近年来新疆生产建设兵团水利信息化建设快速发展,但没有形成全面服务、有效支撑、共建共享、协同工作的局面,针对水利信息化应用信息孤岛、数据孤岛、业务割据的状况,兵团开展水利信息资源整合共享工作。结合兵团水利信息建设现状,资源整合与共享采用面向服务的 SOA 架构,基于 J2EE 平台设计、开发、 部署系统,采用 Spring,Struts,MVC 等技术实现异构资源集成,运用 Web Service 解决业务应用服务共享,以 WebGIS 技术提升地图和功能服务能力,解决兵团水利信息化整合中的关键技术和应用服务问题。已初步建成水利信息资源整合集成、业务协同与高效应用的共享服务平台,提升兵团水利信息应用保障能力和服务水平,提高水利行政管理效能,为类似的水利信息化整合共享提供解决方案。  相似文献

长期以来,江苏省水利信息化以省级建设为重点开发建设的业务应用系统之间存在分散、孤岛等现象。借助水利部确定的江苏水利信息资源整合共享省级试点的机遇,明确省一级部署、四级应用的水利信息资源整合共享模式,确定共享任务,建成统一集成门户系统、水利数据资源目录服务,构建水利云服务中心,完成水利厅机关内网资源整合,制定相关制度标准。信息资源整合共享已完成既定目标,并开始全面应用,取得一些成效,可为由数字水利向智慧水利转变提供思路和技术途径。  相似文献

针对水利政务各部门存在业务纵向独立,跨部门数据共享与业务协同困难等问题,为提升水利政务办事效率与群众满意度,研究并实现一种基于区块链技术的水利数据共享平台。利用区块链分布式共享、不可篡改等特性,将水利数据去中心化存储;采用应用服务与数据管理分离的架构模型与一致性访问接口,解决各水利应用间的数据共享问题;结合智能合约与数字签名技术,实现数据访问与共享的去信任化和智能化。该研究已应用于围绕电子采砂证照的水利数据共享场景中,应用分析表明:平台可实现水利数据去中心化存储与访问,实现水利数据的跨部门安全可信共享,提高水利政务协同工作效率,研究成果可为各地方、 部门和层级间政务数据的安全互通起示范作用。  相似文献

水利信息化技术标准是水利政务和业务活动过程中应遵守的技术标准和行为规范,其体系完备性和标准适用性至关重要。在借鉴使用水利对象管理水利数据基础上,立足水利数据为核心,考察水利数据生命周期各重要环节,形成包括分类编码、传输交换、数据存储、图示表达、产品服务、建设管理和运行维护等7大类组成的水利信息化技术标准体系框架及其标准组成,是实现信息共享、保障应用协同、开展智能化应用的基础和保障。并对标准及其体系应实现的目标、标准范畴、标准分类及其体系构成等进行初步探索和研究。  相似文献

本文针对智慧水利建设过程中存在的基础数据不统一,对象代码不统一,数据标准不一致,同一数据在不同业务和不同层级之间存在“重采、重存”等问题,根据智慧水利建设顶层设计和水利信息化相关标准规范要求,结合个人项目实践经验与思考,总结提出了省级智慧水利数据标准体系建设的总体思路、主要内容和方法。从管理组织、制度、保障措施方面落实标准体系建设前置条件;按业务领域、数据类型、数据质量问题、系统开发时间等纬度推动标准化建立过程;从基础、采集、存储、质量、安全、共享与服务等6个方面提出数据标准体系框架,并从技术层面对框架具体实践方法和要点进行阐述。总结成果符合水利行业实际情况,可为智慧水利数据中心建设提供技术参考。  相似文献

Abstract This paper describes an approach to the design of interactive multimedia materials being developed in a European Community project. The developmental process is seen as a dialogue between technologists and teachers. This dialogue is often problematic because of the differences in training, experience and culture between them. Abstract This paper starts with some reflections on the policy considerations and priorities which are shaping European Commission (EC) research programmes. Then it attempts to position the current projects which seek to capitalise on information and communications technologies for learning in relation to these priorities and the apparent realities of the marketplace. It concludes that while there are grounds to be optimistic about the contribution EC programmes can make to the efficiency and standard of education and training, they are still too technology driven.  相似文献

融合集成方法已经广泛应用在模式识别领域,然而一些基分类器实时性能稳定性较差,导致多分类器融合性能差,针对上述问题本文提出了一种新的基于多分类器的子融合集成分类器系统。该方法考虑在度量层融合层次之上通过对各类基多分类器进行动态选择,票数最多的类别作为融合系统中对特征向量识别的类别,构成一种新的自适应子融合集成分类器方法。实验表明,该方法比传统的分类器以及分类融合方法识别准确率明显更高,具有更好的鲁棒性。  相似文献

Development of software intensive systems (systems) in practice involves a series of self-contained phases for the lifecycle of a system. Semantic and temporal gaps, which occur among phases and among developer disciplines within and across phases, hinder the ongoing development of a system because of the interdependencies among phases and among disciplines. Such gaps are magnified among systems that are developed at different times by different development teams, which may limit reuse of artifacts of systems development and interoperability among the systems. This paper presents control charts models and the necessary simulation software for the location of economic values of the control parameters. The simulation program is written in FORTRAN, requires only 10K of main storage, and can run on most mini and micro computers. Two models are presented - one describes the process when it is operating at full capacity and the other when the process is operating under capacity. The models allow the product quality to deteriorate to a further level before an existing out-of-control state is detected, and they can also be used in situations where no prior knowledge exists of the out-of-control causes and the resulting proportion defectives.  相似文献

Going through a few examples of robot artists who are recognized worldwide, we try to analyze the deepest meaning of what is called “robot art” and the related art field definition. We also try to highlight its well-marked borders, such as kinetic sculptures, kinetic art, cyber art, and cyberpunk. A brief excursion into the importance of the context, the message, and its semiotics is also provided, case by case, together with a few hints on the history of this discipline in the light of an artistic perspective. Therefore, the aim of this article is to try to summarize the main characteristics that might classify robot art as a unique and innovative discipline, and to track down some of the principles by which a robotic artifact can or cannot be considered an art piece in terms of social, cultural, and strictly artistic interest. Although there are many arguments that logic is an appropriate tool for artificial intelligence, there has been a perceived problem with the monotonicity of classical logic. This paper elaborates on the idea that reasoning should be viewed as theory formation where logic tells us the consequences of our assumptions. The two activities of predicting what is expected to be true and explaining observations are considered in a simple theory formation framework. Properties of each activity are discussed, along with a number of proposals as to what should be predicted or accepted as reasonable explanations. An architecture is proposed to combine explanation and prediction into one coherent framework. Algorithms used to implement the system as well as examples from a running implementation are given.  相似文献

This paper provides the author's personal views and perspectives on software process improvement. Starting with his first work on technology assessment in IBM over 20 years ago, Watts Humphrey describes the process improvement work he has been directly involved in. This includes the development of the early process assessment methods, the original design of the CMM, and the introduction of the Personal Software Process (PSP)SM and Team Software Process (TSP){SM}. In addition to describing the original motivation for this work, the author also reviews many of the problems he and his associates encountered and why they solved them the way they did. He also comments on the outstanding issues and likely directions for future work. Finally, this work has built on the experiences and contributions of many people. Mr. Humphrey only describes work that he was personally involved in and he names many of the key contributors. However, so many people have been involved in this work that a full list of the important participants would be impractical.  相似文献

提出了一种基于复小波域统计建模与噪声方差估计显著性修正相结合的合成孔径雷达(Synthetic Aperture Radar,SAR)图像斑点噪声滤波方法。该方法首先通过对数变换将乘性噪声模型转化为加性噪声模型,然后对变换后的图像进行双树复小波变换(Dualtree Complex Wavelet Transform,DCWT),并对复数小波系数的统计分布进行建模。在此先验分布的基础上,通过运用贝叶斯估计方法从含噪系数中恢复原始系数,达到滤除噪声的目的。实验结果表明该方法在去除噪声的同时保留了图像的细节信息,取得了很好的降噪效果。  相似文献
