To encourage foreign businesses to take part in revitalising the old industrial base in northeastern China, the Office of the Leading Group for Revitalising theOld Industrial Base in Northeast China under the State Council has recently drafted the Implementation Proposals for Further Opening to the Outside World and Promoting Revitalising the Old Industrial Base in Northeast China, listing five concrete areas for attracting investment to the area. The five areas are acquisition of State-owned enterprises, upgrading of industry, opening of State-owned enterprises, upgrading of industry, opening of several sectors, taxation policy, and investment convenience. A very important condition for continuous and fast progress for western development in China is to raise the opening level to the outside in the region, and the country will further loosen the policy on utilisation of foreign funds. The Ministry of Finance has recently issued the Measureson Procurement Bidding for Foreign Government Loan Projectsto strengthen the management of procurement bidding and en-sure faimess and impartiality.The Measures define the pro-curement companies as those enterprises that, approved by theState Council department in charge, have obtained the right ofmanaging foreign trade for more than 3 years, with the exceptionof those particularly required by the loan provider. Those pro-curement companies bidding for the loan project of US $5 mil-lion and above must have obtained the Certificate of Grade-AInternational Bidding Qualification issued by the State Councildepartment in charge.

TC+AMT传动系统整车性能研究

利用动力学仿真软件ADVISOR,对装有“液力变矩器 机械式自动变速箱”(下面简称TC AMT)传动系统的越野车进行了建模仿真分析。对比研究了装有“机械式自动变速箱(AMT)的车辆”和“TC AMT”车辆的性能。最后进行了相应的试验验证,试验结果验证了模型的正确性。同时,为进一步进行“TC AMT”传动系统的研究提供了可靠的支持。
