This study assesses the influence of attitudinal and socio-economic factors on household energy conservation actions. A household interview survey in Regina, Saskatchewan found that respondents perceive an energy problem, although no association with energy conservation actions was determined. Two attitudinal and five socio-economic variables influence household energy conservation. Energy and monetary savings are available to households through energy conservation. Public awareness of household energy conservation through the media can reinforce existing energy conservation actions and encourage new actions.  相似文献

This paper argues that energy efficiency remains an abstraction until actions produce significant results in the ways in which energy is produced and used. In the USA, such actions have depended historically on the private sector, with government taking an increasingly prominent role since the first energy crisis of the 1970s. Experience has shown that neither acting alone has been fully successful at realizing the economically and societally rational rate of implementation made possible by either the needs or the opportunities in energy. Recent developments in various states have begun to explore hybrid organizations - quasi-public and quasi-private - as ways to focus resources in productive applications. Four examples merit attention, with particular emphasis on the North Carolina Alternative Energy Corporation.  相似文献

The effort to reduce the dependence on imported crude oil in Greece, after the oil crises in the '70s, has resulted, among others, in a total installed area of 3.57 million m2 solar collectors in 2007, making Greece one of the pioneers in the use of domestic solar hot water system (DSHWS) worldwide.In the present work, the contribution of DSHWS to the reduction of conventional energy and greenhouse gases and other air pollutant emissions in Greece from its early years in mid '70s up to now is assessed. DSHWS market penetration, solar system technological changes and development and demographic changes in association with the climatic conditions in all regions of the country have been taken into account in order to calculate energy conservation and emissions reduction. The results show that the conserved energy ranges from 21.27 GW hel (0.1% of the domestic sector energy use) in 1978 to 1513 GW hel (2.4%) in 2007, resulting in an abatement of CO2 emissions, which for the year 2000 was 1.67 Mt, exceeding by 76% the objectives of the Greek Program of “Climatic Change”, which indicated savings of 0.95 Mt CO2 for 2000.Moreover DSHWS maximum technical potential is assessed to be about three times the current installed area, showing that they can play an important role in energy end environmental policy of the country.  相似文献

CONN SAVE is a non-profit consortium of electric and gas utilities in Connecticut, established to deliver services mandated by the federal Residential Conservation Service. This article describes a quantitative evaluation of the programme which involved collection of several types of data from CONN SAVE, fuel suppliers and households.Data from home energy audits and on-site home interviews were analysed in terms of conservation potentials as of Spring 1981. Potential for space-heating energy saving was roughly 15% greater in participant homes than in control homes and for water heating energy saving was slightly larger for control homes. Participant homes installed many more retrofit measures than control households and, as a consequence, were expected to cut their annual energy costs by 2–3 times as much as the control households - 18 MBtu vs 7 MBtu ($160 vs $60). Hence, the CONN SAVE audit was effective in stimulating additional retrofit action on the part of participants.  相似文献

In the 1970s energy was one of the most prominent political topics — in the 1980s it has been replaced as the major debate by employment, microelectronics, the environment and the search for peace. The implementation of energy conservation programmes decided upon at the height of the energy debate is, however, still underway and only partly successful. The impact of the changes in the general political climate upon energy conservation policy in the 1980s will be analysed and discussed with special reference to West Germany.  相似文献

A regression analysis is performed to make projections for the Canadian energy production and consumption. These have been increasing and are projected to increase even further in the near future. The primary energy production and consumption are projected to increase by 52% and 34%, respectively, by 2025 over 2004 if business as usual. The amount of fossil energy resources is finite and the extraction, transportation and combustion of fossil fuels cause environmental pollution and climate change. On the other hand, energy plays an important role in the economic and social development of Canada. Canada can develop further from an energy balance point of view, but this alone cannot be sustainable, because of the negative consequences of the major energy use on the environment. Application of energy localization and diversification is a promising solution, but in order to reach that, better energy efficiency and more use of renewable energy are necessary. Instead of non-compulsory policies Canada’s policy approach should have more compulsory policies. Only then Canada can be made to develop further in a sustainable manner.  相似文献

From the results reported here it is suggested that policy decisions about the potential contribution of decentralized energy supply systems to UK industrial energy requirements should be based on the suitability of individual sectors rather than averaged over all sectors. The suitability of decentralized energy sources is evaluated, based on a themodynamic match between source and demand. This suitability criterion is used to identify the most appropriate sector in manufacturing industries for the adoption of decentralized energy supply, leaving aside economic cost considerations and individual site requirements.  相似文献

This paper studies economics of renewable energy systems with consideration of future prospects on costs and uncertain external conditions that may affect competitiveness in the power plant market. The concept of learning curve is adopted to compute estimates on the costs of installing and operating renewable energy systems in the future; fuel costs and carbon price are modeled as scenario-dependent variables to analyze their impact on total costs under different scenarios. The proposed approach allows evaluation and comparison of total costs necessary in implementing renewable energy plans under varying technological, and/or economical conditions that face uncertainty at present. Moreover, analyzing the evaluation results further with techniques like sensitivity analysis can identify factors central to reducing the total costs. As an illustrative case-study, the Korean government’s renewable energy plan has been evaluated accordingly, under three different scenarios defined by International Energy Agency (IEA). The evaluation results indicate minor changes in total costs of achieving the plan among three scenarios, mainly due to counterbalancing between the price of fossil fuels and carbon price. Further analyses revealed factors central to lowering the total costs necessary in implementing the plan—hybridization between renewable energy systems, reduction of biomass production costs via technological innovation, increasing learning rates by focusing on R&D and international cooperation.  相似文献

With a focus on the residential sector, this paper explores the likelihood of the UK government meeting its energy targets. The paper contends that energy policy needs to take into account the interplay of four major factors: an ageing population of increasing diversity; a cultural inclination for older housing much of which is thermally inefficient; levels of fuel poverty; and the inexorable rise of consumer spending on leisure related services and goods. Decisions made by older households (both the poorer and the better off) may be critical to the success of energy policy. Among the better off the changing expectations of the baby boomers, with their predilection for consumption and travel, may have particular impact. The paper concludes that much of the reduction in carbon footprint made by older people’s choices in heating and insulation may be offset, not only by increasing domestic thermal comfort, but also potentially by increasing consumables in the home and other consumer lifestyle choices. What could be achieved at best, may be a shift in energy mix.  相似文献

Economic theory suggests that residential expenditures on energy conservation and renewable energy sources will be determined by the ability of households to purchase conservation inputs, their incentive to invest in conserving energy, the energy efficiency of existing homes and miscellaneous factors such as climate and age of the home-owner. Empirical analyses of energy-related expenditures reported on individual income tax returns confirm the importance of household income, energy price increases and climate conditions in determining energy conservation investments. Income tax credits are also found to have stimulated residential spending on conservation and renewable energy.  相似文献

In the present paper, design and economics of the novel type of thermal control system for datacenter using heat pipe based cold energy storage has been proposed and discussed. Two types of cold energy storage system namely: ice storage system and cold water storage system are explained and sized for datacenter with heat output capacity of 8800 kW. Basically, the cold energy storage will help to reduce the chiller running time that will save electricity related cost and decrease greenhouse gas emissions resulting from the electricity generation from non-renewable sources. The proposed cold energy storage system can be retrofit or connected in the existing datacenter facilities without major design changes. Out of the two proposed systems, ice based cold energy storage system is mainly recommended for datacenters which are located in very cold locations and therefore can offer long term seasonal storage of cold energy within reasonable cost. One of the potential application domains for ice based cold energy storage system using heat pipes is the emergency backup system for datacenter. Water based cold energy storage system provides more compact size with short term storage (hours to days) and is potential for datacenters located in areas with yearly average temperature below the permissible cooling water temperature (∼25 °C). The aforesaid cold energy storage systems were sized on the basis of metrological conditions in Poughkeepsie, New York. As an outcome of the thermal and cost analysis, water based cold energy storage system with cooling capability to handle 60% of datacenter yearly heat load will provide an optimum system size with minimum payback period of 3.5 years. Water based cold energy storage system using heat pipes can be essentially used as precooler for chiller. Preliminary results obtained from the experimental system to test the capability of heat pipe based cold energy storage system have provided satisfactory outcomes and validated the proposed system concept.  相似文献

Direct energy use is a small but essential component of the farm greenhouse gas (GHG) budget. Improvements in energy efficiency and renewable energy can help reduce farm operating costs, improve air quality and reduce GHG emission levels. Energy conservation is especially important in Nova Scotia (NS), Canada, where fossil fuels, particularly coal, remain the primary source of electrical generation. Responses from mail surveys were used to establish baseline data on a cross-section of NS farms with respect to direct energy costs and usage to demonstrate differences in farm type and size. A 32% (N=224) response rate was achieved. Based on this survey, the average energy bill for a NS farm in 2004 was $11,228, with most (61.7%) of their energy cost attributable to the purchase of petroleum products. Almost all farmers (96.4%) indicated that their energy cost was a primary concern. Farmers identified the operation of vehicles and mobile equipment, as well as lighting and heating as having the greatest energy requirements in their operations. Energy usage varied with farm type and size. NS farms consumed 1.2 petajoules of energy equivalent to 127 kilotonnes of CO2 with 52.7% of emissions from electricity use in 2004.  相似文献

European Union and Finland are confronted with much the same kind of challenges in energy policy. Because of much higher importance on energy, these issues escalated earlier in Finland including vital political decision-making. Several alternative energy paths to the future can be identified with fairly similar projected costs. The more in-depth analysis in the Finnish case suggests that, e.g., an integrated approach consisting of renewable energy sources and energy efficiency measures would be one competitive alternative to satisfy both increasing energy demand and CO2 emission reductions already by 2020. The study shows that meeting environmental, energy security and economical targets may not as such be adequate for the future success of an energy option. There is a more profound link between the energy options and the political decision-making, implying a much broader range of criteria than just the 3 Es reflecting thus politicians’ priorities and concerns. For example, in the Finnish case renewable energy sources and energy efficiency did not match optimally the parliamentary majority's preferences when deciding on future electricity direction in 2002. The methodology suggested here can be used to improve the strategic positioning of alternative energy paths.  相似文献

India’s rural energy challenges are formidable with the presence of majority energy poor. In 2005, out of a rural population of 809 million, 364 million lacked access to electricity and 726 million to modern cooking fuels. This indicates low effectiveness of government policies and programs of the past, and need for a more effective approach to bridge this gap. However, before the government can address this challenge, it is essential that it gain a deeper insight into prevailing status of energy access and reasons for such outcomes. Toward this, we perform a critical analysis of the dynamics of energy access status with respect to time, income and regions, and present the results as possible indicators of effectiveness of policies/programmes. Results indicate that energy deprivations are highest for poorest households with 93% depending on biomass for cooking and 62% lacking access to electricity. The annual growth rates in expansion in energy access are gradually declining from double digit growth rates experienced 10 years back to just around 4% in recent years. Regional variations indicate, on an average, cooking access levels were 5.3 times higher in top five states compared to bottom five states whereas this ratio was 3.4 for electricity access.  相似文献

Historically, local, state and federal policies have separately promoted the generation of electricity from renewable technologies and the pursuit of energy efficiency to help mitigate the detrimental effects of global climate change and foster energy independence. Federal policymakers are currently considering and several states have enacted a combined efficiency and renewable electricity standard which proponents argue provides a comprehensive approach with greater flexibility and at lower cost. We examine the financial impacts on various stakeholders from alternative compliance strategies with a Combined Efficiency and Renewable Electricity Standard (CERES) using a case study approach for utilities in Kansas. Our results suggest that an investor-owned utility is likely to pursue the most lucrative compliance strategy for its shareholders—one that under-invests in energy efficiency resources. If a business model for energy efficiency inclusive of both a lost fixed cost recovery mechanism and a shareholder incentive mechanism is implemented, our analysis indicates that an investor-owned utility would be more willing to pursue energy efficiency as a lower-cost CERES compliance strategy. Absent implementing such a regulatory mechanism, separate energy efficiency and renewable portfolio standards would improve the likelihood of reducing reliance on fossil fuels at least-cost through the increased pursuit of energy efficiency.  相似文献

With the European Strategic Energy Technology Plan (SET Plan) expiring in 2020, the EU needs to revisit its energy technology policy for the post-2020 horizon and to establish a policy framework that fosters the achievement of ambitious EU commitments for decarbonization by 2050. We discuss options for a post-2020 EU energy technology policy, taking account of uncertain technology developments, uncertain carbon prices and the highly competitive global market for energy technologies. We propose a revised SET Plan that enables policy makers to be pro-active in pushing innovation in promising technologies, no matter what policy context will be realized in the future. In particular, a revised SET Plan should include a more technology-specific focus, provide the basis for planning and prioritization among decarbonization technologies, and should be based on a comprehensive approach across sectors. Selected technology targets and EU funding of innovation should be in line with the SET Plan prioritization.  相似文献

The Irish Government is considering its future targets, policy and programmes for renewable energy for the period beyond 2005. This follows a review in 2003 of policy options that identified a number of different measures to stimulate increased deployment of renewable energy generation capacity. This paper expands this review with an economic analysis of renewable energy price support mechanisms in the Irish electricity generation sector. The focus is on three primary price support mechanisms quota obligations, feed in tariffs and competitive tender schemes. The Green-X computer model is utilised to characterise the RES-E potential and costs in Ireland up until, and including, 2020. The results from this dynamic software tool are used to compare the different support mechanisms in terms of total costs to society and the average premium costs relative to the market price for electricity. The results indicate that in achieving a 20% RES-E proportion of gross electricity consumption by 2020, a tender scheme provides the least costs to society over the period 2006–2020 but only in case there is limited or no strategic bidding. Considering, however, strategic bidding, a feed-in tariff can be the more efficient solution. Between the other two support mechanisms, the total costs to society are highest for feed-in-tariffs (FIT) until 2013, at which point the costs for the quota system begin to rise rapidly and overtake FIT in 2014–2020. The paper also provides a sensitivity analysis of the support mechanism calculations by varying default parameters such as the interim (2010) target, the assumed investment risk levels and the amount of biomass co-firing. This analysis shows that a 2010 target of 15% rather than 13.2% generates lower costs for society over the whole period 2006–2020, but higher costs for the RES-E strategy over the period 2006–2010.  相似文献
