回顾了重庆丝绸工业在十一五期间所取得的成绩,为十二五发展奠定的物质基础,并从政策支撑、劳动力供给、产品发展、人才科技四方面分析了重庆丝绸工业的发展潜力所在,结合各项设备产能指标和当前社会经济的发展水平,预期各项产能水平和价格走势,对重庆丝绸工业十二五的发展目标进行探索,提出了措施建议。     

Postcolonialism and education: negotiating a contested terrain

This paper sets the context for those that follow in this special issue of Pedagogy, Culture & Society. In so doing, it provides a brief overview of postcolonialism as theory, politics and practice. It considers postcolonialism's ambivalent reception amongst differing constituencies, a sign both of desire and danger, as Stuart Hall has put it. Criticisms of postcolonialism have come from both the left and the right and from indigenous scholars as well. In traversing the nature of postcolonialism, the paper considers the work, albeit briefly, of a number of major 'foundational' thinkers, namely Fanon, Said, Bhabha and Spivak. The need for a more liberatory rather than conciliatory postcolonialism is argued for, as is the need to integrate postcolonialism with an understanding of contemporary globalization. Postcolonial insights can help overcome the ahistoricity of much globalization theorizing and also its reification. Against this backdrop, the paper then provides a summative account of all of the contributions in this special issue, all of which demonstrate how new cultural practices and policy imperatives in education are linked to colonial and postcolonial formations.

Curriculum, literacy and the state: re 'right'-ing english?

There are signs that English teaching - for much of the century absolutely central to the literacy project of State-sponsored schooling - may be in decline. This is something that can only become apparent in the course of history, as the new century generates its own distinctive educational forms and practices. Certainly, 'English' will continue to be taught and studied in the foreseeable future, with the English subjects remaining a significant part of the formal school curriculum. However, perhaps we are witnessing a major shift in what might be called the educational capital of English teaching and, hence, the effective, although always pending, end of the English 'empire'. This article addresses such issues and debates in the context of national and international shifts and movements in educational policy and curriculum politics, in relation to the wider Australian context of the 1990s.

Exploring the role of social capital in influencing knowledge flows and innovation in smallholder farming communities in the Caribbean

This paper presents the results of an exploratory study into how different forms of social capital embedded within community-based social networks may affect innovation in smallholder farming systems to better support food security in the Caribbean. Focusing on two rural communities in the small island developing nation of Saint Lucia, our results indicate the strong presence of interpersonal agricultural knowledge networks operating to: 1) facilitate farmer-to-farmer knowledge exchange; 2) increase farmer access to information; and 3) connect farmers to sources of support. In both communities, ‘peer farmers’ were reported as being the primary source of new agricultural knowledge for farmers, with government ‘extension officers’ the secondary source. Comparative social network analysis reveals how different forms of social capital within the two agricultural knowledge networks can affect self-reported farmer innovation in different contexts. Based on these findings we identify a number of opportunities for policy initiatives to better support, coordinate and enhance innovation opportunities among smallholder farmers in the Caribbean with a view to building their adaptive capacity in the face of environmental change. The findings provide important evidence and insights relevant to the governance of domestic agricultural systems and regional food security programming in the Caribbean.

中国化学机械法制浆的生产现状、存在问题及发展趋势

化学机械法制浆具有原料适应性广、纸浆得率高、流程紧凑、设备投资省等优点,在中国得到了迅速发展。本文回顾了改革开放以来,中国化学机械法制浆生产的发展历程。在总结经验的基础上,指出了生产中存在的问题,对相关问题进行了分析并提出解决的技术建议,为相关装备制造和化学机械法制浆企业生产提供参考。随着国家废纸限制进口政策的实施,造纸工业纤维原料缺口增大,非木纤维原料高得率制浆技术将迎来一个新的发展机遇。     

Learning as an objective within a structured risk management decision process

Social learning through adaptive management holds the promise of providing the basis for better risk management over time. Yet the experience with fostering social learning through adaptive management initiatives has been mixed and would benefit from practical guidance for better implementation. This paper outlines a straightforward heuristic for fostering improved risk management decisions: specifying learning for current and future decisions as one of several explicit objectives for the decision at hand, drawing on notions of applied decision analysis. In keeping with recent guidance from two important U.S. advisory commissions, the paper first outlines a view of risk management as a policy-analytic decision process involving stakeholders. Then it develops the concept of the value of learning, which broadens the more familiar notion of the value of information. After that, the concepts and steps needed to treat learning as an explicit objective in a policy decision are reviewed. The next section outlines the advantages of viewing learning as an objective, including potential benefits from the viewpoint of stakeholders, the institutions involved, and for the decision process itself. A case-study example concerning water use forfisheries and hydroelectric power in British Columbia, Canada is presented to illustrate the development of learning as an objective in an applied risk-management context.     

民国时期甘宁青地区盐业述要

甘宁青地区盐业历史悠久,源远流长。从古代先民发现、利用食盐到现在已有几千年的历史。甘宁青地区的盐业,有自身的发展轨迹,还受其所在区域的政治、经济、交通运输、民族关系、民众生活以及区域对外交流方面因素的制约而显现出一些区域性特征。本文通过对民国时期甘宁青地区盐务机构的设置以及生产、流通、盐税情况的叙述,勾勒出其发展的历史轨迹,以此来加深人们对该地区盐业发展史的认识,还可以丰富西北区域经济社会史研究的内容。     

生物发酵产业“十四五”时期发展展望

“十三五”期间,我国经济发展方式发生转变,生物发酵行业在面对严峻的外部环境和经济下行的压力下,在产业升级和产能提升方面取得了较大的成绩。深入总结中国生物发酵产业“十三五”期间在产业规模、出口情况、科技创新、产业集群、标准体系、绿色建设领域取得的各项成果;从标准法规、核心技术、市场环境三方面剖析了现阶段产业存在的问题;通过分析“十四五”时期我国生物发酵产业的发展机遇,从补齐产业链短板、提升菌种水平、推动智能制造、推进绿色制造节能环保、完善标准保驾护航产业发展五方面提出了产业发展的重点任务以及保障措施。“十四五”时期,生物发酵产业将继续保持健康平稳发展,以消费需求引领产品生产,提高市场动力,逐步树立生物助推科技、发酵引领未来的理念,实现让生物发酵赋能健康中国的目标。     

走新型工业化道路创建世界纸业强国

提出了产业大国、产业强国的评价标准,并分析了中国与纸业强国间的差距所在;阐述了新型工业化道路的指导思想在造纸工业发展中的具体体现;预测随着外资进入中国步伐的加快及国内企业国际化水平的不断提高,大约10年时间,中国可以发展成为世界纸业强国.     

供应链与消费市场关系的仿真分析

为了更直观地了解供应链生产模式与消费市场之间的相互关系,借助Anylogic仿真软件,从供应链原材料供应入手,建立供应链模型,并基于系统动力学建立市场模型,以连续性库存检查策略为例进行仿真与优化实验,对仿真结果进行了分析。结果表明,该模型能够可视化地研究供应链的动态变化过程,简单、高效地找出产品最优生产方式,为企业生产提供决策支持。     

浅析我国封建社会不能发育资本主义生方式的根本原因

资本主义生产方式的形成和发展必须具备两个基本要素作为前提条件,即资本和雇佣劳动者,同时还需要适宜的孕育环境。中国资本主义萌芽尽管在世界历史上出现很早,但由于我国封建社会始终围绕权力运行的特殊的社会生活环境,不利于资本主义生产方式的孕育和发展,导致资本主义生产方式的发育终究难有作为。

'The power of mantras': postcoloniality, education and development

The discourse of development or modernization and of 'national integration' or 'nation-building' in India is inseparable from issues surrounding education and culture and their incorporation in definitions forged during colonialism. In this article I look primarily at the Kothari Commission Report (KCR) of 1964-66 and the New Policy on Education (NPE) proposals of 1986. These two documents, between them, chart the entire discursive territory of projected developments in postcolonial India. Ambitious in conception, they are blueprints for the transformation of a society. I focus on the relation between the NPE and KCR as evidence of policy and education in India, and attempt to relate them to previous proposals by Gandhi and others and to my own theoretical preoccupations, particularly those regarding discourse and counter-players.     

贵州省白酒产业生态化水平评价研究
