It has become axiomatic in research on project organising that projects are temporary organisations. Yet there are a number of challenges to this axiom: research on matrix organisation, the embeddedness of projects in project ecologies, and projectification all emphasise the relationship of the project to permanent organisations. Similarly, research on project-based firms and owner organisations which are relatively permanent challenges this axiom. This paper develops a conceptual framework which defines three domains of project organising: project-based firms; projects and programmes; and owners and operators as its principal theoretical contribution. This conceptual framework draws our attention to two important new areas for future research in project organising. The first is at the interfaces between the three domains of project organising: commercial, resourcing, and governance. The second is on project organising as temporary configurations of permanent organisations in coalitions to deliver particular outputs.  相似文献

The past two decades have seen a growing scholarly focus on applying concepts and theories from the strategic management field to explain how project-based organisations initiate and deliver projects. In this study, we focus on the increasing application of the concept of organisational capabilities. We employ a semi-systematic literature review to investigate how the capability-based view has been adopted and adapted in the context of project organising research. The findings are first presented through traditional quantitative measures. Selected articles are then categorised in accordance to how theoretically grounded they are, and are further divided into three main research themes: capability identification, capability development, and capability and performance. On the basis of these themes, we synthesise what we see as key issues in progressing capability research in the project organising domain; and provide suggestions for how future research can be developed in order to make broader theoretical contributions, whilst also remaining practically relevant.  相似文献

In recent years, we have witnessed an increased interest in the research on projects and project management. The aim of this article is to review, classify and analyze the recent contributions within the field. This paper is based on two sets of data: (1) project-related research published in major management and organization scientific journals, and (2) articles published between 1993 and 2002 in the International Journal of Project Management. The article offers a framework suitable for analyzing the developments made and the different perspectives launched. It is submitted that “project research” instead of project management research might be a better concept for capturing the current state of the field. We also show that papers in the International Journal of Project Management have devoted little attention to research on contexts of multi-projects and multi-firms, a context that is considered to be of great importance for the future of project studies. The recent developments illustrate the need to better integrate project management with the general developments in management and organization. Of special importance, we conclude, is the one that we label project ecologies. We also believe that this concept, and research focus, might be of value for practitioners as it describes the way many modern industries work. The paper contributes to the internal debate about the content and identity of project research.  相似文献

The project management field has two blind spots: a focus on “run-of-the-mill” projects at the expense of pioneering “push-the-envelope” projects and a rigor-relevance gap in the research. There are simply too few scholarly works devoted to project management and grand challenges, those wicked, complex, uncertain, messy, boundary-crossing problems that confront the world. Drawing on the grand challenges of sustainable development and COVID-19 and the projects they provoke, this essay highlights five insights for theory and practice and suggests that selectionism and instructionism are worthwhile approaches, while collaborative rationality may trump linear rationality. We argue that project management for grand challenges is a promising land of “push-the-envelope” portfolios that can help overcome these two blind spots, regain relevance, avoid anomia, and revitalize theory and practice. To this end, we show that there is a concomitant need for a theory of grand challenge project behavior and offer an agenda for future research.  相似文献

Companies struggle with the sub-optimization and changes among their projects, even if various normative instructions and good practices have been introduced for project portfolio management. At the center of this paper is the need to understand project portfolio management in practice and in context. The purpose is to report a review on recent empirical research literature regarding project portfolio management, to draw attention to the limitations with viewing portfolio management as a rational decision process, and to develop new avenues for research regarding project portfolio management in practice and in context. As a result, this paper shows that, to respond to uncertainties and complexities in business environments, project portfolio management can be viewed as negotiation and bargaining and as structural reconfiguration, besides rational decision processes. These alternative perspectives offer new insight into the dilemmas identified in day-to-day project portfolio management and open up avenues for resolving them, thereby promoting success in project portfolio management.  相似文献

To manage the project life cycle and facilitate transitions, Project Management (PM) research often points to temporal models and structuring devices. However, the social and symbolic facet of transitions in projects remains understudied. Therefore, this research focuses on the ritualization of transitions in projects. Specifically, the aim is to gain insight into the practice and meaning of transition rituals in the project life cycle. To do so we draw from field research in the infrastructure sector where participant-observation was carried out during eight transition rituals in four Dutch construction projects, and 58 interviews were executed with project participants. The contribution to the PM debate on temporary organizing lies in the conceptualization of transition rituals as powerful symbolic and strategic practices in the project life cycle, and in the provision of an overview showcasing how, when and why transition rituals are practiced to facilitate transitions and embed a project in its environment.  相似文献

Project and strategic management scholarship recognises the importance of project capabilities that allow firms to deliver projects. Although work on project capabilities is a fast-growing line of inquiry, little is still known about how clients assemble project capabilities to achieve operational outcomes in inter-organisational settings. This study seeks to apply theoretical work on project capabilities to the domain of infrastructure project delivery in order to understand how the assembly of project capabilities in temporary inter-organisational settings contributes to the delivery of operational outcomes. The empirical enquiry takes place in the context of the delivery of London Heathrow Terminal 2. Through an inductive theory building approach drawing upon semi-structured interviews with client-side project leadership, internal documents, publicly available data and ongoing engagement with the field, we identified three key capability-enabling mechanisms that help explain the genesis of project capabilities in inter-organisational settings: (1) reconfiguring project capabilities, (2) adapting project capabilities and (3) maintaining project capabilities. We discuss and expand these findings by engaging with theoretical ideas from project studies, and mainstream strategy, organisation, and management research to induce a dynamic model that can be helpful to guide future research, policy and management practices relating to the client side management of project capabilities.  相似文献

In this paper we argue that the fledgling field of project and program governance has the potential to make a major scholarly and practical contribution. One that not only has the potential to mainstream project management within the broader business and management field, but to also cement its place as a dominant voice in the successful governance of the strategic intentions of organizations, societies, and nations. With this argument in mind three themes organize present discussion in this issue of International Journal of Project Management: the first concerns how we should make sense of governance, something that is clarified through a review of the current state of play in the literature; the second theme comprises papers that report research conducted on governance in projects, using insights from surveys, case studies and other systematic forms of empirical observation. The third theme focuses on theoretical models of governance, ranging from distributed knowledge management and learning perspectives on project governance to systems engineering approaches. While we do not claim that this issue is exhaustive, we do believe it provides a sign post about the current state of play, and the potential future of governance in project and program management as a mainstream domain of research, theory and practice.  相似文献

Different project goals provide different prerequisites for project work and team processes. Two important aspects of project goals are technological certainty/uncertainty and adequacy of goal definition. Product development projects and construction projects are different in these respects. The study explores differences between the two types of projects with regard to psychosocial aspects of the work situation. Data were collected by means of a questionnaire study (n=98). The items in the questionnaire were designed to investigate social processes, individual work environment, and input/output factors. Results indicate that there were more developed team processes in the product development projects, and that co-workers on such projects experienced development of professional skills to a greater extent. In general, social processes requiring conceptual co-operation and communication were less pronounced in the construction projects investigated. The paper discusses how the differences found between the two kinds of projects can be related to work settings. Possible implications for future research are considered.  相似文献

Although the management of inter-firm projects is increasingly being researched in a wide range of academic fields (project management, alliances and networks, organization studies), the findings of these studies rarely cross theoretical boundaries. In the present study, a systematic literature review of 219 contributions from 26 years of academic research on managing inter-firm projects identifies 22 key management issues underlying its contributions. Based on a two-dimensional framework (project stage and analytical sphere), a structured and integrative synthesis of relevant studies is outlined. Based on these findings, future investigations are proposed to focus on dynamic, contextual and structural aspects of the management of inter-firm projects.  相似文献

When important projects fail, the investigation is often focused on the engineering and technical reasons for the failure. That was the case in NASA’s Mars Climate Orbiter (MCO) that was lost in space after completing its nine-month journey to Mars. Yet, in many cases the root cause of the failure is not technical, but managerial. Often the problem is rooted in management’s failure to select the right approach to the specific project. The objective of this paper is to enrich our understanding of project failure due to managerial reasons by utilizing different contingency theory frameworks for a retrospective look at unsuccessful projects and perhaps more important, potential prevention of future failures. The evolving field of project management contingency theory provides an opportunity at this time to re-examine the concept of fit between project characteristics and project management, and offer deeper insights on why projects fail. After outlining several existing contingency studies, we use three distinct frameworks for analyzing the MCO project. These frameworks include Henderson and Clark’s categorization of change and innovation, Shenhar and Dvir’s NTCP diamond framework, and Pich, Loch, and De Meyer’s strategies for managing uncertainty. While each framework provides a different perspective, collectively, they demonstrate that in the MCO program, the choices made by managers, or more accurately, the constraints imposed on them under the policy of ‘better, faster, cheaper’, led the program to its inevitable failure. This paper shows that project management contingency theory can indeed provide new insights for a deeper understanding of project failure. Furthermore, it suggests implications for a richer upfront analysis of a project’s unique characteristics of uncertainty and risk, as well as additional directions of research. Such research may help establish new and different conceptions on project success and failure beyond the traditional success factors, and subsequently develop more refined contingency frameworks. The results of such research may enable future project managers to rely less on heuristics and possibly lead to a new application of “project management design.”  相似文献

Many studies agree that owner organisations are important for successful project organising, but they tend to focus on particular aspects of project organising rather than providing a holistic analysis of owners as organisations. Our objective is to collect evidence of the full range of challenges public sector owners face in managing their major projects. After reviewing the literature on owner organisations, we carry out a case survey of 26 major projects to identify the principal challenges using a content analysis of UK National Audit Office Value for Money reports. Our original contribution is that the findings provide the first comprehensive picture of the full range of challenges of project organising faced by owner organisations. These findings push us theoretically to extend the scope of research in project organising to identify an extended core set of dynamic capabilities for project owner organizations to address these challenges.  相似文献

Although the management of mergers and acquisitions (M&As) and of projects are connected in practice, they remain disjoined in academia. In this paper, we conceptually bridge the literature on projects and M&As to discuss the transitory nature of organisations by mobilising the concepts of project, programme, and portfolio as alternative modes of organising M&As. As a project, the managerial effort in M&A focuses on completion on time and budget. As a programme, M&As are managed as complex processes of convergence between organisations. As a portfolio, M&A management is part of the ongoing integration efforts within organisations that have grown via M&As. Our contribution to project studies is to position projects, programmes, and portfolios as modes of organising, hence, not as phenomena but as managerial choices used to shape strategic change initiatives, such as M&As. We conclude with implications beyond project studies, thereby drafting a project-based theory of the firm.  相似文献

Research on the commercial interface in inter-organisational projects has developed in recent years but still has weaknesses, principally due to its theoretical reliance on transaction cost economics (TCE). We address those weaknesses by providing an innovative intervention-based research (IBR) study of owner commercial strategy development for a complex project that goes beyond TCE to provide a pluralistic perspective. We show how this pluralistic perspective, which we dub the four forces model, provides the principles for the development of commercial strategy for managing the commercial interface by project owners. We then show how the owner's commercial strategy evolved in the face of capability constraints as it moved through the project lifecycle. We thereby contribute to theory and practice in project organising research first by situating the commercial interface between the owner and the supplier domains of project organising as a central concern in project organising research; second, by providing an empirical basis for the strategic management of the commercial interface by project owners; third by developing a pluralistic perspective on managing the commercial interface from a project owner point of view that moves beyond the current reliance on TCE theory; and fourth by introducing IBR as a novel research method.  相似文献

The purpose of a project is to create the preconditions for other activities. Yet the main focus of project research and much of practice is on the project itself, namely project characteristics and the means to execute projects. This conceptual paper addresses the purpose, and specifically creating the preconditions for other activities in use; an overlooked issue in research and practice. The delivery of valuable projects that fulfil their purpose is central to a thriving economy and society, and therefore creating the preconditions requires a great deal more attention.Project provision cannot be compared with other standardized production and routinized service activities. Indeed, the standardization and routinization of other activities is made possible by the delivery and value realization of projects once put to use for sponsors, owners and end-users.Preconditions come in several forms. An initial and indicative taxonomy of six categories of preconditions are proposed. The taxonomy provides a basis for understanding the preconditions as a first step for more detailed assessment of delivering projects with valuable outcomes. Such an approach links to other theoretical lenses, such as learning, service design and the service-dominant logic, to provide the conceptual means to evaluate creating the preconditions for other activities.  相似文献

This review summarizes several avenues of planning inquiry into food systems research, revealing gaps in the literature, allied fields of study and mismatches between scholarly disciplines and the food system life cycle. Planners and scholars in associated fields have identified and defined problems in the food system as ‘wicked’ problems, complex environmental issues that require systemic solutions at the community scale. While food justice scholars have contextualized problem areas, planning scholars have made a broad case for planning involvement in solving these wicked problems while ensuring that the functional and beneficial parts of the food system continue to thrive. This review maps the entry points of scholarly interest in food systems and planning's contributions to its study, charting a research agenda for the future.  相似文献

Organizations increasingly use projects to achieve business objectives but report that results often fall short of goals. A number of formal standards for managing projects have been developed intending to improve such project outcomes. However, research examining this assumption is scarce and has yielded mixed results. This paper presents the development and use of a set of metrics for assessing the use of project management (PM) practices in an empirical assessment of the relative use of different practices, and the link between the use of those practices and project success. Our analysis shows widely varying usage of different PM practices and differences in use depending on the context of the project. Further, our study indicates that the level of use of PM practices is indeed related to project success. Finally, the results suggest that the PM practices that make a difference may not be the most frequently used.  相似文献

In response to recent calls for research on human resource management (HRM) in project management, this research investigates the links between HRM practices, the project team's knowledge absorptive capacity (ACAP) and project performance in project-oriented companies (POCs). Based on survey data from 198 projects in multinational companies (MNCs) in the Thai automotive industry, this research finds that HRM practices moderate the effects of a project team's knowledge ACAP on project performance, in particular of potential ACAP on long-run project performance. In addition, HRM practices covary with a project team's realized ACAP, the other dimension of ACAP, to affect short-run project performance. This research sheds light on the different roles that HRM practices play in a project, finding that HRM practices not only facilitate knowledge management from the current project to future projects but also strengthen the relationship between a project team's knowledge ACAP and long-term project performance. This research contributes to the understanding of HRM in the literature of project management.  相似文献

In project management, failure is often assumed to be evidence of deficient management: a problem that can be overcome by better management. Drawing on qualitative research within UK construction projects we examine how four different theoretical approaches (positivism, structural Marxism, interpretivism and actor–network theory) all challenge this managerial assumption. Each theoretical perspective enables a specific analysis of empirical data that critiques the notion that project failures are easily, simply, or largely, associated with the failure of project management. In so doing, our pluralist analysis reveals the social and political contextualization of performance in project management. We thus conclude by proposing that practitioner and scholarly concerns with project failure (and success), can actively contribute to attempts to reflect upon various matters of political concern as developed within the Making Projects Critical community, and by extension Critical Management Studies. Thus, we propose greater interaction between critical and mainstream project research communities.  相似文献

Mindfulness is receiving growing attention in the project management community, probably due its proven beneficial effects at individual, team and organization levels in other management domains. Indeed, 80% of the 50 publications identified in this paper were published over the last decade. This review addresses the disparate extant publications related to mindfulness in the field of project management to date and seeks to establish how mindfulness is studied in the management of projects. We first recall the two historical schools of thought, their respective perspective on mindfulness and highlight a recent, reconciling conceptualization of the mindfulness construct termed meta-cognitive practice. Next, we review existing project management works that have included mindfulness theory and categorize them into six main research themes. Project management scholars have studied mindfulness as an enabler of (1) high reliability project organizing, (2) change and innovation, (3) agility and flexibility, (4) mindfulness-based behaviours to be compared with routine-based ones, (5) project actors and project team self-regulation, and (6) megaprojects performance. Third, we provide an overall framework of how mindfulness may benefit the project management field, together with an overall discussion of issues to be addressed. Last, we provide research avenues to foster future research in each of the identified themes. In sum, as the first review on the application of mindfulness in project management research, we contribute to the understanding of how mindfulness can contribute to overall project performance.  相似文献
