By reviewing the general state of urban flood calamities of the past 40 years and more, this article tries to explore the causes of urban flood, especitlly the man-made factors. It puts forward the ideas of setting up a comprehensive system for urban flood prevention. This comprehensive system consists of six sub-systems such as: 1) command system; 2) system of flood control and drainage works; 3) system of keeping away of flood and coping with flood; 4) system of flood forecast; 5) flood -fighting and rescue system; 6) flood-preventing legislative and insurance system. Problem, research strategy, and findings: The online accommodation platform Airbnb has expanded globally, raising substantial planning and regulatory concerns. We ask whether Airbnb rentals generate significant neighborhood impacts like noise, congestion, and competition for parking; reduce the permanent rental housing supply and increase rental prices; or provide income opportunities that help “hosts” afford their own housing. We focus on Sydney, the largest region in Australia with 4.4 million people in 28 individual municipalities, which has experienced both rapidly rising housing costs and exponential growth in Airbnb listings since 2011. Airbnb’s growth has raised concerns serious enough to result in a formal Parliamentary Inquiry by the state of New South Wales. We analyze stakeholder submissions to this inquiry and review local planning regulations, Airbnb listings data, and housing market and census statistics. We find that online homesharing platforms for visitor accommodations blur traditional boundaries between residential and tourist areas so Airbnb listings may fall outside of existing land use regulations or evade detection until neighbors complain. Our findings are constrained by the difficulties of monitoring online operations and the rapid changes in the industry.
Takeaway for practice: Planners and policymakers in cities with increasing numbers of Airbnb rentals need to review how well local planning controls manage the neighborhood nuisances, traffic, and parking problems that may be associated with them while acting to protect the permanent rental housing supply. Local planners need to ensure that zoning and residential development controls distinguish between different forms of short-term Airbnb accommodation listings and their potential impacts on neighborhoods and housing markets. 相似文献

Housing has become the most important asset held by a large proportion of China’s older citizens. Therefore, the role of housing wealth in the consumption decisions of the elderly is a central topic of research and gains insights into the saving, investment and consumption decisions made throughout household life to meet later pension needs. In this paper, using data drawn from a household survey conducted between 2002 and 2009, we estimate the influence of housing wealth on the non-housing consumption of the elderly, and identify the mechanisms underlying this relationship. We find that on average, changes in housing wealth have limited effects on elderly consumption. However, we also find that the role of housing in consumption differs according to the income, health status, and living arrangements of the elderly. The paper draws attention to the influence of housing and its links with social and health-care systems on the lives of older people, with important policy implications. 相似文献

In the past few decades, urban infrastructures in China have seen an enormous upgrade, and due to large-scale urbanization many more investments are due in the coming years. In order to supplement public funding, Public Private Partnerships (PPP) and municipal bonds have recently grown popular in China. The introduction of this new policy does not occur in a void but should be understood as the path-dependent consequence of a historical evolution of funding arrangements for urban development. How have Chinese governments traditionally arranged financing for these extensive investments and how has the emphasis in funding sources shifted over time? We argue that the evolution of urban development financing has gone through three phases (planned economy, reform and pilot, and socialist market economy), each with different emphasis in financial sources. Our analysis demonstrates how weaknesses in earlier phases present challenges that new solutions in later phases are aimed to address. 相似文献

There is a large amount of population moved from countryside to cities in China during its urbanization in the past two decades. The majority of these people have no formal qualifications for city residency, and they are so-called ‘floating population’. The increase of this group of people has induced the pressure of land use in cities, and the contradiction between the demand and the supply of urban land has been intensifying particularly in those developed regions in China. This paper examines the impacts of floating population on urban land by presenting the interrelations between floating population and urban land expansion from the perspective of production land and living land. Structural equation model (SEM) is employed in conducting the analysis. The result shows that the floating population alone does not have direct effect on urban land expansion, but have indirect impacts through engaging in the production or living process. It is particularly interesting that floating people's living conditions have no direct positive effect on the increase of construction land. Based on the research results, suggestions are offered for improvements in government policy towards a more sustainable and integrated urbanization, including the provision of housing support, the formation of more urbanized society and sustainable development. 相似文献

This paper explores whether smaller-scale physical space interventions (‘urban acupuncture’) have the power to alleviate the stress, social pathologies and political disengagement experienced by the residents of informal settlements. The case study is Tepito, a barrio in Mexico City. The results, based on 20 qualitative interviews with local residents, support the idea that an ‘urban acupuncture’ approach has a high potential in this respect. In view of these findings, the authors argue that an indirect approach, focused on physical space, might, at least in the short term, be more productive in empowering of informal settlement dwellers than direct efforts at political organization. Physical, economic and political spaces are intrinsically linked. Little political engagement can be expected if people live in poor physical environments. While certainly not a panacea, acupunctural interventions might trigger much broader changes than initially intended. 相似文献

In 2006, responsibility for implementing the Dutch housing allowance system was transferred from the Ministry of Housing to the Tax Authority. It has since been renamed, and is now known as the ‘rent rebate system’. A number of dilemmas have become evident since the 2006 changes. Attention has shifted to how to implement the system effectively: how to limit the overconsumption of housing services, how to avoid moral hazard, how to reduce outright fraud, how to reduce the poverty trap, and how to prevent the escalation of public spending. These new dilemmas have led to the central research question in this article: how to redesign a system of rent rebates? The discussion of these dilemmas points to further changes. Proposals for a redesign of the rent rebate system in the Netherlands are presented. These proposals could also be relevant for other countries. 相似文献
