Housing has never been high on the political agenda in Thailand. Except in the late 1970s and early 1980s when the National Housing Authority built low-cost rental apartments, successive governments have not much interfered in the land and housing market, but allowed supply and demand to meet. When it played an active role, the government would facilitate private-sector housing development and keep interest rates low to support homebuyers. However, over the years, the number of slum dwellers in Bangkok has not decreased, while government policy may have benefited private developers more than it benefited low-income homebuyers. 相似文献

Despite the importance of housing, it hasgenerally received very low priority in India'spublic policy and investment program, which haschanged frequently since independence in 1947. Although the government has embarked on avariety of innovative housing programs andpolicies, especially for the lower-incomesegments of the population in urban areas, thecoverage of these programs and schemes ismarginal as compared to the overall housingrequirements of the urban population. Aconcerted effort by the public and privatesectors has not been able to keep pace with thegrowing demand for urban housing, especiallythat market segment accessible to the urbanpoor. The most visible manifestations of stateand market failure are the numerousunauthorized housing settlements scattered inand around the large cities of India. Thispaper reviews the role of the state, the marketand non-governmental organizations (NGOs) inthe provision of housing for low-income groups.It is found that formal housing agencies inboth the public and the private sector areneither building fast enough to meet demand norcheaply enough to reach the poor. This paper addresses the coordination problems in the liberalized housing market in the Netherlands during the 1990–2004 period.
In particular, the mismatch between the explosion in house prices and the stagnation in house-building activities during the
past six years is under investigation. It is argued that there is still a marked discrepancy between the language used in
the policy discourse and the supply and demand situation on the Dutch housing market. One could argue that the Dutch government
implemented a double-hearted, incomplete privatization. As a result of the mismatch between actual housing policy and market
developments, output is stagnating and the housing shortage is growing sharply. The closing section presents some possible

The paper aims at measuring the general state intervention in rental housing market in Germany from 1913 through 2015. Four policy classes are considered: Incentives for social housing, tenant protection, housing rationing, and rent controls. Based on a legislation analysis, for each class an index measuring the degree of regulation is constructed. The indices reflect dramatic increases in regulations during and after the World Wars. The 2010s are characterized by a surge in all classes of regulations related to the growing housing scarcity in large cities due to interregional migration leading to a geographical mismatch between housing supply and demand. 相似文献

Public housing is one of few sources of low‐income rental housing in inner‐city Melbourne, Australia. Most of this housing is easily identifiable high‐rise estates. Some of these estates have become established centres of heroin dealing and drug use. This has had significant consequences: applicants reject offers of housing on the estates; tenants apply for transfers; and housing officers face workplace occupational health and safety issues. In sum, the presence of the drug trade is undermining the provision of affordable, well‐located public housing. This paper contributes to discussions that seek to restore the value of this common resource. It does so by drawing on qualitative interviews and focus groups conducted with heroin users who live in and/or use public housing. The experience of these individuals gives insight into the current relationship between the illicit drug trade and public housing, as well as some understanding of the resilience of the illicit drug trade. The paper looks at measures that have been implemented to address this problem, before questioning whether there is room for an innovative, regulatory response to illicit drug use. 相似文献

AbstractThis paper examines the emergence of the regulation of housing conditions in the private rental sector as a policy issue in New Zealand using an analysis of narratives in media, advocacy and political texts. Narratives are evident in public discourse and are the stories told by interest groups to identify and cast a problem as a policy issue in a way analogous to the beliefs of the speaker. This case study shows that while the narratives used by advocates for policy change were effective in raising the issue, they were ineffective in overcoming a counter-narrative of excessive regulation by the government and concerns of possible rent rises. This opposition to regulation of the private sector by a right-leaning government needs to be more effectively countered by more powerful intersecting narratives, if evidence on the relationship between housing, health and safety is to become the basis for effectively implemented government policy. 相似文献

In advanced capitalistcountries, the term social housing normallyrefers to social rented housing, and itsprovision can be examined within the context ofthe type of housing welfare regime that hasevolved within the country under consideration.However, in large parts of Latin America –because of minimal affordability and limitedinvestment – social housing is very much amarginalised tenure and – apart from a smallsocial-rented sector – comprises illegalshelter in shantytowns, assisted self-buildhousing, and low-cost owner-occupation. Itwould therefore be unproductive to examinesocial housing in Latin America within thecontext of any of the welfare regimes thatprevail in the developed world.Within the region, large-scale migration intothe major urban areas created a substantial andgrowing housing deficit among the poor in thelatter half of the twentieth century. At first,there was an attempt to satisfy housing needsby the provision of social rented housing, butit was soon recognised that such accommodationwas unaffordable to the majority of the poor,while municipal governments were constrained bybudgetary considerations from increasing oreven maintaining its supply. At the same time,it was realised that informal housing could beupgraded more cost-effectively, and that forits future development the legalisation oftenure was essential; while self-build formalhousing could be constructed through theprocess of community funding. By the 1990s,even the middle-income segment wasdisadvantaged in the housing market asunemployment and interest rates rose and realwages fell, and therefore – through theintroduction of means-tested demand-sidesubsidies – the term social housing wasextended to the conventional owner-occupiedsector.Clearly, welfare regimes in Latin America areat a rudimentary stage in their development,although there is a tendency for governments toembrace neo-liberal housing policies. But at atime of fiscal constraint, it is a cause forconcern that macroeconomic priorities mightmake it more difficult for a large proportionof the population of the region to satisfy itshousing needs. 相似文献

AbstractDiscussions of tenure mix have received renewed interest as many have suggested that neo-liberalization has made way for gentrification of neighbourhoods and increasing segregation. Yet, few scholars have studied country-wide changes in tenure mix, due to the lack of data and appropriate methods. In this article, we propose to use tenure type landscapes to analyse changes in housing policy. We do so while acknowledging the evolution of housing policies in Sweden since 1990. Using individualized and multi-scalar tenure type landscapes to measure change in neighbourhoods, we analyse housing clusters in 1990 and 2012. We show that the tenure landscape in 1990 at the height of the welfare state was fairly diverse and mixed. During the next 22 years, however, the landscape changed to become more homogenized and dominated by ownership through tenure conversions and new housing. We argue that awareness of these changes is essential to understanding present and future segregation and gentrification processes. 相似文献

This paper extends both the literature on rental housing in Ghana and the global literature on the critique of public choice analyses in terms of focus, methods and positioning. It argues that, contrary to the assumption that all housing policy changes are driven by internal national processes, in the case of Ghana at least, neither tenants (through their use of their greater numbers) nor landlords (through the use of their stronger financial and hence political power) exclusively influence housing policy. Both parties have some power, but landlords use theirs to change rents arbitrarily and decide whom to invite or keep as tenants, whilst tenants seek to use their power by lodging complaints with the state, albeit to little effect as the power of landlords is overwhelming. There is a strong basis to call into question the public choice argument that it is fair for landlords to extract windfall rent from tenants since their efforts or talents do not increase rent. 相似文献

AbstractDespite widespread enthusiasm for Housing First approaches to addressing homelessness, conditional models of support that require ‘housing readiness’ persist in many jurisdictions. Existing research cites an ongoing commitment to conditionality amongst homelessness services providers as a key reason for its persistence. In this paper, we argue that State housing policies also play an important role in perpetuating conditionality in the homelessness sector. Drawing on research carried out in an Australian jurisdiction, we show how policies regarding the supply and allocation of social housing compel homelessness service providers—including Housing First services—to employ conditionality practices. We also demonstrate the detrimental impact this has on the housing outcomes of homelessness people with complex needs. We conclude that our findings challenge the claim made by some that Housing First constitutes a ‘paradigm shift’, and instead highlight the complex processes of policy translation and assemblage that shape the adaptation of Housing First in different contexts. 相似文献

In the new Millennium, sustainable urbandevelopment is becoming a fashionable topic,almost as popular as globalization or citycompetition. European countries differ widelyfrom each other on whether they have a nationalpolicy for urban development or not, and if so,on the emphasis of such a policy. Pan Europeanorganizations are reluctant to establish aclear vision of a desirable European pathtoward urban development. This is even true forthe European Union: although the EU is runningextensive systems of support policies, it hasno clear expectation of how European citiesshould develop or what they should look like inthe future. (The European Spatial DevelopmentPerspective, ESDP, contains some statementsabout desirable urban development, but this isfar from being a binding document or havingsubstantial influence on the allocation ofmeans of support.)The criticism leveled at the EU for having nocommon policy for the future of its citiesshould be seen in perspective, as the lack ofideas/patterns for sustainable urbandevelopment is even more visible in theaccession countries and in Eastern Europe. Thedramatic changes in the cities of thepost-socialist countries even appear to bemoving in the opposite direction – away fromsustainability.Sustainability is a complex phenomenon, havingeconomic, environmental and social aspects. Anyconcept of sustainable urban development mustincorporate sectoral concepts; these must bewell integrated in the overarching urban,regional and governance policies.One sectoral policy of great importance tosustainable development is housing. Withoutsuitable suggestions for housing policies, noconcept of sustainable development can besuccessful (and vice versa). Yet, housing isone of the less frequently discussed aspects ofsustainability. This might be explained by theway housing research has developed; economicand social aspects have taken precedence overenvironmental effects and externalities. Ofcourse, the fact that housing is not part ofthe common policies of the EU also helpsexplain the present situation.This paper elaborates on the link betweenhousing and urban development. Using examplesof good and not so good practices, we considerwhy housing experts should investigate theenvironmental and spatial externalities ofhousing policies and why experts working onurban development policies should take theresults of such analyses into account. Suchcollaboration could raise the status ofsustainable urban policies supported bysuitable housing policies.The analysis presented here pertains to theWestern and Central parts of Europe, roughly tothe area of the soon-to-be-enlarged EuropeanUnion.The structure of the paper is as follows. Thefirst chapter discusses models and trends ofurban development. The second chapter gives anoverview of policies with the potential toinfluence urban development, followed by goodand not so good examples for such policiestaken from both Western and Eastern Europe. Thethird and fourth chapters concentrate on largehousing estates, where interventions wereneeded to ensure the sustainability ofdevelopment. Finally, chapter five offers someconcluding remarks. 相似文献

While many European countries experienced a global housing boom in the early/mid-2000s, house prices and mortgage debt in Germany stagnated. Therefore, the German housing system is considered to be operating outside financialized capitalism. Despite Germany’s apparent stability, we argue that an alternative trajectory of financialization in the German housing market can be observed. This trajectory has followed three stages or ‘waves’. The first wave started around the time of German unification and is characterized by the failed attempt of West German banks to marketize and liberalize German housing finance. The second wave started in the late 1990s and is characterized by the ‘financialized privatization’ of many public housing associations and the speculative investments of private equity firms and hedge funds. The third wave started during the global financial crisis and is characterized by booming housing prices and the market entry of listed real estate companies. 相似文献

Includes the results of statistical research and outlines discussions of the essential methodological issues in applying cost-benefit analyses to social housing policies.
