Over the last two decades, global electricity production has more than doubled and electricity demand is rising rapidly around the world as economic development spreads to emerging economies. Not only has electricity demand increased significantly, it is the fastest growing end-use of energy. Therefore, technical, economic and environmental benefits of hydroelectric power make it an important contributor to the future world energy mix, particularly in the developing countries. This paper deals with policies to meet increasing energy and electricity demand for sustainable energy development in Turkey. Turkey has a total gross hydropower potential of 433 GWh/year, but only 125 GWh/year of the total hydroelectric potential of Turkey can be economically used. By the commissioning of new hydropower plants, which are under construction, 36% of the economically usable potential of the country would be tapped. Turkey's total economically usable small hydropower potential is 3.75 GWh/year.  相似文献

To meet Turkey’s growing energy demand, the installed electric power capacity of 27.8 GW in 2001 has to be doubled by 2010 and increased fourfold by 2020. The difference between Turkey’s total primary energy supply (TPES) of from its own sources and total final consumption (TFC) is projected grow from 1 quad (1.06–2.06) in 1999 to 5.71 quads (2.79–8.5) in 2020 (1 QUAD=293.071 TWh). Turkey’s limited amount of fossil fuels has a present average ratio of proved reserves of 97.38 quads to production rate of 3.2 quads yr−1 of about 30 years. Turkey’s reliance on fossil fuel-based energy systems to meet the growing demand is most likely to exacerbate the issues of energy insecurity, national environmental degradation, and global climate change in increasing proportions. Economically-feasible renewable energy potential in Turkey is estimated at a total of ca. 1.69 quads yr−1 (495.4 TWh yr−1) with the potential for 0.67 quads yr−1 (196.7 TWh yr−1) of biomass energy, 0.42 quads yr−1 (124 TWh yr−1) of hydropower, 0.35 quads yr−1 (102.3 TWh yr−1) of solar energy, 0.17 quads yr−1 (50 TWh yr−1) of wind energy, and 0.08 quads yr−1 (22.4 TWh yr−1) of geothermal energy. Pursuit and implementation of sustainability-based energy policy could provide about 90 and 35% of Turkey’s total energy supply and consumption projected in 2010, respectively. Utilization of renewable energy technologies for electricity generation would necessitate about 23.2 Mha (29.8%) of Turkey’s land resources.  相似文献

Biomass energy includes fuelwood, agricultural residues, animal wastes, charcoal and other fuels derived from biological sources. It currently accounts for about 14% of world energy consumption. Biomass is the main source of energy for many developed and developing countries. In Turkey energy wood is available in the form of forest chips, fuelwood, wood waste, wood pellets, and it is also produced to a very limited extent from willow crops in short rotation forestry. The major part of wood harvested in the forest area (approximately 10 million ha) ends up as energy wood directly or indirectly after having been used for other purposes first. An overview of biomass potential and utilization in Turkey is presented. In 1999, the biomass share of the total energy consumption of the country is 10 percent. The level of fuelwood use together with that of other agricultural and animal wastes is compared with the commercial energy use within the country's global energy balance. The possibilities of increasing fuelwood production through afforestation programmes and substitution for commercial fuels are discussed. Biogas utilization in the rural regions is also reviewed, emphasizing its possible contribution.  相似文献

Renewable energy resources provide a large share of the total energy consumption of many developing countries. Turkey's renewable sources are the second largest source for energy production after coal. About two-thirds of the renewable energy produced is obtained from biomass, while the rest is mainly from hydroelectric energy. Hydropower is today the most important kind of renewable and sustainable energy. In Turkey, most of the important water power plants have been developed; hence, only a modest increase in the hydroelectric generating capability can be anticipated in the next two decades. Turkey has a gross annual hydro potential of 433,000 GWh, which is almost 1% of world total potential. Its share is about 16% of the total hydropower capacity in Europe. The total gross electricity production of Turkey has reached about 140,283 GWh in 2003, 75% of this is produced from thermal sources and the reminder 25% from hydropower. The main objective in doing the present study is to investigate the sustainable development of Turkey's small hydropower (SHP) plants. Development of SHP began in 1902 in Turkey. Total installed projects capacity of SHP plant is 2.45% and the total energy potential is about 2.96%, which have installed capacity less than 10 MW.  相似文献

Bhutan's energy and environmental situation and approaches to development are reviewed and analyzed in this paper. Conservation of natural resources and human happiness have been placed as central strategic policy themes and have been given high priority in the national development plans of Bhutan. Bhutan's unique approach to development via Gross National Happiness (GNH) or the Middle Path of development is being facilitated by the Royal Government of Bhutan as a tool to balance poverty alleviation, environmental conservation and development. However, challenges exist due to the constraints of resources, good governance, legal frameworks, and human capacity. This paper reviews selected sustainable energy projects (e.g. energy from renewables or energy conservation) in Bhutan and finds that in fact, Bhutan's renewable energy resources (e.g. water and forests) which have proved to be indispensable for development are vulnerable due to the adverse impacts of climate change and environmental degradation. Appropriate measures in order to reduce potential environmental degradation and mitigate climate change impacts have been acknowledged globally and these have potential for application in Bhutan. For example, implementation of sustainable energy projects under the Clean Development Mechanism (CDM) of the Kyoto Protocol could offer an opportunity for mitigating climate change impacts and also contributing to sustainable development.  相似文献

As a developing country, Turkey’s sustainable development objectives converge on robust and sustainable economic development. The increase in its energy and electricity demand is attributed to the growth of population, urbanization, and industrialization parallel to economic and social growth. Instead of fulfilling the obligation to protect the environment arising from international agreements and achieving desired sustainable development, the dependency on imported fossil fuel in electrical energy production and energy-intensive economic growth results in intensified CO2 emission as well as ironically negative economic output. Therefore, Turkey is forced to exploit its indigenous sources such as coal (which unfortunately increases atmospheric Green House Gas “GHG” emissions) and renewable resources. However, high GHG emission – mainly CO2 – of Turkey’s coal power plants impairs deployment of indigenous sources for power generation. Indeed, there is a necessity of technical approaches for higher heat extraction efficiencies and mitigation of high concentration of energy-related CO2 emission. Admittedly, “Carbon Capture, Utilization, and Storage (CCUS)” employing conventional hydrothermal resources offers highly efficient heat extraction, geological CO2 sequestration, and utilization of CO2 for power generation rather than considering CO2 as an effluent. Although there are research gaps and lack of field scale experiment, the economic and environmental viability of implementing CCUS in Turkey can be improved by pilot or field scale projects whereby the presence of these projects commences technological and experimental advances in capturing CO2 either from geothermal power plants or indigenous coal power plants, transporting it to the proven geothermal geologic site, and generating power. Apart from this, the “CO2 – Plume Geothermal Systems (CPG)” compared to unconventional and conventional geothermal systems would commit vigorous potential for continual improvement in economic feasibility of CCUS without a guaranteed return on power generation investments in Turkey. Hence, legislations concerning incentives in CCUS would foster further improvements in the deployment of geothermal resources to pursue sustainable development in Turkey.  相似文献

The increase in negative effects of fossil fuels on the environment has forced many countries, especially the developed ones, to use renewable energy sources. Currently the fastest developing energy source technology is wind energy. Because wind energy is renewable and environment friendly, systems that convert wind energy to electricity have developed rapidly. Wind energy is an alternative clear energy source compared to the fossil fuels that pollute the lower layer of atmosphere. This paper aims to analyze the hydropower potential of municipal water supply dams in Turkey. The facility is in favor with the energy policy of Turkish Government and European Union. In the study, the design head of the power plant was selected as the average water level of the reservoir and the discharge was calculated from the annual water supply of the dam. It has been estimated that the existing 45 municipal water supply dams of Turkey have an electric energy potential of 173 GWh/year, corresponding to about 24,000,000 Euro/year economic benefit. The financing of these facilities can be provided from international funding institutions. For a case study, Zonguldak Ulutan Dam and its water treatment plant have been investigated in detail. The current electricity consumption of the water treatment plant is 4,500,000 kWh/year and the facility provides 35,000 m3/day water to 6 settlements. The installation of a hydropower plant on the mentioned water treatment plant will cut the electric consumption by 24%. The proposed project has a payback period of 1.4 years and it can produce clean and feasible energy.  相似文献

Solar energy is considered a key source for the future, not only for Turkey, also for all of the world. Therefore the development and usage of solar energy technologies are increasingly becoming vital for sustainable economic development. The main objective of this study is investigating the employment effects of solar energy industry in Turkey. Some independent reports and studies, which analyze the economic and employment impacts of solar energy industry in the world have been reviewed. A wide range of methods have been used in those studies in order to calculate and to predict the employment effects. Using the capacity targets of the photovoltaic (PV) and concentrated solar power (CSP) plants in the solar Roadmap of Turkey, the prediction of the direct and indirect employment impacts to Turkey's economy is possible. As a result, solar energy in Turkey would be the primary source of energy demand and would have a big employment effects on the economics. That can only be achieved with the support of governmental feed-in tariff policies of solar energy and by increasing research-development funds.  相似文献

Turkey is one of the countries with significant potential in geothermal energy. It is estimated that if Turkey utilizes all of her geothermal potential, she can meet 14% of her total energy need (heat and electricity) from geothermal sources. Therefore, today geothermal energy is an attractive option in Turkey to replace fossil fuels. Besides, increase in negative effects of fossil fuels on the environment has forced many countries, including Turkey, to use renewable energy sources. Also, Turkey is an energy importing country; more than two-thirds of her energy requirement is supplied by imports. In this context, geothermal energy appears to be one of the most efficient and effective solutions for sustainable energy development and environmental pollution prevention in Turkey. Since geothermal energy will be used more and more in the future, its current potential, usage, and assessment in Turkey is the focus of the present study. The paper not only presents a review of the potential and utilization of the geothermal energy in Turkey but also provides some guidelines for policy makers.  相似文献

Energy is an essential factor to achieve sustainable development. So, countries striving to this end are seeking to reassess their energy systems with a view towards planning energy programmes and strategies in line with sustainable development goals and objectives. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. States have played a leading role in protecting the environment by reducing emissions of greenhouse gases. Turkey is an energy importing country with more than half of the energy requirement being supplied by imports, and air pollution is becoming a great environmental concern in the country. On the other hand, Turkey's geographical location has several advantages for extensive use of most of the renewable energy sources. In this regard, renewable energy resources appear the most efficient and effective solutions for clean and sustainable energy development in Turkey. Energy is one of the indispensable factors regarding the assurance of social prosperity and economic development of a country. The developing countries struggle to obtain energy sources reliable in the long term to complete their economic development, and the developed countries struggle to get them to keep their present prosperity levels. Coal seems to continue its indispensable position among the other energy sources for many years because of its production in more than 50 countries, the least effect it has from the price fluctuation and its usage lifespan of more than 200 years. The rapid increase in world energy demand, the depletion of conventional energy sources and the pollution caused by conventional fuels have increased the importance of developing new and renewable energy sources. Additionally, technological developments have resulted in increased energy demand for the entire world, including Turkey, especially for electrical energy. At present, wind energy is receiving considerable attention. This report focuses on the current status of wind energy in Turkey and in the world. An overview of wind energy in Turkey is presented, and its current status, application, support mechanisms and associated legislation in Turkey are described. Wind energy and its status in the world are also addressed. It can be concluded from this analysis that wind energy utilization in Turkey and throughout world has sharply increased. Forecasting of energy demand in emerging markets is one of the most important policy tools used by the decision makers all over the world. In Turkey, most of the early studies used include various forms of econometric modeling. However, since the estimated economic and demographic parameters usually deviate from the realizations, time-series forecasting appears to give better results. In this study, we used the Autoregressive Integrated Moving Average (ARIMA) and seasonal ARIMA (SARIMA) methods to estimate the future primary energy demand of Turkey from 2005 to 2020. The ARIMA forecasting of the total primary energy demand appears to be more reliable than the summation of the individual forecasts. The results have shown that the average annual growth rates of individual energy sources and total primary energy will decrease in all cases except wood and animal–plant remains which will have negative growth rates. The decrease in the rate of energy demand may be interpreted that the energy intensity peak will be achieved in the coming decades. Another interpretation is that any decrease in energy demand will slow down the economic growth during the forecasted period. Rates of changes and reserves in the fossil fuels indicate that inter-fuel substitution should be made leading to a best mix of the country's energy system. Based on our findings we proposed some policy recommendations.  相似文献

Turkey is a rapidly growing country; both its population and economy are expanding each year so its energy demand increases correspondingly and this increasing demand has to be met for keeping sustainable development in the economy and raising living conditions of mankind. Although Turkey has many energy sources, it is a big energy importer. Turkey has a lot of potential to supply its own energy, which could be put to use in order to avoid this energy dependence. Additionally, Turkey is a country that has an abundance of renewable energy sources and can essentially provide all energy requirements from indigenous energy sources. Implementing sustainable development policies in order to achieve economic and social development while maintaining adequate environmental protection to minimize the damage inflicted by the constantly increasing world population must be a major priority in the 21st century. While the emerging global debate on potential cost-effective responses has produced potential solutions such as cap and trade systems and/or carbon taxes as part of evolving sustainable energy/environmental policies, this kind of intellectual inquiry does not seem to be an issue among Turkish policy-making elites. This is mainly due to their miscalculation that pursuing sustainable energy policies is much more expensive in comparison to the utilization of fossil fuels such as natural gas. Nevertheless, the pegged prices of an energy sector dominated by natural gas are illusive, as both the political risks and environmental damage have not been incorporated into the current cost calculations. This paper evaluates energy policies through a lens of risk management and takes an alternative approach to calculating energy costs by factoring in political risks. This formulation reveals that the cost of traditional fossil-based energy is in fact more expensive than renewable energy. In addition to being environmentally friendly, the paradigm shift towards renewable energy policies would provide Turkey with a significant opportunity to stimulate its economy by being one of the first countries to develop green technologies and as a result this burgeoning sector would prompt job creation as well; mainly due to the externalities.  相似文献

The lack of primary fossil energy resources in Turkey is an important problem. Turkey is one of the top 25 nations in energy consumption. Its domestic electricity demand is increasing by 6% per year. Turkey is an import-dependent country because the production of natural gas and oil in Turkey is very low. Turkey must import 93% of its oil needs and 99% of its natural gas requirements. This paper tries to investigate a series of unit root and causality tests to detect causality between the GDP and energy consumption in Turkey employing Hsiao's version of Granger causality method for the 1950–2000 period. The conventional unit root tests indicate the series are I(1), whereas the endogenous break unit root tests proposed by Zivot and Andrews [Zivot, E. and Andrews, D.W.K., 1992, Further evidence on the great crash, the oil price shock, and the unit root hypothesis, Journal of Business and Economics Statistics 10, 251–270.] and Perron [Perron, P., 1997, Further evidence on breaking trend functions in macroeconomic variables, Journal of Econometrics 80, 355–385.] reveal that the series are trend stationary with a structural break. Therefore, it is inappropriate to take the first difference of the data to achieve stationarity. The main conclusion of this study is that there is no evidence of causality between energy consumption and GDP in Turkey based on the detrended data.  相似文献

Geological studies indicate that the most important geothermal systems of western Turkey are located in the major grabens of the Menderes Metamorphic Massif, while those that are associated with local volcanism are more common in the central and eastern parts of the country. The present (2008) installed geothermal power generation capacity in Turkey is about 32.65 MWe, while that of direct use projects is around 795 MWt. Eleven major, high-to-medium enthalpy fields in western part of the country have 570 MWe of proven, 905 MWe of probable and 1389 MWe of possible geothermal reserves for power generation. In spite of the complex legal issues related to the development of Turkey's geothermal resources, their use is expected to increase in the future, particularly for electricity generation and for greenhouse heating.  相似文献
