价值管理(Value Management,VM)是降低建设项目成本和改善项目执行效率和质量的一个重要途径,然而,VM在我国建设领域中还存在应用不足、认识不够、相关法律法规不完善以及成效不显著等问题。由于工作计划不同、技术手段差异以及不支持远程协同等因素的影响,针对香港建设领域开发的交互式价值管理系统(IVMS)难以直接应用于内地。为此,本文在IVMS基础上,提出了适用于我国建设领域VM实践的价值管理系统IVMS-CN。IVMS-CN是一个基于网络协同的群体决策支持系统,它由网络通讯平台、协同平台和管理平台等三部分组成,能够为用户提供一个远程协作环境和群体决策支持平台,实现远程参与VM研究,并促进参与者之间的信息交流和共享,减少过程损失,增加信息增益,从而实现VM研究效率与质量的提高。  相似文献

The use of indicators constitutes internationally an important tool for assessing the progress achieved towards sustainable development. Measuring the sustainability in urban areas – which are crucial engines of local socio-economic development, but at the same time present concentration points of environmental decay – is a major challenge for environmental managers and decision-makers. This paper aims at the development and utilisation of a system of indicators as a dynamic tool for the management of environmental, social and economic information in order to evaluate sustainability in urban areas. In this context, guidelines for the system’s development and use are proposed, together with a suggestion for its communication among local stakeholders. An application of this system is demonstrated through a case study using the Greater Thessaloniki Area, Greece, a domain with considerable socio-economic development, which is also encountering significant environmental pressures.  相似文献

通过文献综述可知,公共项目管理绩效改善有管理和治理两大途径,前者显而易见,已得到学术界和实务界的普遍认可,而后者一直以来都被默认为是成立的而没有得到任何证实。首先借鉴产业组织理论的SCP范式,提出关于公共项目治理、管理、管理绩效3个变量之间路径的基本假设,并构建实证研究模型。而后,运用结构方程模型方法对60个企业型代建项目的数据进行统计分析,研究结果表明,公共项目治理通过管理间接贡献于公共项目管理绩效。最后,通过对研究结果的分析得出公共项目管理绩效改善的一种基本思路,即GMP分析框架,从而证实了治理确为公共项目管理绩效改善的重要途径。  相似文献

Implementation of global virtual engineering teams (GVETs) commenced since at least two decades ago, but construction has been behind other industries in terms of harnessing this new paradigm. Nevertheless, GVETs are receiving increasing attention within the construction context due to numerous potential benefits they can bring about for the projects. On the other hand, the research about GVETs in Australia is still in its embryonic stages. Australian scholars noticeably have paid scant attention to GVETs in comparison to their colleagues in other developed countries. This paper assumes the process of implementation of a GVET as an isolated project. The study then highlights the well-known main areas of necessary knowledge for managing a GVET project within the construction context based on a project lifecycle approach. Recognizing the weaknesses of existing literature, the paper sets out an agenda for further research within Australian construction projects.  相似文献

This paper examines established Systems Dynamics (SD) models of projects in order to simplify them. These models are highly non-linear and contain large numbers of variables, with built in decisions using empirical data. A SIMULINK version of an SD model was created and conclusions are made with respect to the main controlling factors, compared to a NASA project. Stages in simplification are described leading to a control system model. This model is then used to develop criteria to judge stability, controllability and observability of projects with use for practical decisions by project managers. All the models and the NASA data are compared to allow the reader to judge the efficacy of the simulation. The developed model is then compared with another project solution.  相似文献

Public–private partnerships (PPPs) are increasingly used in the United Kingdom's public facilities and services provision through the Private Finance Initiative (PFI). Despite some casualties, PPP/PFI projects have been undertaken successfully, but the reasons for success are not entirely clear. Questionnaire survey research examined the relative importance of 18 potential critical success factors (CSF) for PPP/PFI construction projects in the UK. The results show that the three most important factors are: ‘a strong and good private consortium’, ‘appropriate risk allocation’ and ‘available financial market’. Factor analysis revealed that appropriate factor groupings for the 18 CSFs are: effective procurement, project implementability, government guarantee, favourable economic conditions and available financial market. These findings should influence policy development towards PPPs and the manner in which partners go about the development of PFI projects.  相似文献

Research into partnering performance measures for building and construction projects becomes crucial because a growing trend of client organizations has been observed to adopt partnering approach to procure their projects worldwide over the past decade. Although there are some related research studies and papers documented on this research area, few, if any, comprehensive and systematic research studies focus on developing a comprehensive, objective, reliable and practical performance evaluation model for partnering projects in construction. A Partnering Performance Index (PPI), which is composed of seven weighted Key Performance Indicators (KPIs), has been developed to measure, monitor, improve, and benchmark the partnering performance of construction projects in Hong Kong. A set of Quantitative Indicators (QIs) and well-defined ranges of Quantitative Requirements (QRs) for each QI have been further established using the Delphi survey technique and Fuzzy Set Theory. Evaluation of partnering success can now be based on quantitative evidences, thus tackling the subjectivity of performance evaluation. By making use of the Internet and database technology, PPI can be monitored on-line, thus saving much time, cost and efforts on data collection and retrieval than if they are done manually. As such, an Internet-based computerized partnering monitoring and benchmarking tool, namely the Computerized Partnering Performance Index System (CPPIS) has been developed. The Internet-based CPPIS enables project participants to input data at any time and location and the project administrators could perform data analysis via the Internet. The CPPIS also enables project managers to measure, monitor, improve and benchmark their partnering performances against those already stored in the database. Graphical presentations of data and various performance measures are also built in to assist various end-users to identify problematic areas and critical success factors for achieving partnering excellence.  相似文献

政府投资项目在我国经济生活中发挥着重要作用。在政府投资项目行政代理制度下,项目管理绩效不高,导致项目绩效也不佳。国内推行的政府投资项目代建制管理模式就是针对行政代理制度下的弊端展开的一项改革措施。研究围绕国内推行的代建制改革是否有效,如何改善代建制绩效而展开。在项目治理的新范式和研究框架下,探讨了不同时期我国政府投资项目治理模式演变和企业型代建制下的项目所有权配置,建立了相应的代建制治理水平初步评价指标,在此基础上从制度层面对政府投资项目代建方案进行了设计。研究结果表明,我国代建制发展方向为企业型代建,对该代建模式下所形成的治理结构的改善需要通过内部治理和外部治理以及政府监督机制等三个途径实现。  相似文献
