The last few years have seen many studies of large post-Second World War housing estates. At present they are often the most deprived areas of European cities. The turnover of the population on these estates is characteristically rapid, leading to considerable socio-economic and socio-cultural changes and a multi-ethnic neighbourhood. Such areas often have to contend with severe physical, social and economic problems and the consequent dissatisfaction of the residents. This combination of rapid and selective population turnover and increasing numbers of problems may well affect aspects of social cohesion within these neighbourhoods, particularly the social networks. This process is regrettable, because social cohesion is regarded in a positive light, something that enhances the quality of life. Stimulating social cohesion is therefore an important objective of many policies that focus on large post-Second World War housing estates. The authors have found it interesting to discover how important social cohesion is in the opinions and the lives of the inhabitants rather than the policy makers. In their opinion, urban policies focus on social cohesion while the inhabitants' views of its relevance are unknown. On the basis of this paper, certain aspects of social cohesion in large post-Second World War housing estates appear to be valued, but housing market behaviour, such as residential moves, is hardly affected by aspects of social cohesion. Other aspects, such as moving to a better house, are much more relevant. The results may put into doubt the stress placed in urban policies on social cohesion.  相似文献

This research tackles the intermediate spaces between buildings and the street, by examining the definition and importance of spatial configuration in relation to urban morphology and social relations. It also analyses how the organisation of in-between space affects social interaction in different urban forms. To understand the complex relations and socio-spatial structure of the city, it is important to use mixed methods. This research utilises various methods to focus on three dissimilar urban morphologies in Izmir, Turkey. Two inner city quarters and one modern housing estate of middle- and high-income groups are compared using space syntax analysis and snapshot observations. These neighbourhoods are selected according to their syntax measures from more integrated to segregated neighbourhoods in the axial analysis. And for a detailed zoomed-in analysis, similar diameter areas are covered for observations. Subsequently, activity patterns are observed at different times of the day, one weekday and one Sunday in three cases. In each neighbourhood, syntactic measures of all selected streets are correlated with these recorded activities. This study reveals that connectivity of streets is important for supplying niches that trigger long-duration activities and social interaction. In modern estates, stationary activities are not correlated strong enough with movement as it is in inner city neighbourhoods. Additionally, in-between spaces increase the frequency of social interaction and co-presence of people particularly in more integrated areas. However, this is only one element in developing sense of community. Further research is needed especially in correlating space syntax with environmental issues, as well as people’s behaviour.  相似文献

Since 1990s Stockholm housing market has seen deregulations in accordance with liberalization trends in other European welfare states. The new governance principles together with increasing immigration and public rental housing conversions into cooperative housing in attractive inner city areas have put pressure on still rental-dominated estates because fewer rental dwellings must now cater to expanding numbers of people who have little choice on the housing market. In recent decades, many estates have displayed increasing signs of stigmatization, social exclusion, and outflow of relatively affluent people. This paper improves our knowledge of how the housing policy and economic changes have affected out-mobility from the housing estates in case of three cohorts of young people and how the childhood neighbourhood conditions affect this. Individual annual Swedish registry data (1990–2014) are employed to longitudinally study the out-mobility patterns of three cohorts that grew up in the estates against the backdrop of marketization, growing inequality and deteriorating conditions. This study supplements the existing literature on housing estates by clarifying how income has become more and ethnicity less important over time in explaining sorting patterns from these estates. However, the combination of the two has determined sorting throughout the study period. Growing up in a higher socioeconomic status neighbourhood had modest impact on reducing socioeconomic differences in out-mobility from the estates, while leading to more sorting based on ethnic background.

Population aging represents a significant trend in shaping contemporary urban areas, and research investigating various aspects of age-friendly cities and neighbourhoods has enjoyed increasing attention from urban scholars and practitioners. The neighbourhood transformations that have been taking place in socialist high-rise panel housing estates in the last 20 years raise concerns as to how they are experienced by local elderly populations. Although a number of studies have addressed recent developments in high-rise panel estates in countries of Central and Eastern Europe (CEE), little is known about the self-perceived residential quality of elderly inhabitants. This paper investigates the neighbourhood satisfaction of the elderly living in housing estates in Prague, the Czech Republic. The focus of this study is on their perceptions of the opportunities and barriers presented by the changing residential environments in relation to their daily independence. The paper takes a time-comparative approach based on face-to-face interviews with elderly adults from three different study areas. The findings suggest that neighbourhood satisfaction is influenced, among other factors, by the “life stage” of the housing estate, by the individual circumstances of moving to the neighbourhood and by the time to adapt to the new environment. Although the elderly evaluate housing estates as convenient places to live, the risks related to demographic aging and the deterioration of local facilities must be taken seriously.  相似文献

Socio-spatial differentiation and residential segregation have been studied extensively in numerous cities and have contributed significantly to the understanding of urban spatial and social structures. Analyses of diverse data sets at varied spatial scales have supported the development of theoretical frameworks. However, the majority of Chinese case studies published in recent decades were dominantly based on either non-spatial data or population census data at sub-district (or jiedao in Chinese) level. These analyses have been limited through using low-resolution aggregate data resulting in incomplete or biased findings. This paper aims to examine the fine-scale socio-spatial structure of the inner city of Nanjing using the fifth population census data of 2000 at the lowest spatial scale – community (or juweihui in Chinese) level. Our findings reveal that the policies of the socialist era and the initial outcomes of the introduction of a free market, particularly with regard to the creation of new elite spaces within the inner city, have shaped a complex pattern of socio-spatial differentiation and residential segregation.  相似文献

In the Netherlands the regeneration of post-war urban districts is closely intertwined with the role of housing associations. This is hardly surprising, given that the housing associations have such a large share of the market (usually over 50%; sometimes nearly 100%) in many early post-war urban districts. This has caused a growing concentration of low-income households in those urban areas and a selective migration by middle- and high-income households from the city to the suburb. Official government policy on housing and urban renewal is directed at a redifferentiation of the urban housing stock. Specifically, the policy promotes more owner-occupation, larger and higher-quality homes, and a greater percentage of homes with a garden. This implies the demolition of social housing estates and selling social housing. The position of housing associations in the regeneration of Dutch post-war urban districts is somewhat enigmatic. On the one hand, national government is expecting them to take initiative and invest in urban renewal; on the other, government is urging them to cut down their market share. How are housing associations coping with this paradoxical challenge? And what are the current national policies about the position of housing associations? Aedes (the umbrella organisation of Dutch housing associations) and the Dutch Ministry of Housing have agreed upon the so-called great transition of housing associations. Here we explain and critique this great transition, which will hamper the current regeneration of Dutch urban districts. As an alternative we present the new transition.  相似文献

The construction of social housing in gentrifying neighbourhoods can ignite contestation, revealing tensions between economic imperatives, social policy and neighbourhood change. With a view to understanding how the convergence of these agendas preserve unpopular, but socially critical housing infrastructure, the aim of this paper is to explore how the challenges social housing implementation encounters across these agendas intersect with a broader agenda for local democratic planning. Using social housing as our empirical focus and directing attention to the gentrifying local government area of Port Phillip in Victoria, Australia, this paper reveals how a council’s main asset to support implementation – its policy frameworks – creates an urban narrative of social inclusivity and diversity. Through this case, we illustrate how elected officials and some residents draw from these policies to interject into episodes of community contestation, which we argue presents opportunities to expose and renew commitments to social housing over space and time.  相似文献

In Dutch urban renewal, we observe an implementation gap between dreaming and doing. Dutch national government recently proposed to focus urban renewal on more than 50 priority areas in the cities and to reduce urban renewal subsidies. It is not very likely that this policy will accelerate urban renewal. This contribution suggests a different approach: the formulation of an urban district vision shared by the sustainable stakeholders in those districts. If they can come to an agreement, they deserve housing association finance and public urban renewal support. By targeting the plans primarily on the social climbers in the urban districts involved, the city can keep their buying power within the city. Combining physical, social, economic and safety agendas and adopting a multi-functional orientation would seem to be a successful strategy.  相似文献

Shanghai’s ‘planned’ and Seoul’s ‘evolved’ expatriate communities represent contrasting approaches to housing the highly skilled professionals and their families. The study shows how the two distinctive environments produce different spatial patterns in everyday life, and also how they affect the social segregation of the expatriate women in the two cities. Shanghai’s gated compound entails an introverted, self-contained lifestyle with little contact with the local people. Seoul’s naturally evolved community is integrated with local neighborhoods leading to the wider range of daily destinations and more everyday contact with local people. Although the inter-expat social relations appear stronger within Shanghai’s walled residential areas, the daily interaction with host city locals is more pronounced in Seoul’s mixed foreign quarters. The study suggests that, among expats and locals, residential form which allows small-scale, everyday routine social interactions may be more conducive to building a sense of community in increasingly globalizing Asian urban centers.  相似文献

Large housing estates in former state-socialist countries had been hardly affected by social erosion before the political changes. However, the emergence of new, capitalist forms of housing after 1990 started to endanger the position of large housing estates on the local housing market. The question was repeatedly raised in the literature about whether large housing estates of post-socialist cities would experience physical decay and social downgrading similar to the West. This paper investigates the socio-economic differentiation of large housing estates in the former state-socialist countries using a case study approach. Housing satisfaction and mobility of residents in four post-socialist housing estates were analysed through a standardised household survey. Empirical data confirm that despite their similar physical appearance, the attitude of people towards large housing estates and their position on the local housing market vary significantly. The authors conclude that even though socialist large housing estates are affected by social downgrading, nevertheless they represent relative social stability and can offer affordable housing to people who are at the start of their housing career.  相似文献

A key component of vibrant urban neighbourhoods is the neighbourhood business district (NBD) – the place for amenities, shopping, social engagement and recreation. In order to provide these advantages and be competitive with big box and online retailers, the NBD must be easily accessible and provide a basic range of goods and services. Yet few tools exist that measure both the access and completeness of amenities on NBDs. This paper presents a systematic analysis and provides cities with a tool to assess NBDs and create policies and programmes to support more complete, robust and useful neighbourhood business districts.  相似文献

This paper contributes to the debate on whether introducing too much order into urban regeneration processes hinders social life and interaction in the public space. It engages with Sennett’s call for introducing certain kinds of disorder into city life. While this debate has been addressed in urban literature, many urban regeneration processes in social housing neighbourhoods have attempted to remove all kinds of disorder from the city, thus removing urban life from the streets. This paper proposes ‘infrastructures for disorder’: strategies for intervention that create conditions for the unplanned use of the public realm in social housing estates.  相似文献

For two decades analysts have noted significant and growing socio-spatial polarisation in Australia’s cities. Dominating policy discourse has been the hypothesis that residence in “poverty neighbourhoods” can compound individual disadvantage. Prominent here are concerns about social exclusion and spatial entrapment. A contrary perspective is that low income communities often contain substantial social capital and that accessing relatively affordable housing available in such places may provide a basis for subsequent “progression” in the wider urban housing market. Drawing on a household survey in four disadvantaged Sydney neighbourhoods, we confirm that rates of socio-economic deprivation indeed substantially exceed citywide and national norms and that the perceived incidence of neighbourhood problems is substantial. At the same time, results reveal that such places are far from unmitigated spaces of alienation and suggest that they can provide springboards for geographical and social mobility.  相似文献

Social epidemiological studies have long understood housing as a social determinant of mental health. However, most studies have focused on the formal housing sector and the conceptualisation of housing is limited to the housing per se. This study aims to bridge the gap by investigating the mental health impact of housing disadvantages concerning the migrant population in China, who are largely excluded from the formal housing sector. Drawing from recent writings on stress as the intermediary agent between modern city life and mental illness, the study examines the relationship between housing and neighbourhood conditions, perceived stress and mental health status. Using a large-scale survey conducted in twelve Chinese cities in 2009, this research found that informal housing tenants have the highest level of perceived stress and worst mental health status compared to dormitory tenants and formal housing residents. Poor housing conditions are significantly associated with perceived stress but not with mental health, while the neighbourhood social environment significantly predicts both perceived stress and mental health. The paper concludes by calling for more ethnographic research on migrants' resilience and stress-coping strategies and more attention in urban planning and housing policy to address the vulnerability and adversity of migrant settlements.  相似文献

This article focuses on the role that housing markets play in structuring patterns of social disadvantage in Australian cities, specifically Sydney and Melbourne. It explores the relationship between housing tenure and social disadvantage at the local scale (Census collector districts) for the two cities, following a discussion of the various stands of literature on housing tenure and socio-spatial polarisation in Australian cities. It analyses the relationship between areas of high social disadvantage and housing tenure. The analysis, which uses the ABS Index of Disadvantage, distinguishes locations where comparable levels of social disadvantage are associated with very different housing markets, one where public housing is prominent and others which are primarily areas of private sector housing. The social profiles of both types of area are described, drawing out differences between the two cities, as are changes in the extent of these areas over time. The policy implications for the areas of private sector housing are then discussed.  相似文献

Dweller-initiated transformations are mostly chided for their apparent locational spontaneity that is often at variance with functional and aesthetic objectives in formal housing design. This presumes speculator-driven motives as sole reasons for the phenomenon, and yet others, including the social and physical functional objectives also underlie the processes. The paper uses empirical findings from Nairobi housing estates—Buru-Buru; a middle-income estate and Kaloleni; a Council rental estate—to illustrate physical qualities in informal transformations of formal housing. Using measurements and illustrative material, the results show a (sub)-conscious rationale that generates tenements while also retaining the desired socio-spatial qualities of the middle-income neighbourhood. It is posited that a design strategy that is responsive to the varied objectives of economy, social and physical spatial demands of housing should inform concepts in housing design. This is aimed at enhancing environmental qualities of formal housing that emerge when faced with unilateral transformations.  相似文献

The article reviews and critically analyzes contemporary housing policies and plans in London and New York in the context of neoliberal urban governance. In both cities, we find severe housing affordability problems, an increasing dependence on market provision of affordable housing, and a gradual shift from supporting low- and moderate-income residents to promoting housing for households around and above the median income. Affordable housing plans in both cities also link their “marketplace” orientation to “social mix” objectives. The article addresses some socio-spatial implications of these plans and raises concerns regarding the implementation and unintended consequences of mixed-income housing. The conclusion discusses ideas and tools for more equitable affordable housing policies. Finally, we suggest that our analysis of the policy trends in London and New York and the implications we draw may be relevant to other global and globalizing cities, which face similar affordability concerns and rely on the marketplace to address housing needs.  相似文献

This paper analyses processes which transform the socio-spatial pattern of post-communist Prague and describes major changes in the city's social geography. It begins with a brief introduction about the socio-spatial pattern of a socialist city and a discussion of methods and concepts of investigation of processes of socio-spatial change in contemporary Prague. Growing income inequalities and transformations in the housing system are examined as the main underlying causes of growing socio-spatial disparities. In the section concerning the mechanism of socio-spatial differentiation, attention is focused on the role of social mobility, migration, housing renovation and new housing construction. The conclusions summarise major changes in the social geography of post-communist Prague and discuss implications of central and local government policies for the growth in socio-spatial disparities.  相似文献

ABSTRACT

Evolution of the urban planning and historic preservation disciplines has resulted in an “uneasy alliance” in practice, one further complicated by the back-to-the-city movement and increased development pressure in older urban neighbourhoods. In Seattle, as in other U.S. cities, the pace, intensity and scale of redevelopment has caused dramatic spatial and social transformations. Although research has shown that older built fabric provides economic and social benefit for cities, neither regulations created by planners for guiding redevelopment nor strategies created by preservationists for retaining urban heritage have been successful in reconciling these different, yet interconnected, sets of values. We engage three Seattle neighbourhood case studies to clarify and evaluate policies, programs and strategies used by planners and preservationists for reimagining neighbourhood transformations. This work suggests a need for more creative, integrative collaboration between the two fields to simultaneously engage – and reconcile – social and economic tensions caused by urban redevelopment.  相似文献
