The energy situation and its sustainable development strategy in China   总被引:1,自引:0,他引:1  
The paper briefly summarizes China’s energy situation and sustainable development strategy as they were by 2009. The energy consumption in 2009 is reported to be 3.1 billion tons standard coal equivalent, 1/7 of the world total, 6.3% higher than in the year 2008, and its share of world CO2 emissions increased rapidly to 20.3% in 2006. These trends are most likely to continue with China’s plan to accomplish its social and economy development goals. To address these problems and also respond to increasing world pressure for reduction of greenhouse gas emissions, the Chinese government plans and has legislated promotion of energy conservation, efficiency, renewable energy technologies and use, and reduction of energy-related environmental impacts to reduce energy intensity by 20% during the 2006-2010 period, and to reduce the CO2 emission/GDP ratio by 40-45% by 2020 relative to 2005. China is facing severe energy-related challenges that conflict resources shortages with the planned rapid economic development, energy use with the related environmental pollution, and new technology with the old production/consumption patterns. It is recognized that energy development must, however, follow a sustainable path to coordinate economy growth, social development, and environmental protection.  相似文献

Experience with geothermal development for electricity production has shown that use is not sustainable if heat from the reservoir is extracted too rapidly. Examples of unsustainable development are given. Policy aimed at achieving sustainable development at the very least should encompass conditions governing access to reservoirs, the rate at which thermal energy is extracted, monitoring, and re-injection of fluids. An economic model illustrates the application of fiscal instruments to geothermal development for electricity generation. Ad valorem royalties are shown to encourage utilisation of the resource in a more sustainable manner. A variable ad valorem royalty, based on the ratio of the current and original temperature shows a significant change in investment planning, with slower depletion, compared to the application of a non-variable ad valorem royalty.  相似文献

China is the second largest country in energy consumption. More and more energy demand pressures cause the Chinese government to review its economy and energy policies in order to support the sustainable development. In China, the building sector amounts to 27.8% total energy consumption, which is only behind the industry sector. China has abundant solar energy resource, which is extensively applied to buildings. Therefore, solar energy utilization in buildings has become one of the most important issues to help China optimize the energy proportion, increasing energy efficiency and protecting the environment. Solar energy resource and its district distribution in China are introduced in detail in this paper, and the representative solar energy application to the building sector is highlighted as well. The solar energy utilization obstacles, especially policy disadvantages in building sector in China, are reviewed. Moreover, the application prospects of solar energy in building sector are presented in combination with the China economic and household industry growth.  相似文献

China aims at quadrupling per-capita GDP by 2020 compared to the year 2000. Without any energy and environmental policy measures, this tremendous economic growth would be associated with a quadrupling of primary energy consumption up to 6.3 billion tons of standard coal equivalents (sce) and energy-related CO2-emissions of 13.9 billion tons Against this background, this paper is to set China's need to implement its sustainable development strategy into the quantitative context of the countries economic development and subsequent economic growth-related environmental problems. China is urgently searching for a way to ease the negative implications of economic growth and has committed itself to achieve a level of 3.0 billion ton sce primary energy consumption in 2020. As a consequence, the macro-economic energy intensity has to be reduced by 53% by 2020. A reduction of 53% by 2020 would lead to an energy intensity level 30% points below the year-2000 level of developed countries. As for natural resources, the expected economic growth will lead to an increase of crude oil net-imports up to 455 million ton sce in 2020 and 650 million ton sce in 2030. As for regional income distribution, economic growth helped to decrease existing inequities.  相似文献

China is rich in coal resource, which is vital for energy security in this country. In early 21st century, the coal chemical industry in China will be oriented to the development of high efficiency, safety, cleanliness, and optimum utilization. In this review, the authors present an introduction to the utilization status of primary energy production and consumption in China. Since 2005, fundamental research studies, supported by the Ministry of Science and Technology of Chinese National Basic Research Program, have been carried out at Taiyuan University of Technology. The Ministry stresses that the new coal chemical industry should be developed in a sustainable manner to realize effective utilization of energy. Moreover, upgrading the high technology to improve actively the recycling processes of coal chemical engineering is of strategic importance to realize the modern coal chemical engineering.  相似文献

We propose in this paper an integrated energy strategy based on a systems approach to address the energy challenges and energy dilemma in China. First, we give a review of existing approaches to energy planning and strategic management, followed by a discussion on the major relationships among energy, economical, environmental and societal systems. Next, we present a conceptual system model with alternative solutions and clarify corresponding concepts. Based on the results, we propose, summarize, and present strategic ideas as policy implications for China’s decision makers. In conclusion, we determine that China should enhance strategic planning and regulation from a life cycle viewpoint of the whole society, prioritize energy saving, continuously improve incumbent energy, and rationally develop alternative energy.  相似文献

The energetic and environmental performances of building cooling heating and power (BCHP) system are closely dependent on its design and operation strategy. This paper analyzes the energy consumptions of a conventional separation production (SP) system and a BCHP system respectively and constructs their corresponding environmental impact models. Furthermore, three energy-related environmental issues, global warming, acid precipitation and stratospheric ozone depletion, are assessed in the proposed emission model. To maximize the benefits (energy-saving and emission-reducing) achieved by the BCHP system in comparison to the SP system, genetic algorithm (GA) is employed to optimize the capacity of BCHP system in consideration of its operation mode. A numerical case of BCHP system for a hotel building is applied to ascertain the effectiveness of the optimal method and demonstrate the performances of the optimal BCHP system.  相似文献

The status of rural household energy consumption plays an important role in farmers’ daily life, especially in developing countries or regions. Here, we review the evolution of the rural household energy consumption structure in northern China from 1996 to 2005. Studies indicate that the proportion of straw, firewood, and coal consumption in total energy consumption have remained at 88.8–91.0%, whereas the proportion of high-quality commercial energy and modern renewable energy is still very low. The main challenges for the sustainable development of rural household energy supply are an unreasonable energy consumption structure, low-energy efficiency, serious environmental degradation, a large gap in energy supply among regions, and difficulty in developing renewable energy. We suggest some countermeasures to overcome the obstacles involved in the sustainable development of rural household energy in northern China, from energy sources to sociopolitical policies.  相似文献

Achieving solutions to environmental problems that we face today requires long-term potential actions for sustainable development. In this regard, renewable energy resources appear to be the one of the most efficient and effective solutions. So clean, domestic and renewable energy is commonly accepted as the key for future life for Turkey. Turkey's geographical location has several advantages for extensive use of most of these renewable energy sources. Because of this and the fact that it has limited fossil fuel resources, a gradual shift from fossil fuels to renewables seems to be serious and the sole alternative for Turkey. This article presents a review of the present energy situation and sustainability, technical and economical potential of renewable energy sources and future policies for the energy sector in Turkey. Also, potential solutions to current environmental problems are identified along with renewable energy technologies. Throughout the paper several problems relating to renewable energy sources, environment and sustainable development are discussed from both current and future perspectives. The renewable energy potential of the country and their present use are evaluated here based on the available data. Conventionally, power plants have been large, centralized units. A new trend is developing toward distributed energy generation, which means that energy conversion units are situated close to energy consumers, and large units are substituted by smaller ones. A distributed energy system is an efficient, reliable and environmentally friendly alternative to the traditional energy system. In this article, we will first discuss the definitions of a distributed energy system. Then we will evaluate political, economic, social, and technological dimensions associated with regional energy systems on the basis of the degree of decentralization. Finally, we will deal with the characteristics of a distributed energy system in the context of sustainability.
