Comments on a note from Dr. Frederick C. Thorne appearing in the March issue of American Psychologist (1956, 11, 152), entitled "Psychologists, Heal Thyselves!" Thorne's note addressed the handling by the American Psychological Association of ethics cases involving individual members. Here, the current author takes exception to Thorne's characterization of the ethics review process as "moralistic, judgmental, and punitive rather than constructive, rehabilitative, and healing." The author, a member (and one-time chairman) of the Committee on Ethics of the APA (1938-40), attempts to contribute a better understanding of the services furnished by the Association's Committee on Scientific and Professional Ethics and Conduct. Consequently, many state, provincial, and territorial psychological associations have a goal of educating and advising their members on ethical conduct. It was in 1943 that the APA gave serious thought to codifying ethics, but not until 1947 that the Committee on Ethical Standards for Psychology was appointed to draw up a code of ethics (Hobbs, 1948). Provisional adoption of the manual entitled Ethical Standards of Psychologists came in 1952, and a revision of this original document has recently been accepted for a trial period of 3 years (APA, 1959). It is herein proposed that this abbreviated, watered down, revision is no improvement on the original. It remains highly possible that the need for a revision is not perceived by most psychologists. It is further suggested that the proposed revision is a trend toward greater abstraction that may only serve to engender ambiguity and individual latitude--a trend away from Hobbs' (1948) original recommendation that "the code should be formulated in specific terms." It is suggested that the APA seriously consider nominating an editorial board for a new Journal of Professional Ethics in Psychology to serve as a constant sounding board for the profession and the Committee on Ethical Standards. I am returning to the Election Committee my ballot on proposed amendments to the APA Bylaws with a vote to "disapprove" on the amendment that deals with the Committee on Scientific and Professional Ethics and Conduct. This vote will not, I hope, be construed as opposition to procedures being "clarified and made more realistic." I am strongly in favor of having definitive, prompt, vigorous, and forthright action by the Committee provided for in the Bylaws. I believe, however, that the proposed amendment falls short of these objectives and at the same time contains wording to which valid exception may be taken. Accordingly, I offer and make arguments for the following amendments to the proposed amendment in the hope that they can be given serious consideration.
