A wide variety of non-cigarette forms of tobacco and nicotine exist, and their use varies regionally and globally. Smoked forms of tobacco such as cigars, bidis, kreteks and waterpipes have high popularity and are often perceived erroneously as less hazardous than cigarettes, when in fact their health burden is similar. Smokeless tobacco products vary widely around the world in form and the health hazards they present, with some clearly toxic forms (eg, in South Asia) and some forms with far fewer hazards (eg, in Sweden). Nicotine delivery systems not directly reliant on tobacco are also emerging (eg, electronic nicotine delivery systems). The presence of such products presents challenges and opportunities for public health. Future regulatory actions such as expansion of smoke-free environments, product health warnings and taxation may serve to increase or decrease the use of non-cigarette forms of tobacco. These regulations may also bring about changes in non-cigarette tobacco products themselves that could impact public health by affecting attractiveness and/or toxicity.  相似文献

OBJECTIVE: To describe the extent of the tobacco industry involvement in establishing international standards for tobacco and tobacco products and the industry influence on the International Organization for Standardization (ISO). METHODS: Analysis of tobacco industry documents made public as part of the settlement of the Minnesota Tobacco Trial and the Master Settlement Agreement. Search words included "ISO", "CORESTA", "Barclay", "compensation and machine smoking", "tar and nicotine deliveries", and the name of key players, in different combinations. RESULTS: It is clear that the tobacco industry, through the Cooperation Centre for Scientific Research Relative to Tobacco (CORESTA), play a major role in determining the scientific evidence and suggesting the standards that are eventually adopted as international standards for tobacco and tobacco products in several areas, including the measurement of cigarette tar and nicotine yield. CONCLUSIONS: ISO's tobacco and tobacco products standards are not adequate to guide tobacco products regulatory policies, and no health claims can be made based on ISO's tobacco products standards. There is an urgent need for tobacco control advocates and groups worldwide to be more involved with the work of the ISO, both directly and through their national standardisation organisations.  相似文献

The available literature on tobacco endgames tends to be limited to discussing means, targets and difficulties. This article offers additional ideas on the key elements of endgame strategies and the circumstances in which these are likely to be adopted and implemented. We suggest such strategies will include explicit plans, will define the nature of `the end of tobacco use/sale' and have target dates within 20 years. The likely circumstances for endgame strategy development include low (probably under 15% adult smoking) prevalence and/or rapid prevalence reductions, wide support and strong political leadership. Even with some or all these circumstances, opposition from business, internal government forces and international factors may influence results.  相似文献

Several essential oils of medicinal plants possess proven antimicrobial activity and are suitable for applications on the food industry. The oil from Cymbopogon citratus (lemongrass) has been reported to have a wide range of biological activities. However, there are few controlled studies confirming its antimicrobial activity. The aim of our study was to assess the antimicrobial potential of lemongrass oil against a wide spectrum of food spoilage and pathogenic bacteria and yeast in liquid and vapour phase. The chemical composition of the oil was analyzed by gas chromatography; 14 components were identified and geranial (28.93 %), neral (24.30 %) and myrcene (23.92 %) were the most abundant constituents. Lemongrass oil showed potent antimicrobial activity against Gram positive bacteria and exhibited the strongest antifungal effect against Candida albicans and C. parapsilosis. Minimum inhibitory concentration varied from 0.019 to 1.25 mg mL?1 for Gram positive bacteria and yeasts, indicating Staphylococcus aureus, S. epidermidis and C. albicans as the most susceptible strains. Moreover, the diameter of inhibition zone (DIZ) increased with increasing essential oil (EO) volume. Considerably superior antimicrobial activity was observed in the vapour phase. The DIZ resulting from the exposure to EO vapour was significantly larger than that from the same volume in the liquid phase. The DIZ varied from 22 to 90 mm for Candida strains. There is growing evidence that EO in vapour phase are effective antimicrobial systems and that they do have advantages over the use of oil in liquid phase. Our results imply that lemongrass oil could be useful for the development of novel types of natural preservatives for food control.  相似文献

Corporate social responsibility (CSR) emerged from a realisation among transnational corporations of the need to account for and redress their adverse impact on society: specifically, on human rights, labour practices, and the environment. Two transnational tobacco companies have recently adopted CSR: Philip Morris, and British American Tobacco. This report explains the origins and theory behind CSR; examines internal company documents from Philip Morris showing the company's deliberations on the matter, and the company's perspective on its own behaviour; and reflects on whether marketing tobacco is antithetical to social responsibility.  相似文献

China's milk scandal is well known for causing the nation's largest food safety crisis and for its effect on thousands of children. Less, however, is known about the effect on the other victim: China's small dairy farmers. Although small backyard producers were not the ones that added melamine to the milk supply, the incomes of dairy farmers fell sharply after the crisis. In response, one of the actions taken by the government was to encourage small dairy producers to check into production complexes that were supposed to supply services, new technologies, and provide for easy/bulk procurement of the milk produced by the cows of the farmers. Because both farmers and their cows were living (and working) away from home, in the rest of the paper we call these complexes cow hotels. In this paper we examine the dynamics of China's dairy production structure before and after the milk scandal. In particular, we seek to gain a better understanding about how China's policies have been successful in encouraging farmers to move from the backyard into cow hotels. We also seek to find if larger or smaller farmers respond differently to these policy measures. Using data from a sample of farmers from dairy-producing villages in Greater Beijing, our empirical analysis finds that 1 yr after the milk scandal, the dairy production structure changed substantially. Approximately one quarter (26%) of the sample checked into cow hotels after the milk scandal, increasing from 2% before the crisis. Our results also demonstrate that the increase in cow hotel production can largely be attributed to China's dairy policies. Finally, our results suggest that the effects of government policy differ across farm sizes; China's dairy policies are more likely to persuade larger farms to join cow hotels. Apparently, larger farms benefit more when they join cow hotels. Overall, these results suggest that during the first year after the crisis, the government policies were effective in moving some of the backyard farmers into cow hotels (although 60% farmers remained backyard producing).  相似文献

Food composition databases (FCDs) are a foundation of nutrition research, monitoring and surveillance of the food supply, commercial applications, and nutrition in clinical practice. The National Nutrient Databank Conference (NNDC) is a gathering of researchers and users dedicated to the development, maintenance, and use of FCDs. The NNDC has met regularly since 1976 to provide a forum for researchers and users to share information about current resources and activities involving FCDs. The NNDC is governed by a Steering Committee and led by an Executive Committee that defines the purpose of the organization, monitors the needs of the nutrition community, carries out professional responsibilities associated with FCDs, and recommends priorities for the future. In an ever-changing food marketplace, emphasis on dietary surveillance around the world, and the need for additional food composition data to answer new scientific questions, the NNDC is more critical to the nutrition community today than ever before. The annual assembly of a group of FCD experts and users with the purpose of identifying and preparing for new possibilities in food composition is critical for the future of nutrition research and clinical practice.  相似文献

The sample mean of data collected during critical pollution periods is a biased estimator of the annual mean. The bias can be corrected by weighting techniques, which take into account the measurement dates. The differences with standard calculations become important to characterize the temporal evolution when sampling changes with time. Sound statistical methods are therefore needed.  相似文献

The U.S. agricultural infrastructure is one of the most productive and efficient food-producing systems in the world. Many of the characteristics that contribute to its high productivity and efficiency also make this infrastructure extremely vulnerable to a terrorist attack by a biological weapon. Several experts have repeatedly stated that taking advantage of these vulnerabilities would not require a significant undertaking and that the nation's agricultural infrastructure remains highly vulnerable. As a result of continuing criticism, many initiatives at all levels of government and within the private sector have been undertaken to improve our ability to detect and respond to an agroterrorist attack. However, outbreaks, such as the 1999 West Nile outbreak, the 2001 anthrax attacks, the 2003 monkeypox outbreak, and the 2004 Escherichia coli O157:H7 outbreak, have demonstrated the need for improvements in the areas of communication, emergency response and surveillance efforts, and education for all levels of government, the agricultural community, and the private sector. We recommend establishing an interdisciplinary advisory group that consists of experts from public health, human health, and animal health communities to prioritize improvement efforts in these areas. The primary objective of this group would include establishing communication, surveillance, and education benchmarks to determine current weaknesses in preparedness and activities designed to mitigate weaknesses. We also recommend broader utilization of current food and agricultural preparedness guidelines, such as those developed by the U.S. Department of Agriculture and the U.S. Food and Drug Administration.  相似文献

Background

There is little information about smokers who tried potentially reduced exposure products (PREPs) (Eclipse®, Omni®, Advance Lights®, Accord®, or Ariva®), why they tried them, if they liked these products, and if they will continue to use them.

Objectives

The objectives of this qualitative study were to understand: (1) how smokers who tried PREPs learned about them, (2) reasons for first trying PREPs, (3) which PREP(s) they tried, (4) what they thought of the product at first trial, (5) reasons for continuing or discontinuing use, and (6) whether they would recommend PREPs to others.

Design

In October 2002, 16 focus group sessions were conducted with current cigarette smokers aged 30–50 years: eight groups in Chattanooga, Tennessee, and eight in Dallas, Texas. Specific focus groups were composed of white men, white women, African American men, African American women, Hispanic men, or Hispanic women.

Results

The majority of the participants learned about PREPs through advertising or promotion, family, friends, and co‐workers; major reasons given for first trying PREPs were that the products were free or inexpensive, they wanted to stop smoking, they believed the product claims of fewer health risks, or they were curious; most of them tried Eclipse® probably because the focus groups were conducted in the same cities where Eclipse® was introduced; most participants did not like PREPs; most discontinued the use of PREPS, some who continued to use them did so infrequently and also kept smoking their regular brands of cigarettes; and most would not recommend PREPs, although a few might recommend them to specific groups (for example, new smokers, the young, women, curious or health conscious people).

Conclusions

Although most established smokers did not like the PREPs they tried and will not recommend them to anyone, a minority of established smokers believe that there may be a market for these products.  相似文献

Despite decades of industry innovation and regulatory efforts, the harmfulness of conventional cigarettes has not changed. There are several pitfalls in this area, including the long time lag before health impacts of product regulatory changes become apparent, the danger of consumers deriving false reassurance of lesser harm in the interim period, the lack of relevant expertise and the lack of an internationally agreed and evidence-based strategic approach. Articles 9 and 10 of the Framework Convention on Tobacco Control provide the potential for such a global strategy, and knowledge and research has increased significantly over recent years. However, there are huge opportunity costs in implementing product disclosure and regulatory strategies: most national regulators have very limited human and financial resources, which should be focused on other evidence-based tobacco control interventions. We believe therefore that it is now time to abandon the notion of safe or safer cigarettes while moving consumers towards cleaner nicotine products as soon as possible. In parallel to this, we recommend a number of other strategies be implemented including: reducing the appeal of all tobacco products, forbidding new tobacco products or brand variants being marketed without evidence of reduced harm, appeal or addictiveness, and developing a tobacco industry resourced, but industry independent, Framework Convention on Tobacco Control global repository to assist national regulators in understanding and regulating the products on their markets.  相似文献
