德国的能源发展策略

德国是一个能源紧缺的国家,能源供应在很大程度上依赖进口。为了摆脱对进口和传统能源的长期依赖,近年来德国把能源政策的重点放在了节约传统能源、发展可再生能源和新型能源两个方面,以期实现能源生产和消费的可持续发展。     

中国能源可持续发展评价指标体系构建与初步评价

能源可持续发展事关中国长期可持续发展的成败。为及时把握我国能源发展的状态趋势,实现在安全、经济、高效、低碳、清洁、公平各方面的均衡可持续发展,本文从中国经济社会可持续发展的基本需求和能源可持续发展的内涵出发,设计出中国能源可持续发展评价指标体系,并对2000～2010年中国能源可持续发展水平,以及2020年的能源情景进行了量化评价。研究结果将对我国能源战略决策具有重要支撑作用。

自2013年初，德联邦经济部、环保部、工商总会及手工业协会将联合实旖“中小企业能源转型”项目。该项目旨在进一步提高能源效率。加强中小企业竞争力，同时巩固环境和能源可持续发展的基础。德国总理默克尔一向重视德国能源转型，鼓励企业投入能源开发研究，倡导使用新能源和可持续发展的绿色能源。     

浙江省可持续发展能源指标的研究

Nowadays, the achievement of sustainable development constitutes an important constraint in the design of energy policies, being necessary the development of reliable indicators to obtain helpful information about the use of energy resources.     

Critical analysis of Thailand’s past energy policies towards the development of a new energy policy

This research originated from the researchers’ participation in the Thai senate Committee on Energy. It studies energy strategies and guidelines for Thailand’s energy development in line with the country’s potential, its energy resources as well as the needs of the Thai people with the ultimate goal to help bring about sustainable energy development. The research found that continuing dependence on natural gas crisis will pose a major threat with sustainable development of energy. According to its current power development plans, Thailand will likely increase its dependence on natural gas. The country should therefore diversify the use of energy sources since over-dependence on a single fuel will create risks to energy security, especially security of the fuels used in the generation of electricity. It is imperative to increase promotion of measures for energy conservation and energy efficiency, including measures to reduce fuel consumption and switching to renewable energy.     

Sustainability assessment of the energy projects implementation in regional scale

The concept of sustainable energy development cannot be separated from the understanding of additional positive socio-economic effect of sustainable energy projects (energy efficiency measures, use of renewable energy sources). Implementation of sustainable energy projects has positive impact on security of energy supply, provides financial economies and improved comfort and has multiplier effect for new jobs, involving small and medium size enterprises. Therefore integration of sustainable energy projects into regional development process may create external positive effect concerning increased energy security and other regional development goals (reduction of unemployment, reduction of environmental impact, etc.). The examples of EU-15 countries implementing their sustainable energy development and climate change mitigation policies on local level can be successfully applied in Lithuania. The aim of the article is to discuss methodological problems related with integration of sustainable energy projects into regional development procedures and provide guidelines, ensuring that energy elements may compile integral uniformity in terms of regional goals.     

A Vision of the Future Grid

The need for energy is never ending. This is certainly true of electrical energy, which is a large part of total global energy consumption. But growing in tandem with energy needs are concerns about sustainable development and environmental issues, such as the movement to reduce greenhouse gas emissions. In this paper, the author describes how he sees the grid of the future as a network of distributed generation sites in which renewable energy sources play an important part.     

论我国能源法的四项基本原则

界定能源法的基本原则是能源法制定工作的关键问题之一。我国能源法的基本原则主要应有四项:能源安全原则、能源可持续利用原则、节能与能源效率原则、能源与环保协调原则。这四项基本原则不是孤立存在的,它们之间的联系非常紧密。能源安全是关系到国家安全的重大战略问题,它必然是我国能源法的首要指导原则。能源可持续利用是可持续发展观在能源领域的具体体现,即能源可持续利用是一种可持续发展的能源观,正在制定中的能源基本法应成为我国能源可持续利用的重要保障。节能与能源效率的内涵并无差别,要解决我国的能源问题,根本出路在于坚持开发与节约并举、节约优先的方针,大力推进节能降耗,提高能源利用效率,节能与提高能效理应成为能源法的一项基本原则。能源生产与利用对生态环境的损害是我国环境问题的核心,同时环境保护也是能源可持续发展的动力,促进能源开发利用与生态环境保护的协调发展,是能源法的一项重要任务,也是能源法的一项基本原则。

生物质能一直是人类赖以生存的重要能源,随着石化燃料的日益匮乏及环境污染的日益恶化,生物质的开发利用越来越受到世界各国的关注,发展生物质能产业对贵州经济可持续发展具有重要的意义。介绍了生物质能资源、特点及其开发利用技术,阐述了贵州生物质能的开发利用现状其发展前景,提出了贵州生物质能开发利用的存在问题及发展对策。     

世界能源需求现状及展望

能源是促进经济发展的动力,是人类可持续发展的重要保证。在新世纪之初,从宏观上了解全球范围内的能源需求,把握世界能源发展的方向和面临的困难,制定合理的能源发展战略是一项紧迫的任务。     

Sustainable development of the Indian coal sector

Increased availability of energy, especially electricity, is important for India to help advance economic and human development. Coal, which currently accounts for more than 50% of total primary commercial energy supply in the country and for about 70% of total electricity generation, is likely to remain a key energy source for India for at least the next 30–40 years. Thus, sustainable development of the Indian coal sector is necessary to ensure the ability to sustain the increased production of coal in the country and to do so in an environmentally and socially sustainable manner. The main challenges to such a development of the coal sector pertain to (a) systems of coal exploration, extraction, and processing, (b) ensuing environmental and social concerns, and (c) increasing and high demand for coal in the power sector. Overcoming these challenges will require an assessment and resolution of relevant technical, economic, and institutional issues. This, in turn, requires a long-term vision and systematic planning and policy development in a transparent and inclusive manner. Promoting the engagement of all stakeholders in these processes can help reconcile the seemingly-intractable conflict between the increasing demand for coal, supply constraints, and local socio-environmental needs, and thus facilitate a transition towards sustainable development of the sector.     

黑龙江省低碳经济发展路径的探讨

低碳经济是实现经济社会可持续发展的一种模式。中国积极实施节能减排,促进低碳经济发展,构建生态文明社会,已经成为不可逆转的时代趋势。文章结合当前形势,讨论我省发展低碳经济的制约因素,并给出一些建议。     

欧洲可持续能源政策及对我国的启示

欧洲能源政策的目标是力求在不增加能源供应总量的前提下保持经济持续发展,保障能源供应安全、加强环境保护和提高经济竞争力。在管理体制上建立了负责能源政策研究、制订、实施和监督的专门机构。最重要的措施是节能和发展可再生能源,重点领域包括建筑节能、企业节能、热电联产和可再生能源。欧洲可持续能源政策对我国的能源发展有一定借鉴意义,我们的能源政策应在保障满足经济和社会发展需要的同时,提高能源效率,发展清洁能源,加强能源与环境的协调,并在体制上为可持续能源战略的实施消除障碍。另外,还应考虑建立清洁能源基金等措施为可持续能源政策的实施提供资金保障。
