Turkey is in a strategically advantageous position in terms of its natural gas market. Being in the middle of Europe and energy-rich countries of Central Asia, it can be an energy corridor between these two regions. It can import gas from a number of countries and diversify its sources. This situation may also provide motivation for a competitive gas market. The recent reform in the market, which began in 2001, was an attempt to strengthen the natural gas market to this end. However, the reform has not worked out as expected so far. This article discusses recent restructuring efforts in the Turkish natural gas market. We focus on the legal structure and economic consequences of the legal change within the international economic relations. After presenting a detailed discussion of the legal framework, we draw attention to the problems of the industry and difficulties in the transition to a more competitive market structure. In the end, we touch upon some regulatory issues and potential conflicts.  相似文献

For many decades, like many developed countries, Turkey has controlled her electricity sector as a state-owned monopoly. However, faced with rapid electricity demand growth, Turkey started to consider nuclear option. The present paper aims at evaluating both the present status of nuclear power in general and its implications for Turkish energy market in particular. After examining existing nuclear power technology and providing a brief overview of nuclear power economics; it focuses on the repercussions of nuclear power for Turkish energy market. The paper concludes that, in the short run, it may be considered to keep nuclear power within Turkish energy mix because it is an important carbon-free source of power that can potentially make a significant contribution to both Turkey's future electricity supply and efforts to strengthen Turkey's security of supply. However, in the long term, nuclear power should be retained in Turkey only if it has a lower cost than competing technologies.  相似文献

Argentina was one of the first countries in the world to implement a comprehensive reform of its electricity sector. Among developing countries only Chile has had a comparably comprehensive and successful reform. This paper traces the history of the Argentine reform, which began in 1992, and assesses its progress and its lessons. We conclude that the reform was very successful prior to the collapse of the Argentine peso in early 2002. We suggest lessons for the generation, transmission and distribution (and retailing) sectors, as well as the economic regulation of electricity and the general institutional environment. We note that the achievements of the sector have been severely strained by the government's poor energy policy since the crisis.  相似文献

Energy is the main component of natural resources of developing, as well as developed, countries like Turkey. Because of economic and social developments, the demand for energy, in general, has increased considerably in Turkey. Since Turkey is not an oil or natural gas (NG) producing country, the energy resource usage for energy consumption should be effective. The Turkish industrial sector comprises approximately 36% of Turkey’s primary energy consumption, and the manufacturing industry is the largest industrial sector. In this study, the focus was on the manufacturing industry as the major energy consuming sector in Turkey, and it was analyzed in terms of efficient use of energy resources. The most widely used energy resources in the Turkish manufacturing industry, namely fuel-oil, coal, electricity, LPG and NG were taken into account. Evaluation and selection of current energy resources in this selected industry can be viewed as a multiple criteria decision making (MCDM) problem, including human judgments, tangible and intangible criteria and priorities and trade offs between goals and criteria. The analytic network process (ANP), one of the MCDM methods, was used to evaluate the most suitable energy resources for the manufacturing industry in this study.  相似文献

This study analyzes energy use and investigates influences of energy inputs and energy forms on output levels in Turkish agriculture during the period 1975–2000. The output level was calculated in the form of annual grain equivalent at aggregate level for 104 agricultural commodities except livestock products. Output level was specified as a function of total physical, fertilizer and seed energy, and ordinary least squares was employed to estimate equation parameters. The results show that total energy input has increased from 19.6 GJ/ha in 1975 to 45.7 GJ/ha in 2000, whereas total output energy has risen from 27.1 GJ/ha to a level of 39.1 GJ/ha. Energy efficiency indicators, input–output ratio, energy productivity and net energy have declined over the examined period. Total physical and fertilizer energy, particularly nitrogen, significantly contributed to output level with elasticities of 0.24 and 0.14, respectively. The results also revealed that non-renewable, direct and indirect energy forms had a positive impact on output level. Moreover, Turkish agriculture has experienced a substantial increase in non-renewable energy use. This inefficient energy use pattern in the Turkish agriculture can create some environmental problems such as increase in global warming, CO2 emissions, and non-sustainability. Thus, policy makers should undertake new policy tools to ensure sustainability and efficient energy use.  相似文献

Unlike markets for storable commodities, electricity markets depend on the real-time balance of supply and demand. Although much of the present-day grid operates effectively without storage, cost-effective ways of storing electrical energy can help make the grid more efficient and reliable. We investigate the economics of two emerging electric energy storage (EES) technologies: sodium sulfur batteries and flywheel energy storage systems in New York state's electricity market. The analysis indicates that there is a strong economic case for EES installations in the New York City region for applications such as energy arbitrage, and that significant opportunities exist throughout New York state for regulation services. Benefits from deferral of system upgrades may be important in the decision to deploy EES. Market barriers currently make it difficult for energy-limited EES such as flywheels to receive revenue for voltage regulation. Charging efficiency is more important to the economics of EES in a competitive electricity market than has generally been recognized.  相似文献

This paper presents the current status of Turkey's electricity power sector, efforts for introducing competition in the Turkey's power industry, and concerns with the restructuring in Turkey. Turkey include long-term high-cost agreements, low quality of power, and therefore restrictions for synchronization with UCTE network, increase in the reliance on imported natural gas, and the urgent need for highly qualified staff that would be capable of fast and reliable implementation of ongoing reforms in the electricity sector. The contribution of the exploiting wind energy potential in Turkey to reconstruction of Turkey electricity structure is investigated. The strong development of wind energy in Turkey is expected to continue in the coming years.  相似文献

Economic regulation of public utilities has become a worldwide phenomenon with the preceding privatisation stream. It is questionable to transfer regulatory models hastily without customising the policy options or introducing necessary institutional reforms enabling the achievement of expected results of regulatory reform. Institutional configuration of a country affects credibility of regulatory commitments, quality of regulatory design, and way of policy transfer. Power sector reforms in India were initiated at a juncture when the sector was plagued with commercial losses and burgeoning subsidy burden. Investment in the sector was not able to keep pace with growing demand for electricity. This paper takes stock of pre-reform situation in Indian power sector and identifies key concerns that led to initiation of the process of reform. The paper discusses major policy and regulatory changes undertaken since the early 1990s. The paper also illustrates changes in the market structure as we move along the reform process. We also discuss some of the major provisions of the recently enacted Electricity Act 2003 that aims to replace the prevailing acts which govern the functioning of the power sector in the country. In this context, we discuss two issues arising out of it, namely open access and multi-year tariff that we think would have a significant bearing on the performance of the sector in the near future. The paper also evaluates the reform process in the light of some of the regulatory changes undertaken. Finally, the paper briefly discusses the issues involved in introduction of competition in the power sector primarily through development of a market for bulk power.  相似文献

Although there has been an increasing number of studies about the effects of oil prices on the macroeconomic performances, the literature on the interaction between oil prices and current account is limited, especially for oil importing developing countries. This paper analyzes the impact of oil prices on the current account balances for the Turkish economy using a structural vector autoregression model. Our model allows us to identify the net effect of oil prices on current account balances after controlling for other factors such as output gap and exchange rate misalignment. The results show that the response of current account ratio to oil price shock increases gradually up to the first three months and then starts to decrease, which indicates a significant effect of oil price shocks in the short-run. Moreover, when the obtained structural shocks are employed in a simple regression analysis, the parameter regarding the oil price shocks is found to be negative and statistically significant. The final section discusses the policy implications of the results.  相似文献

This paper investigates the relationship between Turkish aggregate electricity consumption, GDP and electricity prices in order to forecast future Turkish aggregate electricity demand. To achieve this, an aggregate electricity demand function for Turkey is estimated by applying the structural time series technique to annual data over the period 1960 to 2008. The results suggest that GDP, electricity prices and a UEDT (Underlying Energy Demand Trend) are all important drivers of Turkish electricity demand. The estimated income and price elasticities are found to be 0.17 and −0.11 respectively with the estimated UEDT found to be generally upward sloping (electricity using) but at a generally decreasing rate. Based on the estimated equation, and different forecast assumptions, it is predicted that Turkish aggregate electricity demand will be somewhere between 259 TWh and 368 TWh in 2020.  相似文献

Regulatory risk is commonly accepted as one of the most important risks in the energy business, particularly renewable energy. With the recent changes (in June 2014) in the Spanish regulatory framework, investors' returns might be significantly affected. Further, as the Spanish and the Portuguese electricity systems are integrated, a change in the regulatory framework of Spain might also affect renewable energy policies and investment strategies in Portugal. This study is a projection of business risk under the assumption that the Portuguese government may adopt similar regulatory changes. Monte Carlo method is used to simulate the data under different scenarios. Applying Net Present Value and Real Options approaches, a 50 MW wind power project is evaluated. This study has considered the delay option to study five regulatory scenarios. A higher value for the delay option suggests that a high financial loss is expected if new wind power projects of similar capacity are implemented under the new regulatory framework.  相似文献

For 20 years there has been vigorous debate about restructuring the large, developed electricity industry in South Africa, but the plans have not been implemented. The justification of the proposed restructuring illustrates the different expectations of the participants in the electricity industry. The case study reviews what has occurred against a background of some theories about organisations, and identifies six key issues. Some lessons include the need to adopt an industry structure compatible with the objectives of electricity distribution in developing countries, the unsuitability of orthodox approaches to organisations, that no industry structure appears to be significantly better than others, industry restructuring of public sector utilities has a significant political dimension, restructuring can fail even if there is support from a high level of government, and indecision and uncertainty have serious negative consequences. The experience should be helpful for other developing countries considering structural change of their electricity industry.  相似文献

The European Union (EU) has the most advanced, mature, and liberal energy markets that gave rise to the most dramatic drop in wholesale energy prices, whose fallen, however, has not been translated into a reduction in retail energy prices. Instead, energy prices in Europe rose above inflation year-in-year-out, and are considerably higher compared with major economic partners. This paper highlights the key limitations in the EU market designs and network access toward renewable integration, and the wide range of reforms that the EU is currently undertaken across the Member States to achieve two goals: to make the market fit for renewable, and to set a practical example of how a competitive economy can be built on a sustainable and affordable energy system. This paper concludes with key recommendations to developing nations, particularly in addressing heavy renewable curtailment.  相似文献

As a small open economy, Turkey depends on both imported oil and natural gas, importing almost two-thirds of its primary energy demand. This paper analyzes the economic effects of oil price shocks for Turkey as a small, open oil- and gas-importing country. To analyze the potential long-term effects of oil price shocks on macroeconomic variables of interest, including GDP, consumer price inflation, indirect tax revenues, trade balance, and carbon emissions, we developed TurGEM-D, a dynamic multisectoral general equilibrium model for the Turkish economy. Using TurGEM-D, we analyzed the impact of oil price shocks under three distinct scenarios: reference, high and low oil prices. The simulation results show that these oil prices have very significant effects on macro indicators and carbon emissions in the Turkish economy.  相似文献

This article examines the importance of national and sub-national policies in supporting the development of successful global wind turbine manufacturing companies. We explore the motivations behind establishing a local wind power industry, and the paths that different countries have taken to develop indigenous large wind turbine manufacturing industries within their borders. This is done through a cross-country comparison of the policy support mechanisms that have been employed to directly and indirectly promote wind technology manufacturing in 12 countries. We find that in many instances there is a clear relationship between a manufacturer's success in its home country market and its eventual success in the global wind power market. Whether new wind turbine manufacturing entrants are able to succeed will likely depend in part on the utilization of their turbines in their own domestic market, which in turn will be influenced by the annual size and stability of that market. Consequently, policies that support a sizable, stable market for wind power, in conjunction with policies that specifically provide incentives for wind power technology to be manufactured locally, are most likely to result in the establishment of an internationally competitive wind industry.  相似文献
