Renewable energy is a cornerstone of German climate change policies. Germany has adopted particularly ambitious renewable energy targets, and is now implementing an Energiewende – a transition to a nuclear-free and low-carbon energy system. The transition could be eased through European cooperation. This article investigates the economic, political, environmental and technological factors that act as drivers and barriers to renewable energy cooperation between Germany and Norway. The article finds that German actors see Norwegian electricity as a means for enhancing the stability of their electricity system as Germany shifts to a greater reliance on renewables. In Norway the picture is more mixed. Norwegian state-owned electricity producers and grid operators are interested in cooperation largely out of profit motives, but expect Germany to create a favorable environment for investors. Energy-intensive industries and consumers on the other hand, are afraid that more electricity cooperation with Germany will raise electricity prices. The Norwegian environmental movement is split on the issue. Parts of the movement see renewable energy cooperation as an important step towards a European low-carbon energy future. Nature and outdoor organizations, however, argue that new renewable energy infrastructure, including pumped-storage hydropower, will result in major environmental impacts. If cooperation is to be achieved, these economic and environmental concerns will have to be taken seriously.  相似文献

While energy efficiency programmes traditionally focus on energy savings, there is also a policy interest in their impact on system peak demand. Examples include demand-side management, integrated resource planning and recent developments to integrate energy efficiency into forward capacity markets. However, there is only limited research on the relationship between peak demand impacts and overall energy savings from efficiency measures, although this relationship can have important bearings on efficiency programmes. This paper reviews utility efficiency programmes in nine jurisdictions in North America and analyses how the seasonal peak-energy relationship differs between commercial and industrial (C&I) and residential sectors, among efficiency measures. In terms of the seasonal difference in peak demand impacts, these programmes show that residential lighting and residential water heating can deliver greater peak savings in weekday early evening winter peak periods. By contrast, C&I lighting and residential appliances make higher peak savings in weekday afternoon summer peak periods. A seasonal difference is more significant in lighting, especially residential lighting, than other measures. The evidence from North America also suggests that space cooling in both sectors and C&I lighting may well make greater peak savings relative to non-peak impacts than other measures during summer peak periods, while in winter peak periods, residential lighting can achieve greater peak savings relative to non-peak impacts. This review highlights the significance of regional electricity use patterns along with climatic and regulatory conditions and indicates how further research may contribute to appropriate electricity demand reduction programme design and monitoring regimes in particular regions.  相似文献

The large-scale combined production of methanol and electricity from natural gas is simulated and evaluated from an economic point of view. Both capital and operating costs are considered. The proposed solution is based on steam methane reforming and consists of an once-through methanol synthesis followed by a power plant in which the unreacted gases are burned. Electricity is produced in a combined-cycle plant. It is supposed to add the energy production unit to an already existing methanol plant without decreasing the methanol production. The economic analysis shows that, given the low natural gas price in the Saudi Arabia context, the combined production ensures an increased annual revenue that allows a reasonable payout time for the added energy plant.  相似文献

Energy supply companies and industrial plants are likely to face new situations due to, for example, the introduction of new energy legislation, increased fuel prices and increased environmental awareness. These new prerequisites provide companies with new challenges but also new possibilities from which to benefit. Increased energy efficiency within companies and increased cooperation between different operators are two alternatives to meet the new conditions. A region characterized by a high density of energy-intensive processes is used in this study to find the economic potential of connecting three industrial plants and four energy companies, within three local district heating systems, to a regional heat market, in which different operators provide heat to a joint district heating grid. Also, different investment alternatives are studied. The results show that the economical potential for a heat market amounts to between 5 and 26 million EUR/year with payback times ranging from two to eleven years. However, the investment costs and the net benefit for the total system need to be allotted to the different operators, as they benefit economically to different extents from the introduction of a heat market. It is also shown that the emissions of CO2 from the joint system would decrease compared to separate operation of the systems. However, the valuation of CO2 emissions from electricity production is important as the difference of emitted CO2 between the accounting methods exceeds 650 kton/year for some scenarios.  相似文献

Improved feedback on electricity consumption may provide a tool for customers to better control their consumption and ultimately save energy. This paper asks which kind of feedback is most successful. For this purpose, a psychological model is presented that illustrates how and why feedback works. Relevant features of feedback are identified that may determine its effectiveness: frequency, duration, content, breakdown, medium and way of presentation, comparisons, and combination with other instruments. The paper continues with an analysis of international experience in order to find empirical evidence for which kinds of feedback work best. In spite of considerable data restraints and research gaps, there is some indication that the most successful feedback combines the following features: it is given frequently and over a long time, provides an appliance-specific breakdown, is presented in a clear and appealing way, and uses computerized and interactive tools.

The Energy [R]evolution 2010 scenario is an update of the Energy [R]evolution scenarios published in 2007 and 2008. It takes up recent trends in global energy demand and production and analyses to which extent this affects chances for achieving climate protection targets. The main target is to reduce global CO2 emissions to 3.7 Gt/a in 2050, thus limiting global average temperature increase to below 2°C and preventing dangerous anthropogenic interference with the climate system. A ten-region energy system model is used for simulating global energy supply strategies. A review of sector and region specific energy efficiency measures resulted in the specification of a global energy demand scenario incorporating strong energy efficiency measures. The corresponding supply scenario has been developed in an iterative process in close cooperation with stakeholders and regional counterparts from academia, NGOs and the renewable energy industry. The Energy [R]evolution scenario shows that renewable energy can provide more than 80% of the world’s energy needs by 2050. Developing countries can virtually stabilise their CO2 emissions by 2025 and reduce afterwards, whilst at the same time increasing energy consumption due to economic growth. OECD countries will be able to reduce their emissions by up to 90% by 2050. However, without a comprehensive energy efficiency implementation strategy across all sectors, the renewable energy development alone will not be enough to make these drastic emissions cuts.  相似文献

This paper considers the problem of analyzing the economical feasibility of a wind–hydrogen energy storage and transformation system. Energy systems based on certain renewable sources as wind power, have the drawback of random input making them a non-reliable supplier of energy. Regulation of output energy requires the introduction of new equipment with the capacity to store it. We have chosen the hydrogen as an energy storage system due to its versatility. The advantage of these energy storage systems is that the energy can be used (sold) when the demand for energy rises, and needs (prices) therefore are higher. There are two disadvantages: (a) the cost of the new equipment and (b) energy loss due to inefficiencies in the transformation processes. In this research we develop a simulation model to aid in the economic assessment of this type of energy systems, which also integrates an optimization phase to simulate optimal management policies. Finally we analyze a wind–hydrogen farm in order to determine its economical viability compared to current wind farms.  相似文献

Rural areas continue to be home to majority of the population in Africa. The importance of providing modern energy to rural areas cannot, therefore, be overemphasised. Despite numerous efforts by Governments and donors in the region to promote solar photovoltaics (PVs) for rural electrification (almost every country in the region has had a rural electrification PV project), access to modern energy in rural Africa continues to be woefully low. In addition to being unaffordable to the rural masses, solar PV has the limitation that it can only be used for lighting and powering low-voltage appliances. This article reviews emerging trends in the rural energy sector of sub-Saharan Africa, and discusses the limitations of over-reliance on solar PV. It suggests possible options that could have greater impact on rural clean energy development. For the majority of rural households in the region, biomass fuels will continue to be the dominant fuel of choice. Efficient technologies for the use of biomass would, therefore, ensure that scarce biomass resources are effectively utilised, and reduce the negative impacts of biomass use on women and children's health. Solar thermal, windpumps, micro-/pico-hydropower and cleaner fuels such as kerosene and LPG, have not received adequate attention from policy makers. These energy options could significantly improve the performance of rural small- and micro-enterprises. This article argues that rural energy policies that emphasise a broader range of renewables and target income-generating activities are likely to yield greater benefits to the rural poor than the current policies that rely on the solar PV option.  相似文献

This article conceptualizes the energy problems facing society from a global governance perspective. It argues that a notion of “global energy governance,” taken to mean international collective action efforts undertaken to manage and distribute energy resources and provide energy services, offers a meaningful and useful framework for assessing energy-related challenges. The article begins by exploring the concepts of governance, global governance, and global energy governance. It then examines some of the existing institutions in place to establish and carry out rules and norms governing global energy problems and describes the range of institutional design options available to policymakers. It briefly traces the role of a selection of these institutions, from inter-governmental organizations to summit processes to multilateral development banks to global action networks, in responding to energy issues, and points out their strengths and weaknesses. The article concludes by analyzing how the various approaches to global governance differ in their applicability to addressing the conundrums of global energy problems.  相似文献

Creating provisions for domestic lighting is important for rural development. Its significance in rural economy is unquestionable since some activities, like literacy, education and manufacture of craft items and other cottage products are largely dependent on domestic lighting facilities for their progress and prosperity. Thus, in rural energy planning, domestic lighting remains a key sector for allocation of investments. For rational allocation, decision makers need alternative strategies for identifying adequate and proper investment structure corresponding to appropriate sources and precise devices. The present study aims at designing a model of energy utilisation by developing a decision support frame for an optimised solution to the problem, taking into consideration four sources and six devices suitable for the study area, namely Narayangarh Block of Midnapore District in India. Since the data available from rural and unorganised sectors are often ill-defined and subjective in nature, many coefficients are fuzzy numbers, and hence several constraints appear to be fuzzy expressions. In this study, the energy allocation model is initiated with three separate objectives for optimisation, namely minimising the total cost, minimising the use of non-local sources of energy and maximising the overall efficiency of the system. Since each of the above objective-based solutions has relevance to the needs of the society and economy, it is necessary to build a model that makes a compromise among the three individual solutions. This multi-objective fuzzy linear programming (MOFLP) model, solved in a compromising decision support frame, seems to be a more rational alternative than single objective linear programming model in rural energy planning.  相似文献

This paper considers the debate in the UK and the USA on some economists' claims that improving energy efficiency will lead to a greater energy consumption (than would have otherwise occurred), a concept termed the Khazzoom–Brookes postulate. It analyses the criticisms of this claim and of the responses, particularly of the concept of ‘dematerialization’. The paper attempts to tackle the paucity of empirical evidence in the UK by looking at long-term trends in efficiency and use with respect to UK public lighting. Finally, it focuses on the views of two economists, namely Len Brookes and William Rees, who both accept the postulate but have differing views and policies on measures to reduce carbon emissions from fossil fuels. Brookes believes in free-market solutions, whereas Rees puts forward a vision of a sustainable future based on ecological tax-reform and reafforestation.  相似文献

The New Entrance Reserve (NER300) is one of the leading mechanisms used for the application and promotion of clean energy projects. In this context, this study aims to investigate the evolution of wave energy projects within the first and second call of NER300. Furthermore, the study tries to identify the reasons of successful applications through an estimation analysis of energy production, avoided emission and energy security. Milder resources contain ‘hidden’ opportunities for wave energy, with lower expenditure and capacity factors equivalent and even over 20%. Lower extreme events indicate that associated installation costs can be considered reduced, thus the potential cost of energy may act as a positive driver for future development. The results of the study argue that there are regions with ‘hidden’ opportunities that can accelerate proof-of-concept and enhance viability for wave energy.  相似文献

This paper examines the UK mechanisms for ensuring future investment in renewable energy through consumer adoption of green energy tariffs and the Renewable Obligation Certificate (ROC) system. Using a national survey and focus groups the stated willingness by UK customers to pay a premium for renewable or green energy and actual take up of such tariffs is assessed. Substantial differences between willingness to pay for and the adoption of green energy tariffs are reported. This disparity is linked to a range of factors including consumer confusion, lack of supply, complexities of constructing ‘green source’ tariffs under the ROC system and a lack of customer trust. It is concluded that the re-definition of the green energy market in favour of ‘green source’ tariffs, greater direct compliance with the Renewable Obligation by addressing supply constraints, and efforts in providing clearer information and choices for consumers via a compulsory green energy accreditation scheme are required if willing consumers’ are to contribute to investment in renewable energy.  相似文献

This paper presents the effects of cooling of a hot tube on the temperature separation (the temperature reduction of cold air) and cooling efficiency in a counter-flow Ranque–Hilsch vortex tube (RHVT). In the experiments, the hot tube is directly cooled by cooling water jacket. The obtained results reveal that cooling water plays an important role in promoting the energy separation in the RHVT. Consequently, the temperature reduction of the cold tube (Ti − Tc) and thus cooling efficiency in the RHVT with cooling of a hot tube is found to be higher than those of the RHVT without the cooling, under the similar operating conditions. Over the range investigated, the mean cold air temperature reduction and cooling efficiency of the RHVT with the cooling of a hot tube are respectively, 5.5 to 8.8% and 4.7 to 9% higher than those of the RHVT without the cooling.  相似文献

Governments around the world have adopted ambitious targets to increase the share of renewable energy and reduce greenhouse gas emissions. They pursue a variety of policy approaches to achieve these targets. It has been a popular theme for contributions in Energy Policy to investigate the effectiveness of such policies. This article adds a new perspective to the debate, namely looking at the policy preferences of private investors in innovative clean energy technology firms. We surveyed 60 investment professionals from European and North American venture capital and private equity funds and asked them to assess the effectiveness of various policies, in terms of stimulating their interest to invest in innovative clean energy technologies. In addition to quantitative rankings, we use qualitative interview data to capture additional information on why investors prefer some policies over others. The combined analysis compensates for the inherent limitations of a quantitative ranking using generic policy types. The results of this exploratory analysis demonstrate that, all other things being equal, investors in our sample perceived feed-in tariffs to be the most effective renewable energy policy. The overall preference for feed-in tariffs is even more pronounced among investors based in Europe and with higher exposure to clean energy.  相似文献

The original vision of controlled thermonuclear fusion as the ideal solution of the energy problems of the mankind collides with the reality of a dramatically expensive research with too long‐term, too uncertain and too limited perspectives. After more than four decades of scientific and technical research, other five decades would be required to commercialization of fusion reactors according to the constant projections the fusion community has been reiterating since the 1980s. However, alone, the huge cost/progress ratio of the attempts of the last 20 years to develop just one ‘next‐step’ experiment and the resulting 10 billion proposal with still unresolved basic engineering/technology problems and highly uncertain physics objectives; this cannot support the anticipated rate of progress. Furthermore, due to their nuclear nature, their inherent large (GWe) size and the very complex and sophisticated technologies, fusion power plants would be strongly limited in meeting ecological, economical and political/social requirements of a future energy mix and in fitting into the already growing trend towards liberalization and restructuring of the energy market. These limitations are increasingly undermining the justification of the immense resources dedicated to research and development of fusion and its attractiveness as a virtually unlimited energy source, particularly in comparison with emerging non‐nuclear systems such as those based on fuel cells. Operated initially with natural gas‐ or coal gas‐derived hydrogen and ultimately with renewable hydrogen, fuel cells (in particular the high‐temperature ones) are becoming the focus of interest for applications in decentralized power and combined heat and power plants, in centralized power stations in the MW range and in the transport sector. Adequately supported, fuel cell technologies can be expected to be commercially established before a hypothetical demonstration of the scientific feasibility of fusion. After a brief review of the historical evolution of major fusion plans, in particular of the next‐step projects in Europe, this paper discusses critically the above mentioned aspects of fusion, addressing primarily the most advanced concept, the ‘tokamak’. The majority of the Middle East and North Africa (MENA) countries possess substantial potential for the implementation of CDM projects. Abatement of Greenhouse Gas (GHG) emissions can mainly be achieved through utilizing the abundant Renewable Energy Sources (RES) in the region and the implementation of Energy Efficiency (ENEF) measures. However, most of the MENA countries have a limited track record as regards CDM projects in the pipeline comparing to the major CDM-players, like Asia-Pacific regions and Latin America. In the above framework, this paper investigates the current status of CDM in the MENA region and the related perspectives for further diffusion of the CDM though the elaboration of a Strengths–Weaknesses–Opportunities and Threats (SWOT) Analysis. Particular emphasis is laid on the case of Israel, which seems to make an exception to the rule, since it hosts most projects in the region and dominates among the MENA countries.  相似文献
