Fisheries and food security in Timor-Leste: the effects of ritual meat exchanges and market chains on fishing

Timor-Leste fishers use simple fishing techniques, boats and equipment, and the fishery sector presents a unique opportunity to promote an environmentally sustainable pattern of fishery resource management. Timor-Leste has one of the highest rates of chronic malnutrition in the world, and fish could provide the needed protein, vitamins, and micronutrients. Here, I describe the models of production, distribution, and marketing of fish, and the consumption patterns of animal proteins. I discuss how ritual meat exchanges and marketing constraints influence the current economic strategies of fishing households. As a result, I suggest that in order to animate the sector, development policy should promote domestic fish consumption instead of general production along with investment and management of ice distribution systems.

Climate change, flooding and food security in south Asia

The most vulnerable groups in terms of food security during floods in south Asia under climate change will be the poor, women and children. Current procedures for the transfer of climate adaptation funds tend to marginalize these groups. Food production is being disrupted by flooding more frequently and more severely than before, due to climate change. By 2080 the situation is likely to be much worse than at present. Adaptation has to encourage management of all stages of food security, from the farm to the consumer, both urban and rural. Measures have to be participatory, from the community to the international level. While many individual initiatives offer hope and demonstrate good practice, institutional, economic and environmental factors may all impede the maintenance and enhancement of food security in south Asia. Innovative forms of food production, distribution and storage will have to be developed.

Low-calorie sweeteners in food and food supplements on the Italian market

This study determines the occurrence and concentration levels of artificial low-calorie sweeteners (LCSs) in food and food supplements on the Italian market. The analysed sample set (290 samples) was representative of the Italian market and comprised of beverages, jams, ketchups, confectionery, dairy products, table-top sweeteners and food supplements. All samples were analysed via UPLC-MS/MS. The method was in-house validated for the analysis of seven LCSs (aspartame, acesulfame-K, saccharin, sucralose, cyclamate, neotame and neohesperidin dihydrochalcone) in food and for five LCSs (aspartame, acesulfame-K, saccharin, cyclamate and sucralose) in food supplements. Except for cyclamate in one beverage which exceeded the maximum level (ML) with 13%, all concentrations measured in food were around or below the ML. In food supplements, 40 of the 52 samples (77%) were found to be above the ML, with exceedances of up to 200% of the ML.

Coordination in food security crises: a stakeholder analysis of the challenges facing the global food security cluster

In mid 2011, the Food and Agriculture Organization (FAO) and World Food Programme (WFP) formally launched the global Food Security Cluster (FSC) as the UN’s global mechanism for coordinating food security responses in emergencies worldwide. The need for greater coordination of food security response in emergencies is enormous: Not only is the number of actors growing ever larger, the operating environment is more complex, and the range of responses requires substantially greater levels of skill than ever in analysis, planning, implementation, and monitoring and evaluation. Will this new mechanism provide the leadership needed for complex, multi-dimensional responses needed to protect food security and livelihoods in disasters? What are the special challenges the cluster faces? This paper analyzes a series of country level case studies and key informant interviews with stakeholders in a range of roles to address these questions.

Plant health and food security,linking science,economics, policy and industry

Protecting plant resources from harmful organisms that can spread internationally is a major challenge for plant protection organisations. Natural scientists and economists have methods that contribute to informing and supporting government decision makers in plant health authorities, who also need to account for stakeholders’ views when developing policy and regulations to mitigate plant pest risks. Increasingly plant protection authorities seek to develop integrated decision making through economists and scientists working within an interdisciplinary framework. In this special section of Food Security we introduce a series of papers presented at an international conference that brought together natural scientists, economists, industry representatives and plant health policy makers to report the state of the art and explore the direction and future research needs for such interdisciplinary working to deliver rational plant protection policy and improved food security for the 21st Century. The collection of papers combine contributions from leading academics and influential policy makers and provides cohesive international perspectives on the use of science and economics, as well as their integration, to progress the development of integrated multi-disciplinary plant health policy making around the world. Using a modified version of the world café method during a conference workshop activity, participants identified greater international co-operation as a key mechanism that would reduce international plant health risks. Specifically, co-operation over analysis among stakeholders and along supply chains were seen as key issues.

Aspirations and food security in rural Ethiopia

Despite some improvements in recent years, poverty and food insecurity remain widespread and the main challenges in Ethiopia. Much of the empirical literature focuses on identifying the resource-related constraints for farmers to achieve food security and move out of poverty, with little attention paid to ‘internal’ or psychological factors such as aspirations. Using individual and household data collected in rural Ethiopia, we examined if aspirations were strongly associated with well-being outcomes, in our case food security, as posited in the theoretical framework of aspirations failure. We found that aspirations of the household head were positively and strongly associated with various triangulating measures of household food security including per-capita calorie consumption, the food consumption score (FCS), the household dietary diversity score (HDDS), and negatively associated with the household food insecurity access scale (HFIAS). In contrast, results suggest that the aspirations of the spouse of the household head are negatively associated with per-capita calorie consumption and FCS. We discuss the channels through which aspirations may affect food security and the avenues for future research.

国际信息机构RTS于2006年6月发布了世界食品添加剂市场的发展和预测，报道指出，2005年全球食品添加剂销售额为303亿美元，2000年至2005年，5年增长12．9％，年增长为2．58％；而2010年预计销售额为342亿美元，2006年2010年5年平均年增长2．25％，增幅小于上一个5年。虽其统计基础和方法和我国有所不同，但其发展趋势和动向，值得我们借鉴。
