We specify formulas for computing the rate of decline in economy-wide energy intensity by aggregating its two determinants—technical efficiency improvements in the various sectors of the economy, and shifts in economic activity among these sectors. The formulas incorporate the interdependence between sectoral shares, and establish a one-to-one relation between sectoral output and energy shares. This helps to eliminate future energy intensity decline scenarios which involve implausible values of either sectoral share. An illustrative application of the formulas is provided, using within-sector efficiency improvement estimates suggested by Lightfoot–Green and Harvey.  相似文献

This paper examines the role of energy efficiency and non-economic factors such as consumers' preferences, lifestyles and values (which have hitherto been ignored) in energy demand and CO2 emissions modelling for Nigeria. We use a structural time series model to estimate various energy demand and CO2 intensity models that take account of the aforementioned factors. We adopt preferred models from these estimates to analyse how energy demand and CO2 emissions in Nigeria might evolve by generating three different future scenarios to 2025. We find energy efficiency and non-economic factors to influence energy demand and CO2 emissions. The long-run income and price elasticities obtained differ significantly from those in existing studies that have ignored these salient factors. In a business-as-usual scenario, the results indicate that energy demand will continue to grow. Consequently, present policies do not sufficiently mitigate aggregate CO2 emissions in Nigeria. The lesson for policy makers is that the extant policies introduced to restrain CO2 emissions (from a production perspective) have to be combined with new policies that influence consumers' lifestyles and behaviours, develop energy efficient technologies and apply low tariffs on imported energy efficient appliances, to drive down CO2 emissions from a consumption perspective.  相似文献

In this paper, we present a review of the deregulation of energy prices in China between 1985 and 2004 and assess the impacts of changes in energy prices on aggregate energy intensity and coal/oil/electricity intensity. We used time series data to provide estimates of energy price elasticities. Empirical results showed that: (1) The own-price elasticities of coal, oil, and aggregate energy were negative in periods both before and after 1995, implying that higher relative prices of different energy types lead to the decrease in coal, oil, and aggregate energy intensities. However, the positive own-price elasticity of electricity after 1995 probably indicates that the price effect was weaker than other factors such as income effect and population effect. (2) The impacts of energy prices were asymmetric over time. (3) Sectoral adjustment also drove the decrease in aggregate energy intensity. Although raising energy prices to boost efficiency of energy use seems to be an effective policy tool, other policy implications concerned with energy prices, such as energy supply security and fuel poverty, must also be considered.  相似文献

This study developed a method to evaluate the evolution of energy intensity in the Brazilian industrial sector from 1995 to 2004. In order to do so, it was necessary to obtain six different measures (indicators) of the sector energy intensity. Considering the concept of energy intensity as the ratio between energy consumption and the level of economic activity, two measures were used for the energy consumption: a thermal (physical) and an economic one. For the level of economic activity, three measures were used: value of production, value of delivered goods and added value. In the Brazilian industrial sector, most of these indicators have behaved in a similar way. In a disaggregated way, energy intensity indicators show a unified direction of its evolution. However, a more elaborate study on the consumption profile of the Brazilian industrial sector and its economical activities indicates the presence of important deviations concerning the annual rate of change in energy intensity. Besides, there is no evident relation between these deviations and the composition of the different indicators of energy intensity.  相似文献

Chinese policymakers have attached great importance to energy intensity reduction. However, the unprecedented urbanization process exercises additional pressure on the realization of energy intensity reduction targets. A better understanding of the impacts of urbanization is necessary for designing effective policies aimed at reaching the next energy intensity reduction targets. This paper empirically investigates the impacts of urbanization on China's aggregate and disaggregated energy intensities using a balanced panel dataset of 30 provinces covering the period from 2000 to 2012 and panel estimation techniques. The results show that urbanization significantly increases aggregate energy intensity, electricity intensity and coal intensity.  相似文献

Energy intensity of the total primary energy supply (TPES), total final energy consumption (TFC) and LOSSES in the conversion from TPES to TFC were analyzed for the World, OECD and Rest of the World (ROW) countries. LOSSES increased significantly for all groups of countries due to the increase of electricity production from coal in the period studied (1971–2008). Electricity share final consumption almost doubled, increasing from 8.8% to 17.2% in the period studied. However the energy intensity of LOSSES remained practically constant, which reflects the fact that the efficiency of electricity generation from coal (the main source of electricity) remained practically constant in that period. Despite the attractiveness of end-use devices running on electricity such as computers, which is typical of modern societies, the CO2 emissions are bound to increase unless coal is replaced by less carbon emitting sources such as natural gas, renewables and nuclear energy.  相似文献

In view of having a still unexploited potential of natural resources available for clean energy and the possibility of using the regional electricity market in Central America, Honduras has several potential energy sources. The growing dependence on oil and the imminent increase in international prices of fossil fuels, coupled with the necessity of changing the energy sector arrangement, the State of Honduras has taken the lead for the development of a long-term sustainable energy policy. This energy policy must be able to develop various energy sources and guide both, the government and the private sector, to the planning and development of alternative energy sources and sustainable growth of the Honduran economy. In this paper, the various energy diagnoses and the potential for changing the Honduran energy mix are presented, as well as the investment required for sustainable management of the energy sector. Furthermore, the objectives of the energy policy and plan up to the year 2030 are presented, outlining the investment possibilities for the energy sector development, showing their costs and timeframes.  相似文献

This paper proposes a regional and sectoral model of global final energy demand. For the main end-use sectors of consumption (industrial, commercial and public services, residential and road transportation), per-capita demand is expressed as an S-shaped function of per-capita income. Other variables intervene as well, like energy prices, temperatures and technological trends. This model is applied on a panel of 101 countries and 3 aggregates (covering the whole world) and it explains fairly well past variations in sectoral, final consumption since the beginning of the 2000s. Further, the model is used to analyze the dynamics of final energy demand, by sector and in total. The main conclusion concerns the pattern of change for aggregate energy intensity. The simulations performed show that there is no a priori reason for it to exhibit a bell-shape, as reported in the literature. Depending on initial conditions, the weight of basic needs in total consumption and the availability of modern commercial energy resources, various forms might emerge.  相似文献

A 20% reduction in the consumption of energy is one of the main goals of the European Union’s (EU) 20/20/20 Energy Strategy. But the uniform application of this overall goal to all of the countries is neither fair nor equitable, as it does not take into consideration the characteristics of the energy system in each Member State. This article therefore proposes a nonlinear distribution methodology with objective, dynamic goals for reducing gross inland energy consumption, according to the context and characteristics of each member state. We hope it will open discussion on how these overall goals can be weighted. Then we analyse the situation of the energy indicators related to energy efficiency in the reference year (2005) used by the EU for reaching its goal of reducing the gross inland consumption by 20% by 2020, and its progress from 1996 to 2007. Finally, the methodology proposed is applied to the year 2020 on the NUTS0 territorial level, that is, to members of the EU, according to the EUROSTAT Nomenclature of Territorial Units for Statistics (NUTS). Weighting is done based on energy intensity, per capita gross inland consumption and per capita energy intensity in two scenarios, the EU-15 and EU-27.  相似文献

A transparent and comprehensive statistical system in China would provide an important basis for enabling a better understanding of the country. This paper focuses on energy intensity (EI), which is one of the most important indicators of China. It firstly reviews China's GDP and energy statistics, showing that China has made great improvements in recent years. The means by which EI data are released and adjusted are then explained. It shows that EI data releases do not provide complete data for calculating EI and constant GDP, which may reduce policy transparency and comprehensiveness. This paper then conducts an EI calculation method that is based on official sources and that respects the data availability of different data release times. It finds that, in general, China's EI statistics can be considered as reliable because most of the results generated by author's calculations match the figures in the official releases. However, two data biases were identified, which may necessitate supplementary information on related constant GDP values used in the official calculation of EI data. The paper concludes by proposing short- and long-term measures for improving EI statistics to provide a transparent and comprehensive EI indicator.  相似文献

In the recent years, India has emerged as one of the fast growing economies of the world necessitating equally rapid increase in modern energy consumption. With an imminent global climate change threat, India will have difficulties in continuing with this rising energy use levels towards achieving high economic growth. It will have to follow an energy-efficient pathway in attaining this goal. In this context, an attempt is made to present India's achievements on the energy efficiency front by tracing the evolution of policies and their impacts. The results indicate that India has made substantial progress in improving energy efficiency which is evident from the reductions achieved in energy intensities of GDP to the tune of 88% during 1980–2007. Similar reductions have been observed both with respect to overall Indian economy and the major sectors of the economy. In terms of energy intensity of GDP, India occupies a relatively high position of nine among the top 30 energy consuming countries of the world.  相似文献

Rising energy use and energy-related global greenhouse gas emissions are encouraging new national energy efficiency policies and long-term international cooperative agreements. These require on-going studies to monitor their progress; thus, substantial effort must be directed toward developing reliable evaluation methodologies. One proposed methodology that is gaining in popularity involves energy efficiency indexes. The purpose of this paper is to show that there is a fundamental shortcoming in this approach that makes it unsuitable for estimating policy impacts. This is done in two ways: first, by comparing the calculation of a percent change in energy efficiency indexes to a conventional calculation of a percent change in the level of energy use and, second, by using a Monte Carlo experiment to estimate the probability that policy impacts estimated via an energy efficiency index, even one that has been adjusted, will contain a high degree of error.  相似文献

This paper investigates the long-run equilibrium relationships, temporal dynamic relationships and causal relationships between energy consumption structure, economic structure and energy intensity in China. Time series variables over the periods from 1980 to 2006 are employed in empirical tests. Cointegration tests suggest that these three variables tend to move together in the long-run. In addition, Granger causality tests indicate that there is a unidirectional causality running from energy intensity to economic structure but not vice versa. Impulse response analysis provides reasonable evidences that one shock of the three variables will cause the periods of destabilized that followed. However, the impact of the energy consumption structure shock on energy intensity and the impact of the economic structure shock on energy consumption structure seem to be rather marginal. The findings have significant implications from the point of view of energy conservation and economic development. In order to decrease energy intensity, Chinese government must continue to reduce the proportion of coal in energy consumption, increase the utilization efficiency of coal and promote the upgrade of economic structure. Furthermore, a full analysis of factors that may relate to energy intensity (e.g. energy consumption structure, economic structure) should be conducted before making energy policies.  相似文献

The EU Green Paper on energy efficiency calls for action to decrease energy use and thus achieve increased competitiveness, fulfil the environmental targets and increase security of supply. In this comment, we examine the role the EU Commission suggest that energy efficiency, and policies supporting energy efficiency, takes. The policies and the suggestions are qualitatively elaborated upon in the light of the goal of a common European electricity market. We suggest that the rationales for the energy efficiency measures are weak, and that the suggested goals of increased competitiveness, environmental targets, and security of supply are best reached with the direct measures especially designed for each goal. Some of the energy efficiency measures may counter-act other direct policies. Further, The Green Paper measures may prove detrimental to the European Electricity market insofar as the policies suggested could lead to a policy fatigue among the electricity consumers.  相似文献

Given China's heavy reliance on fuel energy and the dominance of its industrial sector in the economy, improving energy efficiency remains one of the practical means for the country to decrease energy intensity and to fulfill its commitment made at the Copenhagen Climate Change Conference to achieve a 40–45 percent reduction in CO2 emission intensity by 2020. This study investigates the impact of exports on industrial energy intensity to explore the possibility of reducing energy intensity through greater exports. A panel varying-coefficient regression model with a dataset of China's 20 industrial sub-sectors over 1999–2007 suggests that in general, greater exports aggravate energy intensity of the industrial sector and that great divergences exist in the impact of exports on energy intensity across sub-sectors. A panel threshold model further estimates the thresholds for the major determinants of energy intensity: exports, input in technological innovations, and Foreign Direct Investment (FDI) intensity. Given the great differences in specific sub-sector characteristics and the changing roles played by different factors across sub-sectors, there is no general export policy that would work for all sub-sectors in reducing sub-sector energy intensity. Instead, policies and measures aiming to encourage more efficient use of energy should take into full consideration the characteristics and situations of individual sub-sectors.  相似文献

In this paper we examine the implementation of a combined policy scheme that consists of a traditional instrument, the voluntary agreements (VAs), and an innovative one, the white certificates (WhC). The basic structure of this scheme is that energy suppliers who undertake an energy efficiency obligation under a white certificate scheme can make use of voluntary actions to enhance investments in innovative energy savings projects. Energy suppliers and other market parties can additionally or in parallel participate in voluntary agreements and set energy efficiency targets. For fulfilling their voluntary agreement target, these market parties can receive tax exemptions or receive white certificates that they can sell in the market. Transaction costs and baseline definition for demonstrating energy efficiency improvement deserve special attention. This policy can assist a country to enhance energy efficiency improvement while it stimulates innovation. Cost effectiveness can be higher than the case of stand-alone policy instruments, since more financing options are available for more expensive projects. Nevertheless, the added value of the scheme lies more in the implementation of innovative measures for enhanced energy efficiency. Furthermore, market parties can discover more business opportunities in energy efficiency and establish a green image; hence an integrated scheme should achieve higher political acceptability.  相似文献

There have been a variety of studies investigating the relative importance of structural change and real intensity change to the change in China's energy consumption in the 1980s. However, no detailed analysis to date has been done to examine whether or not the increased energy efficiency trend in the 1980s still prevailed in the 1990s. This article has filled this gap by investigating the change in energy consumption in China's industrial sector in the 1990s, based on the data sets of value added and end-use energy consumption for the 29 industrial subsectors and using the newly proposed decomposition method of giving no residual. Our results clearly show that the overwhelming contributor to the decline in industrial energy use in the 1990s was the decline in real energy intensity, indicating that the trend of real energy intensity declines in the 1980s at the 2-digit level was still maintained in the 1990s. This conclusion still holds even if we lower the growth rate dramatically in line with the belief that the growth rate of China's GDP may be overestimated.  相似文献

This study analyzes the role of energy intensity improvement in the short term (to the year 2020) and midterm (to the year 2050) in the context of long-term greenhouse gases (GHG) stabilization scenarios. The data come from the latest Emissions Scenarios Database and were reviewed in the Fourth Assessment Report (AR4) by the Intergovernmental Panel on Climate Change. In this study, quantitative decomposition analyses using the extended Kaya identity are applied to the stabilization scenarios in Categories I to IV of Table SPM.5 in the AR4. Furthermore, quantitative decomposition analyses of Category IV scenarios are conducted for major GHG-emitting countries, such as the USA, Western Europe, China, and India, by utilizing the large number of reports in the database. This study provides in-depth analyses of the relationship between energy intensity improvement and other major indicators. One finding is that energy intensity improvement plays an important role in the short term, and the rate of energy intensity improvement is assumed to be around 2% per year as a median value across Categories I–III in the midterm on the global scale. However, achieving stringent stabilization levels requires various other measures regarding the use of less-carbon intensive fossil fuels, the shift to non-fossil fuel energies, and advanced technologies such as carbon capture and storage.

Effective policy and regulatory frameworks are paramount to incentivising the deployment of renewable energy to achieve long term reductions in carbon emissions. Australia's renewable energy policy has taken significant steps towards encouraging the deployment of lower-emission energy generation. Significant policy barriers still exist at the federal and state levels, however, which have reduced the effectiveness of a concerted national effort to deploy renewables. The current policy landscape has favoured mature technologies which present the lowest investment risk at the expense of emerging options which may present greater efficiency and emissions reduction gains. The lack of support for emerging technologies delays their effective deployment and the accumulation of highly skilled human capital, until the medium to long term. This paper outlines the key policy frameworks, incentives and regulatory environment which encompasses the renewable energy sector, and presents a critical analysis of the barriers faced by the industry.  相似文献

Many states in Eastern and Central Europe (ECE) possess extensive district heating (DH) networks that were constructed during the days of communist rule in order to provide a universally accessible energy service that supported Soviet development policies. But the post-communist transition was marked by the exacerbation of the sector’s numerous technical, economic, regulatory and environmental problems, accompanied by its abandonment in favour of alternative methods of domestic heating. Recent efforts to increase the use of DH in ECE as a result of environmental and energy security concerns have taken place in an absence of critical, context-sensitive research.  相似文献
