized, their formal roles in respect of QA have never been studied. This paper, being supported by a research project carried out in 1997, presents the result of a study on the relationship between the QA system and the AP practice. The research revealed that in the APs' professional practice most of them have a basic concept and awareness of QA. Their checklists to run projects are similar to a QA manual. To discharge their statutory duties APs are already performing most of the QA standards similar to the ISO 9001 requirements. This paper concludes that the ISO 9000 requirements could be an extra administrative burden to a statutory agent.  相似文献

Now tools will help managers design organization structures for large engineering and construction projects. An improved understanding of how managers decide in structuring project organizations is necessary to develop these tools and to assist managers in the systematic design of organizations tailored to meet project goals under unique situations. This paper reports a portion of results from research conducted to determine current practices in project organization design. The conclusion that adaptation dominates this process leads to several implications for industry professionals and researchers wishing to improve project performance. Recognizing the role of adaptation in current practices of organizational structuring will allow managers to avoid inertia and systematically design organizations. Researchers can assist by expanding variables in organization theory to better capture project situation and structure and by developing new tools to assist in systematic organization design.  相似文献

According to Dede Bonner in 2000, employees hold a wealth of knowledge and experience about their companies, including the products, customers, internal processes, histories, technologies, and competitors. But this knowledge is usually dispersed across scattered individuals and locations. Although learning happens at an individual level, it is usually as a one-time event, without an organizational context or a sense of continuity. Knowledge is kept in people’s minds but not shared in an organization. Not until the 20th century did people start to realize that knowledge is critical to the success of a company and considered to be the pivotal point for aggressive organizational growth in today’s highly competitive marketplace. This is also true for the Hong Kong construction industry. In order to gain a deeper understanding of the current situation of knowledge sharing at the departmental level in contracting companies, this research was carried out with the aims of investigating the main barriers to and finding out the critical factors for and benefits resulting from effective knowledge sharing in the tendering departments of contracting companies in Hong Kong and the United Kingdom. The research reviews existing theories of knowledge and knowledge sharing. It seeks to contribute to the theory of organizational knowledge sharing by providing an explorative account supported by empirical evidence. It also allows management to continuously anticipate and support knowledge sharing activities related to the successful management of construction projects within their particular organizations.  相似文献

The private sector has long been involved in delivering public sector projects, whether its role has been as a partner or just as a contractor for the government. Over recent years the interest in adopting public private partnerships (PPPs) has increased internationally. Many research studies have presented positive reasons for the governments and the private sector to welcome this form of procurement, rather than continue adopting the traditional options. This paper aims to explore and compare the key drivers for adopting PPP in China and the Hong Kong Special Administrative Region (referred to as Hong Kong from here onwards). An empirical questionnaire survey was conducted in both of these administrative systems and survey respondents were invited to rate their perceptions on the importance of 15 different drivers identified. Eighty-seven completed survey questionnaires were returned for analysis. The findings indicated that respondents from China rated economy-related drivers higher, whereas Hong Kong respondents tended to rate efficiency-related drivers higher. China’s demand for more public infrastructure and services has imposed great pressure on the government’s budget, and therefore economic drivers were rated higher. On the other hand, with adequate financial reserve in hand and budget surplus over recent years, Hong Kong has tended to prefer paying for projects upfront, and hence efficiency was regarded more significantly. Among the 15 drivers, both of the respondents from China and Hong Kong selected, “provide an integrated solution (for public infrastructure/services)” and “solve the problem of public sector budget restraint” to be within the top three drivers. Despite the general agreement on the ranking pattern, the results of independent two-sample t-test showed that China and Hong Kong shared very different views on the driver “reduce the total project cost.” This driver was ranked rather high by the mainland Chinese respondents, but much lower by the Hong Kong respondents. This finding can be construed that economic drivers are in general rated higher in China as compared to that in Hong Kong.  相似文献

The importance of preproject planning in the capital facility delivery process and its potential impact on project success has long been recognized by industry practitioners. Nevertheless, the preproject planning process varies significantly throughout the construction industry from one organization to another, and from one business sector to another. This paper will summarize lessons learned from five research projects conducted during the past 14?years regarding the preproject planning process. These research projects were based on data from more than 200 capital projects, representing approximately 8.7 billion U.S. dollars; input from more than 500 industry practitioners; and reviews of the project planning processes used by more than 100 organizations. The positive relationship between thorough preproject planning and enhanced project performance is demonstrated. Findings are presented, including key requirements, processes, and scope definition elements that comprise thorough preproject planning. Similarities and differences in the scope definition of building and industrial projects are outlined. Conclusions of the research effort and recommendations to industry practitioners are provided.  相似文献
