The Performance Information Procurement System (PIPS) was tested on the procurement of the $2.96 million Bridgerland Academic Training Center (ATC) for the state of Utah Division of Facilities Construction Management. The artificial intelligence (AI) information based PIPS was run two ways—selection with biased subjectivity (similar to current best value processes) and without biased subjectivity. Unlike other best value processes, PIPS minimizes the decision-making and subjective bias of the owner’s representatives. The procurement test at Bridgerland ATC provides a comparison between the AI selection versus the user agency’s subjective prioritization. The result of the system was one of the “best” construction projects procured at the state of Utah (on time, on budget, high quality), with no contractor generated change orders for additional cost, minimized construction management requirements, and high customer satisfaction.  相似文献

Gathering content expertise both from published sources and from recognized highway construction professionals, a questionnaire was created to determine the use of 16 innovative contracting practices in the highway construction industry. The major practices include: build-own-operate-transfer, contractor prequalification, design/build, dispute resolution, guarantee/warranty, partnering, value engineering, among others. Using the questionnaire, a 10-year longitudinal study gathered information from U.S. Departments of Transportation in 1996, and then again in 2007. Statistical analysis of the 43 state responses found that 10 of these practices have seen significant increase, but the perceived benefits have increased very little, and one practice has seen a significant decrease in perceived benefit.  相似文献

This study combines two luminous areas, geographical information systems (GIS) and E-commerce system, and applies the combined technology in the business of construction material trading. In the era of electronic business, trades can be accomplished without limitations on time and space. The statement is true in principle only, but in reality, any kind of business activity must involve transportation of goods from one place to another, and therefore, constrain in space is always in existence. GIS is capable to integrate, to manage, and to analyze information regarding to space (spatial information). This study investigates the roles of internet-based GIS in E-commence systems. It is identified that there is a great potential to use GIS in E-commerce system to provide better services in location-based queries, business area analysis, and transportation analysis. Accordingly, an E-commerce system for the business of construction material is developed. The implemented system is called construction materials exchange, this is currently operating for the over 2,000 buyers, 29,000 suppliers, and 1,000 agents, and the system mainly servers for the great China region. This paper presents the system from its conceptual business model, logical system design, to the system implementation.  相似文献

This paper, which is written to both researchers and practitioners, examines the impact of information technology (IT) on construction firm performance. Based on data collected from 74 construction firms, regression analysis is used to test the relationship between performance and IT. Analysis provides empirical evidence that IT is positively associated with firm performance, schedule performance, and cost performance. Firm performance is a composite score of several metrics of performance: schedule performance, cost performance, customer satisfaction, safety performance, and profit. The regression analysis shows that for every 1?unit increase in IT utilization, there is an increase of about 2, 5, and 3% in firm performance, schedule performance, and cost performance, respectively. No relationship is found between IT use and customer satisfaction, safety performance, and profitability.  相似文献

The construction industry has mainly relied on financially focused performance measurements, and studies on performance measurement systems (PMSs) have been carried out at the project level. However, recently, the demand for performance evaluation and management at the company level has increased. A few previous efforts have aimed to develop a conceptual framework for company performance, but there have been few follow-up studies. From this perspective, we have developed an implementation model and practical methodology to measure and compare the performance of construction companies. First, our thorough qualitative and quantitative analysis was used to develop a set of indicators for performance measurement, and an analysis of the relative weightings of the indicators was carried out. Second, we calculated the performance score of construction companies using a study of 34 Korean construction companies. Finally, we carried out a performance evaluation and system analysis using the calculated performance scores and identified practical issues for the implementation of our PMS. Using the results of our analytical processes identified in this work, further research is suggested.  相似文献

This paper presents an internet-based three-dimensional (3D) scan information management system (3DSIMS) that can be used as an interface to input, display, and inspect design as-built construction information. This system is mainly developed using 3D scan data. The function of the 3DSIMS is to integrate the scan data collected before, during, and after a scan scheme that is designed to capture as-built 3D records. The information included in this system consists of a scan scheme, scanned point clouds, construction records, and postscan processed clouds for the display, search, and comparison of scans made each week during the construction of a campus building. This study represents a long-term effort that has rarely been done before. A web page is used to deliver and share scan information. The feasibility of this approach is explained by the examples of dimension-related checks through as-built data.  相似文献

Efficient planning of materials procurement and storage on construction sites can lead to significant improvements in construction productivity and project profitability. Existing research studies focus on material procurement and storage layout as two separate planning tasks without considering their critical and mutual interdependencies. This paper presents the development of a new optimization model for construction logistics planning that is capable of simultaneously integrating and optimizing the critical planning decisions of material procurement and material storage on construction sites. The model utilizes genetic algorithms to minimize construction logistics costs that cover material ordering, financing, stock-out, and layout costs. The model incorporates newly developed algorithms to estimate the impact of potential material shortages on-site because of late delivery on project delays and stock-out costs. An application example is analyzed to demonstrate the capabilities of the construction logistics planning model in simultaneously optimizing material procurement decisions and storage layout plans.  相似文献

Although reverse auctions have been utilized in the procurement of goods for many years, the availability and widespread use of the Internet has recently lead to a dramatic increase in its employment. Reverse auctions have recently found their way to a new market: procurement of construction services. As business and commerce have moved toward e-business and e-commerce, construction is drawn into such new practices. There is an ongoing debate as to whether reverse auctions are suitable equally for the procurement of both goods and services. Some contractors are concerned that reverse auctions are just another form of bid shopping. It is necessary for the construction industry to understand and evaluate the pros and cons of reverse auctions. This article discusses the procedures involved in conducting online reverse auctions and describes reverse auction practices, their advantages, and disadvantages. It also examines the legal principles of reverse auctions, potential problems, and challenges to its use.  相似文献

There is a need to investigate educational offerings in highway safety available through engineering, public health, and injury prevention programs at universities in the United States. A series of surveys was distributed to universities and transportation engineering research centers throughout the United States from March 2004 to March 2005, requesting information about safety course availability and content (e.g., course outline, syllabus, references, and notes). Of 117 engineering programs contacted, 29 safety courses were identified at 25 universities; of 34 public health programs, only seven indicated traffic safety content. A detailed assessment of course content and syllabi revealed that many use reference materials drawn from other areas of transportation (e.g., design and operations); few use educational references reflecting contemporary scientific analyses of safety. Existing course content was compared with safety core competencies developed by a Transportation Research Board Subcommittee to provide an indication of adequacy of course content. The comparison indicated relative strengths in identifying origins and characteristics of crash data and safety management systems, but persistent weaknesses in describing highway safety as a field with underlying scientific principles, which drive how analysis is conducted and decisions are made. The courses also lacked a systemic multidisciplinary perspective, important for success in today’s safety management field. While safety is a primary responsibility of transportation engineers, there is a lack of complete and consistent coverage of this topic at the university level.  相似文献

An appropriate procurement system is a catalyst to the success of a construction project. In practice, the solutions and outcomes of previous procurement selection decisions could be extremely useful in supporting decision making. As a technique that captures and reuses experiential knowledge, case-based reasoning (CBR) has a high potential for modeling the procurement selection decision within a complex dynamic environment. This paper examines the suitability of CBR approaches for procurement selection. The process involved in procurement selection is examined first. A conceptual framework for case-based procurement selection is proposed. The structure of a prototype model on procurement selection criteria (PSC) formulation is presented in this paper. The model applies the CBR approach to procurement criteria selection irrespective of the variability in the characteristics of the client, project, and external environment.  相似文献

The relationship between psychological empowerment and job performance, and whether three intermediate performance determinants; motivation, ability, and opportunity to perform hold the key to unlocking the empowerment-performance relationship dilemma are addressed. Using hierarchical linear modeling to analyze responses from 380 project management-level staff, the results show that psychological empowerment not only has direct and positive performance consequences, but also indirect effects, mediated by intrinsic motivation, opportunity to perform and ability to perform. The findings provide preliminary evidence in support of a comprehensive model of work performance that takes into consideration not only motivation and ability but opportunity to perform. Indeed, opportunity to perform actually emerged as a stronger mediator in the psychological empowerment-contextual performance behaviors relationship than ability to perform. The findings of both direct and indirect relationships however demonstrate that the relationship between empowerment and performance is more complex than previously thought. Yet, by demonstrating that empowered employees exhibit positive performance behaviors, psychological empowerment clearly emerges as a valuable path for organizations to pursue in their search for performance improvement in project settings.  相似文献

In a building process that enables a proper flow of product information among the “Users of Information” (Agents), a “Product Information System” is proposed. The system established in connection with a set of criteria involves five subsystems (Thesaurus, Summarized Data, Manufacturers, Compatibility Tables, and Detailed Data) linked with each other. Agents looking for product information can enter the system through the subsystems Thesaurus or Manufacturers, and they can decide on the choice of appropriate products at the first stage (Summarized Data), whereby they can find access to the subsystem Detailed Data afterwards for the detailed information needed. In management practice, personnel functions and personnel information needs are the very first areas that are systematically tackled. This is because a manager or supervisor cannot perform his∕her functions efficiently without proper information on which to base decisions. However, construction industry studies and researchers do not emphasize these areas. Thus, there is a lack of information in the construction industry regarding functions, responsibilities, and information needs of construction personnel. Results are presented of a field study conducted to determine: (a) The primary role of the key individuals at the various management levels (i.e., their functions, responsibilities and authorities); and (b) the type of information these personnel require in order to effectivery perform their functions. Although corporate governance has emerged as an issue of considerable importance in shaping the organizational structure and the vision of the firm, this entity has yet to receive sufficient scrutiny in the construction industry. The purpose of this study is to determine the extent by which the configuration of corporate governance may impact on the financial performance of construction firms. The investigation utilizes 100 companies of differing sizes. The analysis reveals that a critical mass of outside independent directors and the dissociation of the roles of CEO and Chairmanship of the board do translate into superior financial market returns for the firms. Other corporate governance variables have no apparent impact on the financial performance of the firms. These findings are significant to construction firms that are already established or in the process of being formed.  相似文献

The study focuses on the development of an innovative procurement method in order to improve owners’ contracting strategies. The aim of this paper is to develop a procurement system that improves the overall project implementation process, in order to meet the project objectives of time, cost, and quality. The Specialist Task Organization (STO) approach is suggested based on a constructive research approach, where extensive theoretical development of the STO concept is developed. The analogical validation was carried out through the review of four case study examples in order to find the analogies between the positive outcomes of four case studies and the elements of the STO route. The proposed task-oriented approach utilizes integrated product (task) development, integrated management, and fragmented execution via task organizations. The merits of the STO approach include, the shifting of competition from only single design and cost based to multiple designs, life-cycle costs, alternative materials, and maintainability implications. The STO approach assumes a modular approach to design, and allows experts knowledge in design and construction through their involvement from preconstruction through project starts up. The suggested STO route is a potential tool in realizing complete sustainability in construction in terms of environmental and social sustainability, as well as economic sustainability.  相似文献

This report reviews guidance on constructability programs from a variety of sources and presents the current practice of constructability. The advice of several organizations and researchers is summarized to describe expectations for ideal constructability. Actual current constructability practice, based on results and analysis of a Constructability State of Practice survey, is described. Approximately 100 owners, architects, engineers, consultants, contractors, and construction managers answered the survey’s ten questions and provided written comments. The results provide a picture of current constructability practices in the architecture, engineering, and construction (AEC) industry and progress in recent years. Major conclusions include: (1) constructability has gained acceptance throughout the industry; (2) constructability efforts are clearly beginning in early project phases; (3) a wide variety of constructability techniques and new technologies are being implemented; and (4) obstacles to improving constructability remain, but may be changing. Finally, recommendations are provided based on areas where constructability practice can still be improved. This report is relevant to both industry practitioners and researchers.  相似文献

The construction industry benefits greatly if all the existing three-dimensional (3D) geotechnical subsurface information of a city/country can be accessed at any time using the Internet. The geographic information system (GIS) is well suited for such problems; however, GIS was originally developed for two-dimensional planes. Recently, some 3D capabilities for GIS have been developed, but these capabilities in their present form alone are not suitable for storing and presenting three-dimensional geotechnical data. One way to overcome the limitation of data storage is integration of GIS with a relational database management system (RDBMS). A Web-based geotechnical information system that can perform online spatial queries, generation of professional borelogs, and various geotechnical analyses was developed. The system has been developed as a national geotechnical information system (GeoInfoSys) for Singapore. The system provides easy-to-use functions to: (1) locate and purchase boreholes of interest; (2) view borelogs and cross sections that are generated online; (3) provide downloadable data in a standard format for downstream analysis; and (4) perform geotechnical queries using a geotechnical search engine (GSE). The geotechnical information was stored in a digital format rather than as static images; this provides many opportunities to explore the data, and these opportunities are discussed herein.  相似文献
