“2016世界城市日—上海论坛”之亚洲城市分论坛

正11月1日下午,由同济大学建筑与城市规划学院、上海市城市规划设计研究院、上海市城市规划建筑设计工程有限公司主办,亚洲城市研究中心、同济大学建筑与城市空间研究所、《上海城市规划》杂志承办的"亚洲城市论坛2016·上海"举办。论坛以"亚洲文化下的城市规划与发展"为主题,来自日本、韩国、印度、阿联酋、越南、哈萨克斯坦等国的6位专家,以主题报告的形式分享和交流了亚洲特色文化下的城市总体发展战略、规划策略和实践案例,并讨论了建设亚洲城市新未来的前景和方式。此次论坛作     

“亚洲城市论坛2015·上海”举办

2015年8月27日,由同济大学建筑与城市规划学院、上海市城市规划设计研究院、上海市城市规划建筑设计工程有限公司主办,亚洲城市研究中心、同济大学建筑与城市空间研究所、《上海城市规划》杂志承办的"亚洲城市论坛2015·上海"在上海世博会最佳实践区上海设计中心南馆举办。第三届亚洲城市论坛的主题是"建设亚洲城市新未来:规划的创新转型"。中科院院士、同济大学教授郑时龄,上海市规划和国土资源管理局局长庄少勤,同济大学副校长伍江,上海市规划和国土资源管理局副局长徐毅松,浦东新区副区长张玉鑫,上海市城市规划设计研究院党委书记余亮、副院长赵宝静等出席了论坛。论坛邀请了来自新加坡、韩国、泰国、哈萨克斯坦等国家,以及台北、北京、上海、杭州、厦门等城市共12位专家,围绕快速城镇化、城市转型及"一带一路"战略背景下规划的创新转型,交流了总体规划编制、城市更新、社区治理等方面的理论研究和实践案例,为建设亚洲城市美好新未来分享了各自城市发展的经验。中国科学院院士、同济大学建筑与城市空间研究所所长郑时龄教授代表主办方致答谢词。他指出,亚洲城市论坛建立了亚洲城市规划专家交流的良好网络,不仅探讨了城市规划相关理论研究的最新成果,也交流了城市规划、城市设计、社区治理等实践领域的宝贵经验,为国内城市的城镇化和转型发展提供借鉴。现将论坛的1个主旨报告和11个主题报告整理如下(未经报告人审阅),以飨读者。     

论述城市规划的新理念

城市规划与生存环境的关系,不仅仅局限于将生态学原理应用于城市环境规划中,而是涉及到城市规划的方方面面,致力于将生态学思想和原理渗透与城市规划的各个方面,并使城市规划"生态化".同时在应用生态学的观点、原理、理论和方法的同时,不仅关注于城市的自然生态,而且也关注城市的社会生态.关注城市生态系统的可持续发展.     

聚焦亚洲视野下的城市规划发展 《亚洲城市的规划与发展》书评

多元价值体系下的城市理论与实践

多元化价值体系对当代城市规划与设计产生了深远影响.多元化理论开启了城市规划程序中的价值判断"黑箱",将对价值观的讨论引入到城市规划环节之中,重新定义了规划与设计的工作性质;解构了城市公共利益这一概念,为社会主体内部不同价值观的对话创造了可能,促进了规划的民主化进程;使专业人士开始意识到生活秩序对于城市规划的重要性,规划师与设计师的任务不仅仅是创造秩序,更应关注人们在场所中的体验.     

城市规划生态化探讨——论生态规划与城市规划的融合

回顾了当前我国城市生态规划与城市规划"两张皮"的理论根源;从现代城市规划理论建构的视角论述了城市规划与城市生态规划融合的可能性、必要性,并指出城市规划的生态化是这一融合的基本途径,也是城市规划未来发展的方向;最后,指出了城市规划生态化对传统城市规划和城市生态规划的启示.     

编者絮语

价值观 城市规划越来越成为民众关注的领域,媒体也越来越多地涉猎城市规划的话题.最近,新华社、《人民日报》、《光明日报》等中央媒体先后发表过不少相关报道和时评,网络媒体对城市规划的热捧更到了历史新高度. 很遗憾,媒体上谈到城市规划时,经常出现一些负面描述.社会对于城市规划工作,特别是规划价值观的质疑,到了引起规划师深思的时候了.有媒体注意到城市规划屡屡变更,认为规划的摇摆不定,说明了其在地方政府圈地运动中,充当了鞍前马后的角色;有媒体提出城市为谁而建的问题,也有媒体更明确地提出,城市规划要目中有人;还有的媒体严厉地批评了城市建设贵族化、忽视服务功能的现象:建筑洋了,特色没了;档次高了,生活难了;城市大了,"空间"小了.并且明确提出"城市是大家的城市"的命题.

我国城市综合防灾规划编制体系若干问题探讨

为了保障我国快速城镇化进程中城市的综合防灾安全,探讨了我国综合防灾规划编制体系与相应层面重点解决的内容。通过对国内外综合防灾规划实践的调研与分析,结合我国城市规划管理与编制体系现状,将综合防灾规划分为防灾战略研究、总体规划中综合防灾规划、综合防灾专项规划以及单灾种防灾规划4个过程,并重点针对总体规划中综合防灾规划的编制内容进行了探讨。     

作为行政法的城市规划

有效发挥规划行政权的核心问题是寻求权力保障与行政效率的平衡点。作为行政法的城市规划应是积极的和有效率的,并应受到公众的有效制约。公众参与的有效性和规划行政权的效率取决于规划过程的设置。为了更好地发挥规划的引导与控制作用,应明确区分法定规划和指导性规划。     

以侯马市郭村为例谈城中村规划设计

结合侯马市郭村特点,对城中村规划设计思路进行了探讨,从总体用地规划,总体布局规划,产业规划三方面具体阐述了郭村的新农村建设总体规划设计,为类似城中村改造工程提供了指导。     

Strategic planning of urban infrastructure for environmental sustainability: Understanding the past to intervene for the future

Urban infrastructure systems have long lifespans and influence the state of the environment for extended periods of time. Processes of strategic planning for urban infrastructure are thus instrumental to materializing environmental sustainability visions. Continued investments in infrastructure with adverse environmental impacts imply that sustainability priorities are not embedded in planning processes, as these processes tend to follow the path-dependent legacy of older planning paradigms. This study identifies the cognitive framings that underpin the evolution of strategic planning over the last century, to reveal the path-dependent attributes of strategic planning thinking that undermine alternative solutions. To do that, a scoping study of the literature on strategic planning of public infrastructure, from 1900 through 2013, was conducted. The findings reveal how the scholarly paradigms for infrastructure planning have transformed over time, from optimization to sustainability. While the planning practice in cities has often taken up the sustainability discourse in line with the scholarship, its actual attributes might lag behind. Knowledge about these attributes is scarce since the contemporary scholarship often contains aspirational proposals for change and little detail on how planning is undertaken in practice. It is likely that the incremental approach to infrastructure planning, which has been the dominant approach for decades, perpetuates a planning culture which contradicts the requirements for sustainability transitions, by limiting the scope of alternatives to optimizing the status quo instead of creating conditions for change. To develop effective planning interventions towards sustainability transitions in urban infrastructure systems, the paper calls for diagnostic tools that examine the realities of planning practice, and, operational frameworks for bridging historically-entrained modes of practice to sustainability aspirations.     

实施网络计划技术国家标准破解工程项目工期紧难题

3个新的网络计划技术国家标准已经在1992年版的基础上修订完成。新标准总体编排执行国际通用规则,基本保留了原标准的主要内容,并做了局部结构调整和内容增删,坚持了传统的网络图画法,满足项目管理的需要。为破解工程项目工期紧的难题,应当实施新的网络计划技术国家标准,以网络计划技术支撑进度管理,激发项目管理的效能,优化编制计划,抓住关键,实现项目进度管理计算机化,提供计划检查和数据采集的技术和平台,合理调整计划以防止计划失效和进度失控。应用网络计划技术的要点是:做好工作分解结构(WBS),坚持编制网络计划的"四步曲"和网络计划实施与控制的"三要点",不忽视收尾工作。     

An integrated construction planning system using object-oriented product and process modelling

An interactive planning system approach poses challenges to the efficient integration of the design and construction planning process. Current research is focused on organizational knowledge processing in building design and construction, such as the representation of object-oriented planning models and constraint management incorporating design, engineering and construction planning through several planning stages. Since building construction involves cooperation among designers, engineers and project managers, comprehensive organizational planning and management tools are relevant. The integrated construction planning system (ICPS) aims to cover a wide range of knowledge processing based on formalization and representation of building and construction systems. To realize the integrated construction planning system, appropriate modelling techniques need to be introduced. This paper presents the results of research on several issues such as formalization and representation of interactive design and construction planning processes, methods for incorporating project information, knowledge and constraints and the concept of applying an object-oriented paradigm to interactive building and construction system planning. A prototype system is also presented which integrates building space planning, building system planning, construction system planning, construction activity planning and construction site layout planning.     

Classical Planning Model‐Based Approach to Automating Construction Planning on Earthwork Projects

Extensive research in automated operation planning has led to significant advances in the area of robotics. Theories and methods resulting from robotics have yet to be adapted to enable automated project planning in construction engineering. Aiming to demonstrate the potential of implementing automated planning theory and methods in construction project planning, we developed an automated earthwork planner prototype following the principles and framework of classical planning model in computer science. As time is not explicitly represented, implementing classical planning model to perform optimization and planning simultaneously results in potential temporal–spatial conflicts (TSCs). The present research develops a two‐step approach to separate operations optimization and earthwork planning in typical rough grading projects. As such, TSCs encountered in existing mathematical programming based earthwork planning methods are resolved. To enable fully integrated and automated earthwork planning, the prototype system has been seamlessly integrated with project scheduling and operations simulation software for higher level analyses. To demonstrate advantages of the automated planning methodology, construction plans were independently produced by 14 graduate student teams on the same “testbed” project; results were evaluated and compared with the plan generated by the proposed system.     

关于完善城市规划行政决策体制的思考

对城市规划行政管理中决策人的行为进行规范,就是要使决策人的行为服务于经济社会发展、服从于社会公共利益,提高决策的科学化、民主化、制度化水平。领导者的素质是影响城市规划行政决策最主要的因素。服从、服务于公共利益是城市规划行政决策的价值取向。城市规划委员会作为一种集体委员会制的决策模式,可以与行政首长负责制决策模式互为补充、相互协调。优化决策结构、完善城市规划委员会制度、进行决策体制改革是我国城市规划行政决策体制建设的三大任务。     

“场景式”教学法在城乡规划专业外语教学中的运用——大学生多维实践型课堂教学模式系列研究

立足于大学生多维实践型课堂教学改革需要,分析专业外语传统教学模式弊端,阐述场景式教学模式与城乡规划专业英语的契合点、主要内容及基本特征,探讨场景式教学法应用于城乡规划专业外语学习的教学改革实践。     

福州市开展规划环境影响评价初探

在《中华人民共和国环境影响评价法》实施的背景下,为提高对规划环境影响评价的认识,介绍了规划环境影响评价的概念及研究现状。结合福州市正在开展的新一轮总体规划,强调了福州市开展规划环境影响评价的必要性、主要方法及任务。不仅可以促进福州市的可持续发展,也为我国其他城市开展规划环境评价提供参考。
