China’s rapid pace of nuclear energy growth is unique, and its impact on the global nuclear market as both a customer and potential future supplier is already tremendous and will continue to expand. It is crucial to understand this energy policy development and its impact on various global areas. Unfortunately, there is relatively limited English-language information available about China’s nuclear power industry and its current development. This paper aims to provide a comprehensive assessment of the Chinese nuclear energy program and policy, reviewing its past, present, likely future developments, as well as to consider potential challenges that deserve further attention. This paper will explore reasons that have caused the existing industry, describe China’s nuclear bureaucracy and decision making process to understand how different stakeholders play a role in China’s nuclear energy development. This study concludes that China’s existing nuclear program and industry, in combination with its current stable economic and political environment, provides a sound foundation for the planned nuclear expansion. However, challenges which are crucial to the success of the nuclear expansion will need to be addressed.  相似文献

Turkey has recently initiated a project to revise its nuclear policy. The revised nuclear energy policy considers searching for possible alternative locations for future nuclear power plants in Turkey. At the most basic level, the public cannot accurately evaluate whether it is willing to support nuclear energy unless it has an idea about where the power plants are likely to be located. It is argued that the selection of a facility location is a multi-criteria decision-making problem including both quantitative and qualitative criteria. In this research, given the multi-criteria nature of the nuclear facility location selection problem, a new decision tool is proposed to rank the alternative nuclear power plant sites in Turkey. The proposed tool is based on fuzzy Entropy and t norm based fuzzy compromise programming to deal with the vagueness of human judgments. Finally, a discussion and some concluding remarks are provided.  相似文献

North Korea is unlikely to relinquish its nuclear program because of its importance to the perpetuation of the Kim regime. This conclusion arises from the observation that the nuclear program has been a long-term project spanning several decades, culminating in denuclearisation negotiations, which have followed a cyclical pattern in which the North has provoked crises to extract concessions and gain leverage vis-a-vis regional states. It is clear that the nuclear program has great intrinsic value to Pyongyang. First, this paper argues that the sunk costs of previous investment in the nuclear program, as evidenced by the infrastructure for the country’s nuclear fuel cycle, create forward momentum favouring continuation of the nuclear program. Second, it argues that the nuclear program solidifies Kim regime rule as an institutional buttress, as a prop for the domestic economy, and as a vehicle for ideological legitimation. The paper is a unique contribution, which explicitly links the Kim regime’s proliferation calculus to the economic and bureaucratic imperatives of regime perpetuation, as well as the sunk cost of previous investment in the nuclear program. It provides a coherent explanation for North Korea’s consistent unreliability in negotiations, and offers insights into future prospects of the denuclearisation process.  相似文献

As one of the promising energy sources for the next few decades, nuclear energy receives more attention than before as environmental issues become more important and the supply of fossil fuels becomes unstable. One of the reasons for this attention is based on the rapid innovation of nuclear technology which solves many of its technological constraints and safety issues. However, regardless of these rapid innovations, social acceptance for nuclear energy has been relatively low and unchanged. Consequently, the social perception has often been an obstacle to the development and execution of nuclear policy requiring enormous subsidies which are not based on the social value of nuclear energy. Therefore, in this study, we estimate the social value of nuclear energy-consumers’ willingness-to-pay for nuclear energy—using the Contingent Valuation Method (CVM) and suggest that the social value of nuclear energy increases approximately 68.5% with the provision of adequate information about nuclear energy to the public. Consequently, we suggest that the social acceptance management in nuclear policy development is important along with nuclear technology innovation.  相似文献

The passing of the Renewable Energy Law (REL) in 2005 demonstrated China’s commitment to renewable energy development. In the 3 years after the REL, China’s renewable electricity capacity grew rapidly. From 2006 to 2008, China’s wind capacity installation more than doubled every year for 3 years in a row. However, three facts prevent us from being optimistic about China’s renewable electricity future. First, considered as a share of total capacity, renewable electricity capacity is decreasing instead of increasing. This is due simply to the rapid growth of fossil fuel capacity. Second, a significant amount of renewable generation capacity is wasted because it is not connected to the electricity grid. Finally, renewable electricity plants are running at a low level of efficiency. Based on an in-depth analysis of China’s existing renewable energy policy, we suggest that these challenges should be dealt with by introducing a market-based mandatory renewable portfolio requirement coupled with strong regulatory monitoring of grid enterprises.  相似文献

Nuclear energy plays an important role in the energy sector in the world. It has achieved a rapid development during the past six decades and contributes to over 11% of the world's electricity supply. On the other side, nuclear accidents have triggered substantial debates with a growing public concern on nuclear facilities. Followed by the Fukushima nuclear accident, some developed countries decided to shut down the existing nuclear power plants or to abandon plans to build new ones. Given this background, accelerating the development of nuclear power on the basis of safety in China will make it a bellwether for other countries. China assigns the top priority to the nuclear safety in nuclear energy development and has maintained a good record in this field. The policy and institutional system provide the necessary guarantee for the nuclear energy development and safety management. Furthermore, China's approach to nuclear safety provides a benchmark for the safe development and utilization of nuclear power. This research draws an overall picture of the nuclear energy development and nuclear safety in China from the policy and institutional perspective.  相似文献

Historically, many resource conservation campaigns failed because they paid inadequate attention to the interests of stakeholders. As a consequence, stakeholder analysis has gained increasing attention in order to avoid potential policy failures in the related fields. However, the stakeholder analysis of China’s energy conservation campaign still has been under-developed. This paper proposes a network-based modeling framework to facilitate the development of stakeholder analysis of China’s energy conservation campaign. Given the proposed framework, an illustrative case study is provided to elaborate how to integrate a set of techniques to further develop a quantitative model, as well as to demonstrate the practicability of the proposed framework. The results derived from the case study shows that the proposed framework and the model can be used as analytical tools to improve the government’s policy-making process in term of providing a systematic perspective of stakeholder interrelations.  相似文献

With social economic reform in the past decades, the power industry of China is gradually evolving from a highly integrated one toward an electricity market, which can be characterized based on the transition of the power dispatch principle. To attract investment in the power generating industry, China introduced non-state-owned power plants to the original system of a highly vertically integrated power industry with annual power generation quota guarantees, which makes the traditional economic dispatch principle not applicable. The newly debuted energy saving power dispatch (ESPD) is an attempt to fully exploit the maximum energy savings and was implemented by an administrative code. Starting in August 2007, the pilot operation of the ESPD was implemented in five provinces, but after two years, it is still not widely applied all over the country. This paper details the transition of China’s power dispatch principle with particular attention to its origin and content. Moreover, the factors that influence the ESPD’s actual energy saving effect are discussed, as well as the sustainability of the policy.  相似文献

Energy is undoubtedly the most key to sustainability of the economic growth of a country. Turkey is today dependent on energy approximately at a rate of 75%. The country is able to meet approximately half of its total electricity demand owing to its own limited resources. Over the past 10 years period, Turkey paid nearly half a trillion dollars for its energy bill. On the other hand, the official reserve assets are equal to 93 billion dollars in the central bank of Turkey in November 2018. New power plants are being installed and planned to decrease the energy dependency in the country, particularly for electricity generation. Of these plants, nuclear energy is currently one of the newest and the most debated issues for the country. Hence, this study mainly focused on the possible outputs of the transiting to nuclear energy such as carbon dioxide emissions, radiation doses, energy demand, economic growths, etc., in the country. Additionally, new shares on electricity generation by the new sources were foreseen with this study after the nuclear plants to be operated in Turkey.  相似文献

An increase in the world population has accelerated the consumption of fossil fuels and deepened the pollution of global environment. As a result of these human activities, it is now difficult to clearly guarantee the sustainable future of humankind. An intuitional ‘must-go path’ scenario for the sustainable development of human civilization is proposed by extrapolating the human historical data over 30 years between 1970 and 2000. One of the most important parameters in order to realize the ‘must-go path’ scenario is the sustainability of energy without further pollution. In some countries an expanded use of nuclear energy is advantageous to increase sustainability, but fast reactor technology and closed fuel cycle have to be introduced to make it sustainable. In other countries, the development of cost-effective renewable energy, and the clean use of coal and oil are urgently needed to reduce pollution. The effect of fast nuclear reactor technology on sustainability as an option for near-term energy source is detailed in this paper. More cooperation between countries and worldwide collaboration coordinated by international organizations are essential to make the ‘must-go path’ scenario real in the upcoming 20 or 30 years.  相似文献

Iran's new government has not yet made a final decision about the fate of that country's once ambitious nuclear power programme. If the programme is kept alive, it will be limited to the completion of at most one or two of the reactors that were already well underway when the revolution broke out. The author traces the origins and growth of the Iranian nuclear power programme between 1974 and 1978, summarizes the principal economic, infrastructural, and political criticisms of the programme as originally planned, discusses the potential for greater use of natural gas as an alternative and, finally, recommends a long, detailed reassessment of Iran's energy options.  相似文献

This paper investigates the impact that a federal government structure has on strategic selection of renewable energy policy instruments. The context for this study centers on wind power development in Canada. Canada is a nation that is blessed by all the attributes necessary to catalyze global leadership in installed wind power capacity. Unfortunately, the constitutional separation of powers that underpins Canada’s federal system impedes the creation of a national wind power development strategy because Canada’s provinces have constitutional authority over electricity governance. The insights gleaned from the case study are used to develop a conceptual framework for understanding the impact that federal structure has on policy instrument selection and efficacy under areas of federal, regional and concurrent policy jurisdiction. Finally, this framework is re-applied to identify specific approaches the Canadian federal government could take to resolve what currently amounts to be a fragmented, ineffective approach to wind power development planning.  相似文献

In developing countries, providing all citizens an access to modern forms of energy is among the central energy policy objectives, as the linkages between modern energy services and human development are widely recognized. This paper presents in a scenario analysis of rural energy consumption, how energy services in different sectors of a village economy contribute to the achievement of the UNDP Millennium Development Goals. In a rural village in Lao People’s Democratic Republic, household energy demand and energy uses were surveyed immediately prior to the electrification of the village. Based on the situation preceding electrification of the village, the development of village electrification was studied by simulating the village energy system, accounting for all village energy uses but transportation. To study the potential development of electricity demand in the village, three scenarios were constructed using the LEAP model: “residential demand”, “income generation” and “public services”. Energy demand in each scenario was analyzed with reference to the Millennium Development Goals.  相似文献

Fossil fuels cover most of the energy demand in the world, and this creates significant social, economic and environmental problems. Many countries have taken measures to increase the share of renewable energy sources (RES), especially in electricity generation, and the review of literature shows that the success of a country in RES diffusion depends on a comprehensive renewable energy policy which combines political commitment with stable and long-term support measures that stimulate technological innovation. As the largest economy in the world, EU has also taken steps to increase RES usage in electricity generation in member states. Similar to other developing countries, Turkey is learning lessons from EU experiences regarding RES policies, and Turkey is also reforming its legal framework in line with acquis communautaire as a candidate country. As a result, EU has a multiway impact on Turkey's renewable energy policy. An overview of Turkey's renewable energy policy showed that EU has significantly contributed to Turkey in shaping its renewable energy policy, and Turkey should increase cooperation with EU in order to utilize its renewable energy potential.  相似文献

This paper presents an overview of the status of Canada’s program on nuclear hydrogen production and the thermochemical copper–chlorine (Cu–Cl) cycle. Enabling technologies for the Cu–Cl cycle are being developed by a Canadian consortium, as part of the Generation IV International Forum (GIF) for hydrogen production with the next generation of nuclear reactors. Particular emphasis in this paper is given to hydrogen production with Canada’s Super-Critical Water Reactor, SCWR. Recent advances towards an integrated lab-scale Cu–Cl cycle are discussed, including experimentation, modeling, simulation, advanced materials, thermochemistry, safety, reliability and economics. In addition, electrolysis during off-peak hours, and the processes of integrating hydrogen plants with Canada’s nuclear plants are presented.  相似文献

This paper aims to determine the factors that have an impact on the consumers’ willingness to pay a premium for hybrid automobiles in Turkey. A web-based random survey was conducted in different regions of Turkey. A questionnaire was administered to 1983 participants in January–March of 2009. The questionnaire was prepared by taking the issues raised in various sources into account. An ordered Probit model was used to meet the objective. Results show that variables such as income, gender, education, concerns about global warming, number of automobiles, importance of automobile performance, risk preference, attitude toward the alternative energy sources have an impact on the consumers’ willingness to pay a premium for hybrids. Findings suggest that consumers who have high income, higher educational level, and concerns about the global warming are more likely to pay a premium for hybrids. This study is expected to make important contributions to the current literature related to the consumers’ willingness to pay for hybrids by providing a research study from a developing country’s perspective. Results of this study also make important contributions to the policy and decision makers, environmental groups and automotive industry.  相似文献

Since the energy crises in the 1970’s, public and private decision makers are considering how to achieve a sustainable transition from fossil fuel based energy to sustainable and clean energies - namely renewable energies. Combined with the improvement of energy efficiency and the rational use of energy, renewable energy can provide everything fossil fuels currently offer in terms of heating and cooling, electricity generation and transportation. Renewable energy technologies posses many long term benefits including energy security, job creation, business opportunities, sustainable development and prevention of global warming.Turkey’s population is growing at an annual rate of 1.04%. If Turkey uses only traditional energy sources, it simply will not have enough energy capacity for its population. Renewable energy sources have the potential to make a large contribution to Turkey’s sustainable and independent energy future.Turkey aims to utilize its energy potential, including from renewable sources in a cost-effective manner. Turkey targets the share of renewable resources in electricity generation to be at least 30% by 2023 has in its 2009 Electricity Market and Security of Supply Strategy. Positive achievements have been obtained in renewable energy development and manufacturing in Turkey over the past decade. The renewable energy related legislation has been intensified. To meet its 30% target, the current promotion mechanism for renewable sources of electricity relies on feed-in tariffs for different renewable energy sources. Large hydropower is already competitive to conventional fossil-based electricity, so feed-in tariffs in the new RE Law are set to facilitate expanding the deployment of other, less mature renewable energy technologies.  相似文献

For many decades, like many developed countries, Turkey has controlled her electricity sector as a state-owned monopoly. However, faced with rapid electricity demand growth, Turkey started to consider nuclear option. The present paper aims at evaluating both the present status of nuclear power in general and its implications for Turkish energy market in particular. After examining existing nuclear power technology and providing a brief overview of nuclear power economics; it focuses on the repercussions of nuclear power for Turkish energy market. The paper concludes that, in the short run, it may be considered to keep nuclear power within Turkish energy mix because it is an important carbon-free source of power that can potentially make a significant contribution to both Turkey's future electricity supply and efforts to strengthen Turkey's security of supply. However, in the long term, nuclear power should be retained in Turkey only if it has a lower cost than competing technologies.  相似文献

Since the 1970s research on energy conversion technologies, such as biomass digestion, has been carried out in the Netherlands. However, after 30 years biomass digestion has not been implemented on large scale. The aim of this paper is to create insight into the underlying factors of this troublesome trajectory by applying the ‘Functions of Innovation Systems’ framework. This results in clear understanding of the (lack of) activities that took place in the innovation system of biomass digestion and the role of government policy in both inducing and blocking this development. The analysis provides several lessons to take into account when developing policies for the acceleration of the development and diffusion of biomass energy.  相似文献
