This paper examines the UK mechanisms for ensuring future investment in renewable energy through consumer adoption of green energy tariffs and the Renewable Obligation Certificate (ROC) system. Using a national survey and focus groups the stated willingness by UK customers to pay a premium for renewable or green energy and actual take up of such tariffs is assessed. Substantial differences between willingness to pay for and the adoption of green energy tariffs are reported. This disparity is linked to a range of factors including consumer confusion, lack of supply, complexities of constructing ‘green source’ tariffs under the ROC system and a lack of customer trust. It is concluded that the re-definition of the green energy market in favour of ‘green source’ tariffs, greater direct compliance with the Renewable Obligation by addressing supply constraints, and efforts in providing clearer information and choices for consumers via a compulsory green energy accreditation scheme are required if willing consumers’ are to contribute to investment in renewable energy.  相似文献

The Renewable Energy Certificate and Perform Achieve Trade mechanisms in India are designed to target energy generation and saving, respectively, in line with Clean Development Mechanism implemented by United Nations Framework Convention on Climate Change. The Renewable Energy Certificate System is a voluntary regulation in India for renewable energy generators and is designed for effective implementation of inter-state transactions by introducing the Renewable Purchase Obligation regulation for consumers and a flexible trading platform for transactions across the country. Another initiative, the Perform Achieve Trade scheme, is an enhanced energy efficiency trading mechanism based on consumption targets that require large energy user sectors to improve efficiency by 1–2% per year. The Perform Achieve Trade programme has introduced mechanisms for the identification of industry sector, designated customer, specific energy consumption and target setting. The Perform Achieve Trade design issues are in test phase in the first cycle of the scheme which will run from 2012 to 2015. This paper discusses key design issues about boundary and target setting for Renewable Energy Certificate and Perform Achieve Trade energy saving certificate (ESCert) A data sharing and trading mechanism for Perform Achieve Trade is also proposed for review and coordination among regulator, designated consumers and traders in the market.  相似文献

As a response to the twin challenges of climate change mitigation and energy security, the UK government has set a groundbreaking target of reducing the UK’s economy-wide carbon emissions by 80% from 1990 levels by 2050. A second key UK energy policy is to increase the share of final energy consumption from renewables sources to 15% by 2020, as part of the wider EU Renewable Directive. The UK’s principle mechanisms to meet this renewable target are the Renewable Obligation (RO) in the electricity sector, the Renewable Transport Fuel Obligation (RTFO), and most recently the Renewable Heat Programme (RHP) for buildings. This study quantifies a range of policies, energy pathways, and sectoral trade-offs when combining mid- and long-term UK renewables and CO2 reduction policies. Stringent renewable policies are the binding constraints through 2020. Furthermore, the interactions between RO, RTFO, and RHP policies drive trade-offs between low carbon electricity, bio-fuels, high efficiency natural gas, and demand reductions as well as resulting 2020 welfare costs. In the longer term, CO2 reduction constraints drive the costs and characteristics of the UK energy system through 2050.  相似文献

In 2008, the UK launched the first regulatory sustainability reporting scheme for biofuels. The development of the scheme, managed by the Low Carbon Vehicle Partnership for the Department for Transport, involved extensive stakeholder engagement. The scheme has significantly increased understanding by policy-makers, the biofuels industry and its supply chains on how to monitor and manage the sustainability risks of biofuels and increase their greenhouse-gas benefits. It is providing a practical model for similar developments globally. To receive certificates in order to meet volume obligations under the Renewable Transport Fuel Obligation (RTFO), suppliers must provide a monthly carbon and sustainability report on individual batches of renewable fuels they supply into the UK. The Renewable Fuels Agency produces aggregate monthly reports of overall performance and quarterly updates of individual supplier performance. This scheme is an important first step to assist the biofuels industry to demonstrate its environmental credentials and justify the subsidies received. The paper provides a case study of the development of the scheme, its initial outcomes and outstanding challenges.  相似文献

Globally, electricity systems are going through transitions. The contributions from renewable energy‐based power generation, both in installed capacity and electricity generation, are moving from marginal to the mainstream. India is not an exception; it is aggressively pursuing this transition by fixing steep targets for renewable capacity additions. While the cost of renewable energy sources is expected to fast reach grid parity, the policy interventions play a critical role in ramping up the efforts to support the proposed investments in renewable capacity and renewable electricity generation. In this respect, this research attempts to analyze the effectiveness of renewable energy policies such as Renewable Purchase Obligation (RPO) and Renewable Energy Certificate mechanisms in tapping the renewable energy potential in India. We propose a mixed‐integer linear programming model‐based approach to evaluate the effectiveness of the above interventions in the Indian context. The model is developed and validated as a low carbon electricity planning tool to optimally meet the dynamic electricity demand and RPO targets as well as to manage the unmet total electricity demand and RPO targets. The Karnataka state electricity system (a state in south India) is chosen as a case study. The results suggest that Karnataka Electricity System is moving toward a sustainable renewable energy future even without any support from nonsolar Renewable Energy Certificate policy. However, policy interventions are critical for optimally utilizing the solar generation capacity.  相似文献

An agent-based simulation model is developed using computational learning to investigate the impact of vertical integration between electricity generators and retailers on market power in a competitive wholesale market setting. It is observed that if partial vertical integration creates some market foreclosure, whether this leads to an increase or decrease in market power is situation specific. A detailed application to the Korean market structure reveals this to be the case. We find that in various cases, whilst vertical integration generally reduces spot prices, it can increase or decrease the market power of other market generators, depending upon the market share and the technology segment of the market, which is integrated, as well as the market concentrations before and after the integration.  相似文献

In this paper we look at the relative merits of two capacity utilization regimes in the merchant electricity transmission network: Must offer (Mo) where the entire capacity installed has to be made available for transmission and Non Must Offer (NMo) where some capacity could be withheld. We look at two specific cases: (i) demand for transmission varies across time, and (ii) vertical integration is allowed between investors in transmission network and electricity generators. In the case of time-varying demand under Mo, we find that a monopolist may underinvest in transmission when compared to NMo, although NMo may lead to more capacity withholding. In the case of vertical integration, we find that when the market power is with the generators of the exporting node, without vertical integration no welfare-enhancing merchant investment would occur, neither under Mo nor NMo. Further, if the generators in the importing node have market power, in case vertical integration is allowed, Mo is better than NMo. Finally, we also argue that the incentive to collude among various transmission network investors is mitigated with Mo in place.  相似文献

世界各国在积极发展可再生能源,而很大部分可再生能源用于发电.因此“能源安全”的范畴与重心将从20世纪的以石油安全为主逐步转向21世纪的以电力安全为主.确保安全、高质量供电,同时维持电力供需平衡是电力系统面临的持续挑战.发展新能源电力为常规电力机组的变负荷能力提出新的挑战:要求电力机组具备更快的变负荷调节能力;电力机组变负荷目标的不确定性增大;电力机组负荷调节范围更大.在电力系统中采用集成储能模块是解决电力系统变负荷和新能源电力接人产生问题的有效措施.储能总的作用是实现新能源电力上网、保持电网高效安全运行和电力供需平衡.储能系统的具体功能有三种:提高电能质量、提供桥接电能、能量管理.电力储能技术有抽水蓄能技术、压缩空气储能技术、超导储能技术、超级电容器储能技术、电化学储能技术、复合储能技术.对我国发展储能产业提出以下建议:从宏观战略层面制定储能发展规划;出台利于储能技术产业化的激励政策与机制;发布储能相关技术标准和管理规范,建立储能装置回收管理机制;加强储能技术研发与示范;建立储能产业链,降低成本;探索优化商业运营模式,加快储能技术的市场化步伐.  相似文献

The European Union is particularly rich in variations of different delivery mechanisms for increasing the use of renewable energy. The requirements of liberalisation in continental Europe, the re-regulation of the UK's gas and electricity sectors in 2000 and ongoing environmental commitments has meant the establishment of a new generation of mechanisms following on from early prototypes. This paper analyses two new mechanisms in detail: the England and Wales RO (Renewables Obligation) and the German EEG (Erneuerbare Energien Gesetz), with a particular focus on how they reduce risk for generators. Assuming that risk reduction is an important way to make a support mechanism effective in promoting deployment, the analysis will look at three different kinds of risk, namely, price, volume and balancing risk. It is argued that the German EEG is more effective at increasing the share of renewables than the England and Wales RO because it reduces risk for RES generators more effectively.  相似文献

A demand reduction strategy is considered in the context of the UK and in the light of the UK Government's 2006 Energy Review. This paper discusses how a mechanism—a Demand Reduction Obligation (DRO)—can be established to achieve radical energy demand reduction targets in electricity and gas use in the industrial, commercial and public administration sectors. A DRO would require energy suppliers to invest in energy-saving measures so as to reduce energy demand in these sectors. The investment for this activity would be funded by energy suppliers who would increase prices in order to cover the cost of achieving the carbon reductions. Public opinion surveys suggest that a large proportion of the public would prefer to support demand reduction measures compared to other energy options. It may be practical to deliver carbon emission reductions equivalent to around 30% of emissions from the UK electricity sector over a 15-year period through a broad-based demand reduction strategy. Demand reduction is considered in the context of an assessment of costs and resources available from other low carbon options including renewable energy and nuclear power.  相似文献

Renewable Purchase Obligation (RPO) regime in India started in 2011 with the announcement of benchmark RPO (BRPO) of states for the Financial Year (FY) 2011 by respective State Electricity Regulatory Commissions (SERC), to promote Renewable Energy (RE). The report submitted to Forum of Regulators (FoR) in this regard has recommended uniform rate of increase of BRPO of states and studied the impact of RPO on tariff for FY 2011–2015. However, more rigorous analysis is needed for fixing BRPO in a scientific manner and for fair allocation of incentives to promote RE. This paper attempts to evaluate all states on a common platform to find BRPO, giving due weightage to the state-wise energy demand and RE generation, ensuring minimum change in BRPO of consecutive years and hence less impact of RPO on tariff. To encourage the states to align their actual RPO with BRPO, a financial incentive scheme is proposed giving due weightage to RE consumption, RE capacity addition and RPO compliance of the states. The methods are illustrated for the Indian states using real system data. A study of RPO's impact on electricity tariff of Indian states is also conducted and reported for FY 2011–2015, considering Renewable Energy Certificate (REC).  相似文献

The German Renewable Energy Act (EEG) has been very successful in promoting the deployment of renewable electricity technologies in Germany. The increasing share of EEG power in the generation portfolio, increasing amounts of fluctuating power generation, and the growing European integration of power markets governed by competition calls for a re-design of the EEG. In particular, a more efficient system integration and commercial integration of the EEG power is needed to, e.g. better matching feed-in to demand and avoiding stress on electricity grids. This article describes three different options to improve the EEG by providing appropriate incentives and more flexibility to the promotion mechanism and the quantitative compensation scheme without jeopardising the fast deployment of renewable energy technologies. In the “Retailer Model”, it becomes the responsibility of the end-use retailers to adapt the EEG power to the actual demand of their respective customers. The “Market Mediator Model” establishes an independent market mediator responsible to market the renewable electricity. This model is the primary choice when new market entrants are regarded as crucial for the better integration of renewable energy and enhanced competition. The “Optional Bonus Model” relies more on functioning markets since power plant operators can alternatively choose to market the generated electricity themselves with a premium on top of the market price instead of a fixed price.  相似文献

Historically the promotion of renewable energy technologies in isolated areas has involved international donors or governments subsidising the initial capital investment. This paper proposes an alternative support mechanism for remote villages based on the generation of renewable electricity. This communication presents an evaluation of the Renewable Energy Premium Tariff (RPT) scheme, a locally adapted variation of the Feed-in Tariff tailored for decentralised grids of developing countries. The RPT scheme stimulates the deployment of renewable energy technologies by paying for renewable electricity generated. A good-quality performance is secured since the support is given based on the electricity produced by renewables, not for the initial capital investment.  相似文献

The UK Government has supported a programme on Renewable Energy since 1975. In 1988 progress was reviewed and this led to some redirection of the programme with greater emphasis on the commercial development of renewables, as published in Energy Paper 55.The climate in which Renewable Energy operates has been influenced recently by a number of factors including privatisation of the UK electricity supply industry, when the Government introduced the New Fossil Fuel Obligation and publication of the Government's 1990 White Paper on the Environment which noted that the Government is working towards a figure of new renewable energy generating capacity of 1000 MW by 2000.The paper aims to give an overview of the present state of development of the renewable technologies in the UK and to discuss some of the factors - technical and non-technical - which will affect their likely future development.  相似文献

We analyze the economic properties of the economic demand-response (DR) program in the PJM electricity market in the United States using DR market data. PJM's program provided subsidies to customers who reduced load in response to price signals. The program incorporated a “trigger point”, at a locational marginal price of $75/MWh, at or beyond which payments for load reduction included a subsidy payment. Particularly during peak hours, such a program saves money for the system, but the subsidies involved introduce distortions into the market. We simulate demand-side bidding into the PJM market, and compare the social welfare gains with the subsidies paid to price-responsive load using load and price data for year 2006. The largest economic effect is wealth transfers from generators to non price-responsive loads. Based on the incentive payment structure that was in effect through the end of 2007, we estimate that the social welfare gains exceed the distortions introduced by the subsidies. Lowering the trigger point increases the transfer from generators to consumers, but may result in the subsidy outweighing the social welfare gains due to load curtailment. We estimate that the socially optimal range for the incentive trigger point would be $66–77/MWh.  相似文献

This paper explores how investment in the UK electricity generation sector can contribute to the UK goal of reducing CO2 emissions with 60% by the year 2050 relative to the 1990 emissions. Considering likely development of the transportation sector and industry over the period, i.e. a continued demand growth and dependency on fossil fuels and electricity, the analysis shows that this implies CO2 emission reductions of up to 90% by 2050 for the electricity sector. Emphasis is put on limitations imposed by the present system, described by a detailed database of existing power plants, together with meeting targets on renewable electricity generation (RES) including assumptions on gas acting as backup technology for intermittent RES. In particular, it is investigated to what extent new fossil fuelled and nuclear power is required to meet the year 2050 demand as specified by the Royal Commission on Environmental Pollution (RCEP). In addition, the number of sites required for centralized electricity generation (large power plants) is compared with the present number of sites. A simulation model was developed for the analysis. The model applies the UK national targets on RES, taken from Renewable Obligation (RO) for 2010 and 2020 and potentials given by RCEP for 2050, and assumed technical lifetimes of the power plants of the existing system and thus, links this system with targets for the years 2010, 2020 and 2050.  相似文献

Incentives for renewable energy based on Feed-in-Tariffs have succeeded in achieving high levels of renewable installed capacity. However, these incentives have not been responsive to market conditions or price signals, imposing in some cases a great financial burden on consumers when Renewable Energy Sources reached significant levels. A way out of this problem could be a market mechanism where incentives respond to the level of investment on renewables. We explore this issue comparing a regulatory system based on Tradable Green Certificates, able to react to market changes, to a Feed-in-Tariffs incentive scheme. We model the strategic interaction between participants in the electricity pool and the Tradable Green Certificates market and focus on the optimal regulation for the retailer segment, which generates the desired demand for green certificates as a decreasing function of the certificate price. We then calibrate our theoretical model with data from the Spanish electricity system for the period 2008–2013. Simulations show that a green certificate scheme could both achieve the 2020 targets for renewable electricity and reduce regulatory costs. However, the role of regulators is still important, since setting the right target for renewable electricity affects the cost burden of the system.  相似文献

英国是采用可再生能源配额制度来促进可再生能源发展的国家之一。本文介绍了从2002年开始实施的英国可再生能源义务法令产生的背景、配额制度的主要特点和实施效果,对制度的优缺点进行了分析,说明配额制度的实施需要完善的电力市场机制做保障,它是有利于低成本的可再生能源技术的应用和有利于大企业发展的政策,但也存在增加融资难度、不公平竞争等问题。本文最后总结了该法令和配额制度对我国可再生能源政策制定的借鉴意义。  相似文献

This paper examines how the effectiveness of feed-in tariffs for distributed generators, producing renewable electricity, depends on industry structure, i.e., vertical integration vs. unbundling. A stylized analytical model with a monopolist and a competitive fringe (distributed generators) will be developed to analyze the impact of feed-in tariffs on renewable power production. The vertically integrated monopolist maximizes profits by setting the electricity price for residual demand and a network access charge incurred by the fringe. The fringe receives a fixed feed-in tariff per unit of electricity produced. Under vertical integration, a rise in the feed-in tariff induces the monopolist to raise access charges for fringe firms and skim part of their additional income. This partially offsets the supply increase of the fringe firms stimulated by the feed-in tariff. However, in the case of effective unbundling with an externally set access charge, there is no possibility for the monopolist to extract part of the fringe's profit. Then, the feed-in tariff fully accrues to the competitive fringe, and its supply will further increase. This setting will be extended to horizontal expansion when the monopolist also enters the renewable production segment. The effects on prices and output will be derived and compared.  相似文献
