Although the American Psychological Association (APA) currently recognizes no formal training requirements beyond the PhD degree and offers no standards or guidelines for postdoctoral training, an examination of state licensing and certification laws clearly indicates that postdoctoral training is quickly becoming the norm rather than the exception for psychology doctorates pursuing state licensure. In light of the increasing demand for postdoctoral training experience before state licensing eligibility, and because of the further specialization of psychology, Toye and Pierce (1987) recently called for the development of a required postdoctoral residency program after a year of predoctoral internship training, to be instituted and promulgated by the APA. Whether one is in favor of or opposed to the implementation of a mandatory postdoctoral residency program, current and future licensing and certification laws may eventually force psychologists to implement such a program as well as develop standards and guidelines regarding postdoctoral training. Thus although postdoctoral training experience has become a practical reality for psychology professionals pursuing state licensure, the APA currently offers no standards or guidelines for postdoctoral training or the postdoctoral training application process. "The directors of university clinical-psychology training programs and state-level psychologists of the 10 northeastern states met in Princeton in June 1962 to consider joint responsibilities, focusing particular attention on the nature of internships. Analysis of fact sheets, completed by both university and state participants prior to the meeting, indicated an acute shortage of doctoral clinical-psychology candidates and of qualified students accepting internships." In this article the author argues that a mental health service has the inherent responsibility to train personnel if it is to meet its obligations of public service. Nine underlying assumptions are intended to serve as the foundation of psychological services for California's Department of Mental Hygiene. To meet these service needs and responsibilities, eight separate approaches to the training of clinical psychologists have been developed. The eight approaches include: scholarships, internships, career development training, specialized training, interfacility training travel, educational leave, consultation, and university affiliation. These eight approaches to training illustrate the fundamental and substantial emphasis given to training by the Department of Mental Hygiene and throughout Psychological Services. During the past year, a number of articles have appeared in the American Psychologist on the general issue of whether psychologists should or should not do psychotherapy. While it is indisputable that a problem of this kind deserves attention as long as enough people are concerned to give it substance, we confess to a sense of bewilderment: Is not a long dead horse receiving a rather severe whipping? In settings ranging from hospitals and clinics to private practice, psychologists are doing psychotherapy, have been doing it for some time, and are likely to continue doing it as long as there is a social need for this kind of service. This fact has been clearly acknowledged by such national organizations as the VA and the USPHS and, through ABEPP and the Education and Training Board, by the APA itself. Much more central questions, it seems to us, are those of whether psychologists are being adequately trained for their therapeutic function and of what can be done to make training opportunities more available. First, we recommend that a comprehensive survey be made, through the Education and Training Board or other appropriate agency, of precisely what postdoctoral training resources are available in the nation for psychologists. Second, we urge that the APA investigate the possibility of establishing postdoctoral training programs in strategically located universities. Third, suspecting that one or another of the major foundations would be interested in this kind of venture into professional training at postdoctoral levels, we suggest that the APA take responsibility for investigating potential sources of financial support. "The group studied is the 781 psychologists whose dissertations were listed by Rabin… in his A Bibliography of Doctoral Dissertations in Clinical Psychology… . The entire group produced a total of 2,922 publications during the period studied, with a mean of 3.7 and a median of 1.6. The student introduced to clinical psychology through this excellent revision of an established text would be well introduced indeed and he should be both impressed and attracted to further study. He certainly could conclude that clinical psychologists are concerned with many things, from myopia to ethics. He should gain assurance of finding a compatible role in the field whether he is attracted most by the opportunity to carry out research or to apply an art in the interest of humanity. He would, of course, be forewarned that the clinical psychologist is expected to burn both ends of the science-service candle, but it will be apparent to him from reading the text that his mentors often burn more brightly at one end than the other. Because of the diligence of the editors and the excellence of the authors, clinical psychology now has an even better introductory text than the good one it has had for the past six years. Do psychologists receive sufficient training in group psychotherapy? Existing literature indicates that comprehensive training standards have not been universally or rigorously followed within the field of psychology. Results of this study indicate that, much like graduate school programs, predoctoral clinical psychology internships also do not routinely provide adequate group therapy training. This deficit in training undermines the proficiency and competency of psychologists who will increasingly be called upon to lead psychotherapy groups in clinical practice. Specific recommendations are provided to training directors who are interested in expanding their group therapy training opportunities. This article represents a conceptual analysis of the proposed training principles for consulting psychology (CP) as approved and forwarded by the Society of Consulting Psychology (R. L. Lowman et al; see record 2003-04049-003). Strengths and weaknesses of the document are identified and briefly analyzed from the perspective of academic programs and faculty. The major topics addressed include the role of the scientist-practitioner model, research and evaluation skills, ethical matters, training level, multidisciplinary opportunities, and the focus on competencies. Persistent questions about what CP is and perhaps about what it should be arise very naturally from a careful consideration of training practices.
