The Planning Inspectorate is a key institution in the English planning system which has a high public profile. It is a planning agency of the UK central government which is responsible for determining appeals against the refusal of planning permission and conditions imposed on development by local planning authorities. It also determines appeals against enforcement action on unlawful development and holds public local inquiries, where planning inspectors hear objections to policies contained in development plans. The decisions made by the Planning Inspectorate must be seen to be fair, transparent and accountable and, as a consequence, the procedures and conduct of the organisation are increasingly subject to public scrutiny. However the arena in which the Inspectorate now operates has become increasingly more complex. Significant social change has impacted on space, spatial activities and the way people use space. Campaigns around the issues of race, gender, disability, age and sexuality have challenged the notion of a homogeneous public and developed the view of a socially and culturally diverse society. As issues of diversity have become more widely recognised and expressed in society, so the UK government has expected key planning organisations, such as the Planning Inspectorate, to reflect and respond to these changes, particularly in the light of the new Planning and Compulsory Purchase Act 2004. This paper examines the initiatives undertaken to mainstream equality and manage diversity in the Planning Inspectorate. It critically reflects on the scope and effectiveness of the initiatives and identifies lessons that can be learned for other planning institutions. Maintaining biodiversity and natural habitat are essential to achieving sustainable development. The UK’s Planning Policy Statement on ‘Biodiversity and Geological Conservation’ (known as PPS 9) and the ‘South East Plan’ emphasise the need to avoid a net loss in biodiversity, with Local Planning Authorities (LPAs) enjoined to pursue ecologically sensitive options. Our research revealed serious problems hampering the local planning authorities’ efforts to incorporate whole‐landscape scale planning into Local Development Frameworks (LDFs). Land use planning systems in Australia and the United Kingdom (UK) share a common history. In both nations, one objective of town planning has been to improve housing conditions for the urban poor and facilitate sufficient housing supply for growing post-war populations, with UK legislation serving as a model for Australia, at least until the Town and Country Planning Act 1947. Since this time however, approaches have diverged. In the UK, housing assistance and the land use planning system have co-evolved, with planning an important tool for securing affordable housing, particularly in England. In contrast, a deep cleavage between urban planning and housing policy persists in Australia. Drawing on a series of studies undertaken separately by the authors over the past decade which concentrate on Australia and England, the paper compares urban and housing policy in both nations, and examines planning system performance in securing new affordable homes. 相似文献

The paper outlines the implications of the National Assembly for Wales for the planning system and planning policy for Wales. The advent of the Assembly has brought a new emphasis on strategic planning, inclusive partnership working and outcomes. The Assembly's Corporate Plan- Betterwales- has three major themes: sustainable development, tackling social disadvantage and equal opportunities, and contains a commitment to producing a National Spatial Planning Framework. This paper examines the revival of regional planning as a form of planning action and policy discourse, particularly across Europe, but also attracting global interest as displayed recently by the USA and China. Whilst the UK statutory planning system has always stood out within the European planning paradigm for its centralized nature and plan-making rooted in local government, significant changes have taken place in recent years. Advocates of regional planning can cite the 2004 Planning and Compulsory Purchase Act in the UK as a milestone achieved with the arrival of statutory regional planning and the preparation of Regional Spatial Strategies. In the UK, the 2008 Planning Act aims to speed up decisions about nationally significant infrastructure projects. National infrastructure planning relies on infrastructure markets with site-specific decisions to be taken by an expert Infrastructure Planning Commission. These reforms can be understood as part of a wider process of the depoliticization of decision-making, moving decisions away from political influence and bureaucratic delay. This paper considers how far the reliance on markets and experts may undermine the search for sustainable development, which government claims to be ‘at the heart of’ planning reform; and how well this planning reform sits with the responsibilities of the contemporary state. This article aims to discuss whether there is a need to have a fully integrated national spatial planning framework for the UK to: (1) improve the co-ordination of different policy frameworks; (2) provide completed national spatial coverage and consistent monitoring frameworks; (3) develop a national spatial vision of development; and (4) provide more effective national solutions to the pervasive force of changing spatial structure. A test case of housing and employment is used to explore inter-sectoral issues and the spatial impacts brought by their close interactions.
