The renewable energy power generation (REPG) in China has experienced tremendous growth in the last decade. To understand this rapid growth, it is necessary to explore how Chinese government triggers the remarkable development of the industry. This paper offers a systematic analysis of the incentive policy system for REPG in China, covering wind power, solar photovoltaic, small hydropower (single-unit power generation capacity less than 50 MW), biomass power and geothermal power. The incentive system contains laws, regulations, policies and industrial plans issued during the 11th and 12th “Five-year Plan” periods (2006–2015). Four major incentive strategies of the Chinese government are identified: research and development incentives, fiscal and tax incentives, grid-connection and tariff incentives, and market development incentives. The results show these incentive methods have played a significant role in promoting the development of REPG in China, but still there are some problems associated with them. International comparisons of the incentive policies with those of Denmark, Germany and US, as well as the strategies to further improve the Chinese incentive approaches are discussed. This comprehensive analysis of China's incentive policy system for REPG helps to understand China's experience in promoting renewable energy, contributing to better decision-making in policy.  相似文献

Based on independent studies, this paper focuses on the significant discrepancy of 15 GW between the installed onshore wind generation capacity and what has been actually connected to the power network to reveal the challenges in meeting the Chinese renewable energy target. The recent accidents in Chinese North-Western transmission network (in February–April, 2011) demonstrated the urgent need for a fundamental review of the Chinese renewable energy policy. Offshore wind has been identified as the most feasible alternative to onshore wind to help deliver electricity to Eastern China during the summer peak time. By investigating and summarizing first hand experiences of participation in the Chinese renewable market, the authors provide the economic figures of the first cohort of Chinese offshore wind schemes. Large state owned enterprises (SOE) are dominating the offshore wind development, repeating their previous practices on the land. While this paper acknowledges the critical role of offshore wind generation in meeting Chinese renewable energy targets, it envisages an installed offshore capacity of approximately 2000 MW by 2015, much less than the 10000 MW governmental estimation, which can be attributed to the lack of detailed energy policy, network constraints, offshore wind installation difficulties and quality issues in the manufacture of turbines.  相似文献

This study aims to analyse the developments in renewable energy policy making in Sweden. It assesses the energy policy context, changes in the choice of policy instruments, and provides explanations behind policy successes and failures. Swedish renewable energy policy has been developing in a context of uncertainty around nuclear issues. While there has been made a political decision to replace nuclear power with renewables, there is a lack of consensus about the pace of phasing out nuclear power due to perceived negative impacts on industrial competitiveness. Such uncertainty had an effect in the formulation of renewable energy policy. Biomass and wind power are the main options for renewable electricity production. Throughout 1990s, the combined effect of different policy instruments has stimulated the growth of these two renewable sources. Yet, both biomass and wind power are still a minor contributor in the total electricity generation. Lack of strong government commitment due to uncertainty around nuclear issues is a crucial factor. Short-term subsidies have been preferred rather than open-ended subsidy mechanisms, causing intervals without subsidies and interruption to development. Other factors are such as lack of incentives from the major electricity companies and administrative obstacles. The taxation system has been successful in fostering an expansion of biomass for heating but hindered a similar development in the electricity sector. The quota system adopted in 2003 is expected to create high demand on biomass but does not favour wind power. The renewable energy aims are unlikely to be changed. Yet, the future development of renewable energy policies especially for high-cost technologies will again depend strongly on nuclear policies, which are still unstable and might affect the pace of renewable energy development.  相似文献

Indian Economy is growing at a healthy pace during the last few years. To sustain this growth, power sector needs to build additional generation capacity. However, continued dependence on fossil fuels to power the growth of electricity generation capacity, is hardly sustainable. Renewable Energy source forms a miniscule portion (25 GW,∼12%) of India's overall power generation today (202 GW). The share of wind energy (17 GW) is 67% of the total renewable energy basket. But the contribution from offshore wind farms is non-existent, as all the wind energy generated in India is only through onshore wind farms. India needs a policy framework to encourage the development of offshore wind farms. Several European countries have effective offshore wind energy policies that have helped them to accelerate the growth of their offshore wind energy sector. This paper does an exhaustive literature survey, to identify 21 building blocks of a successful offshore wind energy policy initiative adopted by select European countries, which have been classified under 5 broad categories—Government support, Fiscal and quota based incentives, Availability of local expertise, Capital for investments and Building an enabling ecosystem, which can be leveraged by India to articulate its own offshore wind energy policy.  相似文献

In this work, we are analyzing the advantages of energy incentives for all the stakeholders in an energy system. The stakeholders include the government, the energy hub operator, and the energy consumer. Two streams of energy incentives were compared in this work: incentives for renewable energy generation technologies and incentives for energy storage technologies. The first type aims increasing the share of renewable energies in the electricity system while the second type aims development of systems which use clean electricity to replace fossil fuels in other sectors of an energy system such as the transportation, residential and industrial sector. In this work, we are analyzing the advantages of energy incentives for all the stakeholders in an energy system. The stakeholders include the government, the energy hub operator, and the energy consumer. Two streams of energy incentives were compared in this work: incentives for renewable energy generation technologies and incentives for energy storage technologies. The first type aims to increase the share of renewable energies in the electricity system while the second type aims the development of systems which use clean electricity to replace fossil fuels in other sectors of an energy system such as the transportation, residential and industrial sector. The results of the analysis showed that replacing fossil fuel-based electricity generation with wind and solar power is a less expensive way for the energy consumer to reduce GHG emissions (60 and 92 CAD/ tonne CO2e for wind and solar, respectively) compared to investing on energy storage technologies (225 and 317 CAD/ tonne CO2e for Power-to-Gas and battery powered forklifts, respectively). However, considering the current Ontario's electricity mix, incentives for the Power-to-Gas and battery powered technologies are less expensive ways to reduce emissions compared to replacing the grid with wind and solar power technologies (1479 and 2418 CAD/ tonne CO2e for wind and solar, respectively). Our analysis also shows that battery storage and hydrogen storage are complementary technologies for reducing GHG emissions in Ontario.  相似文献

The growth of the renewable energy sector in the world in the first decade of the twenty-first century was rapid. Wind energy sector was one of the fastest growing renewable energy technologies. In this paper, authors have tried to review the current state of wind power utilization in Serbia as one of the most penetrating RES technologies in the world. The brief overview of electric power sector in Serbia was given in order to describe the environment for emerging wind energy sector development. Sufficient wind energy resources were identified in several regions of the country. Current energy policy in Serbia was reviewed in terms of the regulations that have to be followed in order to meet the requirements for RES power plants, i.e. wind power plant construction. In subsequent section short reviews of wind energy projects which are in their initial phases are provided. The wind energy sector in Serbia is emerging despite the difficulties faced by the investors, regulatory bodies and other shareholders, in the course of the past several years. There is an urgent need of a broader transfer of specific knowledge and technologies related to wind farms and wind turbines in order to speed up the current wind energy sector development.  相似文献

In Lithuania, the generation of electricity is based on the nuclear energy and on the fossil fuels. After the decommissioning of Ignalina nuclear power plant in 2009, the Lithuanian Power Plant and other thermal plants will become the major sources of electricity. Consequently, the Lithuanian power sector must focus on the implementation of renewable energy projects, penetration of new technologies and on consideration of the future opportunities for renewables, and Government policy for promoting this kind of energy. Production of electricity from renewable energy is based on hydro, biomass and wind energy resources in Lithuania. Due to the typical climatic condition in Lithuania the solar photovoltaics and geothermal energy are not used for power sector. Moreover, the further development of hydropower plants is limited by environmental restrictions, therefore priority is given to wind energy development and installation of new biomass power plants. According to the requirements set out in the Directive 2001/77/EC of the European Parliament and of the Council of 27 September 2001 on the promotion of electricity produced from renewable energy sources in the internal electricity market [Official Journal L283, 33–40, 27 October 2001], 7% of gross consumption of electricity will be generated from renewable energy by 2010 in Lithuania. China's high-speed economic growth and ambitious urbanization depend heavily on the massive consumption of fossil fuel. However, the over-dependence on the depleting fossil fuels causes severe environmental problems, making China the largest energy consumer and the biggest CO2 emitter in the world. Faced with significant challenges in terms of managing its environment and moving forward with the concept of sustainable economic development, the Chinese government plans to move away from fossil fuels and rely on renewables such as hydropower, wind power, solar power, biomass power and nuclear power. In this paper, the current status of China's renewable energy deployment and the ongoing development projects are summarized and discussed. Most recent developments of major renewable energy sources are clearly reviewed. Additionally, the renewable energy development policies including laws and regulations, economic encouragement, technical research and development are also summarized. This study showcases China's achievements in exploiting its abundant domestic renewable energy sources to meet the future energy demand and reducing carbon emissions. To move toward a low carbon society, technological progress and policy improvements are needed for improving grid access (wind), securing nuclear fuel supplies and managing safety protocols (nuclear), integrating supply chains to achieve indigenous manufacture of technologies across supply chains (solar). Beyond that, a preliminary prediction of the development of China's future renewable energy developments, and proposes targeted countermeasures and suggestions are proposed. The proposal involves developing smart-grid system, investing on renewable energy research, improving the feed-in tariff system and clarifying the subsidy system.  相似文献

It is generally understood that the pattern of repeated expiration and short-term renewal of the federal production tax credit (PTC) causes a boom–bust cycle in wind power plant investment in the US. This on–off pattern is detrimental to the wind industry, since ramp-up and ramp-down costs are high, and players are deterred from making long-term investments. It is often assumed that the severe downturn in investment during “off” years implies that wind power is unviable without the PTC. This assumption turns out to be unsubstantiated: this paper demonstrates that it is not the absence of the PTC that causes the investment downturn during “off” years, but rather the uncertainty over its return. Specifically, it is the dynamic of power purchase agreement (PPA) negotiations in the face of PTC renewal uncertainty that drives investment volatility. With contract negotiations prevalent in the renewable energy industry, this finding suggests that reducing uncertainty is a crucial component of effective renewable energy policy. The PTC as currently structured is not the only means, existing or potential, for encouraging wind power investment. Using data from a survey of energy professionals, various policy instruments are compared in terms of their perceived stability for supporting long-term investment.  相似文献

Promoting renewable energy has been a key ingredient in energy policy seeking to de-carbonize the energy mix and will continue to do so in the future given the European Union's high ambitions to further curb carbon emissions. A wide range of instruments has been suggested and implemented in various countries of the EU. A prominent policy promoting investment in renewable technologies is the use of feed-in tariffs, which has worked well at large scale in, e.g. Germany, but which has only been implemented in a very limited way in countries such as the UK.Being subject to environmental uncertainties, however, renewables cannot be seen in isolation: while renewables-based technologies such as wind and solar energy, for example, suffer from uncertain loads depending on environmental conditions, hydropower allows for the storage of water for release at peak prices, which can be treated as a premium (partially) offsetting higher upfront investment costs. In addition, electricity prices will respond to changes in electric capacity in the market, which is often neglected in standard investment models of the electricity sector.This paper contributes to the existing literature in two ways: it provides a review of a renewables-based technology in a specific policy context and provides additional insight by employing a real options approach to investigate the specific characteristics of renewables and their associated uncertainties in a stylized setting taking explicitly into account market effects of investment decisions. The prices of the model are determined endogenously by the supply of electricity in the market and by exogenous electricity price uncertainty. The inclusion of market effects allows us to capture the full impact of public incentives for companies to invest into wind power and hydro pumped storage installations.  相似文献

Our analysis is based on data from a double-bounded dichotomous choice contingent valuation study implemented to elicit public attitudes towards renewable energy generation and their willingness to pay for the construction of a wind farm in the area of Messanagros in the island of Rhodes, Greece. Results indicate that there are significant positive values deriving from the proposed project. Respondents report a mean willingness to pay a premium in their bi-monthly electric bills of €8.86 for the sole purpose of the construction of the wind farm. The estimated economic benefits to the local population are weighed against the investment cost in a cost–benefit analysis to inform policy making and implications for EU energy policy are provided.  相似文献

The Caribbean region is endowed with renewable energy resources which remain largely untapped. With an average insolation of 15-20 MJ m−2 day−1, investment in some renewable energy technologies is feasible. The major problem confronting the region is lack of financial resources. Petroleum imports continue to dominate the energy scenario except for Trinidad and Tobago and Barbados. However, increased awareness of sustainable development issues throughout the region is a major factor in support of renewable energy implementation and is a driving force for energy policy decision-making. With the necessary joint-venture partnerships and government fiscal incentives, photovoltaic technologies, wind energy and solar energy industries are poised to expand thus reducing the dependency on fossil fuel imports while preserving the environment.  相似文献

This paper approaches the measurement of energy efficiency from a production theoretic framework and uses Data Envelopment Analysis to measure energy efficiency in the Indian manufacturing sector. Using data from the Annual Survey of Industries for the years 1998–99 through 2003–04, the study compares the energy efficiency in manufacturing across states, based on several models. The results show considerable variation in energy efficiency across states. Comparing the results across our models, we find that the relative pricing of energy does not provide the appropriate incentives for energy conservation. A second-stage regression analysis reveals that states with a larger share of manufacturing output in energy-intensive industries have lower energy efficiency. Also, higher quality labor force associates with higher energy efficiency. Finally, the power sector reforms have not yet had any significant impact on achieving energy efficiency.  相似文献

China, one of the global biggest emitter of CO2, needs promotion renewable energy to reduce air pollution from its surging fossil fuel use, and to increase its energy supply security. Renewable energy in its infancy needs policy support and market cultivation. Wind power installed capacity has boomed in recent year in China, as a series of effective support policies were adopted. In this paper, I review the main renewable energy policies regarding to China's wind power, including the Wind Power Concession Program, Renewable Energy Law, and a couple of additional laws and regulations. Such policies have effectively reduced the cost of wind power installed capacity, stimulated the localization of wind power manufacture, and driven the company investment in wind power. China is success in wind power installed capacity, however, success in wind-generated electricity has yet achieved, mainly due to the backward grid system and lack of quota system. The paper ends with the recommended best practice of the China's wind power installed capacity might be transferable to China's photovoltaic power generation.  相似文献

The transition from fossil fuels to renewable resources is highly desirable to reduce air pollution, and improve energy efficiency and security. Many observers are concerned, however, that the diffusion of systems based on renewable resources may give rise to energy sprawl, i.e. an increasing occupation of available land to build new energy facilities of this kind. These critics foresee a transition from the traditional fossil-fuel systems, towards a renewable resource system likewise based on large power stations and extensive energy grids. A different approach can be taken to reduce the risk of energy sprawl, and this will happen if the focus is as much on renewable sources as on the introduction of distributed renewable energy systems based on micro plants (photovoltaic panels on the roofs of buildings, micro wind turbines, etc.) and on multiple micro-grids. Policy makers could foster local energy enterprises by: introducing new enabling rules; making more room for contractual communities; simplifying the compliance process; proposing monetary incentives and tax cuts. We conclude that the diffusion of innovation in this field will lead not to an energy sprawl but to a new energy system characterized by a multi-layered density: a combination of technology, organization, and physical development.  相似文献

In the last few years, the distributed energy production from small wind turbines (i.e.<200 kWp) has developed into a relevant business opportunity for different investors in Italy. The market, especially in Italy, has rapidly grown, achieving 9 MWp only in 2011, with an increase from 1.5 MW in 2009 to 13.3 MW at the end of 2011. This paper reports the results of a case study on the installation of several small wind turbines. It aims to provide an analysis of the conditions in Italy that make it possible to install these machines and offer a reliable reference for designing, planning, and controlling small wind turbine projects while focusing on the strategic variables of time, cost, and quality used by typical enterprises in the investment projects. The results are relevant to investors as well as engineering, procurement, and construction companies involved in this new sector, which must understand Italy’s renewable energy policy and its effects in practice. Moreover, certain national energy policy conclusions are reported and discussed in this paper. To properly study the sector, the data on time, cost and quality are analysed using typical project management tools.  相似文献

This paper focuses on the critical actors (herein called Driving Actors) and their activities to promote sustainable energy policies and businesses in cases where renewable energy facilities are gradually installed in a local area by changes in lifestyle from one based on fossil fuels to a sustainable one. This paper aims to 1) evaluate activity to promote renewable energy in local community using analytical approaches as an iterative approach and stakeholder analysis, and 2) to propose an analytical framework for the RE implementation process and to describe the important roles of the Driving Actors. We investigated the case of Bizen city in Japan by participant observations. Consequently, Driving Actors are responsible for encouraging RE implementation in the local area. They coordinate and run the RE (Renewable Energy) program to gain experience and know-how as well as create a business scheme, which has business risk due to the absence of effective policies by the national government during the middle phase to promote local success of RE. If the national government implements effective policies to disseminate RE facilities during the middle phase, then the Takeoff phase is ascertained and existing big companies and financial organizations would begin to participate RE businesses. On the other hand, if the national government does not change its policy, Driving Actors must initiate a creative RE project using their expertise in the middle phase.  相似文献

We study wind development at the provincial level in China, modelling installed wind capacities as a function of both economics and politics. We assume that the top provincial officials desire to maximize their chances of promotion under the Chinese cadre evaluation system. We expect that those with the strongest incentives to perform in order to achieve promotion would work harder to comply with the central government’s policy agenda to promote renewable energy. Collecting and testing data on provincial leaders’ characteristics, we find that provinces governed by party secretaries who were approaching the age of 65 are associated with significantly higher level of wind installed capacities. This result supports the political tournaments theory of Chinese politics. We also find that better educated party secretaries are likely to be more supportive of renewable energy, implying that education acts to encourage provincial leaders to support the central government’s policy.  相似文献

Polygeneration systems enable natural resources to be exploited efficiently, decreasing CO2 emissions and achieving economic savings relative to the conventional separate production. However, their economic feasibility depends on the legal framework. Preliminary design of polygeneration systems for the residential sector based on the last Spanish self-consumption regulations RD 900/2015 and RD 244/2019 was carried out in Zaragoza, Spain. Both regulations were applied to individual and collective installations. Several technologies, appropriate for the energy supply to residential buildings, for example, photovoltaics, wind turbines, solar thermal collectors, microcogeneration engines, heat pump, gas boiler, absorption chiller, and thermal and electric energy storage were considered candidate technologies for the polygeneration system. A mixed integer linear programming model was developed to minimize the total annual cost of polygeneration systems. Scenarios with and without electricity sale were considered. CO2 emissions were also calculated to estimate the environmental impact. Results show that RD 900/2015 discourages the investment in self-consumption systems whereas the RD 244/2019 encourages them, especially in renewable energy technologies. Moreover, in economic terms, it is more profitable to invest in collective self-consumption installations over individual installations. However, this does not necessarily represent a significant reduction of CO2 emissions with respect to individual installations since the natural gas consumption tends to increase as its unit price decreases because of the increase of its consumption level. Thus, more appropriate pricing of natural gas in residential sector, in which its cost would not be reduced when increasing its consumption, would be required to achieve significant CO2 emissions reduction. In all cases, the photovoltaic panels (PV) are competitive and profitable without subsidies in self-consumption schemes and the reversible heat pump (HP) played an important role for the CO2 emissions reduction. In a horizon to achieve zero CO2 emissions, the net metering scheme could be an interesting and profitable alternative to be considered.  相似文献

In this article we develop and then implement a decomposition model of Canada's electricity sector in order to assess multiple factors impacting on trends in greenhouse gas emissions from the sector, with a focus on the impact of climate and energy policy on emissions for the time period spanning from 1990 to 2008. The analysis shows that during these years, the primary factors driving changes in emissions included changes in electricity demand, changes in the generation mix of electricity, and weather, but that government policy and programs had only minor impacts on emissions. Although having relatively lesser impacts compared to the aforementioned factors, the most significant policy related factors included efforts to increase renewables in the generation mix through programs such as renewable portfolio standards and incentives for wind generators.  相似文献
