Transitioning to low carbon communities requires an understanding of community practices and resultant emissions, as well as the technologies, infrastructures and institutions associated with and accessed by communities. Moreover, it requires an understanding of the connections between these integrated system components, its dynamics, a defined transition and potential ‘levers’ involved in ‘transitioning’. This paper accepts the notion that ‘levers’ include programmes designed to achieve practice or behaviour change in households which result in less carbon intensive lifestyles, and focuses on the factors that shape human behaviour and influence householder energy consumption. Research to date by the authors and others indicates that a comprehensive socio-technical framework that considers both individual psychological factors as well as the systems, standards and norms under which individuals operate is fundamental to the development of successful strategies to shift towards low carbon communities.  相似文献

Public opposition to the siting of renewable energy (RE) facilities and public reluctance to invest in RE remain key obstacles to the expansion of the renewables sector in the UK and a number of other European countries. Although there is a growing body of qualitative research on factors that inform public attitudes towards RE, the majority of studies have tended to be quantitative and to view ‘the public’ and ‘public opinion’ as homogeneous wholes. This study uses a cultural theory framework and focus groups conducted in the South West UK to develop deeper understandings of how individuals’ worldviews can inform opinions and behaviour in relation to RE. These findings are used to explore ways in which government policies on RE might be tailored to engender greater public support and participation. Issues discussed include the provision of economic incentives, information on climate change and RE, linking renewables to overall energy behaviour, and landscape aesthetics.  相似文献

This paper analyzes the relationship between current renewable energy technology costs and cumulative production, research, development and demonstration expenditures, and other institutional influences. Combining the theoretical framework of ‘learning by doing’ and developments in ‘learning by searching’ with the fields of organizational learning and institutional economics offers a complete methodological framework to examine the underlying capital cost trajectory when developing electricity cost estimates used in energy policy planning models. Sensitivities of the learning rates for global wind and solar photovoltaic technologies to changes in the model parameters are tested. The implications of the results indicate that institutional policy instruments play an important role for these technologies to achieve cost reductions and further market adoption.  相似文献

There is a lack of integrated knowledge on the transition to a sustainable energy system. The paper focuses on the relationship between technologies and institutions in the field of hydrogen from the perspective of political theory. The paper unfolds four paradigms of governance: ‘Governance by policy networking’, Governance by government’, ‘Governance by corporate business’, and ‘Governance by challenge’, and looks into the major line of argument in support of these paradigms and into their possible bias with respect to hydrogen options. Each of these paradigms reveals an institutional bias in that it articulates specific opportunities for collaboration and competition in order to stimulate the transition to a sustainable hydrogen economy. The paper makes the observation that there is a compelling need to reframe fashionable discourse such as the necessary shift from government to governance or from government to market. Instead, specific questions with respect to the impact of guiding policy frameworks on innovation will highlight that neither ‘neutral’ nor ‘optimal’ frameworks for policy making exist, where competing hydrogen options are at stake. The identification of paradigms of governance maybe considered a methodological device for (participator) policy analysis.  相似文献

In the past few years extensive discussions on bioenergy has been both positive and negative. In Europe, the image of bioenergy appears to be low with lack of broad public support. Previous studies show that younger people are unsure about many issues surrounding renewable energy. The aim of this study was to investigate the knowledge and perceptions of bioenergy among pupils in North Karelia, Finland. Data drawn from 495 ninth grade students indicate that the majority of them lack in-depth knowledge about different renewable energy sources, including bioenergy. Only a small percentage has a ‘high’ level of knowledge about bioenergy and the majority indicates critical perceptions of it. Statistically significant gender differences are not apparent. Girls appear to be more knowledgeable than boys. Results also show a clear ‘urban’ and ‘rural’ difference in perceptions of bioenergy. Perceptions of urban respondents being more positive than that of their rural counterparts. Developing collaboration between future bioenergy policies and bioenergy education for younger citizens is necessary for their engagement in critical debates on bioenergy.  相似文献

This paper reviews the effect of transparent energy monitoring systems on the purchasing, production and energy use behaviour of consumers and producers. Relevant literature is explored on the linkages between feedback, risk and responsibility, knowledge, economic drivers, and sustainable energy consumption. Drawing on international as well as UK-specific experiences, the paper focuses on the prospects for current and future energy monitoring systems to ‘re-materialise’ energy use in economic and environmental terms that are more meaningful, and thus more behaviourally significant, to a substantially wider range of energy users than today's. Appliance labelling, smart metering and carbon footprint analyses are explored as case studies.  相似文献

This paper provides an overview of early changes in the sectoral innovation system for power generation technologies which have been triggered by the European Emission Trading System (EU ETS). Based on a broad definition of the sector, our research analyses the impact of the EU ETS on the four building blocks ‘knowledge and technologies’, ‘actors and networks’, ‘institutions’, and ‘demand’ by combining two streams of literature, namely systems of innovation and environmental economics. Our analysis for Germany is based on 42 exploratory interviews with experts in the field of the EU ETS, the power sector, and technological innovation. We find that the EU ETS mainly affects the rate and direction of technological change of power generation technologies within the large-scale, coal-based power generation technological regime, to which carbon capture technologies are added as a new technological trajectory. While this impact can be interpreted as the defensive behaviour of incumbents, the observed changes should not be underestimated. We argue that the EU ETS’ impact on corporate CO2 culture and routines may prepare the ground for the transition to a low-carbon sectoral innovation system for power generation technologies.  相似文献

This article computes the energy productivity changes of regions in Japan using total-factor frameworks based on data envelopment analysis (DEA). Since the traditional DEA-Malmquist index cannot analyze changes in single-factor productivity changes under the total-factor framework, we apply a new index proposed by Hu and Chang [2009. Total-factor energy productivity growth of regions in China. Energy Policy, submitted for publication]: a total-factor energy productivity change index (TFEPI) that integrates the concept of the total-factor energy efficiency index into the Malmquist productivity index (MPI). Moreover, we separate TFEPI into change in relative energy efficiency, or the ‘catching up effect,’ and shift in the technology of energy use, or the ‘innovation effect.’ The data from 47 prefectures during the period of 1993–2003 are used to compute the TFEPI and its components for 4 kinds of energy. The TFEPI of electric power for commercial and industrial use changes −0.6% annually, which can be separated into a total-factor energy efficiency change of 0.2% and a technical change of −0.8%. The TFEPI for coal deteriorates by 1.0%/year, which is mostly caused by a decrease in relative energy efficiency change. We define and identify ‘innovators’ who cause the frontier to shift. Most regions identified as frontier shifters are located outside of Japan's four major industrial areas.  相似文献

Tidal energy has the technical potential to form part of a low carbon electricity sector, however, its ‘social potential’ is less clear, as few empirical studies of public beliefs and responses have been conducted to date. This research addressed this gap by investigating a tidal energy convertor in Northern Ireland, said to be the first grid-connected device of its kind in the world. Data was collected from 313 residents of two nearby villages using mixed methods, guided by a conceptual framework that avoided ‘NIMBY’ assumptions and instead drew on place theory. Findings indicated strong support for the project, arising from beliefs that the project enhanced local distinctiveness by ‘putting the area on the map worldwide’; appeared visually familiar and helped tackle climate change. These positive beliefs outweighed concerns about outcome and process aspects, which were preponderant in one of the two villages. The project was interpreted to have few positive local economic outcomes, to potentially threaten local livelihoods and local ecology. Moreover, residents expressed cynicism about consultation procedures, and reported low levels of behavioural engagement. Implications of the findings for the literature on public acceptance of renewable energy, and for the emerging marine energy sector specifically, are discussed.  相似文献

During 2006, a survey was conducted of European energy stakeholders (industry, government, environmental non-governmental organizations (NGOs), researchers and academicians and parliamentarians). A total of 512 responses was received from 28 countries as follows: industry (28%), research (34%), government (13%), NGOs (5%) and parliamentarians (4%). Three-quarters of the sample thought that widespread use of CO2 capture and storage (CCS) was ‘definitely’ or ‘probably necessary’ to achieve deep reductions in CO2 emissions between now and 2050 in their own country. Only one in eight considered that CCS was ‘probably’ or ‘definitely not necessary’. For a range of 12 identified risks, 20–40% thought that they would be ‘moderate’ or ‘very serious’, whilst 60–80% thought that there would be no risks or that the risks would be ‘minimal’. A particular risk identified by nearly half the sample is the additional use of fossil fuels due to the ‘energy penalty’ incurred by CCS. Further concerns are that development of CCS would detract from investment in renewable energy technologies. Half of the respondents thought that incentives for CCS should be set either at the same level as those for renewables or at a higher level. Environmental NGOs were consistently less enthusiastic about CCS than the energy industry.  相似文献

Scenarios have a long history in business, politics and military planning, as a tool for strategic planning to inform protective, proactive or consensus-based decision making in the face of uncertain futures. Recent years have seen a growth in scenarios for assessing the implications of low carbon futures, but relatively little work has linked these energy scenarios to the broader literature on scenario development. This paper undertakes a methodological review of a selection of UK and international low carbon scenario studies, using a typology of ‘trend based’, ‘technical feasibility’ and ‘modelling’ studies. Dominant methodologies in such studies have been the 2×2 axis and the ‘back-casting’ approach. Strengths of the studies reviewed include technological detail, and identification of key economic and social constraints. Weaknesses include the over-reliance on constructs such as exogenous emissions constraints, and high level trends, which diminish the ability to understand how the various future scenarios could be brought about or avoided. This is compounded by the lack of depiction of specific system actors; the tendency to abstract policy from the scenarios; and the resulting failure to consider policy, technology and behaviour in an iterative, ‘co-evolving’ fashion.  相似文献

The study investigated the relationships between students’ perceived information on bio-energy from school, home and media and their perceptions, attitudes, and knowledge regarding bio-energy. The study also analyzed the scope of future policies to raise awareness among young students about bio-energy. Data drawn from 495 Finnish students studying in ninth grade revealed that the students were more positive in their attitudes towards bio-energy compared to their perceptions of it. They were very positive about learning about bio-energy, while not so eager towards its utilization. It appeared that school, home, and media all had statistically significant effects on students’ perceptions, attitudes, and level of knowledge related to bio-energy. Three principal components emerged from students’ perceptions and attitudes towards bio-energy viz. ‘motivation’ revealing students’ eagerness to know more about bio-energy; ‘considering sustainability’ revealing their criticality of forest bio-energy; and ‘utilization’ revealing their state of interests to use bio-energy. Bio-energy policies to be effective must consider the role of school, home, and media as important means to engage young students in bio-energy related discussions. It is also desirable to establish interactions between energy and educational policies to integrate the modern renewable energy concepts in the school curriculum.  相似文献

This paper establishes a methodology for the estimation of the primary energy savings of an industrial (sub)-sector and the primary energy savings of the total energy system due to CHP. A primary energy savings indicator within a (sub)-sector and a total primary energy savings indicator are developed which are related with the actual energy use of a (sub)-sector and the way of disposal of the excess CHP energy produced. The methodology is applied in an industrial sub-sector in Greece according to the ‘power match’ and the ‘thermal match’ CHP sizing scenarios; subsequently results are presented and the developed indicators are fully explained. It was found that the primary energy savings indicator of a sub-sector is determined by the efficiencies of the relevant technologies, and the interrelation of the ‘power to heat’ ratio of the CHP technology used and the ‘power to heat’ ratio of the sub-sector examined; the total primary energy savings indicator is determined by the efficiencies of the relevant technologies and the percentage of the CHP energy exported from the sub-sector. Cities are the most important energy consumers of any country in all energy vector components. Nowadays, Belgrade as a cultural, educational, scientific, administrative, political, and business center of the region with its own structure of production, transportation, services, and urban system, represents significant consumer of different energy forms. Only useful and final energy is delivered to energy consuming sectors of a city. Simulation model MAED was used in this paper to estimate energy demand in city for a long time period. On the basis of energy demand forecast for three major ‘energy consumers’ (sectors of household/service, industry, and transportation) until 2020, the sustainable development ‘scenarios’ of Belgrade energy system are developed (2005–2010, 2010–2015, 2015–2020). For each ‘scenario’, the energy systems of primary resources are determined so to satisfy the predicted differences in energy consumption for the mentioned time intervals until 2020. In this case different ‘scenarios’ are evaluated. The evaluation of ‘scenarios’ sustainability is obtained by method of multi-criteria analysis. Using energy indices for sustainable development, the following indices are taken into consideration for the assessment of scenario sustainability: economical, social, and environmental. Increasingly, researchers and policy makers are confronting the challenge of restructuring energy systems into more sustainable forms. A ‘transition management’ model, and its adoption in the Netherlands, is attracting attention. Starting from the socio-technical multi-level theory that informs ‘transition management’, we analyse the ‘energy transition’ project carried out by the Dutch Ministry of Economic Affairs. Despite considerable achievements, their approach risks capture by the incumbent energy regime, thereby undermining original policy ambitions for structural innovation of the energy system. This paper reviews the trends in society, technology and energy demand of the past 30 years, together with the growth of the ‘on-demand’ culture. The ‘24/7’ or ‘always on’ society can be defined as one where people demand—and generally receive—what they want ‘now’. It has grown up in parallel with developments in information technology, which have produced the services needed to meet that demand. Larger numbers of appliances, resulting from greater affluence and disposable income, have increased energy use, despite energy efficiencies in other areas. While monetary factors suggest that changes brought about by the 24/7 society will generally be self-correcting at the macro-economic level, there will nevertheless be effects for individuals, such as potentially severe impacts on the fuel poor as electricity prices rise.  相似文献

The performance of a novel heat exchanger unit (‘Solasyphon’) developed for a solar hot water storage system was experimentally investigated. The ‘Solasyphon’ is a simple ‘bolt-on’ heat exchange unit that can be integrated externally to a traditional single-coil hot water cylinder (HWC) avoiding the costly replacement of an existing HWC with a twin-coil HWC. The installation cost of a ‘Solasyphon’ is lower compared to a traditional HWC thus offers greater cost effectiveness. A data acquisition system was designed to compare the thermal performance of an integrated ‘Solasyphon’ HWC with a traditional twin-coil HWC under controlled simulated conditions. The analysis was based on experimental data collected under various operating conditions including different primary supply temperatures (solar simulated); primary supply patterns and draw off patterns. The results indicated that the ‘Solasyphon’ delivered solar heated water directly to the top of the HWC producing a stratified supply at a useable temperature. Under variable solar conditions the ‘Solasyphon’ would transfer the heat gained by a solar collector to a HWC more efficiently and quickly than a traditional HWC. The ‘Solasyphon’ system can reduce installation costs by 10–40% and has a lower embodied energy content due to less material replacement.  相似文献

This paper challenges the view that improving the efficiency of energy use will lead to a reduction in national energy consumption, and hence is an effective policy for reducing national CO2 emissions. It argues that improving energy efficiency lowers the implicit price of energy and hence make its use more affordable, thus leading to greater use—an effect termed the ‘rebound’ or ‘takeback’ effect. The paper presents the views of economists, as well as green critics of ‘the gospel of efficiency’. The paper argues that a more effective CO2 policy is to concentrate on shifting to non-fossil fuels, like renewables, subsidized through a carbon tax. Ultimately what is needed, to limit energy consumption, is energy sufficiency (or conservation) rather than energy efficiency.  相似文献

During the last decade the CO2 emissions from the residential and tertiary sectors have been rising continuously. This is cause for concern but also an area to be targeted for emission reduction measures in national action plans. This paper proposes a methodological framework, using the Greek building sector (characterized by an aging building stock constructed mostly in the period before 1980) as a case study for the examination of the economic attractiveness of possible measures, which incorporates crucial parameters such as local climate, use of buildings, age of building stock, etc. that affect the energy conservation potential and consequently the economic performance of available measures. Utilizing this framework, the approach is able to classify measures into three categories, namely ‘win–win’ cases (i.e. where the implementation of emission reduction measures presents a net economic benefit for end-users), measures that require the implementation of appropriate economic support policies in order to make them economically attractive for end-users, and measures that have excessive cost. The results indicate that the emissions reduction potential of ‘win–win’ cases is significant. They also demonstrate how individual measures can provide significant reductions if carefully targeted economic support policies are applied. Finally, sensitivity analyses performed with respect to the discount rate applied indicate that it has a substantial impact on the economic performance of some measures and consequently on the magnitude of the ‘win–win’ potential associated to emissions reduction.  相似文献

Beginning with William Stanley Jevons in 1865, a number of authors have claimed that economically justified energy-efficiency improvements will increase rather than reduce energy consumption. ‘Jevons Paradox’ is extremely difficult to test empirically, but could have profound implications for energy and climate policy. This paper summarises and critiques the arguments and evidence that have been cited in support of Jevons’ Paradox, focusing in particular on the work of Len Brookes and Harry Saunders. It identifies some empirical and theoretical weaknesses in these arguments, highlights the questions they raise for economic orthodoxy and points to some interesting parallels between these arguments and those used by the ‘biophysical’ school of ecological economics. While the evidence in favour of ‘Jevons Paradox’ is far from conclusive, it does suggest that economy-wide rebound effects are larger than is conventionally assumed and that energy plays a more important role in driving productivity improvements and economic growth than is conventionally assumed.  相似文献
